South Georgia farmers of the state's three largest crops pecans, peanuts and cotton are taking in the hard lessons from Hurricane Michael as they move forward into this year's growing and harvest seasons.
Though other crops were significantly affected when the hurricane struck in October, Southwest Georgia was hit particularly hard where pecans, peanuts and cotton are concentrated the most. State agricultural experts believe crops will eventually rebound and hopefully farmers can be better prepared for the next disaster.
Pecans
Pecan growers were looking at a good crop last year leading up to Michael, but the Cat-

egory 5 hurricane cut in half an expected 120 million-pound harvest. Much of the damage came from high winds that uprooted trees and blew nuts off the branches.
Georgia has long been the top pecan-producing state but dropped to second place behind New Mexico thanks to the storm loss. Georgia should return to the top spot in 2020 with several factors in growers' favor, according to Lenny Wells, University of Georgia Cooperative Extension pecan specialist.
"We have a lot of the young trees that had been planted over the last five-to-ten years that will be coming into production pretty good and will take up a lot of the slack from those trees that were lost," Wells said. "As the state pecan crop goes, I don't think we will be down for long."
Wells said a lot can happen between growing and harvest, but that female flower blooms on pecan trees are indicating a strong season. "We're all really kind of surprised at the potential we see in the crop this year at this point."
Some growers are having to replant a majority of their orchards and will need two-tothree years to recover. However, Wells said there are opportunities for growers to consider with new tree varieties.
Wells said many orchards lost old, established trees. As a pecan tree ages, it can become less consistent in yields and require more inputs to protect it from disease. Stewart and Desirable trees have been the dominant pecans grown in Georgia. Following Michael, growers can try something new, like a variety called Avalon that promises to be higher yielding. Others such as Pawnee are popular because nuts can be harvested earlier.
"It gives them an opportunity to get away from some of those varieties that are a little bit more susceptible to disease and take so much inputs too many sprays to keep the disease down," Wells said. "It allows growers to plant trees that are a little bit more scab resistant, a little bit disease resistant, that will hopefully allow them to grow the crop a little bit cheaper."

Cotton
Cotton growers were also significantly impacted by Michael. They were expecting a record harvest last year with indications of close to 2.8 million bales. Instead, the storm wiped out a third of the cotton crop. The actual harvest for 2018 was 1.9 million bales, the first time in nearly a decade that the harvest total dropped below 2 million bales. Crop losses were around $374 million, according to Don Shurley, UGA professor emeritus of cotton economics.
Shurley said lack of federal disaster relief and trade tariffs against China are factors that will make it even more difficult for cotton growers to recover.
Also, federal payments to cotton producers called Market Facilitation Payments, or MFPs, will be lower due to crop loss from Michael. MFPs are provided to producers to help offset price impacts of ongoing trade disputes between the U.S. and China. However, the MFP amount is tied to actual harvest. The cotton crop loss will result in a drop of $27.2 million in MFPs, Shurley said.
"Lost income, lower MFP payments and no disaster assistance -- all in combination -- has made the 2018 crop year one that many Georgia cotton producers would like to forget but most likely never will," Shurley said in an email.
Moving forward, cotton growers may need to consider adjusting harvest time for late-planted cotton. Taylor Sills, a spokesman for the Georgia Cotton Commission, said the commission is assisting the UGA Cooperative Extension Service to study possible adjustments to cultivation methods that could allow for a shorter growing season for late-planted cotton and earlier fall harvest.

The Georgia peanut crop suffered, but overall was less affected by Michael than pecans and cotton. Georgia is head-and-shoulders above other states in peanuts production;

