Healthy Economy
Depends On Trade
Many economists now believe that one of the primary reasons for the Great Depression of the early 30's both here and abroad was the Smoot-Hawley Tariff Bill which we passed in 1929. This Bill in effect stopped most imports from coming into this country. This immediately affected the countries overseas which were exporting to us, and they began to move into a depression. In a short time, they stopped buying from us and we moved into a depression. So, it is generally felt that one of the best ways to start a depression and to keep ii going is to erect enough tariff barriers over the world to stop trading and then we can have a real one.
When we have a sudden economic crisis such as the one brought
on by the increase in the price of oil, everybody has a tendency to start throwing up tariff barriers to protect their balance of payments. Since we are the largest country economically in the world, it is terribly important that we not get caught in some of these economic struggles which will not only seriously affect us, but will affect the entire world. 30's, we have been doing everything possible to free world trade because we were thoroughly convinced that this was the way to raise the economic well-being of the world. During the terms of office of President Kennedy and President Johnson, we negotiated our last agreements with other countries of the world. These agreements were known as the Kennedy Round. I was asked to serve on this Board and served for 3 years. Unfortunately, because of roadblocks thrown in the way of other nations, franee under President de Gaulle blocked most of the trade negotiations which should have been made at that time. Recen-

Rye Field Day
Held In Tifton
A Field Day will be held on Thursday, March 18 in Tifton at the Coastal Plains Experiment Station to observe 567 rye plots which have been planted with seed collected from throughout the Southern states by Seed Control Officials.
Dr. Darrell D. Morey who conducts these test will meet with visitors at 9:00 a.m. at the new Plant Science Building prior to observing the plantings.
All seedsmen and farmers who are interested in Rye are invited to attend this Field Day.
Pecan Producers
Hold Meetings
Five producer hearings throughout the pecan producing areas will be held in order to give all producers an opportunity to have an input into the formulation of a marketing order for pecans to carry on a self-help program for the Georgia Pecan Industry.
The dates and locations are: Sandersville, March 23, 2 P. M., Washington Co. EMC; McRae, March 23, 7:30 p.m., Courthouse Grand Jury Room; Fort Valley, March 24, 2 P. M., Everett Square Ag Bldg. Wildlife Paintings
Free To Public
The National Audubon Society and the Atlanta Audubon Society will present an exhibition of original wildlife paintings, drawings and sculpture in the Galleria of the Atlanta Memorial Arts Center.
The showing, entitled "THE ARTIST AND THE ANIMAL," will be open 10 a.m. to 5 p.m. Monday through Saturday and noon to 5 p.m. Sunday, March 16 through March 28. The exhibit is free. For more information call 634-5497.

The deadline for the April 7 Show edition is March 26. Show Listings for April, May and June will be included. The next horse show edition will not be published until July:

Passes Farm Legislation
The 1976 regular session of the Georgia General Assembly ended on
Friday, March 5. The session was a successful one for agricultural
legislation.
Several bills were passed which affect the welfare of Georgia farmers
and consumers. Following is a breakdown of the bills of particular
interest to Georgia farmers that were passed and await the Governor's
signature:
SENATE BILLS
S.B. 434, Amendment to the Georgia Biologicals Permit Act of 1966. An act to amend the Georgia Biologicals Permit Act of 1966 so as to authorize the Commissioner of Agriculture to withhold from sale biologicals he deems hazardous when administered by other than accredited licensed veterinarians or persons approved by the State Veterinarian.
S.B. 459, An Act giving the Commissioner authority to Quarantine or Detain Animals, or Animal Products suspected of Residue Adulteration. An act to authorize the Commissioner of Agriculture to quarantine or detain animals, poultry or animal and poultry products suspected of bearing or containing residue of any pesticide, herbicide, insecticide, drug, or other contaminant that would cause the resultant meat or product to be unfit for human consumption, and to authorize the Commissioner to destroy such con-
license, registration and permit certificates published by the Department of Agriculture shall, upon issuance, be permanent evidence of the pertinent license, registration and permit so as to preclude the necessity of republication and reissuance of certificates for periodically renewable licenses, registrations and permits.
S.B. 486. This act amends the act creating the "Advisory Board of the College of Veterinary Medicine of the University of Georgia" by adding the Assistant Commissioner of Agriculture for Animal Industry or his designee.
S.B. 580. This act amends the code section relative to the paints and linseed oil so as to make it unlawful for any person, firm, or corporation to distribute, sell or offer for sale within this state any paint used specifically for marking timber if such paint will not remain effective for a period of at least 12 months.

