Uncertainty lingers six months after Michael

Spring is a time for renewal and hope, but for South Georgia farmers six months after Hurricane Michael there is still a lot of uncertainty, and many wonder if they can stay in business past the spring planting season.
A lot of that uncertainty came from failure in Washington, D.C., to pass a federal disaster relief bill before Congress recessed for a two-week Easter break. Farmers said they are going ahead and planting spring crops of corn, cotton and vegetables with the hope that they will have a good year to buy them more time to cover expenses of rebuilding from the storm.
"Federal funds are still needed, wanted and desired," said Tommy Dollar, a farmer who also runs Dollar Farm Products in Bainbridge. "There are several farmers for various reasons I've had to prop up to get them through another month or two until they can figure out what they are going to do."
April marked six months since Hurricane Michael left a path of destruction from Donalsonville to Augusta totaling nearly $3 billion in losses to the state's agricultural industry. Now, there is a ripple effect across the local economy that is affecting other businesses.

Brbara Rivera Holmes, president of the Albany Area Chamber of Commerce, said businesses with a direct connection to agriculture transportation, distribution and manufacturing have suffered the most in the aftermath of Hurricane Michael. Also, smaller companies have banded together to help each in various ways, such as sharing space with others who have had their facilities damaged.
"That's incredible. That's comradery, and that relationship in our community is playing a very important role in our rebuilding process," she said. "We know we can't get through this on our own. We have done a lot already, but we need our Congress to provide relief that this area so desperately needs."
Joe Brannen, president of the Georgia Bankers Association, said uncertainty is also the most significant issue facing bankers. Brannen noted that GBA banks have about $3 billion in outstanding loans in the state of Georgia and that banks made 85 percent of those loans in Southwest Georgia.
Brannen said farmers have had "three hands tied behind their backs" entering this year. They can't pay off existing debt, they can't get any federal relief, and they don't know when or if that relief is coming.

Mercer Medical Moment: Learning to live with allergies

The arrival of spring brings the onset of seasonal allergies for many of us. Sneezing, a runny nose and itchy eyes are common ways the body reacts to allergens such as pollen, pet dander and dust. While it's frustrating dealing with allergies, there are a few ways to ease the symptoms.
Over-the-counter Claritin/Loratadine pills taken daily or nasal sprays like Nasacort or Flonase are strongly recommended for patients whose symptoms interfere with their quality of life. Here's a helpful hint for using nasal sprays: put "nose to toes" tilt your head forward slightly so you're looking at your toes and inhale as you spray. If the pump spray is used correctly, the spray should not drip from your nose or down the back of your throat.
Also, try to quit smoking and avoid irritants like air pollution to give your eyes, nose and lungs a rest.
Common allergens that can cause sneezing, runny nose or itching include: Pollens and outdoor molds. They come and go depend-
ing on the weather and time of year. To avoid pollen and outdoor molds, avoid going outside when pollen and mold

counts are high. Indoor molds need moisture to grow, so to control indoor mold you can fix all water leaks and damp areas or use a dehumidifier to keep your basement dry. Dust mites are tiny bugs that cannot be seen. They live in places that collect dust. Pillows, mattresses and carpets usually have thousands of dust mites living in them. Cover your pillows and mattresses with vinyl or semipermeable covers. Wash your sheets, pillowcases, and comforters every 1-2 weeks in hot water. Household pets are a common source of allergies. Keep pets out of the bedroom and off the carpet and upholstered furniture or consider re-homing your pet. Some people are allergic to cockroaches. To get rid of cockroaches, you should keep the kitchen very clean and avoid leaving food or drink out. If you use pesticides, read the directions carefully to avoid toxic/poisonous exposure to children and pets. Common allergens such as these cause moderate reactions such as rashes or hives. These are itchy and uncomfortable, but they can be relieved with over-the-counter antihistamines such as Benadryl. Just be careful when taking Benadryl because it can make you drowsy; do not drive or operate heavy machinery when taking it. In the future, avoid the "trigger" or cause. Food allergies affect all ages. Children and infants are more likely to be allergic to eggs, milk, peanuts, soy products, tree

nuts (such as walnuts) and wheat. Adults are more likely to be allergic to fish, peanuts, shellfish and tree nuts. The good news: if you have food allergies as a child, there's a good chance you'll outgrow most of them by the time you become an adult. A good way to prevent an allergic reaction is to read labels carefully so you can avoid exposure.
Insect bites are another allergic trigger. Don't forget when you're outside this summer to prevent bug bites by using insect repellent and wearing protective clothing. To treat bug bites and stings at home, dermatologists recommend the following tips: For painful bites, such as bee stings, take an over-the-coun-
ter painkiller such as acetaminophen or ibuprofen. Always follow the directions on the label and use the correct dose. For bites that itch, apply an ice pack or an over-the-counter anti-itch cream, such as hydrocortisone. Another option is to take an over-the-counter oral antihistamine. To reduce swelling, apply an ice pack to the bite. With all allergies, if you experience swelling of the eyes, lips, mouth or throat and difficulty breathing, this is a medical emergency. Seek help from the closest emergency room. In the future, you may be prescribed an EpiPen, which is a single shot of epinephrine you can carry wherever you go.

