Economy Encourages Consumer Awareness
Whether you are buying goods or services, you, the consumer, are a powerful force in Georgia's economy. ; During National Consumers
Week, April 2329, companies throughout the state will recognize consumers and encourage consumer awarejness through posters, contests, exhibits, semiInars and community activities. The theme, "Consumers Open Markets," reflects the role of consumers in the marketplace and their ability to open and close markets. Informed consumers shop for quality products at good prices. But they also want quality service from the telephone representative, the salesperson, the delivery man and the billing department.
Our guest columnist this week is Katrina P. Graham, president of the Georgia Chapter of the Society ot Consumer Affairs Professionals, PC Box 4569, Atlanta, 30302.
Today, more and more businesses realize that in order to compete in the marketplace, they must listen to customers and take prompt action for improved service. This action includes complaint resolution, training employees to be sensitive to customer needs and encouraging employees to "go the extra mile" in helping the customer.
Many companies have established Consumer Affairs departments which oversee customer services and policies and investigate complaints. For Consumer Affairs professionals, complaints are opportunities to learn more about customers' wants and needs and to improve company operations and services.
The Georgia chapter of the Society of Consumer Affairs Professionals (SOCAP) is made up of individuals who represent more than 28 companies in Georgia. Those companies are committed to better customer communications and improved service.

Agricultural Laboratory Expands Services
The agriculture industry is in a constant process of change as new technology is developed and adopted by farmers and agribusinesses. To meet these ongoing challenges, the Georgia Department of Agriculture must also grow and change to adequately provide the services needed by Georgians.
The new Tifton Agricultural Laboratory, dedicated by Gov. Joe Frank Harris on April 11, is an excellent example of how the Georgia Department of Agriculture is expanding and growing to meet the needs of farmers and consumers of this state.

Egg Cholesterol, Fat Lower Than Thought
Recent findings at the University of Georgia show that the amounts of fat and cholesterol in eggs are less than scientists and nutritionists had originally thought.
A project headed by noted UGA poultry scientist Dr. Leo Jensen used more accurate, highly technical testing methods to reach the conclusion that there is 25 percent less cholesterol and 15 percent less fat than earlier research had shown.
The scientists used high-pressure liquid chromotography to measure the makeup of large Georgia eggs. They found that one large egg contains approximately 210 milligrams of cholesterol, compared to 274 milligrams in older studies.
Tommy Irvin, was designed to complement the existing labs operating in the Agriculture building in Atlanta. Located in the heart of Georgia's prime crop and livestock production area, the new Tifton Lab complex will eventually test more than half of 80,000 samples of agricultural products and inputs taken by the Department each year.
"Since much of Georgia's agricultural production area is located in the southern portion of the state, I have always felt that it just made sense to have a facility in this area to serve the needs of citizens in a more efficient and timely manner," said Irvin. The $4.6 million facility became operational last July, with a partial staff of 10. With a current staff of 33, the department is in the process of filling four additional positions. Five positions, approved by the General Assembly this year, will be filled in July. By this time, the facility's pesticide residue laboratory should also be in operation.
Although the various labs in the state-of-the-art complex have been operational for only a short time, the facility has already proven its

STRAWBERRY PIZZA
1 cup self-rising flour 1/2 cup melted butter or margarine g one 14-ounce can sweetened condensed milk g 1/2 cup sugar 1/2 cup water few drops red food coloring (optional) 1/4 cup powdered sugar one 8-ounce package cream cheese, softened g 1/3 cup lemon juice 1 teaspoon vanilla extract 2 tablespoons cornstarch 2 pints strawberries, halved
Combine flour and powdered sugar; add butter, mixing well. Pat dough put in a 14-inch pizza pan; bake at 350 degrees for 10 minutes or until lightly browned. Combine cream cheese, condensed milk, lemon juice and vanilla; mix well and spread on cooled crust. Chill thoroughly. Combine sugar and cornstarch in a large saucepan; add water, mixing until smooth. Cook over medium heat until thickened (about 5 minutes) stirring constantly. Add strawberries; if desired, stir in food coloring. Cool completely. Spread strawberries and mixture over cream cheese layer and chill. Cut into wedges to serve. Yields 810 servings. Hint: To change this recipe slightly, use peach slices (3 cups) and substitute almond flavoring for the vanilla.

