Cotton is talk of Field Day at Sunbelt Ag Expo
Weather, weeds, disease shape the course of research at expo farm

By Amy Carter amy.carter@agr.georgia.gov
MOULTRIE Cotton was king at the Sunbelt Ag Expo's annual Field Day July 25 as researchers demonstrated their efforts to keep Georgia's top row crop strong despite ongoing challenges from weather, weeds and disease.
It was an unseasonably pleasant day for growers to take a break from their own farms and ride the fields of the 600-acre Darrell Williams Research Farm at Spence Field. An eightmile-per-hour breeze dispersed the gnats and danced playfully over the tops of a dense and vibrant soybean crop. In addition to the usual suspects, fields of sorghum and plots of sunflowers with faces as big as dinner plates testified to the growing diversity of Georgia Agriculture.
It's an industry still coming to grips with a $2.5 billion hit from Hurricane Michael, which dealt a $300 million blow to Georgia's cotton crop at harvest last year. The loss set the course this year for scientific experimentation at Sunbelt.
"The hurricane last year hurt us quite a bit with regards to cotton," said Jared Whitaker, University of Georgia Extension cotton agronomist at the Tifton Campus. "We lost a lot of money and honestly we're lucky to still be farming based on some of the losses that farmers had last year."
Hurricane Michael was the third and worst in a string of harvest-time storms that struck the heart of Georgia Agri-
Many of the crops grown for scientific purposes on the Darrell Williams Research Farm at Sunbelt Ag Expo serve the dual purpose of offering farm equipment dealers the opportunity to stage live demonstrations of their machines at work up to and including harvest. Catch the show Oct. 15-17 at Spence Field in Moultrie. Learn more at sunbeltexpo.com.
culture. Hurricanes Matthew in 2016 and Irma in 2017 both slapped the state with damaging winds and rains just as cotton and pecans were reaching maturity. Losses across several crop lines stand in the billions of dollars. Recovery for some will take a generation or longer.

10 0 t1h9A17nniv2e0r1s7ary "Is this the new normal? I'm not a meteorologist but I bet
the meteorologists would say there's a chance," Whitaker said. With that possibility in mind, Whitaker is conducting trials
on cotton varieties that mature earlier, helping farmers manage for hurricanes by moving away from a full-season crop in order to spread their risk.
"We're not trying to say is it better, but we want to see how much can we actually impact maturity with regards to days to harvest, how much that impacts the plant and ultimately what does that cost us with regards to up-front costs and yields on the back end."
Ironically, on one of the last stops of the 30-station tour, growers learned that Georgia's cotton crop could mature twoto-three-weeks earlier than usual this year. Jason Pittman, district sales manager for Bayer Crop Science in Moultrie, said he expects to see the harvest begin in late August.
The battle to control Palmer amaranth pigweed is an ongoing focus of UGA Extension Weed Scientist Stanley Culpepper, who encouraged growers to use a layby rig or hooded sprayer for precise application of herbicide that won't damage post-emergent cotton.
The layby is a time-consuming form of application, but also a more reliable one. Culpepper said about 1,400 plants per acre will survive an over-the-top application of herbicide.
"When we run that precision implement, zero plants survive," Culpepper said. "When you think about each one of these female Palmer amaranth plants produce a half-a-million seeds per plant, it's critical that we get complete control. If you do not get complete control it only takes one or two plants about three years, if it's resistant or tolerant to your favorite herbicide chemistry, to destroy your world in the realm of weed control."
And to illustrate the capriciousness of the enemy in the ongoing battle against weeds, Culpepper held aloft a wild radish pulled from a field at Sunbelt days earlier.
"It's a winter annual," Culpepper said. "This plant is segregating into what we call a winter annual population and a summer annual population. It's fascinating. Dicamba's not very good on this weed at all, so it could change our world. We have to stay ahead of weed control. We have to work together to evaluate and to develop sound management programs."

