Drug A buse Still Big Problem

The Drug Abuse situation has

changed considerably since my last

article in the February 18, 1970 Market Bulletin. At that time the

problem was just beginning in

Georgia and we had very little in the way of controls. We had less than a

dozen officers assigned to drug con-

trol and only part of them full-time. Generally the drug problem has

been the same across the coun-

try; we have

had the same

problems and we took the same

action with ab-

out the same

results. The

problem was

more severe in

cities

like

New York, Los

Angeles, Detroit, Miami, Cleveland and Boston. Federal agents were

pulled from Atlanta and other areas

and used to block drugs coming into

the country.

The problem has continued to in-

crease but gradually more men and

money have been provided to control drugs, until today when we are in pretty good shape.
We have closed the gap and by 1973 the trend of drug abuse should decline steadily. The problem isn't solved by any means but the future is not as dark as it once was.
Our scientific experiments with marijuana did not begin until the late 1960's and it will be several more years before we can prove scientifically the long range effects of marijuana.
Thus far it has been established that marijuana acts on the brain, causing mental confusion, distortion of the senses, a state of intoxication, hallucinations, and generally a loss of contact with reality.
Prolonged use of marijuana results in some physical damage, but primarily the mind is effected. In India and other places where marijuana has been widely used for ages, it is commonly recognized that marijuana causes mental deterioration. Primarily those people use hashish, a concentrated form of marijuana, but the prolonged effect is the same, similar
to 100 proof whiskey and weaker ivhiskey.
In Georgia (and across the lation) LSD seems to be fading. LSD is its own worst enemy and Tiost users realize the dangers involved after a few trips or seeing the effects on friends.
Heroin is our greatest problem :oday. The federal program to educe the flow of heroin into the U.

The 1971 Session of the Georgia General Assembly adjourned last week. These men and women, your representatives, have spent the last two months studying, debating and voting on issues of great volume and magnitude. They have worked very hard, and they have done an excellent job for the people of Georgia.
I appreciate the efforts that these men and women have put forth, not only for agriculture and for this department, but for all the people of Georgia.
Of course, I am particularly grateful and happy to report to you that to my knowledge not one member of the House or Senate voted against the budget appropriation that allows the FARMERS AND CONSUMERS MARKET BULLETIN to continue coming to you each week.
For this, I also express my appreciation to you, our readers, who wrote and called by the thousands expressing yours views to the Governor, your representative and to me on the BULLETIN.
Never before in my experience in state government, as a representative and as your Commissioner, has the response from the people on any piece of legislation been so great.
Again, my thanks to you and to our legislators for a job well done. May I encourage each of you to also thank your local representative for his efforts on your behalf during the 1971 session of the Georgia General Assembly.

Important Part
In Farm Profit

Many commercial farms in Georgia are very dependent upon the performance of employees. If an employee does his job well, profits may increase. Conversely if an employee is careless or negligent in the performance of his duties, profits can be decreased or even eliminated.
One step towards achieving above average or even superior performance is with incentive payments. In most operations above average results will earn greater profits.
An incentive payment becomes a means of sharing extra or increased profits with the employee. Everyone concerned benefits.
A cardinal rule exists for incentive payments. An employee must be given as much control as possible over those activities which will determine the amount of his incentive. Limitations must be established before hand in order to prevent any uneconomical practices.
But an employee must know that if he gets more pounds of gain per day, milk per cow, eggs per hen or pigs weaned, that his pay will be

71 Crop Year
Sets Record
Farmers and farm leaders are still pouring over Georgia's 1971 crop figures, and anyway they look at them, they add up to a record year.
The value of major crops produced in Georgia last year was $572 million, compared with $477 million in 1970.
The top crop, peanuts, generated cash farm receipts of over $170 million. Two, corn and tobacco, pushed $100 million. Cotton was $56 million, and soybeans almost reached the $50 million mark for the first time

Dr. Henry Garren, dean and coordinator of the University of Georgia College of Agriculture, has been elected president of the Association Southern Agricultural Workers (ASAW).
The organization is composed of agricultural scientists in 17 academic areas from land grant institutions in 14 Southern states and Puerto Rico.
ASAW scientists gather each year to report on significant research results and to exchange information concerning issues of importance in agriculture.

