Ag Conditions
Never the Same
From Year To Year
Farmers are hard up against troublesome times. Economic and political realities are worrisome but are not the sole culprits. 1978 ought to be a better year for Georgia farmers than 1977 but no sharp rise in farm prices are in prospect.
Surpluses are again center stage in agriculture. The way things look
now there will be more corn, wheat, soybeans, peanuts, tobacco, cotton, meat and eggs that the markets will take at higher prices next harvest. Under these conditions, prices to farmers for these products cannot be expected to improve much, if any, above those of 1977. Farm income trouble has always come where the supply of farm products is more than the markets will
(Our guest columnist this week is Dr. J. W. Fanning, Vice President for Services Emeritus,. University of Georgia Athens 30602. Dr. Fanning has been an influential figure in Georgia agriculture and economics since 1929. He was awarded the 50th anniversary medal by the President of the United States for his outstanding contribution to American agriculture,- named 'Man of the Year to Progressive Agriculture', I960; 'USDA Person of the Year for 1977'; and honored by Governor George Busbee who proclaimed May 28, 1977 as 'J. W. Fanning Day in Georgia'.)______________
pay at prices farmers consider fair. Balancing supply with demand to achieve a fair price has long been a goal of farmers. Their success record is not good. Farmers couldn't do it voluntarily so they called in Uncle Sam to referee and control. Even his record is not anything to shout about. So until the surpluses are reduced by less production or unusual export sales prices won't rise to levels desired by farmers. A hard economic fact, but a real one.
Also center stage are high prices paid by farmers, contributing to high operating costs. Farmers are

Seed Testing Active

Now is the time to have your seed tested for spring planting and the De-

among the most modern and extensive in the nation and tested more than

TalmadgePlan
For Ag Economy
Senator Herman Talmadge announced last week his proposal to put $8 billion into the farm economy. His five-point plan to achieve this goal includes:
1. Land Diversion Payments. Implement land diversion provisions of the 1977 Farm act which authorizes USDA to make payments to producers of wheat, corn and other feed grains, and cotton who volunteer to take cropland out of production in order to bring supply into balance with need.
2. Wheat. Increase price support on this year's wheat crop by 50 cents per bushel by raising the loan level to $2.75.
3. Corn. Increase price support on this year's corn crop by 50 cents a bushel by raising minimum loan level to $2.50 per bushel. Adjustments would be made in the loan level of other feed grains to keep them on a par with corn.
4. Soybeans. Increase the price support on soybeans this year by $1.50 a bushel by raising the loan level to $5.00. '
5. Peanuts. Set the price support for non-quota peanuts at $420 per ton for the 1978 crop, the minimum level required by law for quota peanuts.
According to Dorsey R. Matthews, Chairman of the Georgia House of Representatives Agriculture and Consumer Affairs Committee, members of that committee and the Senate Agriculture Committee, chaired by Sam P. McGill, endorsed the Talmadge program last week and urged President Jimmy Carter and Secretary Bob Bergland to implement its provisions as soon as possible.

Dear Editor: Regarding the otherwise informative article on
roaches in the January 11 MARKET BULLETIN, I feel I must come to the defense of boric acid, which was mentioned as a sort of after-thought. First the substance to be used is boric acid, not borax [which is a sodium salt of boric acid]. It is effective, but as with any such material, it has advantages and disadvantages.
Its main "plus" features are that it works and is very cheap compared to Diazinon, etc. On the negative side, it is visible, and many people don't like white powder under the sink, etc. It is poisonous, but at least one-quarter of an ounce of 100 percent boric acid would be required to be dangerous even to the smallest child. Therefore, as long as the container is in a safe place, it seems unlikely any child would or could lick that much off the floor. Another reason for its lack of general usage is that it does not belong to any one company and therefore is not advertised and marketed as vigorously.
Let me here insert my thanks for the BULLETIN, which I have enjoyed for several years now.

People who are buying and breeding horses should ask to see the registration papers before leaving premises. The MARKET BULLETIN has received numerous complaints of people who buy a horse with the seller promising to send papers later and the papers never appear. The MARKET BULLETIN has no jurisdiction over such instances. A smart buyer and or person breeding a mare will ask to see the papers first.
In order to qualify to advertise horses, horse farmers should have had the livestock advertised in their possession 60 days or more before offering it for sale through this publication.
All horses offered for advertisement through the Market Bulletin should have a negative coggin test within the past 60 days.
On recommendation of the State Equine Board, at stud notices are published in the Farmers and Consumers Market Bulletin during the prime breeding season only, January through April.

