Farm Taxes Can Be Burden

Taxes, taxes, taxes. Farmers in many areas of our state have a real problem. It's the burden they are bearing in their current ad valorem real estate taxes. Property taxes in Georgia go back to colonial days. In 1775 the first ge-
neral tax law imposed a tax on land values. The rate varied according to the land's location and types of crops grown. At that period in history, problems associated with heavy tax burdens and inequities were not considered serious. Most wealth was held in the form of real property. Services demanded were few. And tax rates were relatively low. Since that time, however, there have been some changes made. In Georgia, all farm land is now taxed

on its fair market value. Because of this method of assessing taxes, and because of a general inflation over the years, taxes on farm land in Georgia have increased at a faster rate than farm incomes.
The trend is not likely to slow down. In the last decade, farm real estate taxes have more than quadrupled in the state of Georgia. Taxes on farm real estate, as a percentage of net farm income, increased from 2.6% in 1960 to more than 5% today. During the same period, taxes as a percentage of gross farm income increased from 1% to 1.8%.
Property taxes are a fixed cost to farmers. In reality, these costs can increase enough to drive individual farmers out of business altogether. Furthermore, there are few opportunities to shift the tax on real estate.
Georgia farmers cannot add a higher tax cost onto the price of their products. Prices of farm products are set in a very competitive national market. There is absolutely no way to pass the cost on

New Varieties, Old Standbys

Available For Hanging Baskets

Every spring there seems to be a big demand for attractive plants growing in hanging baskets. This year some relatively new plants, suitable for use in hanging baskets, are showing up.

Conservation Program
For Naval Stores
The Naval Stores Conservation Program has been reinstated for 1976.
An allocation of $250,000 has been earmarked for cost-share payments earned under the NSCP. Gum producers will be receiving the highest cost-share payments ever approved.
The initial installation (virgin faces) calls for payments of 22 cents per face on a nine inch practice; 28 cents per face on a ten inch practice; and 32 cents per face on an 11-inch and above practice. The Georgia Agricultural Stabilization Conservation Service Office, Athens, will make the costshare payments.
Gum naval stores producers may make their requests for NSCP participation through their county forestry offices, effective immediately.
Georgia's Senior Senator Herman Talmadge made the announcement in late February.

One such plant is a variegated
form of Swedish ivy (Plectranthus austrails variegata). This form has a leaf exhibiting a marbled effect of green and cream coloration and grows a bit slower than the green form. There are others that have become more available recently. These can be used indoors in hanging baskets and include Philodendron Peperomia (Peperomia scandens variegata) and Satin Pellionia (Pellionia pulchra). The variegated Peperomia is grown slightly on the dry side, while the Pellionia prefers to be kept slightly moist. Both prefer shade outdoors or good indirect light indoors (near an east, south or west window).
There are also some old faithful standbys that are used in hanging baskets. Some of these foliage plants that are recommended include various Boston Ferns (Nephrolepis), Strawberry Geranium (Saxifraga), Swedish Ivy (Plectranthus), Wandering Jew (Tradescantia), Candle Plant (Plectranthus coleoides), Trailing Coleus, Spider or Airplant Plant (chlorophytum), and Asparagus

Legislators Say
Vehicle Taxes
Need More Study
During the recently adjourned 1976 session of the Georgia Legislature, three bills were introduced into the House of Representatives that would affect the payment and collection of ad valorem taxes and license plates on motor vehicles.
The bills were a result of a study committee report which was explained in the December 17 issue of the FARMERS AND CONSUMERS MARKET BULLETIN.
The report as well as the bills, while trying to simplify the purchase and distribution of automobile and truck license plates, were technical and complicated in the ramifications that could be experienced by some car and truck owners.
Under the leadership of the Motor Vehicle Committee Chairman J. R. Smith, Vice Chairman Ben Jessup and other house members, namely; Terry Coleman, Douglas Dean, Paul Foster, Joe Frank Harris, Jerry Jackson, David Lucas, Billy Milford, and Sam Sheats, it was realized that this problem needed more study before action is taken. A sub-committee was therefore appointed by the Motor Vehicles Committee to study the problem and/or inequities involved in the payment and collection of vehicle tag fees and present its findings to the 1977 session of the Georgia General Assembly.

Go. Hog Formers
Warned Of Cholera
Georgia hog farmers are warned by recent outbreaks of hog cholera in three or four states to be particularly careful in purchasing new stock and in keeping their herds away from garbage.
Cholera was reported last week in Rhode Island, Massachusetts, New Jersey and an unconfirmed case in North Carolina.

salt pepper

Cut elephant into small bite size pieces. This should take about 2 months to accomplish. Add enough brown gravy to cover. Cook over kerosene fire for about four weeks at 465 degrees. Serves 3,800.

PUMPKIN CAKE

2 cups sugar

1 teaspoon baking powder

1 cup liquid oil

2 teaspoons soda

4 eggs

1 1/2 teaspoons cinnamon

2 cups cooked pumpkin

1 teaspoon allspice

2 cups sifted flour

Blend sugar and oil together, then add eggs one at

a time. Add pumpkin and blend well. Sift all dry

ingredients together. Slowly alternate the addition of

dry ingredients and milk. Mix well. (Batter will be thin)

Pour batter into four 8 inch cake pans and bake at

350 degrees F. for 25 to 30 minutes.

