Planning for Special.Needs Key to. Severe Weather safety,
Preparing for severe weather can be particularly challenging, taking on additional importance for families with members who have_ speci'al needs, particularly. when evacuations are ordered. The Georgia Emergency Management Agency continues to work .closely with local emergency management officials; as well as other state and local authorities, to maintain current data bases on the special needs population, and to ensure that _the necessary services ate i;eadily available.
"These efforts are critical to our goal of ensuring that every Georgian can be safely and quickly evacuated to a secure place in ca time of emergency," said GEMA Director Gary W. M~Connell.
McConnell said this year's quiet hurricane season gave e'mergency managers around the state an opportunitY .to continue to implement and hone. special needs planning based on what was learned during the 1999 evacuation caused by the threat of Hurricane Floyd.
People with special f!eed_s indude anyone with physical, mental, sensory or . medical conditions who would require differing levels of care. This includes, for example, people who are: elderly; hearing, visually or mobility impaired; or developmentally disabled.. Special needs
citizens range from people who need only minimal assistance for minor injuries or illnesses to those who require skilled care, continuous observation or special equipment or services usually provided by a hqspital.
While state and local governmental agencies and volunteer organizations are
continuously working to implement
plans to assist people with special needs, McConnell pointed out that individuals with special needs or their families also .should take a proactive approach to planning what they wo_uld do in the event of an "emergency or an evacuation. .
"These preparations should be part of --the regular family disaster plan," he said.
McConnell urged people with special needs or their families to contact their local emergency management agency to determine-what services and facilities are available in their coffimunity, and to learn how 'they can be adequately prepared for a major emergency or evacuation. He emphasized the importance of "family disaster kits" which should include any equipment or supplies that may be needed, such as prescription'drugs_.

* Extension of the 1999 Livestock
Indemnity Program/Contract Growers
(CG-LIP): Program coverage of last
year's CG-LIP will be extended through
Feb. 7, 2000: The signup period_ will
begin Jan. 18, 2001. .

For Ratite Producers
On Oct. 28, President William Jefferson
Clinton signed H.R. 4461 into law, the
Agriculture, RUral Development, Food and
Drug Administration, and Related
Agencies Approptjations Act for FY 2001.
The Act fully funds the president's Food
Safety Initiative with $383 million (up $57
million from FY2000) and mandates
lJSDA inspection of ratite .meat at
slaughter and processing. R&tites include
. Emu, Ostrich and Rhea. Until the bill was
passed, ratite producers had to pay for
USDA inspection each time .birds were
processed.

In effect, HR 4461 will allow ratite
. prooucers across the country to provide
.processed meat products at a lower cost,
which, in turn, will make ratite products
more competitive with- traditional meat products.
With passage of this bill, ratite slaughter
and processing .in Georgia will require
federal inspection. Georgia Meat
Inspection Personnel previously conducted
ratite slaughter inspection .at State
inspected plants by handling them as red

Planned at UGA
The University of Georgia Cooperative Extension Service and other. agencies will sponsor three Adult Horse Short Courses . on Jan. 18-19, Feb. 8-9, and March 2-3. Topics. include: Mare Care and Reproduction; Stallion Management and Reproduction; and General Care, Nutrition, Pastures and Forages for Horses.
Each of the short courses will be presented in a morning lecture-discussion and afternoon lab format. Lectures will be given .at the UGA Animal/Dairy Science Complex on the comer of College Station and River Roads, Athens beginning at 8 a.m. Registration will be accepted on a first-come basis.
