And Commissions
In 1969 the Georgia General Assembly passed legislation establishing the Georgia Agricultural Commodities Promotion Act. This Act set forth certain administrative duties and responsibilities for the Georgia Department of Agriculture and for the Commissioner of Agriculture.
It is my desire and the purpose of the department to carry out these obligations in an impartial, efficient and responsible manner.
The Commissioner of Agriculture serves as an ex-officio
member of each commission along with the Attorney General, State Auditor, and President of the Georgia Farm Bureau.
When a commodity group decides that a commission is desired for that commodity, they petition the Commissioner. The Commissioner of Agriculture then, as required by the Georgia Agricultural Commodity Promotion Act, initiates the necessary actions to form a commission.
First, the commodity group submits ten nominations from which the ex-officio members appoint the five producer members. This five-man
producer commission drafts a proposed marketing order.
A copy of the proposed marketing order and notice of public hearing is then mailed to every known affected producer.
The five-man producer commission then holds a public hearing giving any interested party an opportunity to testify for or against the proposed order. From the testimony given at this hearing, the five-man commission then determines whether the order should be changed, stopped, or submitted to the affected producers in a referendum.
If it is the recommendation of the five-man producer commission to hold a referendum, the Commissioner of Agriculture then assumes the responsibility of conducting the referendum to assure that it is conducted exactly as prescribed by the Georgia Agricultural Commodity Promotion Act.
At present, a referendum is being conducted by the Department upon the request of the Pecan Commission to determine if the pecan growers of Georgia desire to establish a marketing order for the purpose of research, education, and promotion of their product through an A.C.C. for Pecans.
Ballots have been mailed to every known affected producer. Ballots are also available from county agents' offices and, by request, from the Department of Agriculture. Every bona fide affected producer

Deep Planting
Stunts Shrubs
Some Georgia homeowners take short cuts when they plant shrubs. This is just asking for disappointing results.
Careful planting is more than worth the extra effort. A properly planted shrub quickly develops an extensive root system. Thus it grows off at a much faster rate, has more attractive foliage and is less susceptible to drought damage.
Deep planting can result in stunted growth or even death of many shrubs. An easy way to measure proper planting depth is to place the shovel handle across the hole and then plant so the top of the container soil is up to the handle.
Your first reaction will be that the top of the plant is too shallow. However, you will find that the roots will become established much faster than if planted too deeply. In areas where water accumulates, such as around a house without gutters, it is advisable to plant in a slightly raised bed.
Planting Blueberries Requires Management
A blueberry bush is a two-in-one plant. It produces a bountiful supply of delicious fruit for the table. And its blue-green foliage and showy flower spikes add beauty to the home landscape.
Under good management a blueberry bush will produce some fruit the third year after transplanting. By the sixth year it will yield as much as 14 pints. The yield will continue to increase for several years as the plant grows to maturity.
The most important thing to remember about starting blueberries is to plant more than one variety for cross pollination. Select two or more of the following: Tifblue, Woodard, Southland, Briteblue, or Delite.
Get your plants in time for winter transplanting.
See your county agent for a list of nurseries which propagate and sell blueberry plants. He also has a pamphlet on the care of blueberries.
FARM LOANS
The rising value of farm units over the past decade is reflected in the staggering growth in average size of farm mortgage loans. Last year, the average size reported by life insurance companies was $82,220 compared with $23,630 in 1960. Meantime, the average for the Nation's 12 Federal Land Banks jumped from $12,850 to $31,570.

Yields High Value

A record high average price was paid for auction sales of the 1971 crop of Georgia flue cured tobacco. However, the volume of sales fell nearly 18 million pounds under that of last year

Total sales of Georgia produced tobacco was 113,814,312 pounds and returned an average price of $77.47 per cwt. The average climbed $2.68 above the previous record set last year; however, production was down 17,786,451 pounds from
VEE Vaccination
Ends October 2
The threat of Venezuelan Equine Encephalitis is still real to the unvaccinated horse population of Georgia. Due to the recent hurricanes in the Brownsville, Texas, area, there is the possibility of the transfer of infected mosquitoes from one area to another.
As of the present time about 100,000 horses in Georgia have received the VEE vaccination. According to the latest horse census made in 1969 and 1970 there are approximately 140,000 horses in the State of Georgia. This leaves us short of our goal of vaccinating 90 to 95% of the horse population in the state.
U.S.D.A. officials have advised that after October 2, 1971, free vaccine and free veterinary services will no longer be available for vaccinating horses against VEE.
We urge you to contact your County Extension Agent or your local veterinarian if your horse has not yet been vaccinated.
The state wide quarantine referring to the quarantine of horses on owner's premises or premises where stabled until they are vaccinated will remain in effect for an indefinite period in the hopes of getting all equines vaccinated against VEE for the protection of the horse industry in Georgia as well as the human population.
Mosquitoes can transmit this disease from infected horses to other horses or to the owners and their families or other people in the immediate area.
We feel that the vaccination program protects against this disease for horses and man.
Profecfing Plants
In Cold Weather
Blankets, boxes, and other materials used as coverings seldom protect camellia flowers from cold damage. Spraying water on plants to provide a protective ice coating is not advised.
The best guarantee against cold damage is to select the right variety and plant in a semi-shaded location. Plants located in full sun are more likely to be injured by a sudden cold spell than plants located in a partly shaded location.