Know Your Meat

Labels are placed on meat products to protect you - fhe Consumer. It is your

assurance that the product has been inspected; that is, all the contents have

been checked by a qualified inspector and that all the meat has been inspected

for wholesomeness.
It also assures you - the consumer
- that it has been produced in a plant that has met the sanitary standards set down by the Georgia Department of Agriculture.
This label must meet further standards. It must have an accurate name and description of the product. If other ingredients are not
an ingredient usually found in the product, it must be listed as part of the product name, i.e., Quality Wieners, Soy Protein Concentrate
Added. An accurate list of ingredients
must follow the name of the product
in order of predominance. This
means descending order. A net weight statement must be
applied to all packages. If it is a consumer size package (less than 4 pounds), it must be shown in a dual
declaration, i.e., 16 oz. (1 Ib). Storage and cooking instructions

are listed when necessary. (Keep
Refrigerated or Keep Frozen) (Cook at 350 degrees for five minutes).
The packer's or distributor's name
and address must be on the package. The Georgia Inspection Legend
in the shape of the State of Georgia must be on each
package. All printing must
be legible, and no
misleading colors can be used to change the appearance of the product. All labels must be submitted to the Meat Inspection Division of the Georgia Department of Agriculture. This includes the formula of each product and method of preparation. These are checked to see if they comply with the Georgia regu-

Recipes of the Week

PROUD PEANUT BUTTER CAKE

2 eggs, separated 1/2 cup white sugar 21/4 cups sifted cake flour 3 teaspoons baking powder 1 teaspoon salt 1/4 teaspoon soda 1 cup brown sugar, packed 1 1/3 cup crunchy peanut butter 1/3 cup vegetable oil 1 1/4 cup milk Beat egg whites until frothy. Gradually beat in white sugar; beat until very stiff and glossy. Sift flour, baking powder, salt, and soda, into another bowl. Add brown sugar, peanut butter, oil and one-half milk. Beat 1 minute at medium speed.
Add remaining milk and egg yolks. Beat 1 more minute, scraping bowl constantly. Fold in meringue. Pour into oiled round pans or oblong pan. Bake 8 inch layers 35 to 40 minutes, 9 inch layers 25 to 30 minutes.

TWENTY-FOUR HOUR SALAD

1 can crushed pineapple 1 cup cut marshmallows 4 egg yolks 2 Tablespoons powdered sugar 1/2 pint whipping cream 1 can white cherries, drained 1 cup chopped nutmeats juice of 1 lemon 1/4 cup coffee cream Beat egg yolks until light and lemon colored; add sugar and the lemon juice. Cook on top of double boiler until consistency of custard. Add 1/4 cup cream and cool. Combine fruits and nut meats. Whip cream until stiff and combine with cooled salad dressing. Mix with fruit mixture. Let stand 24 hours in refrigerator and serve.

CRACKLIN MUFFIN BREAD

3 cups cracklin without skin 2 cups meal 1/2 cup flour 1 teaspoon salt 1 teaspoon baking powder 2 Tablespoons bacon drippings milk for mixing
Put cracklin in pan, cover with milk or water. Soak about 3 hours. Add meal, flour, salt, baking powder, and bacon drippings, and mix with milk. Grease muffin pan with bacon drippings and fill muffin pan. Heat oven to 400 degrees and bake, (an egg can be added if desired, reduce milk used.)

1 box almond-coconut frosting mix

(pecan-coconut, if desired)



2/3 cup softened margarine or butter Mix above ingredients and put half of mixture in bottom of 9

x 9 baking pan. Press out to edges.

Mix 1 can condensed milk, 1/2 cup lemon juice. Spread over

the mixture in baking pan. Sprinkle remainder of the flour

mixture over the top and bake at 350 degrees for 35-40

minutes. Cool thoroughly before cutting into squares.

