disposal systems and other community facilities that will help rural areas upgrade the quality of living and promote economic development and growth;
Providing or improving modest homes in suitable rural environments at prices and on terms that families of low or moderate income can afford.
During fiscal year 1977, ending September 30, the Farmer Programs Division loaned more than $24,000,000 in emergency assistance*, $30,000,000 in operating loans and $11,000,000 in farm ownership and soil and water loans.
Loans in excess of $11,589,000 were made under the Business and Industry Guaranteed Loan Program.
A total of $22,440,000 was loaned under the Community Programs Division during the fiscal year 1977.
Rural housing loans totaling $52,079,550 were made to 2,683 low and moderate income Georgia families for better town and country housing. This was an increase of $18 million over the previous twelve month period. In addition to the $52 million in new loans, $10 million of resales were closed, which makes a total of $62 million in loans closed. Nine rural rental housing projects

Commissioner Urges '77 Crop Values Reveal

Grain Announcement Effects Of Hard Year

Commissioner of Agriculture Tommy Irvin has urged U. S. Secre-
tary of Agriculture Bob Bergland to give immediate consideration to feed grain acreage set-asides and announce intentions for next year's
crops.

As the 1977 season closes, Georgia farmers who depend on corn, cotton, and hay crops for their livelihood are under severe economic stress. The double shock of drought and insects along with lower prices and higher production costs has many farmers in a financial vise. Peanut, tobacco and soybean producers, however, gained a measure of relief when August rains
promoted late growth in these crops.

Pointing out that the new Farm Bill makes provisions for taking feed grain acreage out of production in order to adjust supply with demand, the Commissioner said he thought Bergland should determine now what the set-aside percentage will be next year.
SBA Includes Cattle
Recent Figures Told

Georgia's cattlemen are now eligible to receive assistance for economic injury from the Small Business Administration. Cattlemen with a minimum of 50 brood cows or a minimum of 75 stocker-finishers; or a producer averaging 25 percent or more of his gross farm income from beef sales may apply for loans under the economic injury provision of SBA.

Pecan Shop Found
Using Illegal Wts.
Discovery of magnetized weights in a Cordele pecan shop has prompted the Department of Agriculture to request that the shop be cited for a hearing. Weights attached to scales are illegal as they cause them to show an excessive and inaccurate weight.
Of the 150 bags of pecans checked, every one was short weighted from one to four ounces. The owner was required to repackage and re-weigh all of the bags and the magnetized weights were removed from the scale pan.
The Georgia Department of Agriculture is charged with enforcing the Georgia Food Act which includes protection from "misbranding" of weight, measure or numerical count of products. The Department is also responsible for issuing business licenses for food-related operations.
The Department may revoke business licenses or levy fines for violations such as the short-weight pecans.

In 1976, six crops cotton, corn, hay, soybeans, peanuts and tobacco
accounted for 81 percent of the cash receipts earned by Georgia farmers from crop sales.
Crops, in turn, accounted for 48.4 percent of the total of $2.3 billion 1976 cash farm receipts. The following remarks are confined to the

value of the crop production, which differs considerably from cash farm receipts. For example, value of production includes the value of grain fed to livestock on the producer's farm, while cash farm receipts include only sales.
The value of crops lost in 1977 cannot be fully evaluated until harvesting, marketing and end-of-year surveys now in progress are completed.
On a preliminary basis, using current price and production forecasts, the dollar difference for the six major crops between 1976 and 1977 can be estimated at $403 million. This loss would place the value of 1977 production 38 percent below the 1976 level, in spite of the fact that more acres were planted in 1977.

Cranberries are edible red berries that grow on a trailing vine. They grow only in the cool, marshy and boggy areas in Canada and south to North Carolina. The major area of commercial cranberry production is Massachusetts.
Cranberries derive their name from craneberry because the slender stems of the fruit curve like the neck of a crane. The leaves are very small and remain green throughout the winter.
Cranberries are unique in their growing habits. They must be planted where there is plenty of acid water that will flood the growing fields on a regular basis. Flooding is necessary for the good growth of the plants, to aid in insect control and to keep the plants from being injured by winter_ cold.
The native cranberry has been associated with traditional holiday feasting since the custom began. Cranberries can be enjoyed as a sauce, relish or juice and can be combined with other fruits for an even-more delectable dish.