The gross value of $88,171,069.50 for the "71 crop has been exceeded only twice in the history of the Georgia Flue Cured Markets. In 1970 the gross value was $98,633,882.85 and in 1967, $94,200,173.23.
Prices moved up for practically all grades. Gains ranged mostly from $2.00 to $8.00 per hundred pounds. However, some grades of nondescript were up $12.00 from last year. Most grades sold from $2.00 to $15.00 a hundred above their respective support levels although a few of the higher quality grades were even with their support price. The practical top prices paid by buying companies was $84.00 per 100 pounds.
The Stabilization Corporation received only 3.5 percent of the season's gross sales under the government loan program, where as last year 1 1.5% went into the program. This was the smallest percent since the 1966 crop when 0.3 percent of sales was placed under loan.
Auctions began this year on Tuesday, August 3rd - the latest opening date since 1941. All 23 Georgia markets operated the first four weeks for a total of 15 selling days. Eight markets remained open for two additional weeks, with sales ending pn Thursday, September 9th. Sales were held for 22 days this year
compared with 27 days last year. September 9th was the latest date
that regular sales have been held on the Georgia Flue Cured Markets and indications are that very little tobacco remains unsold.
The cross belt movement of Carolina and Virginia tobacco to the Georgia markets increased in 1971 slightly more than a million pounds over last year. Due to the smaller overall production figure the percentage of cross belt movement of tobacco into Georgia increased from 18.45% in 1970 to 21.24% in 1971.
Cross belt volume in 1970 was 30,481,170 pounds and in 1971 31,485,952 pounds. _______

Dear Editor: We note with concern that the name of Fort Valley State
College was omitted in the listing in the August 11th issue of the MARKET BULLETIN of institutions in the State where students may request additional information about the area of animal science.
Fort Valley State College, a unit of the University System of Georgia, is one of the 1890 Land-Grant Institutions and was so designated by the Georgia Legislature in 1949. Any student who meets the admission requirements at Fort Valley State College may attend this institution.
Permit me to point out that for more than twenty years a concentration in animal science has been offered in the Division of Agriculture at Fort Valley State College and that a student majoring in agriculture may elect to pursue a course of study in either animal science, plant science or agricultural education.
We sincerely trust that the omission of the name of Fort Valley State College in the article mentioned above was an oversight of the editorial staff and that it will be included in future listings of institutions offering programs in the field of agriculture.

PINE SETTLE
The southern pine bettle is one of the most damaging forest insects in the South. Records dating back to the late 1800s show that outbreaks occur in well defined areas whose boundaries have changed little over the years. In Georgia serious outbreaks have occurred throughout the Piedmont and into the Blue Ridge Mountains. Extension Service foresters say damage from the beetle is most severe in overcrowded pine stands.

Recipes of the Week

(We regret that our printer omitted one of the main ingredients from the "Quick 3 Minute Pickle" recipe which appeared in the BULLETIN last week. We have reprinted the corrected recipe in its entirety below:)
QUICK 3 MINUTE PICKLES
5 pounds sugar 1/2 gallon vinegar 7 pounds cucumbers 1 Tablespoon salt 1/2 of 1 oz. box pickling spice Bring vinegar, sugar and salt to boil. Add sliced cucumbers and bring to boil. Let boil 3 minutes. Remove and pack in hot, sterilized jars and seal.
STEAK AU POIVRE
1 pound cubed steak, cut into bite-size pieces 3 small bell peppers, diced 3 small onions, diced 1 Tablespoon soy sauce 1 Tablespoon brown sugar 1 Tablespoon chili powder (optional) 1 teaspoon salt Brown steak and onion in smallest amount of oil possible. Add all other ingredients and cover with 1 to 2 cups water. Simmer 30 minutes and serve on white rice.