HPV vaccine is a simple act of prevention

If I told you there was a vaccine to prevent cancer, would you want it? The Human Papilloma Virus vaccine is one of the only vaccines currently known to prevent cancer. Every year, there are approximately 34,000 cases of HPV-related cancers diagnosed in men and women, most of which can be prevented by administering this vaccine.
HPV is the most common sexually transmitted infection, with 79 million Americans currently infected and 14 million newly infected each year. HPV is a virus responsible for cancers of the cervix, vagina and vulva in women; penile cancer in men; and cancers of the anus and throat in both men and women. Multiple types of HPV exist. The most common ones are HPV 6, 11, 16 and 18. HPV types 6 and 11 cause genital warts, and types 16 and 18 are high-risk strains that can lead to cancer. All current HPV vaccines protect against these two prevalent high-risk strains, and some vaccines cover all four strains and more. The Centers for Disease Control and Prevention strongly recommends both boys and girls to be vaccinated starting at age 11 or 12. Two vaccines are administered six to 12 months apart. For children older than 14 years, three vaccines are administered over six months. Young women can get the vaccine up to the age of 26, and young men are able to do so up to the age of 21. Early stages of the HPV infection may not cause any symptoms, increasing the risk of contracting it unknowingly. In fact, symptoms may not become apparent until cancer has developed. Therefore, it is important to be proactive and vaccinate children and young adults. Even if someone has been diagnosed with HPV, the vaccine is still recommended. Although the vaccine will not treat the current infection, it can protect the individual from other HPV high-risk strains. Additionally, routine pap smears for women should be continued after being vaccinated to screen for cervical cancer, as not all types of HPV are covered by the vaccine. The vaccinations have been found to be safe and effective. The benefits of the vaccine outweigh the potential risks, and no serious side effects have been shown. The efficacy of the vaccine has been proven since it was introduced in 2006. The vaccine has been shown to decrease the prevalence of HPV infections, such as genital warts and precancers of the cervix. Furthermore, the vaccine has been shown to have protective effects for almost 10 years. Despite the strong evidence of safety and efficacy of the vaccine, close to 50 to 60 percent of adolescents and young adults receive it. Vaccination rates are lower among the rural population compared to the urban population. The vaccines are easily accessible and are available at primary care physician offices, community health centers, school-based health centers and health departments. The payment for the vaccine is covered by Medicaid and most private insurances. Other options are also available for those who are uninsured, and the local health department can advise on the available resources in your community. Children and young adults can be easily protected by a simple act of getting a vaccine. Be proactive for your child's health and encourage the young adults of the community to take simple measures to keep themselves healthy.

Dear Lee Lancaster,
I read with interest your article on your favorite tractor (in the April 10 Market Bulletin). Following is my story:
I purchased my Gray Pony in Newnan, Georgia, and must assume that it spent its whole life in our lovely state. I can imagine this tractor as a workhorse on a farm, being relied on heavily.
It was a total restoration, and lots of blood, sweat and tears and my wife reminds me, much money also went into this restoration. I show this tractor at many tractor shows, and love answering questions asked by the spectators.
In 1953, Massey-Harris and Ferguson merged. Today, they are called Massey-Ferguson. Ferguson didn't have a small tractor like the Massey-Harris Pony.
In 1954, Ferguson installed a (MasseyHarris) Pacer front-end on a regular Pony and painted it Ferguson Gray.
This tractor is serial number 23284, making it one of 704 manufactured in 1954. There were only 940 manufactured altogether. Massey-Harris had the market on the red and

yellow Ponys, and nobody wanted a Gray Pony. You don't see many Gray Ponys.

Georgie's Drive Thru Savannah
Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting our No. 1 industry agriculture! Last week, my wife, Georgina, asked me if I wanted to go to Savannah and see the world. Savannah is home to one of the busiest seaports in the country and the sweetest, freshest shrimp in the world, so I said, "Let's go!" The trip to see the world was a little bit shorter than I expected. We drove down I-16, over to Lynes Parkway, past Hunter Army Airfield and near the corner of DeRenne and Abercorn Street. Lo and behold, there stood the world! The 60-foot diameter Savannah Globe was built for storage in the 1950s by the Savannah Gas Co. A couple of years later, the company had it painted to look like the Earth. About 20 years ago, a muralist touching up the paint nestled a hurricane into the Georgia Bight right next to Savannah. But the hurricane was spinning clockwise, which everybody in Savannah except for one person knew was wrong, so the painter had to climb back up his ladder and repaint it. Nowadays the Globe has its own mail box, shaped and painted like the Moon, of course!

