ON COTTON, TOBACCO QUOTAS
Two marketing quota referendums coming up for vote next Tuesday, December 15, deserve farmers, careful consideration, according to C. F. Fleming, Acting State Executive Director of ASCS.
One referendum is on cotton quotas, the other on tobacco. Presented below is a short ex planation of each referendum, as stated by the ASCS office. Georgia farmers have a history of voting for and supporting marketing quotas.
TOBACCO
COTTON
Flue-cured tobacco growers will vote Tuesday, Dec. 15, 1964, on marketing quotas for the next three crops.
Growers eligible to vote in the referendum are all those who produced flue-cured tobacco in 1964 and shared in the crop or its proceeds. Also, eachf person who was either the owner or operator of a farm for which a 1964 flue-cured tobacco allotment was established is eligible to vote, even though no tobacco was actually produced on the farm in 1964, if an allotment was established for the farm for 1965.
For the 1965 crop of flue-cured tobacco, the Department of Agriculture has announced a total of 515,425 acres available for allotment. This compares with 638,241 acres alloted for 1964. Under an allotment program, the allotments are announced annually, for one year at a time.
The total supply of flue-cured tobacco for the current marketing year is 3,743 million pounds, including a July 1 carryover of 2,379 million pounds and estimated 1964 production of 1,364 million pounds. The carryover included 685 million pounds under Government loan. This total supply is an all-time high and represents 3.0 times expected disappearance (domestic usage plus exports). It is also about 500 million pounds above a desirable level generally considered to be about 2.5 times disappearance. Intensifying our supply problem are the large surpluses in foreign producing countries available at lower prices as compared with our prices.
The decision to be made in the quota referendum can be simply stated. If quotas for flue-cured tobacco are approved by at least two-thirds of the growers voting, the law provides that the present program will be continued for the next three crops with penalties on excess tobacco marketed, acreage allotments and price supports.
On the other hand, if more than one-third of the voters disapprove quotas by voting NO, there will be no marketing quotas, no penalties on excess tobacco, and no price support program on the 1965 crop.
Growers eligible to vote in the Dec. 15 referendum- on marketing quotas for the 1965 upland cotton crop are all those farmers who engaged in the production of upland cotton in 1964. Approval by at least two-thirds of the growers voting is necessary to make the quotas and the "domestic allotment program" effective.
The 1964 upland crop of cotton is expected to total 15,313,000 bales, up 164,000 bales from a month ago. This crop would exceed the total use in this country plus exports during this marketing year, and the carryover would probably increase from the 12.1 million bales on hand Aug. 1, 1964, to about 12.7 million bales by Aug. 1, 1965. A carryover this size has been exceeded only once in the last 25 years.
Supplies for the current marketing year have been estimated at 41 percent more than normal. The normal supply is the level beyond which the Agriculture Secretary is required to proclaim marketing quotas.
The domestic allotment program was provided by legislation last spring as a means of further reducing 1964 and 1965 upland cotton production through voluntary reductions in planted acreage. The program offers price-support payments, in addition to the basic cotton loans, to growers who keep their acreage within the farm's domestic allotment.
If quotas are approved in the Dec. 15 referendum, they will apply to the 1965 upland cotton crop, with penalties on any excess cotton produced; price-support loans will be available to growers who do not exceed their farm acreage allotments at a level within the range of from 65 to 90 percent of parity; and additional price support in the form of payments will also be made to growers who keep their acreage within the farm's domestic allotment.
If quotas are not approved, there will be no quotas or penalties on the 1965 upland cotton crop, no domestic allotment program, and price-support loans to growers who do not exceed their farm acreage allotments will be available at 50 percent of parity.

If you desire to register your mark or brand, you may write our Department for application, and all necessary forms will be mailed to you.
There is no cost for this registration except the recording fee to the Ordinary of the County in which your cattle are located.
