Tobacco Harvest
Favorable Conditions Cause Market Stockpiles
Favorable weather and growing conditions have promoted early ripening and harvesting of tobacco which has created problems in the normal flow of the crop from farm to manufacturer, according to Georgia Commissioner of Agriculture Tommy Irvin.
"This problem is not unique to Georgia and Florida but is occurring in the tobacco production belt in the Carolinas and Virginia as well," said Irvin. "Tobacco has been warehoused in quantities greater than the marketing system has been able to handle and manufacturers have been able to process in their dryers."
Farmers who have not delivered their tobacco to local warehouses are urged to consider storing the crop on their farm until the normal marketing process reduces the current warehouse storage.
"I have been in contact with companies and marketing officials concerning the present situation," said Irvin. "I have been assured that the tobacco buyers will stay with Georgia markets until all our leaf is sold."

Legalization Deadline Approaches For Alien Agricultural Workers
The Immigration and Naturalization Service (INS) is accepting applications from aliens as Replacement Agricultural Workers (RAW) through November 30, 1989. This is the final legalization program under the Immigration Reform and Control Act (IRCA) of 1986. The RAW program, designed to ensure that there is an adequate supply of seasonal farm workers in the United States, is open to both legal and illegal aliens in the U.S. and aliens abroad.
To be eligible for the program an alien must meet the followingcriteria:
* Be 18 years of age or older; * Be admissible to the U.S. as an

immigrant, or if inadmissible, have had grounds of excludability waived; * Have performed at least 20 man-days (one hour per day) in agricultural work in the U.S. during any 12-consecutivemonth period between May 1, 1985 and November 30, 1988; and * Certify that he/she is able and intends to perform seasonal agricultural labor each of the three years following acceptance into the program. An alien who enters the U.S. illegally after the November 30, 1989 program is not eligible for RAW status. Priority consideration will be given to spouses and unmarried sons and daughters of IRCA applicants who meet eligibility requirements.
A $10 registration fee must be submitted with the registration card in the form of a bank or cashier's check or money order. Interested individuals in Georgia may

Peach Growers Reminded To Vote in Referendum
Georgia peach growers are reminded to cast their votes before September 22 on the industry-initiated and USDA-recommended amendments to their federal marketing order.
The amendments, designed to improve the functioning of the present order, would:
* limit the office terms of committee members to six consecutive one-year terms;
* require one affirmative vote from each of three growing districts in order to recommend changes in peach size regulations;
*.. authorize regulations for container markings and packs;
* authorize "positive lot identification" to facilitate identification of specific lots of inspected fruit;

Q: I remember reading a while back that shavings from a certain type of wood are poisonous to horses and should never be put in their stalls. I can't remember what kind of wood it is. Can you tell me?
A: Our veterinarian says that black walnut shavings should never be put in a horse's stall or any place where the animal can get to them. Horses will nibble on shavings and black walnut wood contains a toxic substance that can cause colic and founder in the animals when ingested. Horses also can develop founder from standing on the shavings.
Q: I have a problem with ants around my fig bushes. I know thi I can sprinkle diazinon granules around the bushes to kill the ants, but is there a non-chemical way to get rid of them? I sometimes feed birds and I don't want to put out something that might harm them.

Reports of Lyme Disease Increasing in Georgia
With summer's end drawing near, you probably are aware of the recent public interest in the tickborne bacterial infection called Lyme Disease. After being identified in Lyme, Connecticut in 1975, Lyme disease has spread rapidly throughout, New England and now has been found in 43 states, including Georgia. Nationally, from 1982 through 1988, nearly 14,000 cases of Lyme were reported to the Centers for Disease Control, making it the most common tick-borne disease in the United States. Dr. Keith Sikes, Georgia state epidemiologist, has reported 331 human Lyme cases so far this year; a sharp rise from a total of 59 cases in 1988.
Although there has been an increase in reported cases of Lyme, public awareness of the disease and its means of transmission will help reduce the risk of infection. The prime months for infection are June and October, due to the tick's life cycle .and distribution.
The corkscrew shaped bacteria, Borrelia burgdorferi, is harbored in the Northeastern deer tick and the