Fresh Strawberries Store 'Berry' Well
Since strawberry season is here, it's a good idea to buy berries and store them for later use. Like any per ishable fruit, however, fresh strawberries should be han dled carefully and stored quickly in the refrigerator. For long-term storage, they must be frozen or made into jams or jellies.
To keep strawberries fresher longer, remove them immediately from the con tainer. Pick out the spoiled ones and arrange them in a single layer for refrigera tion. Don't wash them until they are ready to use or they will lose flavor.
Before using, rinse gently with cold water and twist off caps. Then eat with great vigor. For long term storage, freezing and can ning as jam or jelly is rec ommended. For specific rec ommendations, which are too long to be covered here, call your local office of the Cooperative Extension Serv ice.

to "eyeball" the right spot to put the hook. To place a picture exactly where you want it the first time, try the following. Cut a sheet of
paper to the exact size of the frame. Position the pattern on the back of the picture, then, pull up taut the wire

New Agricultural Laboratory
When the birds are singing and the sun is warm, the last thing a gardener wants to do is fruit-thin ning. It is necessary, however, for maximum production from the tree and to ensure production in coming years. Peach trees not thinned will produce small, stony fruit, which reduces blossom production the fol lowing year. If apples aren't thinned within 25 days after bloom, next year's bloom will be light.
How to thin? For peaches and nectarines, thin to 8 inches apart for May bearers and to 6 inches apart for later varieties. Apples and pears should be thinned to one fruit per cluster, with clusters spaced 6 inches apart. Thin plums to be tween 3 and 4 inches.

go back to the company for service? Did you switch brands? How many friends and neighbors did you tell about your experience? Studies show that customers who've had a bad experience will tell 9-10 people about their poor service. On the other hand, customers whose prob lems are resolved to their satisfac tion are much more loyal and will ing to do business with the com pany; so, quality service is good business!
As a consumer, what should you do when you're unhappy with a purchase? First, collect your thoughts and be sure you know what you want the company to do. Then, contact the office or service provider and explain your problem. When you call, ask for the name of the person who helps you -- and write it down. If you're angry, try to cool down before you make the call. It is harder to communicate when you're upset.
If the response doesn't meet your expectations, ask to speak to a supervisor or office manager. Or you might ask if there is a con sumer affairs department that will investigate your problem. If all else fails, you can check with consumer protection governmental agencies. For example, the Georgia Depart ment of Agriculture works with consumers and food processors to investigate complaints and acts as a liaison between retailers, processors and the consumer.
And if you receive excellent serv ice, report that too! Consumer feed back -- good or bad -- helps compa nies know where they stand with their customers. Through wise pur chasing decisions, and by register ing your complaints and passing along your compliments, you can make an important impact on the marketplace. You the customer truly do have the ability to open markets.

During planting sea son, there has always been a tre mendous demand for seed germina tion testing and the Atlanta lab has been overrun with samples. But this year, for the first time ever, there has been no backlog of sam ples due to the increased testing capability of the Tifton lab. From January through March of this year, the new lab evaluated over 4,700 seed samples to ensure they were correctly labeled and met cer tain quality standards.
Although not required by law, many seed companies also list the kernel count on their bag labels. Since this information must be ac curate before it is included on the label, the seed lab's kernel counter will ensure growers they get the quantity of seed indicated on the label.
In cooperation with USDA, the lab's Grain Grading Laboratory helps carry out the Federal Grain Standards Act to assure that uni form grain grading standards are used nationwide. Since August of last year, 1,800 grain samples have

been tested for moisture, test weight and foreign material.
Of primary importance is the grain laboratory's capability to identify aflatoxin in grain samples. Using a new detection device, the Aflatest, a direct computer read-out, provides immediate data on the presence of aflatoxin in parts per billion. The new testing procedure increases the speed and efficiency of aflatoxin tests so that, sample vol ume permitting, a farmer can walk in, have his grain tested and receive the results in minutes.
The fertilizer and animal feed labs have started up within the last few months. The fertilizer lab has the capacity to determine nitrogen, phosphorous, potash, secondary and micronutrients of samples, as well as evaluate lime. Some 462 samples have been tested to date. Over 515 samples of animal feed also have been tested for protein content, fat and crude fiber in the animal feed lab.
Using extensive data bases from the National Bureau of Standards, the pesticide lab evaluates agricul tural chemicals, such as weed kill ers and insecticides, for labeling and active ingredient levels. The tests also identify the presence of cross contaminants that could inhi bit use.
Also included at the complex is a field plot where seed varieties can be planted and plant growth moni tored. This will enable personnel to plant and grow out seed to deter mine if they are labeled correctly according to variety. The plot will also be used for staggered planting to monitor the emergence of seed under various soil temperatures. Such information will be useful in making planting recommendations to farmers.
In addition to various testing facilities, the complex also has a spacious conference room which can be utilized by local groups for meet ings and workshops. To expedite turn-around time for seed germina tion tests, producers located south of Macon should mail seed samples
