Growers concerned with new trade agreement
USDA Secretary Perdue says improved policy will help Georgia agriculture

By Jay Jones jay.jones@agr.georgia.gov
International trade negotiations may seem like something far, far away from Anne and Albert Wildes' blueberry farm in Alma, but the couple and other growers are feeling the effect of Mexico ramping up fruit and small vegetable exports to the United States.
"We are very concerned, but all I can do is sell our blueberry products at our little store and smile at the customers," Anne Wildes said as she took a break recently from her kitchen after making muffins.
A lot of people are concerned but unsure how to fix the problem.
A recent economic policy paper released by the University of Georgia paints a dire picture for the state's fruit and small vegetable growers from the United States Mexico and Canada

Blueberries are Georgia's largest fruit crop, and the state typically ranks among the top producers in the U.S. However, growers here say the industry is threatened by Mexico dumping cheaper blueberries into the market.

Agreement (USMCA), the treaty to replace the North American Free Trade Agreement, or NAFTA. UGA economists in their policy paper say that the treaty as written would be devastating to the fruit and vegetable industry in Georgia, with economic losses between $340 million and $900 million and the possible loss of 8,600 jobs in the state.
Industry leaders point to unfair trade practices by Mexico where they ship perishable and seasonal produce to U.S. markets unabated and without tariffs. Charles Hall, executive director of the Georgia Fruit and Vegetable Growers Association, said Mexico is taking advantage of a loophole in NAFTA to undercut domestic growers in U.S. markets. Hall added that the loophole was not fixed in the USMCA after negotiations were completed last year.
"They can take total advantage of low labor cost, lack of regulations and input costs that their government is putting into their products and they can ship products in here very cheaply," Hall said. "Even if there is an oversupply in Mexico, they will dump it into the U.S. under their cost of production, and retailers are going to pick it up. (Retailers) are not going to be loyal to U.S. growers. They are going to pick up the cheapest product they can pick up."
Hall gave the example of last year's Geor-

gia squash crop. In the first two weeks of October, squash prices were around $12-$16 per box depending on size and quality. In the third week, Mexican squash hit the market, and prices dropped to $4.50 per box.
However, U.S. Agriculture Secretary Sonny Perdue disagreed with the UGA policy paper, calling the conclusions "flat wrong," in a statement published in the Macon Telegraph and Columbus Ledger-Enquirer on May 26 and later disseminated to all media by the USDA.
Perdue acknowledged negotiators did not get improvements sought for seasonal fruits and vegetables during last year's USMCA talks but said the new trade agreement is better than NAFTA and will benefit the whole of Georgia's agricultural industry.
"The UGA study assumed we lost ground, but the facts are it wasn't ground we had to begin with," Perdue wrote. "Since the inception of NAFTA more than 20 years ago, agricultural trade between our three countries has boomed. U.S. exports to Canada and Mexico increased by about 300 percent and our imports increased by almost 500 percent, benefiting producers and consumers on both sides of our borders."
Despite Perdue's assurances, Georgia's blueberry growers said they have been hit the

hardest by Mexican imports. Mike Bruorton, vice president of the Superior Berries Company in Homerville, explained that Mexico began increasing blueberry exports in recent years. Last year, Mexico blueberries accounted for about 24 million pounds being shipped into the country during Georgia's blueberry production season in April and May.
"How do you equate that? Florida has a 20-24 million crop this year. Now, you're dealing with another Florida coming in on top of Florida," he said. "Twenty-four million pounds may not seem like a lot, but when you're trying to move 24 million pounds of Georgia fruit and 24 million pounds of Mexican fruit in that short period of time, then you get into a price war."
Both Bruorton and Hall said that Mexico has the advantage over U.S. growers because of low labor costs and little regulation of the industry. Both men also said there is no end in sight for Mexico to expand its agriculture sector and send more and cheaper produce to the United State
What some call "free trade" Bruorton calls "dumping," because American farmers receive less money from every dollar spent to produce domestic crops when foreign crops come to market cheaper.
"Where does this thing lead to down the road? It's a very scary thing to wake up one day and realize we may not have a fruit and vegetable industry if it keeps going the way it's going," he said.
Hall said the only solution would come through negotiations with Mexico and Canada as USMCA waits for Congressional approval. However, farmers in other parts of the U.S. may not be as threatened as growers in the Southeast and may not push their elected leaders for change.
"I don't see this problem ever going away if we can't solve it before it has devastating effects on the Southeast," Hall said. "At some point down the road, there will be enough growers who will complain about it to get it solved. Hopefully, we will get something done before then. I don't know what it is, but hopefully, we will get some solution to that."