Bulletin Calendar Guidelines
To submit a notice of inclusion in the Market Bulletin 's Calendar of Events, follow these guidelines:
Please mail notices at least 3 weeks prior to the date of event. Items will be published 2 weeks prior to their occurrence in the calendar.
Livestock sales and auctions may be included in the calendar twice: other events, such as seminars, meetings, shows, craft fairs, etc., are listed only once.
Equine events should be included in the quarterly horse edition and should not be re-submitted for publication again in the calendar. If a change in the date, time, etc., is necessary, we will be happy to include the notice again as a correction.
Calendar announcements should be as close to 20 words as possible and include the following information: date, time, name of event, location, and name and phone number for futrier information.
When submitting multiple listings, please submit events taking place on different dates on separate sheets of paper. (All sheets may be mailed in the same envelope, however).
Livestock sales and auctions, which occur on a regular basis, should be listed in the Livestock Clip & Save Calendar, published monthly, rather than the weekly calendar of events. A date must be listed on livestock sales and auctions in order for them to be published in the weekly Calendar of Events.
When submitting a notice requesting handicraft exhibits, etc., please specify when you'd like the request to be published; otherwise, it will be included approximately 1 month before the events takes place.
If you have questions regarding the Bulletin's Calendar of Events, call 404-656-3682.

Grandpa's
Garden
When planting your fall garden crops, you can make even, parallel rows for sowing seed with your child's toy wagon. You can recruit one of your kids to sit in the wagon for added weight as you pull. If the kids are not around, use a heavy object such as a concrete block.
Many gardeners claim that cabbage, broccoli and other cole crops taste better when produced in the fall. A major benefit of a fall cole crop garden is that insect and disease problems are less severe than in the spring.
For a bumper crop of strawberries next spring, you need to fertilize your crop in September with ammonium nitrate. Use one to one and a half pounds of ammonium nitrate per 200 square feet of bed area. Be sure to brush or wash any fertilizer from the strawberry plants' leaves to prevent burning.
Harvest your pumpkins and winter squash after the vines die or before the first frost. If you plan to store your harvest, wash the vegetables with a bleach solution to kill bacteria on the skin. Simply dilute a cup of bleach in a gallon of water and sponge or dip the vegetable, then allow to drip dry.
Turnips germinate and grow more quickly than many other root crops. Temperatures above 80 degrees F. for several days can cause turnip roots to mature before their time, giving them a strong, bitter flavor and spongy flesh.
Minimize disease problems for your fruit trees next year by removing and destroying dried or rotten fruit left in your trees and on the ground. You should also clear out debris from around the trees to eliminate nesting places for insect pests.
With plenty of rainfall this summer, many folks have had to work in muddy garden plots. To prevent tracking mud in and out of the house without the inconvenience of removing your shoes each time, step into plastic grocery bags and go into the house without tracking dirt.