Nonprofit seeks farmers to help meet fresh food needs in Southwest Georgia

Flint River Fresh in Albany is seeking growers to partner with in its effort to deliver affordable, locally grown food to low-income and underserved communities in Southwest Georgia.
The nonprofit organization is the successor to an urban agriculture initiative started by the Flint River Soil and Water Conservation District. The primary initiative of Flint River Fresh is to offer markets through which growers in the region can sell directly to residents in the area.
"We are surrounded by farmers, but the majority of those farmers don't have direct access to our customer base here in Albany, Georgia," said Fredando Jackson, executive director of Flint River Fresh.
The impetus for Flint River Fresh came from a study by the University of Buffalo in New York that found a significant percentage of the population of Albany lacks easy access to healthy, affordable food. Jackson said 15 of the 27 Census tracts in Albany qualify as food deserts, a determination based upon income, vehicle access and distance to the nearest grocery store or farmers market.
"Because Albany is the big hub for Southwest Georgia, we saw that whatever was happening in Albany is a reflection of other counties surrounding Dougherty," Jackson said.
Jackson has a long-term plan for pushing locally grown fruits and vegetables into schools, hospitals and restaurants. He wants to partner with the church community in Albany to

deliver boxes of seasonal fresh produce to residents of public housing. He calls those "mercy boxes."
He's also hoping to partner with the public transit authority to set up a market at the main bus station in town that would serve as a destination in itself.
"People can catch a bus, come to the station, buy fresh produce, hop back on a bus and go back home," he said.
He hopes to leverage relationships with farmers and community leaders to offer field trips and "grow your own groceries" workshops.
His biggest need at the moment, however, is produce to stock the pop-up farm stands offered throughout the city at various times throughout the spring, summer and fall. The pop-up market is the core program of Flint River Fresh, and the one that is already making inroads in the city.
Jackson works with the local housing authority, the City of Albany and the Southwest Georgia Council on Aging to operate a moveable farmers market that takes healthy food to low income areas, allowing residents there to purchase direct from the farmer.
The market accepts food stamps and offers special promotions to help patrons increase their purchasing power.

Strawberry Spinach Salad with Glazed Pecans and Poppy Seed Dressing

Strawberry Spinach Salad
Ingredients: 1 (10-oz.) bag fresh spinach 1 pint strawberries, sliced Poppy Seed Dressing Sugared Pecans
Directions: Combine spinach and strawberries in a large bowl. Toss to combine. Add enough dressing to coat spinach.

Place on individual serving plates. Top with sugared pecans.
Poppy Seed Dressing
Ingredients: 1/3 cup white vinegar 1/3 cup sugar 1 teaspoon dry mustard teaspoon salt cup vegetable oil 1 small red onion, chopped 1 Tablespoon poppy seed

Directions: Combine vinegar, sugar, mustard and salt in a small mixing bowl. Stir until sugar dissolves. Add oil, whisking until the oil is incorporated into the mixture. Stir in onion and poppy seed. Refrigerate at least 1 hour before serving.
Sugared Pecans
Ingredients: 1 cup Georgia pecans, toasted and
coarsely chopped

3 Tablespoons sugar
Directions: Place sugar in a heavy-bottom skillet. Heat over medium-high heat until sugar melts. Remove from heat and stir in pecans to coat. Pour onto buttered foil to cool. Break into small pieces when cool.

Last week, I drove through a few communities you may have never heard of Johnson's Corner, New Branch, Marvin, English Eddy and Stanley's Store to get to a place you probably never knew existed: the Vidalia Onion and Vegetable Research Center. Situated near the Toombs and Tattnall counties line, the VOVRC is the center of innovation for the Vidalia Onion industry. Opened in 1999, this research farm is operated by the University of Georgia Cooperative Extension Service. Fourteen acres are dedicated solely to Vidalia Onion research and financially supported by contributions from the Vidalia Onion Committee. New seed varieties must be planted, grown and tested in the plots there for a minimum of three years if they hope to make it onto the approved variety list for Vidalia Onion production. In addition to variety trials, tests are conducted on new fertilizers, pesticides, planting and irrigation methods. The farm also has test plots for red and white onions, as well as numerous other vegetables including cabbage, carrots and pumpkins. The research produced at the VOVRC is really sweet!