Storing Potatoes
The ideal storage temperature for Irish potatoes is 35 to 40 degrees F. They should also be stored in the dark, according to Extension Service specialists, to keep them from turning green.
FLOOR CARE Wood floors should be waxed once or twice a year, says Doris Oglesby of the Georgia Extension Service. And she recommends polishing wax only. It has a solvent base and the odor of dry cleaning fluid, and is available in both paste and liquid form. Oglesby says the liquid type is easier to use. It cleans and removes old wax as the new is put down.
THE REFRIGERATOR In an average kitchen, the refrigerator uses more energy than any other appliance. Keeping the refrigerator as full as possible and opening the door only when necessary are two ways to conserve energy, according to Extension Service specialists. Keeping the gasket clean and making sure there is a proper seal will also help. The recommended temperature for the fresh food section is 37 to 40 degrees; anything lower wastes energy.

ELECTRIC SKILLET
The electric skillet can do more than fry chicken or cook one-dish meals, says Doris Oglesby of the Cooperative Extension Service. Because it is thermostatically controll-
ed, it can also be used for baking. Doris says it won't take the place of an oven, but it is handy for foods such as potatoes, cup custards, upside-down cake or even biscuits. Some items have to be turned about half way through the cooking period, but that's only a little trouble.
They Need Sun
Gerald Smith, Extension Service horticulturist, reminds homeowners that roses and crepe myrtle flower well only when they are located in ample sunlight.

Two other major sources of financial assistance for an education in poultry science at the University are scholarships and the University's loan fund. "The department makes a number of privately funded scholarships available to incoming freshmen ranging in amount from $300 to $700 a year," states the scientist. We also have a University loan fund that few students make use of because they don't know about it. "We expect a doubling of the amount of money available through scholarships and the loan fund by fall
200-BUSHELCORN
The drought made 1977 a disastrous corn year in Georgia; the average yield was down to 22 bushels per acre compared to 62 bushels in 1976. But thanks to irrigation, 14 Georgians didn't find it such a bad year. They produced 200 bushels or more per acre and became members of the exclusive 200Bushel Corn Club. Five of the 14 James L. Job's Tears Quilt Uses
Numerous, Diverse
Georgia is the largest state east of the Mississippi River encompassing 37,429,120 acres or 58,483 square miles. Within our boundaries are 159 different counties, some large, some small each with an interesting history and valuable contribution to Georgia agriculture.
Baldwin County
Baldwin County is located in the middle of the state just on the edge of the Piedmont Plateau. The county is agriculturally promient for its livestock and poultry operations. Since the early 1950's the emphasis on farm production has shifted from field and dairy products, which at that time accounted for 58.1 percent of cash farm receipts, to livestock and livestock products which today make up 57 percent of the agricultural revenue.
In 1802 when Baldwin County was organized it encompassed what is now Jasper, Jones, Morgan, Putnam and part of Twiggs counties. It was the 27th county created in Georgia and was named for Senator Abraham Baldwin, member of the Continental Congress. The county seat, Milledgeville, was the capital of Georgia until 1868 when it was moved to Atlanta.
According to 1974 Census of Agriculture statistics, 46,102 acres of farmland were located in Baldwin County. This acreage was divided among 201 farms. Total land area is 162,944 acres_____________
All Agricultural seed must be tested by the State Seed Lab. before they can be advertised.
Odds And Ends Of Fabric
Although this pattern looks difficult, it is actually quite easy and uses those odd bits and pieces of scraps that are too small for other patterns. The most popular name for this quilt is "Job's Tears" named for the tiny teardrop shaped appliqued pieces.

AckimeKea?
Achimenes are usually grown for houseplants or hanging baskets but wherever they grow they are beautiful. The plant is well known for its long-lasting flowers which have a waxy texture.
The foliage looks something like Gloxinia leaves and enhances the bright red, purple, white or pink flowers that start blooming in summer and last through fall.
The small rhizomes look like miniature pine cones and should be planted in pots or hanging baskets in late spring. When through blooming the plants should be allowed to dry and the rhizomes gathered for storage through the winter months.
Achimenes are native to tropical America and like a "jungle environment", such as morning sun or complete shade.