A clarification of EPD's Open Burn Ban

These are the types of open burning that are legal in Georgia, but that may be prohibited during the Georgia Environmental Protection Division's Open Burn Ban that lasts from May 1 through Sept. 30. Note that the burning of garbage or lumber, even in a burn barrel, is illegal.
Burn Type 1: Reduction of leaves on premises of origin. Burn Type 2: Agricultural procedures for production or harvesting of
crops (if land tract is 5 acres or less). Burn Type 3: Burning vegetative material for agricultural operations
(if land tract is greater than 5 acres). Burn Type 4: Prescribed burning. Burn Type 5: Recreational purposes and cooking. Burn Type 6: Fire-fighting training. Burn Type 7: Acquired structure burns. Burn Type 8: Vegetative debris from storms. Burn Type 9: Weed abatement, disease and pest prevention Burn Type 10: Open-flame devices. Burn Type 11: Land clearing, construction and right-of-way
maintenance
Some Georgia counties and cities have burning restrictions that are more stringent than the open burning ban. You may need a burn

permit from the Georgia Forestry Commission before conducting any burning. EPD recommends that citizens check with their local Fire Marshall and the Georgia Forestry Commission before conducting any burning.
Access more information on the open burning ban by visiting http:// epd.georgia.gov/ and clicking on "Open Burning Ban" under Quick Links, or by calling the EPD District Office in your area. My Tractor Story: Fond memories of the John Deere L

Editor's Note: In April, our contributing writer,

Lee Lancaster, asked Market Bulletin readers to share

stories of their favorite tractors. We'll be publishing

the letters and emails he received in response as an

occasional series.

Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our No. 1 industry agriculture! I was traveling through Hopeulikit again the other

day on the Erk Russell Memorial Highway and thought

back to when Erk left Dooley's Dawgs to become the Bald Eagle at Georgia Southern College. Erk got the Eagles up

Dear Lee,

to speed pretty quick. Before Erk got there, Georgia Southern hadn't had a football team in 40 years. By Erk's fourth season, they won a National Championship. Erk started traditions in Statesboro that have stood the test of time. The wildest of these is Beautiful Eagle Creek, which separates Hanner Fieldhouse from the practice field. Erk started baptizing his freshman players and coaches there before practice began every season. He even took water from the creek in a jug with him when they had a road game. He got his boys whipped into a frenzy when he'd pour that water on the other team's field. The sign marking the creek states, "These mystical waters have traveled with teams of Eagles seeking championships and have become, in a short time, legendary. They reflect the unconquerable spirit of Georgia Southern, ever present no matter how far from home the Eagles soar." A former coach got mixed up and poured the water out at Paulson Stadium at a home game, and they fired him. Don't mess with Erk's tradition!

We had a good many tractors, as my dad and I had horses and baled hay for them. We used early 1950s John Deere model B tractors. Always had older ones, and looking back in time, my favorite tractor was the John Deere model L.
My grandfather and grandmother lived just down the road, and I spent a lot of time with them. My grandfather had a John Deere L tractor and always had a large garden. I did what I could to help, but the main reason I would be around that tractor was because I wanted to drive it and kept asking. He always said, "It won't be too much longer." After I was six-and-a-half years old, he was harrowing his garden, and again I asked if I could drive. He unhooked the harrow, and we went to his shop. He adjusted the seat as close as he could, and then he told me to get on and push the clutch pedal. I did, but I was barely on the seat. I remember thinking, "It will be a long, long time before I can drive this tractor."
My grandfather then went into his shop and in a few minutes, came out carrying two 2x4 blocks nailed together. He

wired them onto the pedal, and this time, cranked it up and

told me to try again. I tried to work the clutch and remember

so well, the pulley came to a stop, and I was still on the seat!

He cut two more blocks and wired them to the two brake

pedals. I was so excited and couldn't believe what was hap-

pening.

He showed me how to put it in gear and gave me orders to

not put it in third. He then told me to go around the driveway

and yard, stop, back up, and then put on the brake. Grandma

was standing on the front porch watching. I don't know then

if she approved, but I think she was proud. We then went

back to the garden, and he let me finish harrowing.

Doraville was a small country town, and several families

burned wood for heat. You could buy a large truckload of

fresh sawmill slabs, delivered to your house, very reason-

able, but then you had to saw them up to use in the heater.

We went 3-4 miles to cut slabs for people, and soon, word

Lee Lancaster/GDA

got around. Also, Grandpa had a side-mounted mower and

some people had

terraces which we

Cook Georgia Grown:

would cut. The best I remember we

Blueberry Peach Cobbler

charged around $6 an hour. The price we charged also de-

pended on how far we had to drive and if they helped us. I felt great waving at people with my Grandpa following
me in his car with the lights on. We hauled our cut-off saw and things on a one-horse wagon, which he made a tongue for so we could pull it with the tractor. I remember when we got done, he would give me a dollar. That was in the early 1950s.
I grew up, got married, and was blessed with a wonderful family. In 1985 while reading in the Georgia Market Bulletin I saw a John Deere L for sale in Acworth. We had to go near there and decided to look at it because I had not seen one in many years. Though I had no intentions of buying it, I bought it and hired a truck company to follow us home to Duluth. We had mostly Ford tractors and could not believe we bought this old John Deere! But I had a good feeling about it.
We heard about a parade in Auburn that had a couple of John Deeres, so we went and talked to the owners, and they invited us to join them. So, we started restoring that John Deere L to make it look as good as possible. In just a few months, other people with old tractors showed interest, and we formed the North Georgia Two Cylinder Club. It didn't matter what kind of tractor you had. Many churches and towns invited our club to their parades and special events all over Georgia. We had so much fun showing off tractors that after a few years I bought an LA, an H, an unstyled B and an unstyled A.
We have three grandkids, a girl and two boys. The two boys loved to help clean and load the tractors to go to parades and shows. Then they grew up and went to college and don't have much time, but they still like to come by and crank and drive the tractors when they can. My wife and I soon found out it was not as much fun without the grandkids. As we got older, we did not have the energy to go as often. So, the five Deeres don't leave home like they used to. We keep them in good shape and ready to go. Now we have a great-grandson and great-granddaughter. The boy loves tractors, and who knows what the future holds?
Marvin Lyle Pendergrass

This recipe combines two Georgia-grown favorites in season now and was originally published in the Market Bulletin Aug. 9, 1989.
Filling
Ingredients: 1/3 cup sugar 1 Tbsp. cornstarch cup unsweetened orange juice 2 cups fresh Georgia blueberries 2 cups fresh Georgia peaches, sliced 1 tsp. grated lemon peel
Directions: In a medium saucepan, combine sugar and cornstarch. Gradually stir in orange juice. Cook over medium heat until mixture comes to a boil and is slightly thickened and clear, stirring constantly. Stir in blueberries and peaches; cook until fruit is hot. Stir in lemon peel; set aside.

Biscuits
1 cup all-purpose flour 1 Tbsp. sugar 1 tsp. baking powder tsp. baking soda cup lowfat milk 3 Tbsps. vegetable oil Vegetable spray
Directions: Heat oven to 375 degrees F. Lightly spoon flour into measuring cup; level off. In medium bowl, combine flour, sugar, baking powder and baking soda. Stir in milk and oil just until dry ingredients are moistened. Spray 1 1/2-quart casserole dish with vegetable spray, then pour hot fruit mixture into the dish. Drop dough by tablespoons over fruit mixture. Sprinkle dough with 2-3 teaspoons sugar. Bake for 20-25 minutes or until biscuits are light golden brown. Serves 8.

Editor's Note: Houston, we don't have a problem

By Amy Carter

Sign in using your subscriber number, and we'll bring you here:

As I write this, we're T+11 days since the initial launch of our new software, and we've encountered only minor glitches so far. (I watched the movie Apollo 13 the other night and remembered how badly I once wanted to be an astronaut and a fighter pilot, TV weather girl and anesthesiologist so please forgive the NASA-inspired jargon. I'm still not sure how I wound up wordsmithing for a living, but I'm having so much fun doing it with y'all, I think I'll stick with it.)
The initial phase of our system upgrade affects the subscriber management side of our business, and we've heard from quite a few of you who've interacted with the new system via our web page. Some have had great success, while others have struggled. Please don't hesitate to reach out to us via phone or email if you encounter difficulty doing business with us online. Each inquiry is a learning experience for us, too, so we welcome all comers. Together, we'll master this. Failure is not an option.
Right now, the changes you'll see online are solely related to our subscriber management system. This is what you'll see first when you visit our web site:

While the links on this page are slightly different from what you might be used to, they function the same. The only difference you'll see is if you decide to renew your subscription online. You'll do that by clicking the "Manage Subscription" link, which brings you here:

If you're here to renew your subscription, view our E-edition, search our Classified ads or enter an ad online, you'll click the "Sign In To View" button. That will deliver you here:

To access your account for the first time through our new system, you'll need to enter your last name, phone number, street number and zip code. You won't get past this page if we do not have a current address and phone number for you, so please take a moment to give us a call and update that information.
Once past that initial login, you may continue to access your online account by clicking the "Address" tab going forward, or you may select the "Account" tab to establish a password you can use with your subscriber number to login:

Just a note if you're renewing your subscription online: this new system has led some subscribers to believe they're starting a new subscription because it doesn't appear to link their payment to their existing subscriber numbers. We will match your payment to your existing account on this end, and you will not be penalized for renewing early. We will ensure that you get full credit for your payment.
Another option several subscribers have taken advantage of: you may pay for multiple years in one transaction when renewing online. That was an option many of you requested of us. Heretofore we've had no easy way of accommodating you. This is one of many perks we hope to offer you through this new system.
We appreciate your patience through the arduous process of upgrading and improving your Market Bulletin. This is just the first step in the process of making your Market Bulletin even more useful and informative, and we are grateful for your continued faith in us.
As always, we're here if you need us.