Keep it away from cold drafts in a sunny window between 65 and 70 degrees. When the blooms fade, reduce watering to rest the plant. It probably will drop some leaves but this is natural. At this time cut stems off six inches above the soil leaving three or four bud points on each stem.
Water sparingly and soon new shoots will appear. Repot the poinsettia in a larger pot with fresh soil; feed it every month with a balanced plant food. To keep the plant from becoming too tall, cut it back again to six inches in midsummer.
To bring it back into bloom, starting the first of October, give the plant 14 hours of complete darkness every night. Put it in a closet, put a box over it whatever is necessary to give it the darkness it needs. When blooms are set and the color begins to show, return the poinsettia to a place where it can be enjoyed through the holidays.
AZALEAS
Azaleas are popular choices for winter giving. The varieties used for pot bloom are usually not suitable for outdoor conditions but in milder areas they will survive and grow as a yard plant.
Azaleas require cool, humid conditions. Water the plant daily. You may even submerge the pot occasionally. The cooler and more humid your home, the longer the blooms will last.
CHRYSANTHEMUMS
Chrysanthemums are available year round. They are regarded as the all-around top pot plant in America.
To maintain bloom as long as possible, keep chrysanthemums well watered, cool and in a sunny place. After blooms fade, cut off tops, keep soil slightly moist and set out separated plants in garden come spring.
JERUSALEM OR CHRISTMAS CHERRY
The bright red, marble-size fruits are this plants main attraction during the holidays. For long-lasting enjoyment place it in a sunny but cool window and water whenever the soil feels dry.
When fruits drop, cut the top back halfway and repot. Caution: these fruits are toxic and completely inedible.

corn, cotton and soybeans results from a combination of lower prices and smaller production.
Bumper harvests at the national level are forcing prices for these crops below 1976 levels. However, prices for tobacco, peanuts and hay are up from a year ago. Production and value statistics for each of the six major crops are outlined below.
Corn Corn farmers were hardest hit in 1977. Drought, insects and aflatoxin combined to cause the smallest corn crop in this century. Production, at 24.2 million bushels is only 18 percent of the 1976 level, and price per bushel as of October 15 was down sharply from a year earlier. The result is a potential reduction of $287 million in value of production compared to last year.
Cotton Georgia cotton production fell from 199,000 bales in 1976 to a forecast 70,000 bales in 1977. The current crop is less than one-half the previous record low, dating back to 1866. Prices dropped from 66.7 cents per pound last year to 49.7 cents per pound as of mid-October. If the forecast production and current prices hold, value of production (including cottonseed) will total $18.2 million compared to $70.5 million in 1976, a reduction of $52.3 million.
Hay
Drought and insects, caused a decline in hay production from 1.1 million tons in 1976 to a forecast 0.6 million tons in 1977. Even though price per ton is up, projected value of production dropped from $57.2 million in 1976 to $37.5 million in 1977, a reduction of $19.7 million.
Soybeans Soybeans made a late comeback after August rains broke the drought. Despite a 35 percent increase in planted acreage in 1977, production is forecast 1.4 million bushels below 1976. Soybean prices are still unsettled but the current price is well below 1976. In terms of

and it does not demand high humidity. It does like sun when inside but
prefers light shade in the summertime if placed outside.
To produce blooms the following
winter, keep kalanchoe at a bright window in a room unused at night where no artificial light will reach

Peanuts Peanuts, with drought damage during June and July, made a tremendous response to the August rains. Production only slightly below last year is in prospect at this writing. With a slight increase in price per ton the 1977 value of production should nearly equal the 1976 value of $311 million.
Tobacco Tobacco is a bright spot in the agricultural picture. August rains and higher prices are expected to increase the 1977 value of production by $13.4 million over the 1976 value. The hardships suffered by corn, cotton, soybean and hay producers in 1977 were magnified by greater production expenses encountered by all farmers. Drought damaged crops had to be replanted and unscheduled pesticide applications were required to control unprecedented numbers of insects. ' Pastures suffered considerable damage as well. Although a dollar loss figure is unavailable, restoration will involve additional expense. Thus it is no surprise that crop failures and increased costs have many farmers in a severe economic bind.
