Agriculture Department Monitors Kerosene, Antifreeze, Propane
As fall temperatures become cooler, many consumers will be winterizing their cars and trucks and making arrangements for fuel supplies this winter.
Some consumers use kerosene for heating and the Georgia Department of Agriculture's Fuel and Measures Section regulates this fuel to ensure supplies are safe and effective.
Each year the Department tests samples of kerosene for color, sulfur content,

flashpoint and end point. The color of kerosene used in space heaters, unvented heaters and lamps should be close to that of clear water it should be colorless and crystal clear. Consumers are advised to stay away from kerosene tinted with red dye as the pigments in the dye potentially can clog the wick and cause the heater or lamp to not burn properly.
The Department checks the sulfur content of kerosene to ensure it is not above safe levels. If the sulfur concentration is too high in kerosene, sulfur dioxides, which are harmful to breathe, can be emitted into the air.
Tests are conducted for flashpoint and end point to ensure the heat level is sufficient for the kerosene to fuel a heater or lamp without being volatile enough to possibly start a fire.
Kerosene is sold at many gasoline stations/convenience stores throughout the state, and the law requires the product name, grade and price to be clearly labeled on the pump. Home heater manufacturers usually recommend that consumers use 1K kerosene in unvented heaters because it has a low sulfur content compared to the 2K grade of kerosene.

Nomination Process Now Underway For Governor's Annual Award Program
Governor Nathan Deal and Commissioner of Agriculture Gary Black have issued the call for nominations for the Seventh Annual Environmental Stewardship Award.
The Governor's Agricultural Environmental Stewardship Award is an annual award designed to recognize agricultural producers in five districts of the State that are exceptional environmental stewards. This award recognizes producers that have incorporated conservation practices and best management practices into the dayto-day activities of their farming operations that protect and conserve the natural resources of the state. A fivemember selection committee comprised of representatives from each region will select a winner from each of the five regions. A Statewide winner will be selected following a tour of each of the operations selected as regional/district winners. At the Eighth Annual Agriculture Week Kick-Off Festivities that will be held Tuesday, March 13,
2012, Governor Deal and Commissioner Black will recognize all district winners and announce the State winner.

Through verification of the sample test results of the physical properties of antifreeze, such as density, corrosion resistance, water content, pH, freeze point and boiling point, the Department ensures that the product is free from contamination and will protect an engine from cold temperatures.
To ensure proper protection, a mixture of 50 volume percent antifreeze with 50 percent water is recommended; however, the percentage of antifreeze used depends upon the degree of protection desired. Although a higher concentration of antifreeze can be used, no more than 70 volume percent of the radiator fluid should be antifreeze. In addition, consumers are advised to read all precautionary statement and package directions on the product label.
If the Department finds that the kerosene or antifreeze being sold by a sales establishment does not meet prescribed standards, it issues a stop sale order to

Proposed Rule to Streamline Disaster Designation Process
The U.S. Department of Agriculture is accepting comments on a proposed rule designed to streamline its Secretarial Disaster Designation process to expedite assistance to farmers devastated by natural disasters. The improvements outlined in the proposed rule aim to cut the time to make a disaster designation by as much as 70 percent. Designating disaster counties is a key step to authorizing disaster assistance for some of the programs administered by USDA.
A natural disaster designation makes all qualified farm operators in the designated areas eligible for a variety of assistance from USDA, including low interest emergency (EM) loans and the Supplemental Revenue Assistance Program (SURE). The Secretary of Agriculture is authorized to designate disaster counties to make disaster assistance programs available to farmers and ranchers.
Currently, designations require a state governor or Indian tribal council to initiate disaster designation through a formal request of the Secretary. The process has been in place for more than two decades and regulations have not been substantively revised since 1988. The proposed rule for Secretarial Disaster Designations:

No Bake Sweet Potato Bites (Makes 60)
1 egg, beaten 4 tablespoons butter 1 cup cream 1/4 teaspoon cinnamon 1/8 teaspoon allspice 1/2 teaspoon salt 4 tablespoons brown sugar 1/4 cup molasses 1 (8 oz.) package cream cheese 2 cups sweet potatoes, mashed 1 cup pecans, chopped 4 packages of 15 puff pastry tart shells Whipped topping Cinnamon sugar, garnish
In a small sauce pan, combine egg, butter and cream. Cook on low heat until egg mixture barely coats the back of a spoon and thickens. Add cinnamon, allspice, salt, sugar, molasses, cream cheese and sweet potatoes. Using a mixer, beat until thick and creamy. Fold in pecans. Spoon mixture into pastry tart shells, top with a dollop of whipped topping and sprinkle with cinnamon sugar. (Note: To make pies instead of tarts, pierce bottom and sides of two 9inch frozen pie shells. Salt each shell and bake until done. Allow pie shells to cool and fill with sweet potato filling. Place in refrigerator until ready to serve).