FILLING

1 cup ground nuts 1 cup ground raisins 1 cup coconut 1 teaspoon vanilla 2 tablespoons butter

When preparing the filling, mix brown sugar, sugar

and flour in a saucepan. Add milk slowly and blend

well. Add eggs one at a time. Stir constantly until

mixture thickens. Take thickened mixture off heat and

add butter and vanilla. Grind nuts, raisins and coconut

together and add to mixture. Blend well and let filling

cool. Spread filling between layers and on top of cake.

Named for the German botanist J.F. Dieffenbach, the plant is also commonly known as dumb cane. This appropriate nickname is a result of the plant's ability to cause those who chew it to temporarily lose the power of speech. No part of the plant should be placed in the mouth.
Now back to its redeeming qualities - Dieffenbachias are easy to grow and propagate. They are rapid growers and will tolerate most growing conditions. There are at least 20 varieties of the plant commonly cultivated, most having dark green foliage with creamy white or yellow-green markings.

Fern (Asparagus). There is also a wide variety of
flowering plants that grow well in hanging baskets. For shade, Impatiens, Fibrous and Rhizomatus Begonias, and Ivy Geraniums would be good selections. For sun, Annual Vinca, Salvia, Verbena, Trailing Lantana and Cascade or Multiflora Petunias can be used.
Hanging baskets vary widely; however, when planting a basket, choose one of adequate size.
As mentioned, a good soil mixture is a prerequisite for growing plants in a hanging basket. A good mixture provides adequate drainage, aeration, and at the same time does not dry out too rapidly. If heavy clay loams are used, a mixture containing equal parts of clay loam, peat moss, and sand will be satisfactory. When sandy loams are available, a mixture containing equal parts of peat moss and sandy loam is recommended. A small amount of perlite (1 part to 8-9 parts soil mixture) can be added to this mixture to insure positive drainage and increased aeration.
Fertilization of hanging baskets can be accomplished with either liquid or dry fertilizer. Liquid fertilizers are usually purchased in the dry form and mixed with water and applied as a normal watering, making sure that some of the solution drains from the soil. Applying a liquid fertilizer every 3-4 weeks is generally sufficient.
Dry fertilizers, such as an 8-8-8 or 10-10-10 analysis are used. For baskets holding less than one gallon of soil apply 1/4 teaspoonful of fertilizer each month. For larger baskets increase the rate to 1/2 teaspoonful. Dry fertilizers are distributed evenly over the soil and watered in after applying to prevent any fertilizer injury to the root system. Injury to the roots can occur when soil mixtures dry excessively following fertilization.

There is a great deal of evidence to show that property tax is not correlated with the benefits received. Many counties in Georgia have had a great deal of growth in recent years. There are many new houses and communities that have developed around new industry and new processing plants. The nearby farmer still is using his land to produce livestock and crops. He does not need more sewers, more schools, more services of any kind. Yet his taxes have gone up and up and up.
In many of our counties, more than half of the county's income from real property is collected from farmers. However, these farmers use and receive much less than half of the services offered in the county.
Ownership of real property is not a good measure of ability to pay taxes. This is especially true when comparisons are made between farmers and nonfarmers. Farmers utilize substantially more property than nonfarmers, yet on the average have significantly lower income. Obviously, this is an indication of the weakness in our real estate property system.
Our real property tax system has remained virtually unchanged for decades. Recently, however, it has been the subject of a good deal of criticism. A major criticism is that real property only represents a small fraction of the total wealth. Furthermore, services financed by the property tax are often unrelated to real property. Our tax system can be improved by eliminating this disassociation of costs and benefits.
Property tax is obsolete for financing education and welfare, but it is still a logical source of funds for all services closely related to property and local services. Close study and revision of our tax system by shifting the burden of financing services unrelated to property to other taxes might make the property tax more functional and equitable.
Several proposals have been made to reform our tax system. These are: uniform assessments, reclassification of property, statewide property taxation, circuit breakers and use value taxation.
Each one of these proposals would have a direct affect upon agriculture. In my opinion, serious consideration should be given to use value taxation. Generally, where this type of taxation is used, the taxes do correlate with the income or the use of the land. It does not mean that every farmer's tax load will be lessened, however. In some cases, farmers pay higher taxes under a use value system, because some farms are actually assessed on a farm income basis and have higher returns in agriculture in that use than in any other use.

Approximately 300 prepared recipes using peanuts and peanut products competed for prizes in two divisions, Adult and Little
Goober, in eight categories.
One Grand Prize Winner was selected in each of the two divisions and the winners received $150 for the best overall recipe in their division. Mrs. Wayne Hanna of Chula won the Grand Prize Award of $150 in the adult division for her Peanut Pudding Cake. The Little Goober Grand Prize Winner was Cindy Daniels of Swainsboro who prepared a Peanut Butter Chiffon Pie.
First, second and third place winners in each of the eight categories within the two divisions received $60, $40 and $20 respectively.
