As I reflect on my 42 years as your Commissioner of Agriculture, I find myself experiencing both sadness and optimism. Sadness in that I will truly miss many of the dedicated and talented people I have had the pleasure of working with throughout the years, and optimism in that I believe the Georgia Department of Agriculture is in good hands as I leave
office. At the beginning of
my administration I embarked on an aggressive strategy to improve quality of the state's animal industry. Through legislation and our department's programs utilizing monitoring and surveillance, testing, and prompt reporting of problems followed by swift action, we were able to eradicate tuberculosis, cattle brucellosis, swine brucellosis and pseudorabies. These programs also helped protect our animal industry from such foreign diseases as Avian Influenza, Exotic Newcastle

a shining example of the successful marketing of one of our state's premier farm products, and I am pleased to have initiated the legislation that stipulated the specific growing area for this crop and helped protect its integrity.
In our global economy it has been especially important for our agriculture producers to look to markets abroad, and I hope the department can continue efforts in this area. Since I established the department's international trade division, our state agricultural producers have had the door opened to trade with China, Cuba and the Soviet Union, and other oversees markets.
Although Georgia farmers are now producing a diversity of crops, row crops, such as cotton, remain a vital part of our agricultural industry. I am pleased to have drafted the legislation for Georgia to participate in the Boll Weevil Eradication Program that has been successful in eradicating this pest from the state and returning cotton to its status as a leading cash crop.