It's a little embarrassing how many times I've told you about this amazing new software update we're working on for the Market Bulletin, only to have it not happen. Well, at last I can say it's here. I think.
Life is full of mystery and wonder and chaos, so whenever I spy something headed my way that looks like a sure thing, I like to count on it. I've lost a few spots of rose color off my glasses as a result, but I'm still excited about this transition and I'll keep preaching it to you until we're both sure of it. My insatiable hunger for certainty will likely be a fatal character flaw, if impatience doesn't get me first.
As I write this on May 15 press day for this issue we are preparing to upgrade our subscription management software over the weekend of May 18-19. Come Monday, May 20, those of you who frequent our web page at http://agr.georgia. gov/market-bulletin.aspx will see some changes.
Although our Market Bulletin home page will look slightly different, you'll still be able to sign in using your subscriber number to view our e-edition and the direct links to our latest Classifieds. You'll also be able to enter an ad online the same way you always have.
You might notice the "Manage Subscription" link on that page. That link will lead you to our new subscriber interface, where you can manage your account, renew your subscription,

purchase a new subscription for a friend or family member even set your account to renew automatically on an annual basis.
The easiest way to explore that interface for now is to sign in using your last name, phone number, street number and zip code. I'm sure you'll be curious to see what's changed, so feel free to give it a try. If it doesn't work for you, give our Consumer Call Center a ring at 800.282.5852 during regular business hours and provide them with updated contact information. A valid email address will be especially important when we convert to our new online Classifieds entry system, so please consider sharing that information with us. The Georgia Department of Agriculture values your privacy. We do not share your information outside of the organization, and we will not use your phone number or email address to contact you for any reason other than Market Bulletin business.
We'll talk more in depth about our new subscriber experience once all the options are available to you. I'm hoping that will be the case for our June 5 issue, but don't hold me to it. Technology is no match for mystery and wonder and chaos.
I hope you'll forgive my premature enthusiasm on this topic, which I started dangling like a carrot months ahead of the finish line. I also hope you'll believe me when I say that this first step toward a total transformation of the Market Bulletin you love will be worth the wait.

Ingredients: 1 heaping cup of pretzels, crushed into
small pieces 1 stick butter, melted cup sugar
Directions: In a bowl, stir pretzels, melted butter and sugar together. Press into greased 9x13inch pan. Bake 8 minutes at 350 degrees F. Cool.
Pie
Ingredients: 1 pint Georgia blueberries cup water 1 cup sugar

3 Tbsps. corn starch mixed with small amount of water
Directions: Bring blueberries, water and sugar to boil. Thicken with cornstarch mixture. Let cool.
Cream
Ingredients: 1 (8 oz.) container prepared whipped
topping 1 (8 oz.) pkg. cream cheese, softened
Directions: In a bowl, mix prepared whipped topping and cream cheese. Add to Georgia blueberry pie mixture. Spread over pretzel crust and refrigerate overnight.

Georgia Grown culinary tour showcases the coast
By Jay Jones jay.jones@agr.georgia.gov SAVANNAH Georgia Grown hosted a first-ever culinary tour of Southern and Coastal Georgia May 13-15 to show off the state's food and products to national media guests, grocery buyer executives and culinary experts. The tour kicked off in Savannah and highlighted farms in Metter and Statesboro and included a visit to the Vidalia Onion Vegetable Research Center.
Georgia Agriculture Commissioner Gary Black welcomed guests at the start of the tour at the Westin Savannah Harbor Resort and recognized the vital role farming plays in Georgia's economy, particularly family farms and the work of Georgia Grown to promote their products.
"That's a good picture of what this program is all about," said Black as he recognized farmers and producers. "It's about taking this brand and making sure the consumers understand whether at the restaurant, at the farmers market or at the retail level that they know when they see that brand that there's a family behind it and the family is rooted in the soil of this earth."
Along with the tours, participants enjoyed wine-paired meals prepared by celebrity chefs and pitmasters using ingredients produced in Georgia. Monday's kick-off dinner showcased Pitmaster Bryan Furman of B's Cracklin' BBQ and Westin Executive Chef Anthony Burdo, who prepared a Lowcountry Boil.

