"A Time for Initiative" is the theme for the 1968 observance of Soil Stewardship Week, May 19-26. This theme was chosen due to changes being made in the use of natural resources and the knowledge that more are on the way. What is happening is worthy of concern and needs attention.
SOIL STEWARDSHIP WEEK
Never before have there been so many reasons for people, organizations, and institutions to become involved in resource affairs. The reasons include the population explosion, outdoor recreation, water pollution, multiple use of resources, river basins, and natural beauty.
The reasons also include the need for more research and for education, which increase our ability to solve and control these basic and continuing problems as water supply, flood prevention, wildlife preservation, forest management, and soil erosion.
BY THE GOVERNOR:
Natural resources are being regarded with increasing importance by people throughout Georgia, in village* and towns, as well as in our cities and suburb*; and
Clean water and air, along with trees and soil, are taking on a new meaning with people discovering that these resources are not only limited and vital, but are being fouled, wasted and ruined; and
It is a time for all of us to examine ourselves and measure how well we are meeting our responsibilities to God for the care of His resources and Identify what new or added steps we can take as responsible citizens to develop the resources around us; now
I, tester Maddox, Governor of the State of Georgia, do hereby proclaim the week of May 19 - 26, 1968, as "SOIL STEWARDSHIP WEEK" in Georgia, and declare It a tine for initiative. Great values are in the balance, and I urge all Georgians to become Involved in the nationwide celebration of Soil Stewardship Week. The Job to be done it as large as our great State but the years for doing it are short.
Soil Stewardship Week, a time for initiative, is a time for ideas, a time to assess problems and prospects and to identify alternatives. And, it is a time to exercise moral responsibilities a time to recognize and restate the obligations we have for the care and wise use of our natural resources.

Hog Quarantine
Partially Lifted
The state-wide quarantine imposed April 12 on the movement of all feeding and breeding swine in Georgia has been revised and partly lifted by the Georgia Department of Agriculture.
Effective immediately, the movement of swine from farm to farm is no longer prohibited. Therefore, this edition of the Market Bulletin carries swine notices and notices will be accepted for future issues.
Individual farmers may now sell feeding and breeding swine to their neighbors or other individuals or may make purchases from individual herd owners. Hogs for slaughter may, of course, continue to be moved through auction barns.
However, the quarantine is still in effect to prohibit the movement of feeding and breeding swine through auction sales or any other concentration point. Any swine passing through such a sale must not be returned to a farm but must go directly to a slaughter or rendering house.
Individual or specific quarantines imposed on particular swine or farms is not effected by the revision of the state-wide quarantine. These quarantines must be lifted individually by the Georgia Department of Agriculture after inspection by trained personnel.
Farmers are cautioned to continue to be extremely particular and careful in purchasing swine, and to continue to watch and report any sign of illness in herds.
Most of all, Soil Stewardship Week is a time to nourish and foster the very essence of soil stewardship which is the spirit of responsible people at work with their resources.
Many remedies have been proposed and programs tried for curing the troubles that have beset farming for the past several years. The ultimate solution is not known, but success of any program will depend on the existence of well-tended land and adequate supplies of good water.
With farmers under heavy economic pressure and agriculture moving toward new and uncharted areas, the risks of resource waste and abuse cannot be tolerated. That is why Soil Stewardship Week is a time for initiative a time for plans and action

throughout the year that will not only safeguard our resources against neglect and damage but will conserve and develop them to meet the enormous requirements of the future.
The State Soil and Water Conservation Committee, the Association of Soil Conservation District Supervisors, and all state and federal agricultural agencies urge Georgians, from urban and rural areas alike, to promote natural resource conservation and join the celebration of Soil Stwardship Week, "A Time for Initiative."
