State To Appeal
Tobacco Tag Rule
I was very disappointed that the
U.S. 5th Circuit Court of Appeals last
week reversed Georgia's Tobacco
Tag Law.
In 1968, the Georgia General As-
sembly passed the law allowing
Georgia tobacco farmers to tag their
tobacco in such a
way as to let buy-
ers on the Georgia
market know this
was Georgia
grown leaf.
If a buyer in our
state preferred
Georgia tobacco
to that produced
___
_ in other states, as
many do, then he could readily dis-
tinguish from the tag tobacco pro-
duced in Georgia. If a company pre-
ferred another state's tobacco, that,
too, was discernable. If a buyer prefers California grape-
fruit, he is able to purchase the fruit
of that state properly labeled. If
Florida oranges appeal to him more
than those produced elsewhere he
can buy those marked "Florida
orange."
Why then a court would rule that
Georgia tobacco farmers cannot la-
bel their product as "Georgia grown"
is beyond me.
Therefore, after much careful
study and discussion with State At-
torney General Arthur Bolton, it was
our decision to appeal this case to
the U.S. Supreme Court.
The U.S. District Court for Middle
Georgia has already upheld the
Georgia tagging law. The suit was
brought by a warehouseman who
handles a great deal of out-of-state
tobacco. We are going to exert every effort
to allow Georgia tobacco farmers the
same privileges afforded by others.
Marketing tobacco according to
growing season, types, grades, etc.
is complicated enough as is.
Everything possible to protect the
Georgia tobacco farmer from further
discrimination and unfair hardship
will be done by my office.
In my opinion the Georgia tobacco
farmer has every right to identify
his product and the buyer in Georgia
has every right to proper identifica-

Cholera Strike
One of the largest herds of swine ever liquidated in the state hog cholera eradication program was slaughtered last week due to cholera.
Located near Buena Vista, 2,200 head of swine owned by the A-H and W farm were destroyed to prevent the spread of cholera. Federal indemnity will be paid to the owners of the animals. State indemnity will not be paid as the animals were garbage fed and the state does not pay indemnity for .diseased animals in
garbage fed herds. As several isolated outbreaks of
cholera have occurred in Georgia during the past few months, farmers are urged to continue their watch and diligence in the fight to elimi-
nate cholera From Georgia.

Hydroponics
Dirtless Farming
Has Possibilities
Grady Stanley of Resaca, Ga., stands among his hydroponicatly produced tomato plants that grew from small plants to producing vine ripe tomatoes within one month. Stanley will yield twenty thousand Ibs. of tomatoes in a four-month production period.
Stanley Enterprises Is the only hydroponic operation of its type in the state. Stanley has patented his procedure of watering, feeding, heating and venting in his hydroponic building.
Farmer As Consumer
Faces Price Squeeze
Just like you and I, the farmer is a consumer and is also faced with increased prices for the food products that he must buy. But he is less able to
afford these increased prices than many of his non-farm neighbors.
The average farmer in 1969 had to live on about $5,024 net income from a gross of about $13,000. He received about $1.60 per hour for his labor compared to the average factory workers' wage of $2.80 an hour.

grow crops." As a matter of fact, of the $6.8 billion dollars spent on agriculture in 1969 by the federal government, only 27-30% directly benefited the farmers.
The other 70%, or $4.8 billion, went into such governmental uses as the food stamp and school lunch room programs; into the Rural Electric and FHA Loan programs; into the long range programs of resource conservation (agricultural research and Cooperative Extension); and into the other programs related to
foreign aid and national defense. As a consumer and tax payer, on
the other hand, the balance of payouts and payments is tilted toward the farmer and agriculture. The farmers in the U.S. spent about $33 billion last year for goods and services to produce their crops and livestock. Another $12 billion was spent on the type things we all need food, clothing, medicines, etc. The latest figures also indicate that farm real estate taxes have produced for state and local governments over $1.7 billion dollars a year in recent years.
U.S. farmers have also been paying in recent years about $300 million in personal property taxes, $318 million in gasoline taxes, $80 million in motor vehicle license fees, $350 million in sales taxes, and $1.5 billion in federal and state income taxes. AGRICULTURE IS BIG BUSINESS
In fact, agriculture is the nation's largest industry and will continue to be so in the 70's. The $273 billion assets of the agricultural industry

The term "dirt farmer" is rapidly disappearing from use on today's highly mechanized and managed farms. However, can you imagine farming without any dirt at all?
It is being done. And here in Georgia. The method is known as hydroponic gardening.
Hydroponic culture is a method of growing plants without soil. The name itself implies that the plants are grown in water. Actually, the nutrients are supplied in water solution but the plants may be suspended in water or they may be produced with roots in sand, cinders, or gravel.
The production of vegetables in sandy soils of low fertility with high nutrient and water levels approaches hyproponic culture.
The elimination of soil as the culture medium also eliminates problems such as weed control, tillage, irrigation and the necessity for growing cover crops or adding manures for organic matter. But for each problem eliminated another is created. As a result, hyproponic culture is not the easy and simple method it is often pictured to be. It is a highly specialized method of culture.
Successful operators must be highly skilled farmers and trained technicians.
In addition, the method is expensive. Due to the problems involved and the expense, Georgia has not encouraged this type of gardening as yet. In fact literature and information on the process are limited.
The method is used a little more extensively in South Florida where the warm climate reduces the chance of frost and therefore eliminates the cost of buildings or covers. (The information above was supplied by the Florida Agricultural Experiment Service, Gainesville, Florida.)
Quarantines Eased
On Imported Cattle
Brucellosis and tuberculosis quarantine provisions for cattle imported into Georgia from other states have been relaxed by Commissioner of Agriculture Tommy Irvin.
Heretofore, the State Department of Agriculture has required all cattle imported into the state to be quarantined for from 45 to 60 days or until they could be tested for brucellosis or tuberculosis.
Irvin said he was relaxing provisions of the quarantine on such animals coming into Georgia because tests have revealed an extremely low incidence of either disease and the quarantine has worked a hardship on many dairymen and livestock farmers.
All cattle entering Georgia still will have to come from certified or accredited herds or be tested for brucellosis and tuberculosis within 30 days prior to entering the state, however.

Mix all together, pour into pie shell and cook until done. Whip 2 egg whites with 2 tablespoons sugar and 2 drops lemon flavoring. Pour meringue on top of pie and lightly brown.