2 eggs
1 teaspoon soda
11/2 caps sugar
1 cup bvllMiiulk
11/4 cups cooking oil
1 teaspoon vanilla
1 teaspoon vinegar
1 ounce green cake coloring
21/2 cups self-rising flour
Beat eggs in mixture. Add sugar, oil, and vinegar; then
blend well. Sift flour and soda together and add to egg
mixture alternately with flour. Blend ingredients well,
then add vanilla and cake coloring. Pour batter into three
8" cake pans. Bake at 350 degrees F. for 25 minutes. Cool
cake before frosting.
FROSTING
1 (8 oz.) package cream cheese 1 teaspoon flavoring
1 stick butter
pecans (chopped)
1 box powdered sugar
Place cream cheese and butter in top of double boiler. Melt over low heat. Add powdered sugar and blend well, then add flavoring, and pecans. Frost cake when cool.

Forsythia is the beautiful, golden flowered shrub which is now blooming in profusion throughout Georgia. Commonly called golden bells, it is the most widely planted spring-flowering shrub in North America.
Forsythia belongs to the Olive family and was named for William Forsyth, the King of England's gardener. It was brought to this country by early colonists over 200 years ago and was one of the first flowering shrubs planted in America.
When the flowers are gone, it is time to prune. If you want to multiply your stock, root the pruned shoots for planting later.

tly, we have started new trade negotiations with the other countries of the world which are supposed, to take place during 1976 and 1977. President Ford has asked me to serve on this Board, and I will try to do so with the best of my ability.
In these trade negotiations, I will naturally be concerned as to just how we come out in agriculture. No doubt, we will have both opportunity and danger in the negotiations. For example, as a whole, we have become such efficient producers of farm commodities that we can generally compete effectively with our farm products in practically any market of the world. Unfortunately, our industrial establishments have not kept pace with world competition as well as our farmers. Consequently, there are a number of countries of the world that have outpaced us in increasing their productivity per worker. To illustrate the difference between the two segments of our economy, in agriculture we have generally been able to increase our productivity per worker at an average rate of 8% per year. Whereas, in industry they have only been able to increase their productivity at an average of 2 1/2% to 3% per year. Since industrial workers in some of the other countries, such as Germany and Japan, have increased their productivity as much as 10% to 12% per year in some products, they have become very competitive with
our industrial products in this country. Automobiles are a good example. You hardly cross the street without getting run over by a Volkswagen or Datsun.
However, competition has been the one thing that has raised the scale of living of peoples of the world. When we have competition, the human mind always becomes ingenious. Generally, we work harder and become more efficient and economic in our work when we have competition. Even our automobile manufacturers are now making small cars fully competitive with imports which I am sure they would not have done if we had not had competition.
Our danger in agriculture is
that some of the industrial countries that feel they have an advantage in industry will try to just negotiate on industrial products and leave out agricultural products. Since very often the best industrial countries have very weak agriculture, naturally, they would like to negotiate that way. But, we have set up a policy where we have definitely tied them together. If we can hold that, then of course, agriculture will gain entrance to their agrici ural markets in these industrial uountries. If we make any concessions hi industrial products, we must receive concessions in agricultural products. Otherwise, we are not negotiating. If we demand that all the industrial nations open their doors to agricultural products where we have advantage, naturally, we are going to have to be ready to take on competition where

