Federal and state lawmakers continue to push for additional financial aid to help Georgia farmers recover from Hurricane Michael, a historic storm that cut a $2.5 billion swath of damage last October from Donalsonville and Bainbridge in far Southwest Georgia to Augusta on the South Carolina line.
During the Georgia Agribusiness Council's annual Legislative Breakfast in Atlanta Feb. 6, state elected leaders including Gov. Brian Kemp and Lt. Gov. Geoff Duncan encouraged more than 500 lawmakers, growers and agribusiness leaders to join them in pushing Congress to enact a $3 billion federal disaster aid package introduced Jan. 30 by U.S. Sens. David Perdue and Johnny Isakson.
"Georgia farmers are still recovering from natural disasters in 2017 and 2018, and they need all the support they can get," Isakson said in a press release announcing the package.
"Farmers in Georgia and other states across the country are hurting from historic hurricanes and devastating wildfires," said Perdue. "We cannot wait around for Congress to complete this year's government funding. Federal disaster relief should be considered immediately."
Agriculture Commissioner Gary W. Black said in remarks at the Legislative Breakfast that Georgia's entire Congressional delegation is putting forth "a great bipartisan Georgia family effort" to obtain federal aid for

million appropriation to back a low-interest loan program to help farmers start clean-up and repair while awaiting federal disaster funds. The SAFETY 21 (Securing Agriculture, Food, Environment and Timber for You)
program administered by the Georgia Devel-
opment Authority has made nearly 200 loans
to date.
State Rep. Terry England, R-Auburn,
who chairs the House Appropriations Com-
mittee, said an additional $10 million has
been requested for SAFETY 21 in the Fiscal
Year 2019 budget "to help a few more of our
friends and neighbors."
However, the state can't fund the recovery
alone, he said.
"We realize it is an obligation of the United
States government to come in and help our
folks," England said. "We've always done it
for others. All we're asking for now is to re-
turn that favor."
Gov. Brian Kemp told the audience at the Georgia Agribusiness Council's annual Legislative Breakfast that he

state's farmers and its rural communities is very much on his mind.
"I know many of those that were affected are still suffering and they will be for years. It's going to take us over a decade to recover," he said. "Just know that we are rolling up our sleeves."
Duncan compared Georgia's agriculture industry the No. 1 economic generator in the state to Super Bowl 53, which played out in Atlanta Feb. 3. The event's economic impact is estimated at about $400 million. Georgia agriculture, on the other hand, is worth nearly
$75 billion to the state. "Your industry, the ag industry, is 200 times
more economically important than the Super Bowl," Duncan said at the Legislative Breakfast. "I want to make sure 11 million Georgians wake up every single day and realize that."

GEORGIA 2019 AUXIN REQUIREMENTS
NOTICE! U.S. EPA/industry-mandated label changes to dicamba products Engenia, FeXapan, and XtendiMax are now effective for the 2019 growing season.
Engenia, FeXapan, XtendiMax
1. As mandated by federal labels, one must hold a private or commercial pesticide applicator license to purchase and use these restricted-use herbicides. Use is limited to ONLY those persons holding a private or commercial applicator certification.* It is no longer permissible for non-certified applicators to apply these products under the direct supervision of the certified applicator.
2. Prior to applying these products in 2019, ALL applicators must be trained according to the federal labels. In Georgia, applicators must complete the 2019 Using Pesticides Wisely classroom training. If you attended this training in 2015, 2016, 2017 or 2018, you must re-take the training in 2019.
3. Industry applicator trainings are encouraged and beneficial; however, they will not fulfill Georgia's requirement for auxin training.
4. Each label requires certified applicators to document application information. Forms have been designed to help with this challenge and can be found at your local UGA Extension office, from the herbicide registrant, or online at agr.georgia.gov/24c.aspx
Enlist Duo or Enlist One
All persons in charge of in-crop applications (planting through harvest) of Enlist Duo or Enlist One in Enlist cotton or soybean must complete the Using Pesticides Wisely classroom training. If you attended this training in 2015, 2016, 2017 or 2018, you must re-take the training in 2019.
Documentation of UPW Training
Bring your pesticide license to the training if you have one. Attendee's names will be placed on a list posted to the Georgia Department of Agriculture's auxin website at agr.georgia.gov/24c.aspx. Please allow up to 21 days after the training date for names to be posted. This list will serve as the official training record and will provide verification of one's attendance.
Obtaining a Pesticide License to Apply Engenia, FeXapan, XtendiMax
Option 1: For those seeking certification as a private pesticide applicator: Initial certification to become a certified private pesticide applicator requires the completion of an interactive, online Private Applicator training program administered by University of Georgia Extension (extension.uga.edu/programs-services/pesticidesafety-education/private-applicators.html). The online training and testing require a total time commitment of approximately 4-5 hours and a $25 fee. Applicants MUST be able to read and understand a label. Application of auxin herbicides carries certain inherent risks associated with off-target movement. Anyone applying them should be well-trained, have a clear understanding of the potential for off-site damage, and be able to make complex decisions on when and where these products should be applied. Applicants and their employers should carefully consider who is capable of applying these products safely before beginning the certification process.
Option 2: For those seeking a 2-year certified applicator license to apply only Engenia, FeXapan, XtendiMax: At the conclusion of the UPW trainings noted on the first page, UGA Extension and the Department of Agriculture will provide a 45-minute training allowing attendees to obtain a limited product private applicators license good for a period of 2 years. This limited certification will fulfill the label requirements for the restricted use products Engenia, FeXapan and Xtendimax. Upon completion of this training, attendees will be authorized to apply Engenia, FeXapan and Xtendimax only! This certification will not authorize one to purchase and/or use other restricted use pesticides.
Attendees must complete a private applicator application and show a government issued I.D. to receive a private applicator license card. Please allow up to 45 days after the training date for the card to be issued. Documentation of attendance for this training will be the same as noted above for the UPW training.

