Senator Russell's Work Continues

To Benefit Farmers Of Southeast

New Appropriations
Means Much To State
The U. S. Department of Agriculture appropriations bill for the current fiscal year adequately portrays the important role Georgia's senior Senator Richard B. Russell continues to play in the nation's agricultural picture.
A summary of the bill just released not only proves the Senator's continued interest in a strong national agricultural economy but also in a strong agricultural economy for his native state.
As senior Democratic member of the Appropriations Subcommittee which handles the money bill for the USDA, Senator Russell has a direct and important part in the approval of funds for all Department activities.
Possibly the most important item in the bill insofar as Georgia and the Southeast are concerned is the appropriation of $9.5 million for the establishment of a new Southeastern Agriculture Utilization Laboratory to seek new uses for farm and forest products.
Approval of the laboratory climaxed a four year effort by Russell to obtain the

Dairy Heifers May Soon
Be Sold With Milk
Production Guarantee
The day may not be far off when farmers can buy heifers actually guaranteed to produce a certain amount of milk because of the development of a new breeding system for dairy heifers which eliminates undesirable genes.
After ten years of work on the new system, University of Minnesota researchers have made marked progress toward development of special lines of Guernseys and Holsteins.
Heifers of these two breeds which could be guaranteed to produce 10,000 pounds of milk or more annually may soon be released.
One Guernsey herd last year averaged 501 pounds butterfat and 11,100 pounds total milk per cow, and a Holstein herd averaged 515 pounds of fat and 15,000 pounds of milk.

'64 Feed Grain Program
Sign Up Date Hearing
Farmers will have an opportunity to sign up in the 1964 feed grain program early in February, according to W. H. Booth, Chairman, Georgia Agricultural Stabilization and Conservation State Committee. The signup period will be for 7 weeks, from February 10 through March 27.
As in previous years, the Chairman explained, the feed grain program will be voluntary and each individual producer

Old Credit Service
New To Some Farmers,
Available To Many
Many Georgia farmers may not b aware of the fact that Legislative action that dates back to 1953 provides a credit service to Georgia farmers by insuring loans made to farmers by local banks.
It was some 10 years ago that the Georgia Legislature, working with the Rural Rehabilitation Corporation, passed the necessary legislation to create the Georgia Livestock Development Authority which is now known as simply the Georgia Development Authority.
The Georgia Development Authority is not a lender. It serves as a loan insurer much like the Federal Housing Administration and the Veterans Administration in the housing field. As such it makes it easier for farmers to borrow money by guaranteeing the lender that he will get paid back.
The authority insures loans for as long as 20 years and loans are insured for any farming need. First mortgages on real estate are used as collateral and loans

Early June Blackberry
Adapted To Southland
Makes Top Jam, Jelly
A new blackberry variety, Early June, grown in several southern locations with excellent results, is high in soluble solids and acids making it ideal for good summer pies, jams and jellies.
The plants, developed from a cross between North Carolina No. 36 and USDA 266, are trailing, vigorous, semithornless, average in disease resistance and ripen during the first two weeks in June.
When this variety is grown in combination with the Flint Blackberry, which ripens during the first two weeks in June, it is possible to have fresh fruit over a period of five or more weeks.
The jet-black fruit of Early June, borne in large clusters on long fruiting laterals making it easy to pick, is more susceptible to winter injury than are plants of the Flint variety.
This new variety is recommended for home plantings in the southern half of the blackberry belt but may be grown in areas farther north if some protection is given the plants during severe cold periods.

Senator Russell's Work '64 Feed Grain Program Old Credit Service

facility and, although a site for the laboratory has not been announced, Sen. Russell has recommended that it be located at Athens where it would operate in conjunction with other farm research facilities of the University of Georgia.
In commenting on the new research facility, Sen. Russell said he believed the approval of the new laboratory could well be one of the most significant developments for Georgia in some time, and many agricultural leaders echo this opinion.
According to the Senator, the new facility may well lead to the discovery and development of new uses for farm and forest products-which are now undreamed of. This would mean new markets for farmers, new industry for the state and new jobs for Georgians.
Other items of major interest to Georgia which appear in the current agricultural appropriations bill include:
An increase of $330,500 for the operation of the Southeastern Poultry Disease Laboratory at Athens. Total appropriation for the operation of the lab during the current fiscal year is $478,800.
An increase of $95,000 for the operation of the Southern Insects Laboratory at Tifton, bringing the total for the current fiscal year to $477,400.
An appropriation of $3.2 million for a national hog cholera eradication program.

To take part in the feed grain program, the farmer will agree to take out of production and devote to an approved conservation use at least 20 percent of the total feed grain base (for all of the three grains grown on the farm). The farmer may divert the acreage of one or more of the feed grains, but his payment will be figured according to the rate applicable to the crop diverted.
Farmers who participate in the program will be eligible for diversion and price-support payments, and for pricesupport loans on their 1964 production of the three grains. The price-support payments will be made to participants whether the feed grain produced in 1964 is fed on the farm, sold, or placed under a price-support loan.
Chairman Booth points out that two major improvements have been made in the 1964 - crop feed grain program as compared with programs of previous years: (1) As much as 50 percent of the total feed grain base may be diverted on any farm (this is up from the 1963 maximum of 40 percent of the feed grain base''; and (2) the average payment rate per acre for diverting 40 percent or more of the base will be substantially higher than last year.
Farmers are encouraged to look into the advantages of taking part in the 1964 feed grain program, so that their production plans for this year may be clearcut by the time the program signup opens.

A British scientist has recently designed a soil mixer machine which promises cheap control of nematodes and opens possibilities for controlling other soilborne pests.
With one application of yellow mercuric oxide, the soil mixer can reduce the golden nematode population of a field by 60 to 80 percent at a cost of $28 to $34 per acre.
If pesticide applications are made to the depth of seven inches, the machine thoroughly mixes soil and pesticide to a depth of nine inches. Surface applications can also be applied.
