Since becoming Commissioner of Agriculture there is one point in Georgia's economy that has distressed me more than others and that I have constantly sought to remedy too many of Georgia's raw products are shipped out of state for processing and then sold back into the state for sale to our consumers.
This is a costly practice to our producers of raw products, to our
labor force, to lour tax digest and to all the j consumers and ci| tizens of our i state.
One reason for Jthe loss of reI venue produced Jby manufacturing 'and processing plants in Georgia is an unfair and antiquated tax law which requires a tax to be paid on all raw products in warehouses on the first of January. Some raw products must be stored and cured for several years meaning that the manufacturer or processor would, have to pay this "storage" tax several times on the same inventory.
This is an unfair situation that does not exist in some of our competing states. It is costing Georgia untold dollars in other types of taxes (ad valorum, sales, income, etc.) and in jobs and in some cases higher prices.
The 1974 Georgia Legislature realized this inequity and loss of industry to Georgia and passed a resolution which would allow an amendment to correct this situation. In addition it has been supported by our Revenue, Commissioner Community Development Department and Agribusiness Council.
This amendment will be on the ballot in all counties on election day, November 5, as amendment No. 6.
I urge each of you to vote YES on amendment No. 6 next Tuesday. This vote will help Georgians realize more tax revenue, more jobs and a better over all and more diversified economy for our state.

The December 4 edition of the Market Bulletin will be a special Christmas issue with modifications in the rules and regulations to allow handmade and home baked items normally refused as ornamental or decorative.

Compost improves the structure of any type soil. Added to sandy soil, it helps conserve moisture, and clay soils retain air better when compost is worked in.

There are a number of ways to make compost. Pile autumn leaves in an outdoor bin. Then forget about it and let Mother Nature run the show.
Stack the leaves in October. By May the compost is ready.
To speed up the process add water, fertilizer and lime. With this added boost the compost will be ready in about three months.
For the speedy method, start with a layer of leaves about one foot high. Add a one-inch layer of soil. Fertilize next with a general purpose

variety such as an 8-8-8 analysis. Lawn fertilizer with a 16-4-8 ratio is even better. To gauge the amount of fertilizer needed for each layer, take a look at the surface area of your bin. Add the quantity of fertilizer you'd use for a heavy application on an area of lawn the same size.

Pumpkins make thoughtful neighborhood gifts. For the children, a plump, orange pumpkin makes a happy jack-o-lantern for the window. For the gardeners, a hand packaged envelope of dry seeds to sow next spring. For the TV watchers, a small bottle of toasted, salted, nuttyflavored seeds.
Directions on drying: Spread seeds out on absorbent paper. When thoroughly dry, store in sealed container. Save a few seeds to sow in the spring.
Directions in toasting: Spread seeds out in shallow pan and sprinkle salt over moist shells. Toast in very slow oven, 250-300 degrees F. until desire doneness (about one-half to one hour). These can be eaten shelled or unshelled.
Dairy Winner
Scoring 501 out of a possible 550 points, Jane McKissick, 17, of Jersey, led the Georgia team to first place at the W. Tap Bennett Regional 4-H Dairy Judging Contest at the Southeastern State Fair. She also received a scholarship as high individual scorer.

October 31st marked the end of summer and the eve of a new year in both Celtic and Anglo-Saxon times. It was one of the ancient fire festivals also. In ancient Ireland, "new fires" were kindled at a central meeting place and the head of each household carried home a new fire which was to last until the next autumn.
The Celts, who occupied northern and western Europe, now France and the British Isles, had Druidism as their religion. The Druids lighted huge bonfires on hilltops to honor the sun gods and frighten away the evil spirits supposedly released on that night.
In the seventh or eighth century, after the spread of Christianity, a chapel was consecrated at St. Peter's in Rome to honor all saints, known and unknown, on All Saint's Day, November 1st. The rites on the preceding evening, "holy or hallowed evening", really stem from an early pagan festival. Some of these heathen customs became attached to the Halloween celebration.
Since November ushers in the market and most barren half of the year, the autumnal festival acquired sinister significance, with ghosts, witches, hobgoblins, fairies and demons of all kinds roaming abroad.
In addition, Halloween was thought to be the most favorable time for romance. Young people assembled for games to determine which of

Next, add 1 /3 as much lime as fertilizer. Finally, add enough water to make the pile moist but not soggy. Repeat this entire procedure until you run out of leaves.
Hasten decomposition by turning the heap one month later. Turn it for the final time one month after that. To make the task easier, construct the bin so that one side may be opened or construct two bins side by side. Fill one with leaves and shovel them into the adjoining bin when it's time to turn.
If you don't have a bin, construct a simple one from four treated fence posts and chicken wire. Make the stack as big as possible. During the winter it will shrink to a third of the original height.
To improve soil structure, spread compost over the garden plot. Make the layer at least three or four inches thick and work it into the soil thoroughly.
If you're planting shrubbery, compost can get it off to a good start. Dig a hole for each plant. They hold the shrub in place and surround the roots with a mixture of 1/3 compost and 2/3 soil.
Before planting annual flowers and bulbs, work two to four inches of compost into the upper 10 inches of the flower bed.
Even your houseplants can benefit. Use one part compost and one part soil to make an excellent potting mixture.
Remember that compost can't replace fertilizer or repel garden pests.

of folk art produced in Georgia over the last two hundred years. The Exhibit will be shown in museums throughout Georgia in 1976 as a part of our country's national Bicentennial celebration. QUICK CANDIED YAMS (taters)