Jared Whitaker, University of Georgia Extension cotton agronomist
based on the Tifton Campus, holds a cotton plant affected by cotton
blue disease caused by the cotton leafroll dwarf virus, the first virus of
cotton detected in Georgia. (Amy Carter/GDA)
Weeds are the vehicle for overwintering aphids that carry cotton leafroll dwarf virus, the first virus ever detected in Georgia cotton, according to Whitaker. The virus leads to cotton blue disease, which can reduce yields up to 80 percent in fields infected in early growth stages. Symptoms include leaf curling and reddening and drooping leaves.
With a $75,000 grant from the Georgia Cotton Commission and Cotton Incorporated, UGA's College of Agricultural and Environmental Sciences is working to get ahead of the virus before it does widespread damage.
"I can't take you to a field that is inundated or hurt by cotton blue disease," Whitaker said. "I can take you to a field and I guarantee you I can find the virus because I guarantee you, we can find the virus in a plant in just about every field in Georgia, but I can't show you an economic damaged field to this point."

USDA announces $16 billion farmer support package

U.S. Secretary of Agriculture Sonny Perdue announced a new $16 billion relief package for agricultural producers affected by increased tariffs resulting from the Trump Administration's ongoing trade negotiations with China and other countries.
Georgia farmers have until Dec. 6 to sign up at their local Farm Service Agency office for assistance through the Market Facilitation Program and the Food Purchase and Distribution Program. MFP assistance is available for agricultural producers of non-specialty crops, dairy, hogs and specialty crops.
In a conference call announcing the assistance package on July 25, Perdue said President Donald Trump authorized his department to develop the assistance program shortly after trade talks stalled between the United States and China in May.
"He knew instinctively that our great producers would bear the brunt proportionally of

the trade disruption with China and others, and he has made it clear that what was for so long accepted by this nation as unfair is no longer acceptable," Perdue said. "He's fighting for a level playing field by improving our trade deals and removing those unfair trade practices."
Prospects for new retaliatory tariffs on U.S. agriculture products have increased. Trump announced Aug. 1 the United States will place additional tariffs on Chinese goods and products coming into the country by Sept. 1.
Trump's announcement came as U.S. and Chinese trade negotiators continue their current discussion on resolving the trade dispute between the two countries.
The MFP will assist row crop growers based on a single county payment rate multiplied by a farm's total plantings in 2019. County payment rates can be found at http://agr.georgia. gov/documents/Georgia-Counties-from-PaymentRates.pdf.
Pecan growers who have been profoundly affected by the retaliatory tariffs are also eligible for assistance through the MFP with a

payment of $146 per acre. Dairy producers who were in business as of
June 1, 2019, will receive a per hundredweight payment on production history. Hog producers will receive a payment based on the number of live hogs owned on a day selected by the producer between April 1 and May 15, 2019, according to the USDA announcement.
Georgia Agriculture Commissioner Gary Black cheered the assistance package announcement. He noted that state farmers and producers have also had to deal with recovery from Hurricane Michael that struck Southwest Georgia last fall. Winds from the hurricane caused extensive damage across Georgia's farm belt, and a wetter than usual fall prevented cotton and peanuts from being harvested.
"Our farmers have certainly had their fair share of challenges this past year," said Black in a statement. "We are proud of Georgia's farmers for displaying strength and resilience during this trying time and for the administration and USDA for their efforts to assist. This

Georgie's Drive
Thru Chauncey
Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our No. 1 industry, agriculture! What do you get when you cross a helicopter with a circular saw? You get a company called Aerial Solutions. They have a fleet of helicopters equipped with Aerial Power Saws that clear tree growth from around large electric transmission lines. Near Chauncey, I found one of their small yellow and black oneseater helicopters with a set of 10 circular saw blades, powered by a gasoline engine. The machine was suspended from the bottom of the helicopter by a pole that stretched longer than any pine tree is tall. Aerial Solutions invented the system in the 1980s and has used it to clear thousands of miles of powerline rights-of-way. The saw can clear the same distance in one hour that would take a ground crew all day to finish! When Hurricane Michael came through last year, my family was reminded of how fortunate we were to have lights at the flip of a switch. That little helicopter with its big ol' saw helps keep our lights, freezers, coolers and irrigation systems working, no matter what kind of weather we have.

My Tractor Story:
Memories of life on a Farmall Farm

By Bobby West Rutledge
This 1951 M Farmall tractor was purchased in the Spring of 1951 by my father, W. W. West of Rutledge. We think it was purchased from Hayes Truck and Tractor in Mansfield. My father was a cotton farmer for many, many years.
I plowed hundreds of acres with this tractor and a five-disc tiller. I can still smell the smell for the freshly

plowed dirt. This tractor was retired in the early
1960s and sat in my barn until I re-

stored it in 2000. It's driven every July 4th in our annual tractor parade that originated from this farm.

