President signs $19.1 billion disaster relief bill into law
Georgia leaders celebrate with farmers eager to rebuild from Hurricane Michael

DOERUN In October of 2018, Hurricane Michael devastated agricultural communities in Southeast Alabama, Southwest Georgia and the Panhandle of Florida. Not even a month after disaster struck, President Donald Trump, Vice President Mike Pence and U.S. Agriculture Secretary Sonny Perdue along with other elected officials headed south to see the destruction that was left behind and determine what could be done to help the region's farmers, many of whom lost their harvest for the season and encountered devastation that would be felt for years to come.
Eight months later, a formal action was finally taken to address the destruction left behind by Hurricane Michael. On June 6, Trump signed into law the $19.1 billion "Additional Supplemental Appropriations for Disaster Relief Act of 2019." This is the critical disaster relief funding Georgia and other states impacted by hurricanes, wildfires, floods and other natural disasters have been awaiting.

will be served. That is certainly our commit-
ment."

JASPER Smokey Bear may be the most successful advertising pitchman in history. Too successful, according to the industry that created him.
For nearly 75 years, Smokey Bear preached a message of forest fire exclusion and suppression, convincing America that naturally occurring wildfires are unsafe for trees, wildlife, people and communities.
Foresters were already rethinking that
message in 2016 when the Great Smoky Mountains caught fire outside Gatlinburg, Tenn. The fire spread to popular vacation spots, killing 14, injuring 134, forcing the evacuation of more than 14,000 residents and tourists, and damaging or destroying more than 2,000 buildings.
The Camp Fire that broke out in the foothills of California's Sierra Nevada mountains in 2018 killing 86, displacing tens of thousands and destroying nearly 20,000 buildings and the entire town of Paradise further solidified the industry's stance that a program of prescribed burning of the natural debris and ground litter that accumulates in unaltered landscapes is a sound land management practice.
"Fire is important," said Don Hagan, assistant professor in the Department of Forestry and Environmental Conservation at Clemson University in South Carolina. "It's an ecological process that has gone on for millennia until about the mid-1930s, when fire exclusion and suppression went into effect."
Hagan was one of four forest ecologists and fire researchers who discussed the benefits of prescribed burning when the Georgia Prescribed Fire Council hosted its inaugural meeting with wild lands owners and managers in North Georgia June 6.
"Fire is a natural process. Nature's done it for years and will do it again in my neighborhood and your neighborhood. It's just a matter of time. It's like a tornado or a hurricane. You can't stop it. You can reduce the risk by prescribed burning," said council member Frank Riley, a forester, former volunteer firefighter and director of the Chestatee/Chattahoochee RC&D

Most people think forest fires injure or kill wildlife. While that does happen, indirect effects -- the temporary destruction of cover and food resources -- are more common, according to Craig Harper, professor of Wildlife Management at the University of Tennessee. Those resources grow back better than before, and animals adapt.
Prescribed burns also start with low intensity flames that give animals -- even turtles -- time to escape. Harper recounted the scene at a 30-acre burn in Tennessee. The fire line was ignited on the far side of the control area. Harper said he watched turtles that were already far away from the burn area start moving further out of the fire's path.
"How did they know? How could they possibly know? But they would move out of the area until they crossed a fire-break or a creek, then stop," Harper said.
One turtle took refuge in a stump hole. Another retreated into its shell as the fire line crossed over its back, then popped back out and walked away. Another ran -- yes, Harper said ran -- across the fire line and "was good to go" from there.
"I'm not saying they'll survive all fires, but these animals have really interesting behavioral responses to fire when you've got to figure they don't see much fire," he said.

