SUSPICIOUS ACTIVITY REPORTING
On December 30. 1999, the FDIC issued FIL-115-99 regarding suspicious activity reporting software. The Financial Crimes Enforcement Network (FinCEN) recently informed FDIC that older versions of software used to report suspicious activity are not Y2K-compliant.
Banks using early versions of the software (versions 1 or 2) should visit FinCEN's Web site at (www.treas.gov/fincenl) under "What's New" to download version 3.0 for use in filing Suspicious Activity Reports (SARs) after December 31, 1999. SARs filed using versions 1 or 2 will not be accepted after that date. Y2K-compliant SAR forms also are available on FinCEN's Web site under the category "BSA Forms." These are modifications of current forms and software, not the new forms and software that will be released early in 2000. If you have any questions, please contact FinCEN at (703) 905-3744.

SEMI-ANNUAL MORTGAGE $6.50 FEES
80-5-1-.04 Levy, Collection and Remittance of Georgia Residential Mortgage Act Per Loan Fee.
(a) Each borrower who obtains a mortgage loan as defined in Article 13 shall pay to the Department a per loan fee of $6.50. Any person who closes mortgage loans that are subject to regulation under Article 13, regardless of whether said person is required to be licensed or registered under Article 13, shall act as collecting agent for payment to the Department of said per loan fee for each mortgage loan closed by that person on and after January 1, 1994. A mortgage loan shall be deemed to have been closed by a person if such person is indicated as the secured party on the security deed or any other loan document that establishes a lien on the residential real estate taken as collateral for the mortgage loan.
(b) The fees payable under the provisions of subsection (a) shall be payable to the Department by the collecting agent, who is the person responsible for remittance of such fees on a semiannual basis. More specifically, such fees for the period January 1 through June 30 of each year shall be remitted to the Department no later than the first business day of September of each year and such fees for the period July 1 through December 31 of each year shall be remitted to the Department no later than the first business day of March of each year. The first remittance of such fees shall be made to the Department no later than September 1, 1994 for the period January 1, 1994 through June 30, 1994. A fee statement indicating the number of mortgage loans closed during the applicable reporting period by the person remitting the payment should be enclosed with the payment. Such fee statement shall be in a format substantially similar to the following:

80-11-3-.01 Administrative Fines.
U) Any person who acts as the collecting agent at a closing of a mortgage loan transaction sUbject to Article 13 of Title 7, the Georgia Residential Mortgage Act, is liable for payment of the $6.50 fee to the Department, pursuant to Code Section 7-1-
1011 and Rule 80-5-1-.04. Any remittance of the $6.50 fees that is received more than 60 calendar days after it is due shall subject the person to a fine of $1,000 for each due date missed.
NOTICE TO BANK HOLDING COMPANIES
RE: All Bank Holding Companies - Submission of FR Y-9C's, FR Y-9SP's, FR Y-9LP's, and FR Y-6's to the Georgia Department of Banking and Finance
We are pleased to inform you that your holding company will no longer be required to submit the above referenced holding company financial reports to this Department. Due to technological improvements, we can obtain this information from other sources.
Rule 80-6-1-1-.05 of the Department of Banking and Finance's Rules and Regulations has been amended to do away with the requirement that these reports be submitted to this Department.

2000 HOLIDAY SCHEDULE
It is anticipated that the following schedule will be observed for 2000. Financial Institutions may observe both the official observance day as well as aiternative observances indicated. In addition to these designated dates, financial institutions may close on Sunday and one discretionary day each week. If the discretionary day observed is changed permanently or temporarily, customer notice must be posted at least 30 days in advance.