Chances are people with Centipede lawns are overfertilizing those lawns. Extension Service horticulturists suggest a different approach this year, one they call "the slow, cautious method." 4-H ELECTRONICS
Electronics for communications is one of the 102 "learn by doing" projects offered to Georgia 4-H Club members. The program begins with fundamental electronic principles necessary to build a crystal radio. By the time a 4-H'er completes the program, he has learned about vacuum tubes, amplifiers, transistors and thermoelectricity and can build a radio voice transmitter and regenerative receiver. The most widely planted spring-
flowering shrub in North America,
Forsythia is hardy, fast-growing,
and generous in bloom. Plus that, it
serves all season long as a hedge,
windbreak, boundary marker or
foundation planting.
It is also one of the few shrubs
which can be forced into bloom in-
doors several weeks in advance.
Selected branches are brought in-
side, even when apparently frozen,
and set in a tall vase of water.
Within a few days, sprays of gold
open up to decorate the room.
Although a native of China, the
shrub is named after one William
Forsythe, who imported it to
England. Director of the Royal Gar-
dens to King George III, Forsythe
was not well known in his time for
this shrub.
Today, however, Forsythe's name
has come to stand for one of the
most popular spring-flowering
shrubs of our time.

With these broad ideas in mind it is strongly urged that an incentive payment plan be clearly stated and written. Then the employee as well as the employer can understand the conditions which determine the amount of the incentive.
Very few farm operators in Georgia have ever tried incentive programs. Some have been started and soon abandoned because of disappointing results. Inadequate planning has been one cause for failure.
By far the most common cause for ending a program is that the employer tried to use an incentive payment as a substitute for reasonable wages, good working conditions and satisfactory living arrangements. In these cases the farm employer believed that an incentive will overcome all other deficiencies.
It will not. First a farm employer
must try to become enlightened. Then an incentive plan will be a complementary step toward higher profits.
If you realize your profits are dependent upon the performance of your employees, why not consider an incentive plan. Your local county agent has more detailed information about plans. He will be glad to give you a bulletin entitled Incentive Payments for Farm Employees.

I have a common type goat with a problem I can't seem to solve. His ears fill up with a tan scale and now it has spread to the outside of his ears causing the hair to fall out and the skin to scale up. When I remove the scale from the inner ear, his ears become tender and raw. At one time this scale condition spread to his feet and between his hooves scaled up and his feet became sore. I scraped off the scale and applied vaseline and his feet seemed alright. However, I have tried this several times on his ears without success. I have given him penicillin and put peroxide in his ears to no avail. What is it?

M. B., Savannah From the history, our vet division advises that your goat very likely has a fungus infection that spread from his ears to his feet. Try a
sulphurated ointment on the inside of the ears or wherever the condition

is on his body every other day for at least two weeks. If the condition has

not improved in this length of time, please take your goat to a

veterinarian for assistance.

dead plant must be buried as it can cause damage after it dies. **

"Mud-daubers" pose a problem in my basement during warm months with their mudhouses. Is there anything that can be done to stop this?
W. S., Ranger We regret that we know of no repellent for mud-daubers. However,
you may use an insecticide when the insects are active. Chlordane is
recommended by our entomologist.

Three Stations
lor Shad Derby
Three official weighing stations have been named for entries in the third annual Atlantic Championship Shad Fishing Derby. The stations will be located at Morgan's Bridge on Highway 204, Dasher's Fish Camp on Highway 80 and Kings Ferry Bridge on Highway 17. All of these locations are near the Ogeechee River in the Savannah area.
The contest, sponsored jointly by the Game and Fish Department and the Savannah Area Chamber of Commerce, will be held on March 23, 24, 25 and 26. Merchandise prizes will be awarded to the fishermen catching the largest shad.

S. is gradually taking effect. Almost all of our illicit drugs come from foreign countries. U. S. made drugs (except some marijuana grown secretly in the U.S.) are tightly controlled now. Federal agents keep track of drugs made in the U.S. and notify the states of any such drugs shipped by manufacturers into that state. The state audits pharmacy records to see that all drugs are accounted for.
As Heroin supplies are reduced in 1972-73 there will be a demand for some type of treatment for addicts. Georgia has established a narcotic treatment program under Dr. Peter Bourne.