My Tractor Story:
How a 1942 Case SC delivered modern times to the Johnson Farm

My father, Paul H. Johnson from Statesboro/Bulloch County, Georgia, made the decision in 1942 to purchase his first tractor to farm his 200-acre farm. This meant that he would have to retire his four of five mules Maude, Minnie, George and Molly which had previously provided the power to farm his land. However, he did keep a mule named Pet to till the garden, which he thought was better tended by mule than tractor.
He went to Statesboro and contracted with the tractor dealer there, M. E. Ginn, to purchase a 1942 Case SC tractor and its implements. This was a red letter day and a huge transition in his farming experience, not only for my father but for all his hired help T. J., Jack, Willie and Mose.
This tractor served him and the farm well until after my father's death in 1963. Two other Case tractors were purchased before his death: a 1956 Case 300 Diesel and a 1960 Case 430 Diesel, but
the first tractor was kept and used for specific chores, such as grinding corn in the hammer mill and shaking pecans with a shaker designed by my father to run off the pulley system.
Left rotting away under the farm's train depot since 1966, the tractor was rescued by my husband, Dave Welter, and restored by Paul Anderson of Millen, Georgia. It is no longer used to farm but brings great joy to our young grandsons, Hudson and Wyatt, who drive it around the pecan orchard of the tractor's original placement.

Mercer Medical Moment: Know the signs of stroke

Strokes are an important preventable cause of death and disability in the United States. Many of you know that we Georgians live in a region of the country fondly known as the Bible Belt, but the medical community has given this same area of the country a much scarier name: The Stroke Belt.
Americans living in the Southeastern United States are 34 percent more likely to suffer from strokes and cardiovascular disease than the rest of the country. While these statistics are worrisome, it is reassuring that this increased risk is due to factors that we can change, both for ourselves and our loved ones. Due to the life-altering impact a stroke can have on a family, it is important for everyone to understand strokes, recognize them and employ measures to lower risks for themselves and their families. The key to understanding the two different types of strokes is to think about a pipe leading to a sink faucet. If there is a clog somewhere in the pipe, water cannot run to the faucet. This is a good way to think of an ischemic stroke, where the blood supply to an area of the brain is cut off by a clot or other obstruction in a blood vessel. In fact, the word "ischemic" simply means that an organ or tissue in the body is not receiving the oxygen it needs. Ischemic strokes account for about 80 percent of all strokes, where the obstruction results most commonly from plaque in arteries, caused by atherosclerosis. Atherosclerosis the buildup of fat and cholesterol in an artery is a process driven by other conditions, such as high blood pressure, diabetes, obesity and cigarette smoking. An ischemic stroke can also be caused by diseases such as atrial fibrillation (a relatively common type of irregular heart rhythm), in which a blood clot that is formed in the heart is sent (embolized) through the arteries and up into the blood vessels of the brain, where the clot can become wedged, thereby cutting off oxygen "downstream." Returning to our pipe analogy, if a clogged pipe under pressure explodes and water is spurting out underneath the house, water is not going to make it to the faucet. This is a hemorrhagic stroke, in which smaller blood vessels burst, and blood leaks into the brain. Though this type of stroke is less common (about 20 percent of all cases), it can be more life-threatening, as the
leaking blood builds pressure in the tight confines of our skulls. In either major type of stroke, the part of our brain that is starved of blood suffers from a lack of oxygen and nutrients, causing local damage and often permanent death to neurons within minutes.
Our brain is an amazing, three-pound organ with about 100 billion neurons packed tightly inside. It controls every aspect of our day, from the ability to feel joy and sadness, to coordinating the complex movements of our legs while we walk. When neurons die in a stroke, they do not regenerate much (if at all), and the area of the brain that is affected will stop working
as well (or may stop working completely) and produce symptoms. The most common and characteristic symptoms of stroke are outlined in the American Heart Association's FAST exam.
It is important to recognize that a person does not need to have all or any of these symptoms to have experienced a stroke; they may also experience symptoms like numbness or tingling on one half of their body, acute weakness of a leg, a complete loss of balance, or confusion. Some strokes, in certain areas of the brain, may produce no obvious symptoms only sophisticated brain imaging or other procedures can identify them. Timely stroke recognition and treatment by a medical professional are essential: for every 15 minutes that goes by without treatment, patients have a smaller chance of complete functional recovery.
A stroke can unfortunately create permanent challenges for patients and families. A stroke survivor may have leg, hand or arm weakness that makes day-to-day tasks incredibly difficult. Strokes can affect personality, and depression is common after a stroke, in both patients and their caregivers.
These changes may be irreversible after a stroke (although they may improve with time), so that is why the focus on stroke prevention is critical. The No. 1 modifiable risk factor for both ischemic and hemorrhagic strokes is uncontrolled high blood pressure (hypertension), which presents a challenge, since many patients do not know they have high blood pressure or find it difficult to remember to take medications for their blood pressure when they feel well.
With regular visits to your physician to check and control blood pressure and blood sugar, smoking cessation and a focus on healthy weight, we can begin to close the gap between the Stroke Belt and the rest of the nation.