Big 3: Crop insurance is more important than ever

half of all peanuts harvested in the United States come from Georgia. Despite the hurricane, Georgia peanut growers reported $578.5 million in cash receipts last year, down slightly from $608 million in 2017.
Adam Rabinowitz, UGA Cooperative Extension peanut economist, explained farmers had pulled a significant number of peanut plants out of the ground before the hurricane. "The other thing was that peanuts are underground, so as a result, the winds did not have a significant impact. Hurricane Michael was a wind event and not a rain event," he said.
Rabinowitz said peanut farmers were affected more by excessive rains after Hurricane Michael that delayed harvest or kept farmers out of the fields altogether. He said the effects from that are being seen now during shelling. Another concern is Aflatoxin, a fungus that can affect peanuts and lower their value from food grade to oil grade.
"We are starting to move through (the shelling) process, and we're not exactly sure if it's a little bit more damage or a little bit more Aflatoxin than we first anticipated," Rabinowitz said. "We can't say at this point if it was the hurricane that did it or if it was the later wet weather when the peanuts were first harvested and graded, but we see a little bit more in that damage from Aflatoxin at this point."
The most significant effect from Hurricane Michael that peanut farmers are experiencing now is the lack of federal disaster aid. Rabinowitz explained that many farmers, especially those in the southwest corner of Georgia, suffered extensive equipment damage. Many are having difficulty finding ways to finance equipment repairs.
"Irrigation is still a concern because there are a lot of pivots that are still not replaced or repaired, and those irrigation systems may not be available when farmers normally would irrigate, and so that could hurt yield," he said.
Rabinowitz said peanut growers should also take a lesson from Hurricane Michael and look at their risk management strategies and crop diversification. "In particular, seasonal diversification can help. If a storm comes during one season, you're not at a total loss for your operations," he said.
He added this would be a good time for growers to review crop insurance policies. Crop insurance cannot cover everything, and many farmers elect to get catastrophic level crop insurance, which is the lowest level. Rabinowitz said the federal government's failure to pass a disaster relief bill has made it even more difficult for growers to determine the right amount of insurance.
"The reason why is because it can get expensive

to buy up to the higher levels of insurance, and when commodity prices fluctuate you have to make that difficult decision of, `Should I invest in the insurance, or should I look at my other input costs.'"
Rabinowitz then added, "If we were talking about an isolated hail storm that had an impact on your crop, that would be less likely to have that type of federal assistance. So, your crop insurance policy is going to be that much more important."

Hemp Farming: Use of CBD oil as a feed and food additive is still prohibited

background investigation. Licenses will not be issued to persons with felony records or misdemeanor convictions for the sale or trafficking of a controlled substance.
The legal production of hemp was outlawed in the United States with the passage of the Controlled Substances Act of 1970. Hemp and marijuana are essentially different names for the same plant. The distinction lies in the concentration of tetrahydrocannabinol (THC), the primary intoxicant in marijuana. Cannabis sativa L. is considered hemp when it contains less than 0.3 percent THC by dry weight. The THC content of marijuana typically ranges from five to 20 percent.
To be licensed and permitted under Georgia's law, hemp growers and processors must consent to periodic testing of their crop to ensure the THC level remains below the legal limit. The law requires destruction of the crop if it tests higher than 0.330 percent. That sounds cut-and-dried, but THC is a volatile compound.

"THC content can be affected by (environmental) stress and climate," Evans said.
The difference can occur as close as two adjacent fields established at the same time, he said. One field might test for 0.2 percent THC, while the one beside it tests at 0.4 percent. The grower would essentially lose half his crop at that point, since the plants in the second field would have to be destroyed.
While hemp fiber, seed and oil can be used for literally thousands of products, the use of cannabidiol oil (CBD) as a food or feed additive will not be permitted until federal rules change.
"The state of Georgia follows the rules established by the Federal Food and Drug Administration, and FDA has been very clear that CBD is not currently permissible for inclusion in food and dietary supplements," Black said.
CBD oil is extracted from the flowers or buds of hemp and marijuana plants. It does not cause the "high" associated with THC, and is legal to buy, sell and transport.
"The inclusion of CBD into food, feed or dietary substances renders those products adulterated and the sale of those prod-

ucts is prohibited," said Craig Nielsen, deputy director of the GDA's Food Safety Division.
Nielsen said the division has received numerous inquiries from businesses wanting to make CBD edibles. CBD stores are starting to appear in the Metro Atlanta area, and CBD is the focus of much attention on social media.
"Until FDA determines a lawful way to include CBD into food, feed and dietary substances, the department cannot license the manufacture and sale of these products within the state," he said.
The FDA is conducting a hearing in Silver Spring, Maryland, May 31 to gather scientific data and information about the safety, manufacturing, product quality, marketing, labeling and sale of products containing cannabis or cannabis-derived compounds. The meeting will be webcast live and recorded for later online viewing.