H.B. 1329, Amendment to the Georgia Soil Act. The purpose of this new act is to bring soil conditioners and amendments under a law of regulations. This act will require labeling and proof regarding its value. Such control will prevent unworthy products, represented as a soil amendment, from being sold in the State of Georgia.
H.B. 1330, Amendment to the 1963 Lime and Materials Act. The amendments will bring the present lime law up to date to conform with the model law. The areas of recommended changes are: Finely ground limestone, change expression of label guarantee of calcium and magnesium from Calcium Carbonate Equivalent to Elemental Guarantee, change registrations from annual to permanent, revise deficiency penalties and eliminate Lime Spreaders and/or Dealers License.
H.B. 1391, Amendment to the Georgia Economic Poisons Act and the Georgia Pesticide Use and Application Act. This act would replace the current Georgia Economic Poisons Act by adopting, as much as possible, model language and format which would permit ease of comparison with laws in adjoining states. Most basis provisions are unchanged. New sections provide for: 1. classification of products as "General Use" or "Restricted Use"; 2. multiple year registrations which would lessen the administrative burden now required for annual, issuance, and would
increase the registration fee, and 3. licensing of dealers, in "Restricted Use" pesticides and require that they maintain certain records.
H.B. 1392, Amendment to the Structural Pest Control Act. The amendments to the Structural Pest Control Act are for the purpose of clarifying certain phrases or wording/ deleting and adding certain definitions to conform with the Federal Insecticide, Fungicide and Rodenticide Act, provide for a new Certified Applicator category who is responsible to his employer and who will be allowed to apply restricted use pesticides, and to provide for re-certification based on re-education.
H.B. 1393, Amendment to the Pesticide Use and Application Act. This act would replace the current Pesticide Use and Application Act and would adopt general language and definitions contained in the Federal Insecticide, Fungicide and Rodenticide Act, (FIFRA). Most provisions are the same as under the current act. New requirements include; 1, provision for certification of private applicators (farmers) consistent with the requirements of FIFRA; 2. inclusion of certain "public operators" (government employees) as commercial applicators previously exempted and provision for their certification without fee, and 3. provision for penalties for delinquent renewal of licenses.
H.B. 1422, A Bill to require the Licensing and Bonding of Grain Dealers. This act would license all Grain Dealers in the State of
Georgia. The license would be issued upon the dealer supplying adequate bond to the Department of Agriculture. This bond would insure payment to the producer.
H.B. 1540, Amendment to the Act authorizing the Commissioner of Agriculture to establish Farmers Markets. This act will require that any person using the facilities of any market which charges a gate fee for the purpose of selling or. offering for sale any item on the premises of such a market operated pursuant to this act must be licensed by the Commissioner of Agriculture. The licensing requirement becomes effective on these markets on January 1, 1977.

some of the countries think they have an advantage even in agriculture. This means if they come in and want some concessions hi agriculture, then of course, we are going to have to insist that they open some doors for industrial products. It is only through this kind of giveand-take negotiations that we can actually open the trading doors of the world and in time improve the economic well-being of all the peoples of the world.
The thing that makes this nation great is because we have 50 states with no trade barriers between the states. I think all of us realize that if we had trade barriers between the 50 states, such as we have between the countries of the world, this country would be one of the poorest countries in the world. We would also probably have one of the lowest scales of living. So, it is for our wellbeing and for the well-being of the world to open up trade on a fair and equal basis wherever this is possible. Some of the countries of the world are no larger than some of our states, and yet they have trade barriers up everywhere. This, of course, has made them become poor, just like many of our states would be extremely poor if we had such trade barriers in this great country of ours. So, I hope that these present trade negotiations will prove very profitable not only to agriculture in this country, but also to industry and for that matter for the economic well-being of the entire world.
