SEC Closure of Entrust Group and Bentley Financial Services, Inc.
On October 23, 2001, the Securities and Exchange Commission filed suit against Robert L. Bentley, Entrust Group and Bentley Financial Services Inc., all of Paoli, Pennsylvania, for suspected securities fraud. This suit

alleges that the defendants have been representing investments to be federally insured Certificates of Deposit, when in fact they are selling uninsured securities issued by the defendants. On October 24, 2001, the U. S. District Court issued a temporary restraining order that freezes the assets of the defendants and appoints a receiver to exercise control over these assets.
Final Rules of the Department of Banking and Finance
The Rules of the Department of Banking and Finance, previously published on August 28, 2001, were adopted and filed with the Secretary of State on October 22, 2001 and will become effective as of November 11, 2001.
Future Publication of Rules and Regulations of the Department of Banking and Finance
The Department from time to time proposes certain rules and regulations and invites public comment. The procedures for rule making are set out in Article 1 of Chapter 13 of Title 50, the Georgia Administrative Procedures Act. In the past, the Department has mailed special bulletins which contain proposed and final rules. In the future, beginning March 1, 2002, all such special bulletins will be made available electronically on the Department's website (http://www.state.ga.us/dbf/). A notice that proposed or final rules appear will be in the scroll box entitled "updates" on the right hand side of our web page. Any person who desires an individual copy of these bulletins may request an electronic mailing by e-mailing their request, including their e-mail address, to Susan Brown at browns@dbf.state.ga.us by January 1, 2002. If e-mail is not available to a requester, the Department will make a paper copy of proposed rules available at its main office at 2990 Brandywine Road, Suite 200, Atlanta, Georgia 30341. Distribution of Department's Monthly Bulletin
The Department of Banking and Finance, beginning with the January 2002 monthly bulletin, will distribute all future Department bulletins electronically via e-mail. This allows the Department to get the bulletin to you more rapidly and efficiently. The Department's Bulletin will also be posted on the Department's website http://www.state.ga.us/dbf/bulletins.html. If you are on a paid subscription list to receive the Department Bulletin, you will continue to receive your subscription as you receive it today through the end of your current subscription. After that time, the Department Bulletin will be available without cost to you by e-mail or through our website. Distribution of Monthly Summary of Mortgage Activities
Beginning January 2002, the Monthly Summary of Mortgage Activities will be e-mailed each month to licensees. The Department requests that all licensees provide the Department a valid e-mail address in order that they may receive the Monthly Summary each month in a timely manner. For all other licensees, the Monthly Summary will be available on the Department's website http://www.state.ga.us/dbf/bulletins.html each month. This delivers the Mortgage Summary to you more rapidly and efficiently. It is anticipated that the following schedule will be observed for 2002. Financial Institutions may observe both the official observance day as well as alternative observances indicated. In addition to these designated dates, financial institutions may close on Sunday and one discretionary day each week. If the discretionary day observed is changed permanently or temporarily, customer notice must be posted at least 30 days in advance.

EMERGENCY CLOSINGS

As the winter months approach, all financial institutions are reminded that current regulations provide for management to exercise its own discretion, with notification to the Department, in closing any institution for one business day (renewal for successive days) upon its determination that the safety of customers, employees or assets would be in jeopardy due to civil disorder, fire, acts of God, or utility failure or similar circumstances which render the institution unable to conduct business in a safe and sound manner. Such closings should be communicated to the Department by telephone, mail or fax as soon as transmission is feasible.
