PESTICIDE RESIDUES STUDY

Pesticides play a very important role in the production of our food supply and in our daily lives. It is equally as important that foods containing harmful quantities of pesticide residues not be offered to con sumers.
One of the farmer's most perplexing problems during the last few years has been the pesticide residue problem. Unreal istic changes in pesticide residue policies by federal enforcement agencies left the producer in doubt, if not totally in the dark, as to what was expected. Sometimes changes would be made but announced too late to prevent the farmer from suffering economic loss.
Georgia's farmers have done a very out standing job of complying with both feder
al and state regulations dealing with pesti
cides.
It was certainly well that the U. S. De partments of Agriculture and Health, Edu cation and Welfare requested that the Na tional Academy of Sciences-National Re search Council conduct a study of the prob lem of pesticide residues in food earlier this year. This study dealt with the "no residue" and "zero tolerance'' concepts as related to pesticide registration, setting of residue tolerances and enforcement of the Food, Drug and Cosmetic Act relating to residues in food.
A report on the study, submitted to Secretary of Agriculture Orville L. Free man and Secretary of Health, Education and Welfare Anthony J. Celebrezze, con tains recommendations to federal and state agencies concerning pesticide uses. Basi cally, the recommendations recognize that residues exist and that the Departments of Agriculture and HEW establish the "neg ligible" and the "permissible"' levels. The recommendations also ask that the rules of the game not be changed while the game is in progress. Implementation of the re commendations, now being reviewed by the two departments, would greatly clarify the pesticide situation for farmers, manufac turers, enforcement officials and the con sumer.

The 11 recommendations are:
"1. The concepts of 'no residue' and
'zero tolerance' as employed in the regist
ration and regulation of pesticides are sci
entifically and administratively untenable
and should be abandoned.
"2. A pesticide should be registered on the basis of either 'negligible residue' or 'permissible residue', depending on wheth er its use results in the intake of a negligi ble or permissible fraction of the maxi mum acceptable daily intake as determined by appropriate safety studies.
"3. Where the use of a pesticide may reasonably be expected to result in a resi due in or on food, registration by the U.S. Department of Agriculture should not be granted unless (a) it is established that the residue is a negligible residue or (b) such residue is not more than a permissible res idue established by the Food and Drug Ad ministration.
"4. When a pesticide is registered on a negligible-residue basis, the negligible-res idue figure should be published, as well as an analytical method for determining whether or not a food contains a residue in excess of the negligible residue. Both the amount and the analytical method should have the concurrence of the Food and Drug Administration and be controlling for its enforcement purposes.
"5. The Food and Drug Administration's regulations on permissible residues should include a published description of the ana lytical methods used for enforcement pur poses and should not be changed without notice and opportunity for comment by in terested parties.
"6. If a pesticide is known to be too
hazardous for a particular use, registration
for such use should be refused.
"7. Because of the importance that pes ticides play in the production of our food supply and the many nonfood uses neces sary for protecting the health and econo my of the nation, it would seem appropri ate that the registration of pesticides should continue to be the responsibility of the U.S. Department of Agriculture.
"8. The publication of a reasonable schedule for an orderly transition from the

present procedure is necessary, and its dur ation should be decided by mutual agree ment between the Department of Agricul ture and the Department of Health, Edu cation, and Welfare.
"9. Programs should be developed for continuing centralized leadership, free and prompt exchange of information, training activities, and interlaboratory evaluation. A manual of operating instructions for res idue methods should be produced by the U.S. Department of Agriculture and the De partment of Health, Education and Wel fare and continuously revised according to changing usage, food habits, and new pesti cides and mixtures.
"10. A formal program for education in residue analysis is urgently needed and the Departments of Agriculture and Health, Education, and Welfare, and any other agencies concerned should cooperatively sponsor this program with suitable training centers.
"11. There should be an expanded re search program on the persistence of pesti cides in the total environment, and on the toxicology, pharmacology, and biochemis try of pesticides that would improve the reliability and precision of animal studies and their relevance to man."
