COTTON'S NEW CRISIS

COTTON PROBLEMS REVEALED AT UNIVERSITY SEMINAR

At a cotton seminar at the University of Georgia in Athens, Thursday July 15, sponsored by Dean C. C. Murray, of the College of Agriculture, and Director L. W. Eberhardt, Jr., of the Cooperative Extension Service, serious problems in the growing, marketing and use of Georgia cotton were pointed out by a series of seminar program participants.
Program participants pointed out these trouble spots: (1) The manner in which Federal legislation is written and new legislation now pending before Congress can have a serious effect on the ability of Georgia farmers who grow cotton to secure acreages necessary for units of economic size for profitable production, as a result of: (a) price support level and how it is determined, (b) method of determining allotments for individual farms, (c) ability to continue release and reapportionment which has allowed Georgia Farmers to secure large acreages by the release of acreage in county offices by farmers not desiring to plant, which permits use of this acreage within Georgia before it is released to other states.
CURRENTLY AT LEAST SIX BILLS HAVE BEEN INTRODUCED BY CONGRESSMEN FROM OUTSIDE THE SOUTHERN STATES TO ELIMINATE RELEASE AND REAPPOINTMENT WHICH WAS PLACED IN THE LAW BY SENATOR HERMAN TALMADGE.
(2) It was pointed out that varieties of cotton grown in Georgia and the Southeast do not have as desirable qualities for the spinners in the textile industry as do some newer varieties which have been developed for growing in California which varieties are not adapted to good yields on southern farms.
(3) Steps must be taken to reduce the cost of production of cotton in Georgia and the Southeast
(4) Realistic ginning practices to reflect in the ginned cotton more nearly the quality desired by spinners in the textile industry.
All of tkese problems as pointed out in the Seminar illustrate the pressing need for Georgia cotton farmers to put forth an organized effort in their

own behalf to solve these problems in order to retain the one hundred million dollar growing of Georgia cotton for Georgia farmers and to expand this income in years to come as the problems are met. Farmers in other states have organized to protect themselves and promote their future welfare - illustrations being that the North Carolina cotton farmers are organized with the production only one third as large as that of Georgia - slightly over 200 thousand bales; citrus growers have been organized under the Florida Citrus Commission since the 1920's, when the members of this group faced problems more severe than those of our Georgia cotton farmers today; and the state of California's Commodity Commissions on many of their crop, produce, and livestock enterprises.
During the day long meeting of more than 500 cotton farmers and professional agricultural workers and more than 30 representatives of the Georgia Textile industry, it was pointed out that 85% of the 1963 Georgia cotton crop was acquired by the Commodity Credit Corporation rather than moving into the market to be used by cotton mills. This contrasts with only l!/2 % of the 1963 California cot?on crop being acquired by CCC with all other California cotton being bought by the cotton mills.
The most frequently heard comment of the hundreds of people attending the Seminar was that this meeting should have been held three to five years ago. We are this late in solving our cotton problems in Georgia.

All plants or nursery stock being moved or shipped out of state must be inspected by an inspector from the Georgia Department of Agriculture and tagged as being apparently free of injurious insects and plant diseases at time of shipment.
For the benefit of the occasional shipper, a Transit Inspection Service is set up in Atlanta and Tifton where the plants to be shipped will be inspected and properly tagged so they may proceed without interruption to destination. These shipments are not to exceed 15 in any one year.
The service is free of charge. The plants can be taken or mailed to the transit inspector nearest you. If mailed, place 2 tags on each shipment. The first tag should contain your return address, the address of the Transit Inspector, and sufficient postage (or Prepaid Express) from your home to Transit Inspector. The second tag should contain your return address, the name and address of the person to whom the plants are being sent; and sufficient postage (Prepaid of Express Collect) to allow forwarding from Transit Inspector to destination.