Do you have a tractor story to tell? We'd love to share it with our readers. Write to Lee Lancaster in care of the Market Bulletin, or email lee.lancaster@ agr.georgia.gov.

Cook Georgia Grown: Perfect Fig Preserves

Lee Lancaster/GDA

Perfect Fig Preserves (from the Market Bulletin archives, original date of publication unknown)
Ingredients: 5 lbs. figs, washed and patted dry before
weighing 1 gallon cold water 1/2 cup salt 5 lbs. granulated sugar 2 cups of cold water (for the sugar) 1 lemon, thinly sliced

Directions: Put the figs in a large pot and cover with cold water. Add salt and stir to combine. Let stand at least 4 hours or overnight. In the morning, remove the figs from the brine, wash and drain in clear water. Place the sugar and 2 cups cold water in a pot and bring to a boil, stirring until sugar dissolves. Add the figs and lemon and bring to a boil. Boil gently for 20 minutes, stirring occasionally. Turn

off the heat and leave the contents in the pot until the next morning. Then bring to a boil, boil gently for 20 minutes and turn off the heat and let sit. On the third morning, bring the figs to a boil. Boil gently for 20 minutes and spoon into hot, sterilized jars. Process for 15 minutes in a boiling water canner. Makes five pints.

Pilot program introduces agriculture classes to elementary schools

By Jay Jones
jay.jones@agr.georgia.gov
A pilot program rolling out in 20 elementary schools statewide will introduce Georgia's youngest students to the state's No. 1 industry. Classes in the three-year pilot program will teach students the role agriculture plays in their lives and across their communities. The Georgia Department of Education with input from both educators and those in the agriculture sector developed curriculum standards this past year that teachers will use in their classrooms.
Billy Hughes, program manager of agriculture education for the DOE, explained the primary goal of the courses is to bring awareness of agriculture to young children. He said fewer children are growing up on farms and many children do not realize how much agriculture touches them every day, from the clothes they wear to the food they eat.
"Our intention is really about awareness of the meaning and importance of agriculture," he said. "We want to work with everyone the Farm Bureau, the Cattlemen's Association or other various associations and cooperatives to bring in as many different resources as possible, so that everybody can see the value of agriculture to everyday life."
The classes offered are a result of Senate Bill 330 passed in 2018 to implement agriculture education in elementary schools. Hughes said agriculture classes have been in upper grades since the 1920s. He said ag courses at the elementary school level can better prepare students to continue their involvement in agriculture through high school, college and possibly as a career.
Agriculture contributes $73.7 billion to the Georgia economy and employs 392,400 people, according to the Center for Agribusiness and Economic Development at the University of Georgia.
Georgia officials also hope the new classes can spark interest in students to pursue a career in agriculture. Legislators created the program to address an anticipated demand for agriculture jobs as the sector becomes more reliant on advanced technology.
According to the Governor's High Demand Career Initiative Report, there is a "great need" in Georgia for skilled

employees such as welders, scientists, agribusiness experts and those with four-year degrees in agricultural subjects.
The report also noted that the University System of Georgia is only producing 55 percent of the needed graduates for agricultural fields.
Stephanie Peterson, a second-grade teacher at Westside Elementary School in Valdosta, said she believes introducing agriculture to young students can help. She explained that agriculture offers a mix of science, business administration and civics.
"The goal of the program is to help students who are now four and five generations away from farm life to understand the role of agriculture in our state," she said. "It will introduce them to agriculture industry careers and help them develop an understanding of where their food comes from."
Students in Peterson's "Field to Fork" and "Pasture to Plate" classes will learn about beef, poultry and pigs. She added that what students learn in class may lead them to join Junior 4-H or Junior FFA judging teams and competitions.
Peterson said her classes will grow vegetables in the school's garden throughout growing seasons. Students will keep track of plant growth, research and manage pests organically. The students will eventually sell their produce at the school's farmers market to raise money for other class projects.

