CAMPBELL TESTIFIES ON FIRE ANTS

Commissioner of Agriculture Phil Campbell lasi week appeared in Washington before the Senate Agricultural Appropriations subcommittee and the House Agricultural Appropriations subcommittee on behalf of the Fire Ant Eradication Program in Georgia and the nation.
Printed below is Commissioner Campbell's testimony concerning the fire ant eradication program.)
Mr. Chairman, I appreciate very much this opportunity to appear before your committee to testify for a continued appropriation by Congress for the control of the fire ant and its eradication from the United States.
To my knowledge the reason for any present or previous eradication program by the U-S-D-A of any insect or any pest of livestock or of plants is different from the reason for fire ant eradication. This is because fire ants are much more of a pest to people than they are an economic pest as have been the objects of other eradication programs. This is not to say that the fire ant does not adversely affect farmers economically. Fire ant mounds greatly hinder the operation of machinery; they cause labor not to want to work in infested fields, and they endanger livestock raising by attacking newly-born animals and cause cat-

tle to move away from pasture areas infested with the fire ant. However, complaints about fire ants usually are more severe from heavily infested urban areas.
As an example, in Georgia in late 1962, before the treatment of the metropolitan Atlanta area for fire ants, the Georgia Department of Agriculture was receiving as many as 275 telephone calls per day from Atlanta citizens wanting to know what could be done about the ants. When you consider how many persons are bothered but do not make protesting telephone calls, Mr. Chairman, you can see that there was an aroused citizenry.
The federal government before any state took action initiated a program against the fire ant in 1957, encouraging states to begin participation in this program. Since that time unusually heavily infested states have participated with the U-S-D-A in a program to eliminate the fire ant.
Gentlemen, it is most disturbing to think that after encouraging the states, arousing the people, and having a state legislature such as Georgia's double its appropriation from $450,000 to $850,000, the federal government would think of abandoning the fight against this pest with which

the people of the United States should not have to live.
In fact, I predict that heavy infestation in urban areas will create such pressure upon representatives in Congress for those areas that Congress will appropriate the necessary funds to completely eradicate fire ants from the United States. Should the infestation be allowed to increase considerably beyond the present infested geographical limits, the cost to the United States Treasury will increase to a figure enormously larger than the present cost of containing and gradually eradicating fire ants.
Mr. Chairman I must declare to you and your Committee that the present cost is high as evidenced by the $850,000 annual appropriation by the Georgia State Legislature to match federal funds with which we could carry out a justifiable eradication program. Although this amount of money seems high, it is small compared to the cost in the future should this program not immediately be continued on this indicated scale.
Mr. Chairman, I strongly recommend and urge that your committee approve an appropriation to continue this fight to eliminate the fire ant from the United States.

TO PLANT ADVERTISERS

All plants or nursery stock being moved or shipped out of state must be inspected by an inspector from the Georgia Department of Agriculture and tagged as being apparently free of injurious insects and plant diseases at time of ship ment.
For the benefit of the occasional shipper, a Transit In spection Service is set up in Atlanta and Tifton where the plants to be shipped will be inspected and properly tagged so they may proceed without interruption to destination. These shipments are not to exceed 15 in any one year.
The service is free of charge. The plants can be taken or mailed to the transit inspector nearest you. If mailed, place 2 tags on each shipment. The first tag should contain your return address, the address of the Transit Inspector, and sufficient postage (or Prepaid Express) from your home to Transit Inspector. The second tag should contain your re turn address, the name and address of the person to whom the plants are being sent; and sufficient postage (Prepaid of Express Collect) to allow forwarding from Transit Inspec tor to destination.