Georgie's Drive Thru Eastman
Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our No. 1 industry, agriculture! Last year, I went to Dodge Pre-K in Eastman to see the carrots and onions growing in their raised bed gardens. While I was there, I visited the monument to another Georgia mascot named Mr. Angel. Mr. Angel was an English Bulldog who lived in Eastman in the 1940s. His owner was Dr. Warren Coleman, who had a daughter named Marie. Marie attended the University of Georgia, and Dr. Coleman loved to go to the football games in Athens with Mr. Angel. He even let the team use Mr. Angel as its mascot from 1944-46. That made Mr. Angel the first in a long line of English Bulldogs to serve as mascot for the Georgia Bulldogs. The famous Uga line of bulldogs didn't start until 1956 when Savannah attorney Sonny Seiler took Uga I to a game. Coach Wally Butts asked Uga I to serve as the official mascot, and the tradition started by Mr. Angel still carries on today. Could you imagine cheering on anything but the 'Dawgs at the University of Georgia? I didn't think so...goooooooooooooooooo Dawgs!

The Georgia Department of Agriculture was well represented at the Chattahoochee Nature Center's Butterfly Festival in Roswell June 1 and 2. Structural Pest Control Supervisor Nan Collier organized GDA's outreach booth, where she and other field staff Carl Schnabel, John Huff and LeAnna Miller discussed pollinator protection efforts with festival-goers.

Homemade vanilla ice cream
June is National Dairy Month and it doesn't get much better than homemade ice cream on a summer day in Georgia. This recipe comes from the Dairy Alliance.
Ingredients:
6 large eggs 1 cups sugar 1 gallon whole milk 2 cans sweetened condensed milk
8 oz. whipping cream 2 tsps. vanilla extract
Directions:
Beat eggs at medium speed with a mixer until frothy. Gradually add sugar to eggs, beating until thickened. Gradually add condensed milk, whole milk and vanilla. Pour into canister or ice cream freezer and freeze according to manufacturer's instructions.