Students will also learn about handling food safely, and how the state regulates food safety from the farm to the grocery store, Peterson said.
Georgia's new agriculture curriculum is also sparking interest from other states interested in promoting agriculture. Hughes said his office has already received calls from education departments in Texas, California and Oklahoma asking about the program.
"This is uncharted territory," he said. "Ag education is huge from the Farm Bureau in most states, but as far as an education agency putting together an elementary curriculum, this is the first that we know of in the country."
However, before Georgia shares program details with other states, Hughes said there is work still to be done. The pilot program allows the participating schools to teach different models based on state-approved standards. Hughes and his staff will evaluate the curriculum to see what works and what needs to change. An agriculture curriculum could be ready for all elementary schools in Georgia by 2022.
"We're putting our curriculum in right now, putting together our lesson plans and working with industry professionals to make sure we have something before we let others view it," he said. "We want it right."

Love of agriculture is a draw for Billy Hughes

By Jay Jones jay.jones@agr.georgia.gov

It's something like a homecom-

ing for Billy Hughes in his role

managing the agriculture program

for the Georgia Department of Edu-

cation. The Bryan County native

said he feels at home either in his

Billy Hughes

Atlanta office or behind the wheel of his pickup truck.

Hughes spent 30 years in education in Effingham

County, from teaching to administrative roles that includ-

ed principal and vice-principal. He said he loved teaching

agriculture and saw the opening at the DOE to manage

the state's Ag Ed program as a dream job.

"This gave me an opportunity to get back involved in

agriculture and agriculture education. I have the chance

to use the skills that I learned or think I learned over

12 years as a principal and combine them into one with

this position," Hughes said. "This was kind of like a

homecoming for me. I came back to where I originally

came from, and I'm extremely happy to be back home

in this field."

Hughes took over Georgia Ag Ed from Chip Bridges

in October last year. The state agriculture education pro-

gram grew significantly under Bridges, where FFA mem-

bership reached 42,000 across Georgia middle and high

schools in his final school year.

Of note, Bridges also had a homecoming. He left the

state post to return to the classroom as the agriculture in-

structor at Lumpkin County High School in Dahlonega. Hughes takes on the next step in Ag Ed by helping im-
plement an agriculture curriculum in elementary schools. A three-year pilot program begins this fall in 20 schools across the state.
Agriculture instruction for elementary schools is a new concept, and Georgia is the first to develop a curriculum. Hughes explained that the hope is to bring agriculture awareness to children and strengthen the Ag Ed program in the upper grades.
The work has meant a lot of traveling for Hughes. "I bought a new truck on Nov. 12, and I've got 33,000 miles on it right now," he said. "I like to get out yearround and do different things. It's been really busy with a lot of going." Hughes taught agriculture for 18 years at Effingham County High School in Springfield, along with stints as a regional forestry instructor and as the Career, Technical and Agriculture Education supervisor for the Effingham County School system. After serving 12 years as a viceprincipal at ECHS and principal at Effingham County Middle School, Hughes called it a career and retired. However, he got the itch to return. Hughes said the chance to support agriculture is important to him. "I have been a part of agriculture in essence since 1981 when I entered the ninth grade. I always knew I wanted to be an Ag teacher," he said. "I fell into administration by accident, and I liked that as well. When I had the chance to come here, well, I taught for 18 years, I have a lot of friends, and I knew a lot of folks in the Ag Ed field. I missed that part of my life."

substantial effort is very encouraging, and we believe that it will greatly benefit all of our Georgia producers, especially our pecan, peanut and cotton growers."
The USDA will provide up to $14.5 billion in direct payments through MFP to assist producers.
MFP payments will be made in up to three tranches with the second and third tranches evaluated as market conditions and trade opportunities dictate.
Under Secretary for Farm Production and Conservation Bill Northey explained during the conference call that the first tranche will be comprised of the higher of either 50 percent of a producer's calculated payment or $15 per acre minimum rate. USDA will begin making first tranche payments in mid-to-late August.
Northey said that if the trade situation between the United States and other countries improves later this year, the second and third tranche payments could be reduced or removed. If conditions continue to warrant federal assistance, the second and third tranches will be made in November and early January 2020, respectively.
Additional information and signup forms for MFP payments are available at www.farmers.gov/manage/mfp.
Also, the USDA has allocated $1.4 billion for the Food Purchase and Distribution Program to purchase surplus commodities through the Agricultural Marketing Service. The AMS will purchase commodities affected by trade retaliation such as fruits, vegetables, some processed foods, beef, pork, lamb, poultry and milk for distribution by the Food and Nutrition Service to food banks, schools and other outlets serving lowincome individuals.
The AMS will buy affected products in four phases, starting after Oct. 1 with deliveries beginning in January 2020.