Crop Insurance Deadline Nears in Georgia
Georgia growers need to make insurance decisions soon
VALDOSTA - USDA's Risk Management Agency reminds Georgia corn, cotton, flue-cured tobacco, grain sorghum, peanut and soybean growers that the final date to apply for crop insurance coverage is Feb. 28. Growers who are interested in the Whole Farm Revenue Protection policy and are calendar year or early fiscal year filers have until Feb. 28 to apply for crop insurance. Current policyholders who wish to make changes to their existing coverage also have until the Feb. 28 sales closing date to do so.
Federal crop insurance is critical to the farm safety net. It helps producers and owners manage revenue risks and strengthens the rural economy. Coverage is available for corn, cotton, flue-cured tobacco, grain sorghum, peanuts, soybeans, and whole farm revenue protection in select Georgia counties. Please contact your insurance agent to see if your county is covered.
Growers are encouraged to visit their crop insurance agent soon to learn specific details for the 2019 crop year. A list of crop insurance agents is available at all USDA Service Centers and online at the RMA Agent Locator. Growers can use the RMA Cost Estimator to get a premium amount estimate of their insurance needs online.
For more information about crop insurance and the modern farm safety net, visit www.rma.usda.gov.

GDA announces Specialty Crop Block
Grant Program for 2019
The Georgia Department of Agriculture has opened the competitive solicitation process to award the 2019 Specialty Crop Block Grant. The block grant program funds projects that enhance the competitiveness of specialty crops. Specialty crops are defined as: fruits and tree nuts, vegetables, culinary herbs and spices, medicinal plants, as well as nursery, floriculture and horticulture crops. Please see the specific listing of all eligible and ineligible crops at https://www.ams.usda.gov/services/ grants/scbgp/specialty-crop.
The United States Department of Agriculture Agricultural Marketing Service is expected to make grant funding available through the Farm Bill, with Georgia's share being approximately $1.2 million this year.
"The goal of this grant program is to help fund research, marketing and education projects that can produce the highest degree of measurable benefits to Georgia's specialty crop producers, in relation to each dollar spent," said Agriculture Commissioner Gary W. Black. "We encourage organizations such as IRS-designated non-profits, commodity commissions, grower associations, state and local government entities and colleges and universities to consider applying."
Note that USDA-AMS rules state that grant funds will not be awarded for projects that solely benefit a particular commercial product or provide a profit to a single organization, institution or individual. Single organizations, institutions and individuals are encouraged to participate as project partners with eligible entities.
GDA started accepting Concept Proposals for review on Feb. 1. Completed Concept Proposals will be due to GDA on Feb. 18. By early March, the 20 most impactful project proposals will be invited to submit a full application.
"Once finalized, each application will be carefully reviewed and evaluated by a Review Committee sometime in April or May," said Jen Erdmann, assistant director of grants for the GDA. "Then, all department-approved projects will be combined and written as one grant submission to the USDA/AMS. Upon approval from USDA, GDA will notify applicants of their status, which we expect to be in September."
Please refer to the links available on the GDA grants webpage located at www.agr.georgia.gov/grants.aspx for the 2019 Request for Applications, the Concept Proposal form and for additional information.
For questions, contact Jen Erdmann at Jen.Erdmann@agr.georgia. gov or 404.586.1151.

Georgie's Drive Thru Townsend
Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting Georgia's No. 1 industry agriculture! This time of year, love is in the air. With Valentine's Day and my anniversary right around the corner, I decided to go see one of the most unique places in the country to get hitched. I went up the coast to Townsend to see the Smallest Church in America, just off I-95 on U.S. Hwy. 17. While I was there, I talked to Patrick Young, the third-generation caretaker of the little landmark. He told me the church was built in 1949 by a local lady named Agnes Harper. The inside of the church measures 9 feet by 15 feet and holds 12 people, plus the preacher. As we talked, Patrick told me how the original church burned down on Nov. 28, 2015. The new building was reopened in 2017, built by volunteer labor using materials donated by hardware stores nearby. Patrick told me that lots of folks contact him about having all kinds of services at the church, especially weddings. People have come from far off places like Philadelphia and Ludowici to get married in the Smallest Church in America. Happy Valentine's Day!