1 1/2 cups sweet potatoes (cut up)
1 1/2 cups sugar

1 tbsp. fresh lemon juice
1/2 cup chopped pecans

Boil 1 Ib. sweet potatoes until tender. Combine sugar, juice off the potatoes, and the lemon juice. Bring to a boil.
Pour over potatoes in a casserole dish and sprinkle nuts over

Since recorded history, mustard has been prized as a condiment as well as a digestive stimulant. More than 2,000 years ago Greeks dined on tender leaves of the mustard plant and ground the seeds to a powder for use with meats and seafood.
Mustard seeds are used to make various forms of mustard seasonings and the leaves of the mustard plant are used as a vegetable-mustard greens. There are two distinct varieties of mustard plants: the black mustard which is a tall annual and the chief source of the mustard used in seasonings; and the white mustard which is smaller and produces tender edible green leaves.
Mustard leaves, mustard baths, mustard poultices and mustard teas have been used to relieve chest congestion and colds for hundreds of years. In ancient times, mustard reportedly even cured hysteria in females!
Knitted Fabrics
Need Special Care
Knitted fabrics made of 100% synthetic fibers are naturally easy-care. They have been heat set, resulting in wrinkle-free performance and controlled shrinkage.
Synthetic knits such as polyester and nylon, should be dried at a low temperature for a short time. Overdrying and high heat can cause shrinkage, fabric damage, pilling, and static electricity.
Some dryers have special 'knit' settings to protect against fabric damage. If a special cycle is not available, always use a setting that will not completely dry the knit garment.
Knitted cellulosic fabrics (cotton, rayon, acetate, etc.) tend to stretch and shrink quite easily. Avoid overdrying. Remove from the dryer while still damp, smooth out the wrinkles and lay them flat to finish drying.
Cellulosic fabrics which are blended with synthetics such as polyester, and nylon, shrink and stretch less than 100% cellulosic fabrics.
Always dry knitted fabrics in loads of similar weight fabrics to avoid overd tying.
STORING PECANS? You can keep frozen pecan meats two years, providing they're stored at zero degrees F. For refrigerated nut meats, however, limit storage to about nine months, say home economists with the University of Georgia Cooperative Extension Service.
DAIRY PLANTS DECREASE In the past 25 years, the number of plants manufacturing dairy products has dropped by over two-thirds, according to the U.S. Department of Agriculture, from 9,700 in 1948 to only 3,100 in 1973. But today's plants are much larger, handling an average volume of almost 3 1 12 times more milk.

It was the Irish too who initiated "trick or treat". Groups of Irish farmers went from house to house soliciting food for the village Halloween festivals in the name of the clergy. Prosperity was promised cheerful givers and threats made against the tight-fisted.

For Seed Buyers
Did you know that you are offered consumer protection when you buy garden seeds? Georgia has a truth-inlabeling law designed to protect farmers and other seed buying consumers.
While you're evaluating this year's garden, look ahead to next year. Here's how you can keep the links of the consumer protection system for seed buyers together, when you feel you have bought some "bad seed".
If you plant radishes and realize they are not what the label said they would be, contact the Georgia Department of Agriculture. Be sure and save the package as a state seed inspector will probably follow up your case. It will be helpful to him to have the package, to see some of the left-over seeds if you have any and to see the plants in your garden.
This grisly group of roots could have come from any Georgia gar den. Rootknot nematodes, microscopic soil-borne animals, enter the root system and restrict proper growth. If your tomatoes, cucumbers, okra or any other plant failed to develop, check the roots. If they look like this, chances are you've got nematodes. To be sure, check with your county agent for information on soil sampling.

It all began when a packhorse on a packtrip in the Olympic Mountains of Washington suddenly died Aug. 30 from no apparent cause. The next day, meat from the dead horse was fed to leopards, cougars and other big cats on a private game farm in Sequim, WA. By Sept 3 three days later 38 of these great cats and smaller animals had died.
Cultures were made at the Woodland Park Zoo, Seattle, Wash. The result ~ positive for anthrax in at least three of the animals. The horse was suspect. Culture was made from the remaining horsemeat again, positive for anthrax!
Questions were raised. Why did this particular horse die of anthrax and none of the others? Where did the disease organisms originate? Very rarely -- if ever has anthrax been known to occur in the Olympic peninsula.
The traceback began. Saddle pads are often made of imported goat hair, and new saddle pads had been used for the first time on the trip during which the horse died. Perhaps the goat hair had contaminated the saddle pads. But again, why should only one horse die and not the others? It was determined that the dead horse had been severely bitten by flies to the point that the skin was punctured and bleeding. Presumably, the pad came in direct contact with the open sores and the anthrax organisms entered in this way.
Tracing the pads began. It was found that they were manufactured by a Rhode Island Saddle Pad concern. This firm had received the materials in large rolls from a Massachusetts manufacturing company.
Two different goat hair products had been used in the pad - some from Pakistan and some coarse, cashmere scraps from Afghanistan. A synthetic blend -- fiberene -- was also used.
The short, coarse goat hair from Pakistan was tested at the U.S. Center for Disease Control (CDC) in Atlanta for anthrax. Negative. Then the cashmere scraps were tested ~ positive for anthrax.
Officials at the CDC are quick to point out, however, that this fact alone does not prove the cashmere scraps caused the anthrax outbreak, although they agree the scraps are suspicious. Neither has it been determined whether the scraps became contaminated before they were received at the plant or during processing.
Anthrax is caused by a sporeforming bacteria and is one of the oldest and most destructive diseases of livestock. All animals are susceptible to some degree, but cattle, horses, sheep and goats are most commonly affected.
No human cases have been reported in the Washington outbreak. Nor does this case pose a hazard to American consumers of meat, USDA meat inspection officials emphasized, since animals going to slaughter are inspected both before and during slaughtering operations to eliminate any diseased animals.