Ever wonder how much water you and your family need? A new chart prepared by' U. S. Department of Agriculture researchers shows a person needs 30 to 70 gallons per day. This includes water for drinking and for sanitation purposes.
Some of the best friends 4H'ers have are members of Extension Homemaker Clubs and County Councils. These homemaker organizations in 98 counties reported contribution last year of $11,492.61 to pay expenses of 4-H members to district, state and national 4-H expansion fund, and to help finance 4-H college scholarships. Many homemakers also serve as adult volunteer 4-H leaders.
Farm accidents don't just happen - they are caused. They are caused by unsafe conditions, unsafe acts, inadequate protection, human error or incapability, or defective conditions. These accidents can be prevented, but there is a long way to go. In terms of hazardous occupations, agriculture ranks third behind only mining and the construction industries.

The name Catchfly refers to the sticky coating on leaves, stems and flower buds of this wildflower. Many Catchfly species look like they belong in a well-tended flower garden due to their bright and tidy appearance. Several of the species resemble the cultured Sweet William and other Dianthus varieities, logical enough as they belong to the same family.
The Pink Catchfly or Wild Pink (Silene caroliniana) is the most common variety found in Georgia. It is common in sandy or rocky soil from Maine to the deep south. The Red Catchfly or Fire Pink (Silene virginica) is not as common in our area but is found throughout the Northeast and west to Arkansas.
The showy, well-formed flowers bloom in midspring and summer. These plants are easy to transplant from the wild, especially the Pink Catchfly which is very tolerant of sandy, rocky, dry soil.
The plants should be moved in spring or fall. However, plants in flower can be dug successfully if care is used. The Pink Catchfly grows in acid soil in the wild and should therefore be replanted in soil enriched with leafmold or peat moss. It prefers light shade at least part of the day. The Red Catchfly grows better in neutral to very acid soil and will tolerate full sun. Both of these Silenes need good drainage.

The dates of the pecan referendum extend from August 27 through September 25. On September 30 at 10:00 AM in the Agriculture Building, Atlanta, there will be a public opening and tabulation of the ballots cast during the referendum period.
All of the existing commodity commissions have this year completed referendums, as required by law every three years, to determine continuation of their operation. In addition, soybean growers have recently, . through a referendum, established an Agricultural Commodity Commission for Soybeans.
The Department of Agriculture does not try to influence a person to vote for or against the establishment of a commission. We attempt only to furnish factual information, to urge every affected farmer to participate in the referendums and insure that the formation and operation of a commission, if established, operates within the bounds of the Georgia Agricultural Commodities Promotion Act.

Depending on his particular interests, he may find a career as a research scientist, manager of a food plant, instructor, marketing specialist, or quality control official. He may become involved in freezedrying and radiation techniques as well as military programs developing special foods for space flights.
Food Science is a flexible field offering job opportunities in industry, universities, and government.
Starting salaries have been increasing steadily and job opportunities far exceed the number of applicants. Salaries are equal to or better than other areas of the

sciences. Financial aid is available to
students interested in Food Science. Scholarships are made available
through the Institute of Food Technologists and the food in-
dustries in Georgia. Federal and state funds also provide scholarships to Food Science majors.
Last year more than 1,100 undergraduates were studying on scholarships at the University of Georgia. In addition, assistantships and fellowships are available for
those interested in graduate studies in Food Science.
More than 100 loan funds are available. Sponsors of- these funds include individuals, industries, civic and social organizations, trusts and
estates. Students in Food Science at the
University of Georgia often find work in the Department or elsewhere on campus, frequently in areas directly related to their
studies. The University Work-Study
Program is a unique opportunity to "earn while you learn." Food Science majors are given the opportunity to work in their own department when placed on this program.
The undergraduate student is paid through the Office of Placement and Student Aid for a maximum of 15
hours of work each week. The B.S., M.S., and Ph.D., degrees

What should I put on shoulders and hams to protect them from hairy worms?

Our Meat Inspection Division advises that they are unfamiliar with these worms. The meat should be cured for storing. Hang in a clean dry place for curing. Place the meat in bags to protect it from dust and in sects. Just so happens we have a pamphlet with detailed instructions on curing hams. We mailed you one.

I would like some information on the care of an apple tree. I have one tree in my back yard that bloomed for the first time this year. The blossoms then fell off.

Mr. C. D. Spivey, apple expert, advises that the main reason why the apple tree did not set fruit af ter it bloomed was because of the lack of cross-pollination. This could be the effect of excessive rain during the blooming period when the bees and other insects are not working. There are two varieties of apples that will grow in Georgia that will produce in a single tree planting, the Golden Delicious and the Yates. All other varieties must have a pollinator nearby. Apple trees are usually fertilized in the early spring just before they initiate growth. In the South Georgia area, a 5-10-25, 88-8, or 6-12-12 fertilizer would be required.
