Producers Reminded Crop Insurance Needed
VAPG Application
To be Eligible for Disaster Assistance Programs
Deadline August 29 The deadline to apply for a Value Added Producer Grant (VAPG) through USDA Rural Development is August 29, 2011. Independent producers, farmer and rancher cooperatives and agricultural producer groups are eligible to apply. Complete information on VAPG is available in the June 28, 2011, Federal Register. VAPG may be used for feasibility studies or business plans, working capital for marketing valueadded agricultural products and for farmbased renewable energy projects. Valueadded products are created when a producer increases the consumer value of an agricultural commodity in the production or processing stage. Working capital funds can be used for most postharvest expenses but cannot be used to purchase equipment. For more information visit www.rurdev.usda.gov/rbs/coops/vadg.h m or contact Scroggs (craig.scroggs@ ga.usda.gov or 770-267-1413, ext. 113), or Burns (al.burns@ga.usda.gov or 229382-0273, ext. 109).
Hobby Stripling, State Executive Director of Georgia's USDA Farm Service Agency (FSA), reminds producers of the need for insurance coverage for crops in order to be eligible for the agency's disaster assistance programs. Producers must purchase at least catastrophic (CAT) level of insurance for all insurable crops and/or FSA's Noninsured Crop Assistance Program (NAP) coverage for noninsurable crops to be eligible.
"Crop insurance is an important risk management tool for farmers, but it's not available for all crops. That's why NAP is so important," Stripling said.
NAP is a federally funded program that provides coverage to producers for noninsurable crops when low yields, loss of inventory or prevented planting occurs due to natural disasters.
Crops eligible for NAP coverage are those for which crop insurance is not available, including fruits and vegetables, aquaculture, pecans, turf grass and forage crops, just to name a few. Crops that FCIC deems as ineligible due to practice or yield are not covered by NAP.
"Producers must apply for coverage before a disaster strikes," Stripling said. "Like regular crop insurance, once an application period closes, the opportunity to obtain coverage is gone."
NAP applications for coverage must be filed using Form CCC-471 and service fees paid by the application closing date. Application closing dates vary by crop and Stripling reminds producers to contact their local FSA Office for specific crop application sales closing dates. Following is a brief summary of Georgia's NAP application closing dates:
by 8/15/2011: Forage Crops with an intended use of Forage, Grazing or Seed: includes all grasses, alfalfa, clover, lespedeza, mixed forage and vetch all Value Loss Crops. all crops without a final planting date such as grapes and cranberries carrots by 8/31/2011 for onions as set by FCIC by 9/30/2011 for barley, canola, oats, wheat as set by FCIC

As a result of his success as crop and cattle producer, Carlos Vickers of Nashville, Ga., has been selected as the 2011 Georgia winner of the Swisher Sweets/Sunbelt Expo Southeastern Farmer of the Year award. Vickers now joins eight other state winners from the Southeast as finalists for the award. The overall winner will be announced on Tuesday, Oct. 18 at the Sunbelt Agricultural Exposition in
packed by others. He also has a labor saving cleaning and baling system for his tobacco. In this system, cured tobacco is hauled in boxes to a central location where it is cleaned, graded and baled, while newly harvested green or uncured tobacco is put into the empty boxes and hauled to the curing barns.
Vickers has been active in several community and farm organizations,
1/31/2012 for annually planted spring and fall crops.
Producers should note that crops such as greens can be planted before 1/31/12 and will be considered to be a 2012 crop if the crop is to be harvested in crop year 2012. Coverage on these crops will begin the later of the following:
*30 days after the CCC-471 is filed *the day the crop is planted.

All equine advertised in the Market Bulletin must have had a negative Coggins test within past 12 months. Negative reports are valid for 12 months from the sample date. A copy of this test report must accompany the ad each time it is submitted or the notice will be returned to the advertiser. For this reason, generalized ads (i.e., many horses, varieties to choose from, others, etc.) cannot be accepted. Buyers are urged to request verification of a negative Coggins test before purchasing any equine. Any falsification of Coggins tests can result in fines and/or suspension of advertising privileges in the Market Bulletin. This regulation also applies to equine advertised in the "At Stud" and "Boarding" categories of the quarterly equine editions.

AG SEED FOR SALE
If you have questions regarding this category, call Shavonne Smith at 404-6519081 or 404-651-9082.
Advertisers of agricultural seed must submit a current state laboratory report (not more than 9 months old) for purity, noxious weeds and germination for each seed lot advertised. A seed lot must be uniform and not exceed 400 50-lb. bags. Laboratory reports will be returned upon request. Any ads for agricultural seed submitted for publication without this documentation will not be published. Licensed seed dealers cannot advertise seed in the Market Bulletin. Certain varieties of seed are protected from propagation unless they are grown as a class of certified seed. For example, wheat seed such as Florida 304, Coker 9152, Coker 9835 and soybean seed, such as Prichard and Benning, may not be propagated for sale unless the seed has been grown as a class of certified seed. Propagation of such seed is a violation of the Plant Variety Protection Act and the Federal Seed Act. If you have questions regarding certified seed, call the Market Bulletin office or the Georgia Department of Agriculture Seed Division at (404) 656-5584.