He added that many farmers were carrying outstanding debt before the storm, such as to finance recovery from Hurricane Irma in 2017.
"We normally would have the operating lines in place and in a lot of instances we don't because our borrowers can't prove their ability to repay with that holdover debt still outstanding," Brannen said. "We had hoped the senators would get done with their bill and get something done before recess. Obviously, that has not happened, and I don't know of anybody who has a clear path forward."
Bankers are offering to help farmers by amortizing their existing debt over a 2- or 3-year period where payment amounts are temporarily adjusted lower. Brannen said some producers do not want to do that be-

cause they are expecting federal disaster relief. The other alternative is to put up land as collateral for new loans.
"I know some farmers have assets that they've never been willing to pledge. Some of them are maintaining that while others are saying, `Okay, I've got this other 200 acres I didn't want to pledge, but I know that is going to make the difference on whether or not I'm going to farm this year.'"
The one bright spot for farmers has been low-interest loans funded by the Georgia General Assembly last fall. The state loans were offered as temporary help until federal disaster relief became available.
"It's been a huge difference for almost 300 farmers," Brannen said. "That has gotten a lot of people into the fields. Granted, that's not a

whole lot of money for most of them to put much money together, but it's a huge, huge help."
The only certainty is the work. Bill Brim of Tifton said he has been working non-stop since October to repair what he can to get ready for spring planting. "There're just not enough hours in the day to be doing everything that we need to be doing right now," he said.
Greg Mims of Donalsonville said labor scarcity is another problem for farmers who can afford it. He said construction workers are focused on rebuilding homes lost or damaged by the storm.
"I understand that. You have to do what is important first. There're just not enough people to go around."

Mims added, "Even though some people have it worked out this year, I don't know if they can keep going. We really need a really good year this year. If we have a subpar year, it would be disastrous. Some folks were close to the edge, and the storm put them even closer to that edge. A bad year could push them over."
Dollar echoed the trepidation many people have this spring. Dollar said he sees it on the faces of his employees and customers every day.
"Usually, things are bright and cheerful and ready to go to plant corn and get our peanuts planted. I can't say anybody is excited about anything right now, which is disheartening," Dollar said. "We are surviving, but we don't need anybody to forget about us."

Bovine Emergency Response Plan:
Georgia first responders get schooled in proper management of livestock accident scenes

PERRY - Nearly 200 first responders representing communities all along the Interstate 75 corridor were given the framework to build a uniform response plan to roadway accidents involving cattle during a weeklong training event April 8-12.
"The simple fact is that most responders do not deal with these kinds of accidents, are not familiar with cattle and the management of cattle, are not familiar with the trailers that haul the cattle and those sorts of things," said Scott Malcolm, a retired Cobb County firefighter who now works as an incident management specialist for Parsons. The engineering firm consults with the Georgia Department of Transportation to improve the safety and efficiency of roadway accident response efforts statewide.
"We move a lot of cattle through Georgia and, oddly enough, we had in about a two- or three-month span last year three cattle trucks in the Metro Atlanta area turn over," Malcolm said.
The idea of introducing the Bovine Emergency Response Plan in Georgia had already been suggested by Gordon County Fire Chief Doug Ralston and UGA Extension Livestock Specialist Jason Duggin of Calhoun when those three accidents occurred in 2018.
"Once those events happened it just sort of mushroomed all this and we said, `Yeah, we've got to do this,'" Malcolm said.
A team led by Lisa Pederson, extension livestock specialist for North Dakota State University, conducted four day-long BERP training sessions for firefighters, emergency medical technicians and law enforcement officers in Calhoun, McDonough, Perry and Tifton.
Pederson was joined by experts in livestock transport, handling, behavior and management; animal injury assessment and euthanasia; fatality disposal; and post-event stress management. In addition to North Dakota State University, presenters came from West Virginia University, Iowa State University and The Ohio State University.

Pederson urged responders to marshal the expertise of large-animal veterinarians, livestock extension agents, local livestock transporters and producers, livestock holding facilities, cowboys and towing experts knowledgeable at righting semi-trailers before the next accident happens.
"The scene is not the place to build your team," she said. She provided a template for a local plan that includes three on-call experts in each discipline all of whom are willing to respond day or night. The plan should be taught at every level of emergency response, starting with the 911 dispatch center. Pederson said BERP grew out of two catastrophic accidents involving livestock in North Dakota. "The response was not what people on the scene thought was best," she said. In one case, the responders were so ill-equipped to process the scene that several police officers and firefighters quit public safety altogether after the experience. A portion of every BERP training session addresses the need for a post-event debriefing led by clergy or peer counselors within 24 hours. According to BERP statistics, more than 50 million head of domestic and imported cattle are transported annually throughout the United States. In 2007, a news analysis of livestock transport accidents found that more than 400 accidents were reported in the U.S. and Canada during a sevenyear period. The Georgia Department of Agriculture recorded six livestock and poultry transport accidents in the Metro Atlanta area in 2018. Approximately 70 occurred statewide between January 2017 and April 2019, according to department data. Specialists from the GDA's Emergency Management and Animal Industry divisions participated in the BERP training, discussing the types of assistance the department can offer and covering biosecurity procedures to protect first responders and the public from diseases that pass from animals to humans.