Eligible ranchers and livestock producers who had livestock losses or grazing losses during the 2011 crop year must apply by Jan. 30, 2012 for benefits under the Livestock Forage Disaster Program (LFP) and the Emergency Assistance for Livestock, Honeybees and Farm-Raised Fish Program (ELAP).
Sign-up for 2010 losses under the Supplemental Revenue Assistance (SURE) Program began Nov. 14, 2011 and will end June 1, 2012.

The propane (liquefied pertroleum gas) industry also is regulated by the Fuel and Measures Section, as propane bottling companies are required to have certified, "legal-for-trade" scales which are checked by inspectors for accuracy.
In addition, new electronic metering systems are being introduced into the market place which will allow dealers to sell propane by volume. "This new technology will afford us the opportunity to also check meters by volume," said Rich Lewis, director of Fuel and Measures.
LP gas inspectors also check the meters of home delivery trucks for accuracy in the state. The Section receives many calls concerning the price of propane, so it's important the meters are correct.
"The propane dealers do a good job of keeping their equipment functioning correctly, and they are extremely good about notifying us if there is a suspected problem," said Marnie Pound, assistant director for Fuel and Measures.

As the 2011 growing season comes to an end, the U.S. Department of Agriculture's National Agricultural Statistics Service (NASS) will contact producers nationwide to gather final yearend production numbers. After months of drought and extreme temperatures in Georgia, it's vital for farmers to respond to the December Agricultural Survey to ensure the impacts of these weather conditions are accurately reported.
"The December Agricultural Survey is the largest and most important year-end survey conducted by NASS," explained Douglas Kleweno, director of the NASS Ga. Field Office. "This survey is the basis for the official USDA estimates of production and harvested acres of all major agricultural commodities for Ga. and across the United States. Following a growing season with unprecedented weather extremes, data from the December Agricultural Survey will benefit farmers by providing timely and accurate information to help them make critical year-end business decisions and begin planning for next year," added Kleweno.
During the first two weeks of December, NASS will contact selected Ga. producers by mail or telephone and ask them to provide information on their 2011 production and on-farm stocks. The information will be compiled, analyzed and then published in a series of USDA reports, including the annual Crop Production summary and quarterly Grain Stocks report, both to be released January 12, 2012.

To be an eligible voter, farmers and ranchers must participate or cooperate in an FSA program. A person who is not of legal voting age, but supervises and conducts the farming operations of an entire farm also may be eligible to vote.
Agricultural producers in each county submitted candidate nominations during the nomination period, which ended on Aug. 1. FSA county committee elections began Friday, Nov. 4, with USDA mailing ballots to eligible voters.
Eligible voters who did not receive ballots may obtain them from local USDA Service Centers. Newly elected committee members and their alternates will take office Jan. 1, 2012.
Each committee consists of three to 11 members who serve three-year terms. Approximately one-third of county committee seats are up for election each year. When discarded, the plastic carcass will remain in a landfill for centuries. After Christmas, a real Christmas tree can be chopped into mulch. You also may simply stand a cut Christmas tree in your garden until the needles fall off. In the meantime it will provide winter shelter for small birds such as chickadees, wrens and song sparrows. You can trim off the branches to use for mulch or use the branches (or the entire tree) in gullies or washed out areas to prevent further soil erosion. Real Christmas trees offer a variety of textures and shades including teal, silvery blue, olive and reddish green. And no artificial tree smells the same as a real pine, spruce, cedar or fir. Consider visiting a Georgia Christmas tree farm so your wife can see how the trees are grown. If you can't convince your wife to accept a cut tree, perhaps in the spirit of "Peace on Earth" she will accept a potted or balled-andburlapped specimen that you can plant in your yard after the holiday.

Bald cypress will grow in northwest Georgia and all parts of the state. Bald cypress is very hardy, thriving even into southern Canada. They are also more tolerant of drier soils than their native swampy habitat would indicate. They will be perfect for growing along a pond. You may even have some produce their distinctive "knees" if they are close enough to the water.
