various state departments and agencies to develop and implement statewide efforts. Also, a Clean Community System will be established in every community that desires it.*
The Clean Community System is the only program in the nation utilizing behavioral science to change attitudes toward waste handling practices at the local level through cooperative efforts by the public and private sectors.
"Things don't litter - people do" is the thought behind the program. Litter is found in every part of our state. The program offers a chance for rural citizens to come together and solve a program that mars the beauty of their community.
There are five state agencies involved in the program: Department of Community Affairs, Department of Education, Department of Natural Resources, Department of Public Safety and Department of Transportation.
The Georgia Clean & Beautiful Program is designed to reduce the taxpayer's money spent on picking up litter.
The Governor has appointed a Citizens Advisory Committee. It is composed of 29 members and provides input from citizens and groups in the state. The chairperson for

Forest, Farmlands
New provisions in the tax laws make it more important for forestland owners to become acquainted with the changes. For the first time, forest and farmland are given special consideration for tax purposes.
Timberland on an estate no longer has to be valued at its "highest and best use" for estate tax purposes, if certain conditions are met. It may now be valued on what it is worth for growing timber thus reducing estate taxes.
Heirs no longer may be forced to liquidate or cut timber prematurely to pay death taxes, thereby allowing a good forest management program to continue. However, those who inherit such land and sell may pay higher capital gains taxes.

'Fingerprints 1 for Equines
For many years the horse industry has needed a permanent unalterable system of identifying individual animals. Now, after considerable research, it appears that scientists have discovered that a horse's hair whorl is unique as an individual's fingerprints.
A clay disc is pressed against the horse's frontal cowlick to make a
negative impression.
Researchers explain that distur-
bances in a horse's hair stream produce unique hair patterns or tricho-
glyphs. The most prominent trichoglyph is the frontal hair whorl which
is established while the animal is still an embryo.
Drs. Keith Farrell and Mike Conaway of Washington State University are responsible for the research. They have devised a process which
converts the horse's frontal whorl to a permanent record.
The process takes a negative mold of the hair whorl using a clay disc. From that mold a positive cast is formed. The cast provides an exact duplicate of the whorl that can be inked and printed onto any document where identification is required.
The characteristic frontal whorl appears to meet all the necessary criteria of identification: no two horses have identical whorls; there is a great deal of variance in design; and the whorl cannot be altered

Arctic cold fronts and sudden changes in weather can be crippling to unprotected shrubs and plants. Despite attempts to protect plants by placing
boxes and plastic bags over shrubs or coating them with ice, the efforts usually do more harm than good.
Census Update Needs
Farmer Cooperation
This month many Georgia farmers will be asked to participate in the 1978 Census of Agriculture conducted by the Bureau of Census. The Census will update information published in the 1975 Census report.
The agricultural Census is a valuable tool for government agencies, agricultural and business organizations, universities and other groups to develop and revise farm programs.
Included in the Census will be questions about farm ownership. Is it operated by a family, partnership, family-held corporation, investorowned corporation, cooperative or
The theory of icing a shrub is that the shrub temperature will not go below 32 degrees. However, ice must be continuously formed in order to be effective and the weight of the ice usually will break the shrub down. Even if the plants are
well coated with ice, a hard freeze will still cause plant damage.
Boxes and plastic bags are difficult to use in sealing up a plant from extremes of cold and are more troublesome than helpful.
Fluctuation in temperature is what causes most plant injuries according to Gerald Smith, extension horticulturist with the University of Georgia. "Shrubs which receive the full effect and heat of the winter sun are actually the ones in the least desirable locations and are often injured by the cold," said Smith.

The hair whorl impression on the disc is the basis for a rubber-plastic cast. Although the frontal hair whorl may be sufficient for I.D. purposes, it should be used in conjunction with other whorls and identifving marks for permanent records
and branding are forbidden this method of identifying livestock is an accepted practice. According to Drs. Farrell and Conaway though, the process has not yet been proven for horses. Research will continue to make certain that hair whorl patterns do not change in location or appearance with age.

1/2 cup stuffing seasoned crumbs
1 tablespoon paprika
In appropriate pan place one layer of chicken skin side
up. Pour over melted margarine, sprinkle with salt, pep-
per, garlic powder, crumbs and then paprika. Bake uncov-
ered until tender about 1 1 /4 hours, at 350 degrees.

