A week or so ago the U. S. House passed a very good farm bill which would strongly benefit our Georgia farmers, particularly those growing cotton.
Since that time, however, the Bill ran into severe difficulty in the Senate Agriculture Committee. Senator Herman Talmadge led a fight in the Committee to get the bill through as it was in the House, or with as little change as possible. Talmadge lost this fight by a seven to eight vote.
He then took his fight to the Senate floor where he was successful in having a one-price cotton amendment made a part of the Bill as it was in the House. This Bill will be voted on by the Senate sometime this week. It is expected to pass with very little difficulty.
The Talmadge amendment as adopted on the Floor of the Senate will insure the continued use by the cotton mills of more and more cotton rather than the continued increased movement toward synthetics which has occurred during the last several years as a result of the mills having to pay approximately $40 per bale more for cotton than foreign textile manufacturers. This high cost had caused the mills to reduce their use of cotton prior to last year.

It was certainly good to see Georgia's 10 Congressmen vote unanimously for the House Bill - including the two representatives who represent mainly Georgia's large city delegation and have very few farmers in their districts.
Congressman Maston O'Neal is also to be commended for his efforts in the House in having a Floor amendment attached to the bill to protect release and reapportionment for Georgia cotton farmers with an additional time limit of 45 days.
An amendment was offered on the floor of the House to place controls on egg production, but this was defeated with the help of our 10 Georgia Congressmen. Georgia egg producers were opposed to this amendment.
Very rapidly during the last few years, there has developed a terrific fight in the halls of Congress and in the nation among organized state and regional groups for what amounts to a monopoly in the production of various agricultural products. This has been taking place while Georgia - for the most part - has been busy diversifying its farm income.
The bill as amended by Senator Talmadge in the Senate certainly protects Georgia's position in cotton for the grower and the textile manufacturer. It is anticipated that by the time the MARKET BULLETIN is delivered that the Senate will have approved this bill and a conference committee between the House and Senate will resolve the minor differences.