D.L. Lee and Sons meets market demand with new line of uncured meats

Packaged meat producer D.L. Lee and Sons of Alma is entering into a new market this month with a line of uncured, naturally processed meats to attract health-conscious customers.
Called Bacon County Smokehouse, the new line offers uncured meat products that are minimally processed with all-natural ingredients and no gluten, artificial preservatives or artificial flavors.
The company unveiled Bacon County Smokehouse in May on its Facebook page. The line includes four products smoked pork chops, smoked boneless pork chops, smoked pork hocks and cured turkey wings.
D.L. Lee and Sons President David Lee explained they are looking to serve healthconscious consumers who shop at upscale stores like Whole Foods, Fresh Market and Sprouts. The Bacon County Smokehouse line of meats is now available at Lucky's Market, a Colorado-based grocery chain with stores in Savannah and across Florida and the Midwest.
The new line of meat is uncured. Lee said the company uses a process to simulate curing and uses natural ingredients. He added that they are working on bacon and smoked sausage products to be added to the Bacon County Smokehouse brand soon.
Lee said his company recently sent samples to Sprouts, a chain with stores in 19 states, including several locations in metro Atlanta and Augusta. Lee added they look to eventually approach large chains like Publix to carry their products in their healthy food sections.
"That's the target audience, folks who are picky about gluten or chemicals," Lee said. "My daughter is real picky about what she
feeds her family. She would be a candidate for this line. My other daughter, she doesn't buy anything with gluten in it."
The decision by D.L. Lee and Sons to offer a healthier product is not new or unique for food producers. Lindsay Larson, a marketing professor at Georgia Southern University in Statesboro, explained retailers and producers have noticed a shift in consumer behavior toward food purchases. People are becoming more conscious about where their food comes from and how it affects their health.
"The drive for humanely processed, natural, minimally-processed, organic, grass-fed,
cage-free, free-range, etc., is not just a fad, it is where I believe we are going," Larson said in an email response. "Some do blame it on young consumers, who as a cohort are just generally more conscious of where their consumables are coming from, and more likely to question the route a product took to land on their plate or in their closet."
Larson added that demand for healthy or green-labeled products is generally in urban areas or places with higher educated populations, but that may change as more people become concerned about eating healthier. She noted that Walmart has begun offering organ-
ic and cage-free food products. For Lee, he sees the new line as a logi-
cal step for his company. He said they want to provide more options for their customers while also staying competitive.
"You see bacon and hotdogs and stuff in the market now, and you see some lunch meat ham, and it's all priced a little higher," he said. "We think we're the first ones out with smoked pork chops, and pretty sure we're the first one with seasonal meats like turkey wings and smoked pork hocks. If you want to season a vegetable, you have no choice other than regular cured meats."
Friendly fire: Fire management is a science

complaints about smoke and fears about fires jumping into populated areas make land managers reticent prescribed fire isn't common.
"For so long the prescribed fire message was very strong in South Georgia, in the Coastal Plain, because that culture never left. Burning just occurred and was never thought of as being unnatural," said Dan Ryan, director of Land Stewardship and Planning for The Nature Conservancy in Atlanta.
Research during the past 30 years has shown that fire wasn't as common in North Georgia, but that it did occur.
"By taking fire out of the equation, you have seen the natural communities transform a little bit, more toward the negative," Ryan said. "Our science is showing that, yes, prescribed fire can play a beneficial role in North Georgia and therefore this kind of forum allows that message to get out."
Science has not only shown prescribed burning to be beneficial, it has also transformed the practice of fire management. While studies are ongoing and the experts at the meeting debated the finer points of timing, intensity and purpose, they all agreed that technology has made it easier and safer to burn. Fire weather apps can account for temperature, humidity, wind speed and direction and predict the direc-
tion of drift and longevity of a smoke plume to the hour, making it possible to schedule a prescribed burn that has minimal impacts on surrounding communities.
"It doesn't always work, but most of the time it does," Riley said.
Ditto for the intentional fires that sometimes go in unintended directions. It happens occasionally, Riley said, but people perceive it to be more common because they only hear about the failures.
Most who oversee prescribed burns are trained in setting, controlling and fighting fires on wild lands. The Georgia Forestry Commission even offers a certification program for those who practice prescribed burning. Several training sessions are held annually to address fire behavior, fire weather and fire tactics. Applicants must pass a written test, have two years of experience and meet a prerequisite of having been the person in charge of five prescribed burns before becoming a certified prescribed burner in Georgia.
Georgia is one of just three states nationwide that intentionally burn 1 million acres or more annually. All but two (Fulton and DeKalb) of the state's 159 counties have adopted resolutions supporting the use of prescribed burning for land management purposes.

"When you see those unplanted fields, that's not just a farmer not planting a crop.
That's a whole town losing income, losing economic activity," said Dick Minor of Andersonville, former president of the Georgia Fruit and Vegetable Growers Association.
But farmers are eternal optimists. "My daddy always told me that when something bad happens to keep your head up and keep moving, and all the Georgia farmers have," said Davis.