big buyers of goods and services, more than $80 billion worth annually. Prices paid by farmers don't go down when their prices drop. This is a tough one to handle under the best of farm management. No farmer has ever found costs easy to control. Farming is an "openended" .cost business. 1978 promises to be a year when costs can run away unless held in a tight grip.
Farming has its good and bad years. Georgia farmers had a doubly bad year in 1977. The rains didn't come right and the heat was devastating. With their production sharply cut while U. S. as a whole had abundant production, Georgia farmers had to sell "their little" at surplus depressed prices. A full crop even at lower prices would have helped a lot.
Pluses are in prospect for Georgia farmers in 1978. Chances are good for better weather. The 1978 Farm Program is geared more to cost of production with more liberal benefits. Cut backs on acreage will likely reduce surpluses some. Domestic demand looks strong. Larger export sales seem possible. Sharp increases in export sales are the real key to higher farm prices and income. Surpluses must be reduced and exports are about the only hope.
Farmers are now a minority vote in democracy where many groups plead their causes and seek relief from their government. A political reality is that farmers can now secure from government only what reasonable compromise in the legislative halls can bring. This is often

* In 1976, Georgia's egg industry accounted for 13.6 percent of Georgia's total cash farm receipts (approximately $305-million] and was the state's third largest cash farm product.
* Georgia eggs account for 12-15 percent of dairy case sale% in the state's grocery stores.
* Major egg producing counties in Georgia are Hall, Lumpkin, Jackson, Cherokee, and Forsyth in North Georgia and Coffee and Telfair counties in South Georgia.
* Over the last 25 years, while the consumer price index was increasing by 103.1 percent, the retail price for a dozen Grade A Large eggs increased only 4.5 percent.
* Egg prices fluctuate throughout the year due to seasonal supply and demand, feed prices, etc. As a protein bargain though, eggs are hard to beat at any time of the year. Large eggs selling for 79 cents a'dozen are only 53 cents a pound and the cost per two egg serving is only 13 cents!
* Eggs bound for the supermarket can be on the shelf within 24 hours. If there is less than 7 cents price spread per dozen eggs between one size and the next smaller size in the same grade, you get more for your money by buying the larger size.
* To produce an egg, it takes a hen 24 to 25 hours, and to do so, she requires 5 1/2 ounces of food and 10 ounces of water. One hen produces an average of 240 eggs yearly and begins laying at age 22 weeks.
* Eggs are the generally-recognized standard by which the protein value of foods is measured, and are indispensable to the cook as a thickener, emulsifier, stabilizer, leavener, clarifier and binder.
* As a rule, unless another size is specified, most recipes are based on Large eggs. Brown-shelled eggs have the same flavor, cooking characteristics and nutritive value as white-shelled eggs. The shell color is determined by the breed of hen.
* En route and in the retail dairy case, eggs are refrigerated and should be stored in the refrigerator at home. The egg carton is an excellent storage container. If removed from the carton, eggs should be stored with the large end up to keep the yolk centered, (especially important in making deviled eggs).

a hard dose to take by those who operate the most basic of all basic industries. But it is a fact.
Farmers live with exceedingly tough economic and political realities in a world of rapid change and adjustment. But farmers have always been tough competitors in a free-enterprise competitive economy. Their record of production efficiency is the envy of the world. They have never wanted to be coddled by any group or their government. Their record attests to their desire for only a fair deal in this Nation's complex and competitive economy. Farmers have often overcome the impossible - and they will do it again in 1978.
(Continued From Page 1) is used to determine the germination percentage assigned to that lot.
Most all varieties of seed sold in Georgia must germinate at least 70 percent (most germinate 85 and above) and contain very few noxious or weed seed. This tolerance, however, varies on different varieties of seed. This is one reason you should read the label before you buy. The Georgia seed law requires that all seed sold or transported in the state must be properly labeled. Some "good buys" may have a lower germination rate than other seed slightly more expensive.
The germination test date also is required on seed labels. If the test was made more than nine months ago, the germination percentage may not be as high as the label shows. It is also illegal to offer seed for sale if the test is more than nine months old.
A pumpkin and butternut squash crossed? Here's proof from the garden of Mrs. Jane Barrett of Broxton. She reports that the vine looks like a pumpkin but the fruit is butternut squash averaging in weight from 5 to 10 pounds each.

HOG IDENTIFICATION Sows and boars over 6 months old that are shipped across state lines for slaughter will have to have identifying tattoos or tags beginning March 23, the U. S. Department of Agriculture has announced. The Department says the identification mark will enable officials to trace the animals back to herd origin if brucellosis is found.
PLANTING SHRUBS If you are planting shrubs around the house this winter, steer clear of areas that are always wet. Poor drainage is especially damaging to azaleas and camellias, says Gerald Smith, Cooperative Extension Service horticulturist. On the other hand, don't plant shrubs underneath the eaves of the house unless you are willing to water them frequently.
Remove Film Extension Service home economists offer this easy way to remove ugly film from shower doors: use hot water and a fabric softner. They say the softner dissolves the film. Rub the solution on with a sponge and rinse often.