Cream eggs, butter, sugar, add evaporated milk. Mix
well. Add flour; blend thoroughly, add cocoa. Bake in very
thin layers. 350 degrees.
FILLING
2 cups sugar, 3/4 cup evaporated milk, teaspoon of but-
ter. Bring to boil. Boil for 4 minutes; beat until creamy and

Plant damage prevention should begin prior to the planting of shrubs. Only those shrubs which are indigenous to a given locale should be used and planting sites should be carefully considered.
Plant shrubs beneath pine trees or on the northern exposure of homes to avoid being fully warmed during the day. Wind barriers and good mulches of pine straw, bark or chips provide protection.
If shrubs must be fully exposed to the sun, place a baffle or wind barrier on the windward and east side of the plant during sudden cold spells. This provides cover and some resistance against the sub-freezing conditions caused by bitter winter winds.
If the proper sites and hardy plants have been selected, most winter losses will be replaced by a new growth in the spring.

Snap beans are available year round. When buying fresh snap beans, check for a fresh, bright appearance and good color. Young, tender beans with crisp pods are best.
A firm, compact cluster of small flower buds, with none opened enough to show the bright yellow flower, is a good indication of fresh broccoli. Bud clusters should be dark green or sage green and stems should not be too thick or tough.
Firm or hard heads of cabbage that are heavy for their size are usually recommended when buying cabbage for any purpose. Outer leaves should be a good green or red color (depending on type) and free from serious blemishes. Discard the outer "wrapper" leaves. Too many on a head are wasteful.
Carrots that are young, tender, well-colored and mild-flavored are best for eating raw. Larger carrots are primarily for cooking or shredding, for salads. Avoid any flabby carrots that show any sign of decay.

One of the most popular parables in the Bible is related to the importance of a mustard seed: .....The kingdom of heaven is like to a grain of mustard seed, which a man took, and sowed in his field. Which indeed is the least of all seeds: but when it is grown, it is the greatest among herbs, and becometh a tree, so that the birds of the air come and lodge in the branches thereof. Matthew 13:31, 32.
Mustard grows wild in many parts of the world including Palestine. In that country it reaches a huge size and is often called a small tree rather than a vegetable plant.
The flowers are a bright yellow with dark hairy green leaves. The leaves were used as a vegetable much like the mustard greens we enjoy today.
The seed used to propagate mustard plants is very small. It is indeed amazing that such a small seed could produce a plant six feet tall. Besides its worth as a food, mustard is valued as a powerful herb and basis for many medicinal concoctions.

I bought some scratch grain for my chickens and don't think the corn content is what it should be. Can you test it and tell me what percentage of corn it contains?
W. C. Pelham According to our grain experts, scratch gram is just that and has no rest rictions regarding corn content. The product does have to live up to all label information and if nutritional value is listed, the feed must meet those stan dards.

Grandpa's Garden
Don't throw your egg shells away. You can crush them and add to your houseplants' soil for a boost in nitrogen, calcium and other minerals. Just mix with potting soil before planting your houseplants.
Also, you should start saving egg shells for use as beginner pots for early seed. Punch a tiny hole in the bottom of a egg shell half, fill with potting soil and plant vegetable or flower seed. It's a good idea to save the egg cartons to hold your seedling nursery. When the weather warms and it's time to transplant the seedlings, plant them, shell and all, in the garden. The shell will decompose and provide extra nutrition during the early days of development.
Mrs. K. C. Boyer of DeKalb County says she has a 'crazy' way to tell if her houseplants need water. "Snap the pot with your fingernail. If it makes a thud, it does not need water. If you hear a ringing sound, the plant needs water."
Mrs. Boyer also told us about a really neat trick to keep hanging baskets from dripping all over the rug. Slip a plastic shower cap over the bottom of the basket no more drips.

What is the actual dollar value of a housewife? $17,351.88, according to calculations by the American Council of Life Insurance. The figure is based on the assumption that a housewife performs her many jobs for about 100 hours each week, seven days a week. The figure was arrived at by multiplying the time she spent on her jobs (including cook, housekeeper, dietitian, food buyer, laundress and chauffeur) by the going rate paid in a large EastCoast city.

Census information is confidential. Answers to Census questions may be seen only by sworn Census employees and may be used only for statistical tools. Even other government agencies cannot obtain or use the reports made by any farm operator.