GRFA Loan Program Provides Low Interest Home Mortgages
The Georgia Residential Finance Authority announced last week that proceeds from the sale of $45 million in tax-exempt Mortgage Revenue Bonds will enable it to finance below-market interest rate mortgages through the Authority's Home Ownership Loan Program.
GRAF's Home Loan Program will offer 30-year mortgages at a fixed rate of 8.25 percent plus 2 discount points. Conventional loans with private mortgage insurance, loans guaranteed by the Veterans Administration or insured by the Federal Housing Administration are eligible. Applications for loan funds can be made at any of the pre-approved lenders in a statewide network of mortgage bankers, commercial banks or savings and loan institutions. On Sept. 20, these lenders will reserve funds from GRFA for loans in progress.
Federal law requires that loan applicants be either first-time home-buyers or persons who have not owned a home in the last three years. The latter restriction does not apply in federally designated
"target" counties which represent about half of Georgia's 159 coun-
ties. The U.S. Department of Housing
and Urban Development (HUD) has single family houses for sale that may be purchased with as little as a $100 downpayment. To assist lower income, first-time homebuyers to take advantage of the $100 down opportunity, GRFA has set aside up to $4.5 million of its FHA insured loan funds.
Because GRFA's mortgage revenue bonds are tax-exempt, the loan funds are subject to various restrictions imposed by federal tax law. These restrictions include limitations on the maximum sales price of homes financed by the program and on the household income of loan applicants. The maximum sales price for either a new or an existing home in the 18-county Atlanta Metropolitan Statistical Area is $73,500. The sales price limit for homes purchased outside of the Atlanta MSA is $73,500 for a new home or $58,050 for an existing home. Further, individuals or families apply-
Reports of Lyme Disease Increasing in Georgia

Eastern black-legged tick. It is speculated that Lyme is spread to the Southeastern states by natural migration of white-tailed deer and wild birds from which adult ticks commonly feed. Nymphal, larval, and adult stages of the deer tick are capable of transmitting the bacteria through a painless bite. The minute size of the adult tick, compared to pin head, poppy seed, or "moving freckle," has contributed to public anxiety about Lyme, particularly for nature lovers and pet owners. The brown dog tick and the American dog tick, both found commonly on pets in Georgia, are not capable of transmitting the disease.
Human symptoms involve a characteristic "bulls-eye" rash on the skin surrounding the tick bite. If not treated promptly, fever, joint and muscle pain, and chronic fatigue may progress with the final stages resulting in serious joint, heart, and nervous system involvement. Lyme is treatable with antibiotics at any stage; however, the earlier the diagnosis, the more effective the therapy.
Dogs, cows, and horses are among the domestic animals which can contract Lyme. Infected dogs may be feverish, have reduced appetites, and experience lameness. Swollen joints, decreased milk production, and abortions are common among cattle. Horses typically have mini-
Handicraft Edition The next handicraft edition of the Market Bulletin will be published Oct. 18. Deadline for notices is Oct. 4. An affidavit stating that the handicraft item was made by the individual advertiser, and not purchased for resale, must be included with the notice. Otherwise, it will not be published.
mal symptons. Due to the similarity of clinical signs to other diseases and the fluctuation of antibody blood titers, an accurate diagnosis can be difficult. Dr. Craig Green, of the University of Georgia College of Veterinary Medicine Infectious Disease Laboratory, has developed a new blood test for Lyme in dogs. In the previous three to four months, approximately fifteen percent of the received samples were positive to Lyme. Eighty percent of these positive dogs live in North Georgia.
Avoiding tick exposure is the best prevention of possible infection. Experts recommend wearing long pants and light colored clothing whenever in grasslands and woods. Use tick repellants such as Permanone with permethrin for clothing and insect repellants with DEET ingredient for the skin. Routinely use insecticide dips, sprays, and collars on your pets. Examine them and your family members after woodland outings and remove attached ticks with tweezers as close to the skin as possible. A suspicious deer tick may be preserved in alcohol for future identification if necessary.

ing for a GRFA loan may not have an annual income which exceeds $34,500 in the Atlanta MSA. The family income limit outside of the Atlanta MSA for a family of 2 or less is $32,100 and $34,500 for a family of 3 or more.
With this bond sale, GRFA will have sold over $750 million in mortgage revenue bonds since 1976. The mortgage funds provided from the sale of these bonds will have been sufficient to have financed over 14,500 new mortgages in 154 counties in the state.
GRFA is a public corporation created by an act of the Georgia General Assembly in 1974 to help low and moderate income Georgians obtain adequate housing at affordable cost and to stimulate construction and rehabilitation of residential housing in Georgia.
