Rural Development Council continues to explore expansion ideas for rural broadband

The General Assembly is in adjournment until January, but the House Rural Development Council hasn't lessened the pace, as the discussion of expanding high-speed internet and broadband services in rural areas continued at an event held at Bear Claw Vineyards in Blue Ridge May 15 and 16.
The event focused on the topic of equitable use and compensation surrounding rightof-way usage for emerging communications technologies. Weighing in on the issue were speakers from the Georgia Chamber of Commerce, Electric Cities of Georgia, Association County Commissioners of Georgia, the House Budget and Research Office, Georgia Power, AT&T and Verizon.
Blue Ridge, the Fannin County seat, is one of many potential "broadband-ready" areas that would benefit from high-speed internet accessibility, providing a quaint example of the concerns and obstacles that lie in the path of technological expansion in similar rural regions.
The opening remarks of Christie Arp, the executive director of the Fannin County Development Authority, highlighted one of the challenges facing the Blue Ridge community the shortage of available land to be used for access to electric utility poles for broadband deployment or the installation of small-cell radio access nodes.
"Forty percent of the county is forest service land, which is about 106,000 acres of land that can't be developed," said Arp.
According to Arp, the inhibition on development coupled with the fact that utilities like water access and sewer pipelines only reach so far outside the city's limits means that any usable space is quickly picked up, leading to "limitations on available land."
This poses a problem in that the overall goal of the Rural Development Council is to

stimulate rural economies, and while highspeed internet is a necessity, taking away space for further development of businesses, housing or other services is counterintuitive. Furthermore, the lack of foundational infrastructure to facilitate technological advancement would make it more expensive for internet providers to do business in those areas.
Consequently, another challenge faced by the council and private sector companies is the cost involved to deploy adequate internet services to these rural communities. This service would come in the form of "small cell" technology, a low-powered, short-range alternative to traditional tower, antenna or mast technologies.
A new form of hardware that attaches to any pole infrastructure whether it be a utility or traffic pole small cells would provide 5G bandwidth in areas that its predecessor "macro cells" wouldn't. As well as being efficient in providing high-speed internet, this new technology is also smaller and more compact than the massive macro cell towers that loom so large over the landscape in rural Georgia.

in these same counties is the inefficiency of costs to build new poles, cells and lines.

Another common theme of the meeting involved caps and limitations on application and leasing fees that municipal governments charge for private companies to use their lines and poles. This idea is the main incentive for there to be policy mandated by the state, as critics may prefer to utilize Laissez Faire economic policy to allow competition and desire for consumers to drive the expansion of services to all parts of the state.
"We are already regulated by the FCC. We figure one agency is enough," said Allen Bell, distribution support manager for Georgia Power. "If there is an opportunity for the two parties to reach an agreement, that is the best possible agreement."
In contrast, some stakeholders maintain the viewpoint that free market values are what continues to drive the private sector out of providing those services. With costs of business not offsetting the amount of profit gained per consumer, as rural areas do not have the same population density as metropolitan areas, internet providers simply can't afford to deploy services to these areas.

Mercer University teams up with UGA Extension to recruit future doctors for rural Georgia

Jean Sumner is a third-generation rural doctor. As a child, she watched her grandfather and father care for the residents of Washington County, Georgia. She followed in their footsteps and became a "small-town doctor," the kind that knows your mother, sits behind you in church and roots for the local football team.
"Now in rural Georgia, there are no physicians, so children can't aspire to be something they don't see. They don't see that role model out there, so we have to connect with them some way," said Sumner, who became dean of the Mercer University School of Medicine after a 28-year career as a physician in Washington County.
In her role at MUSM, Sumner sees fewer and fewer new doctors choosing to stay in Georgia to practice medicine. In an effort to encourage students to study medicine and become doctors in the Peach State's rural communities, she sought help from Georgia

4-H, a youth development program administered by University of Georgia Cooperative Extension.
"4-H is a leadership organization and physicians are some of the most influential people in their communities," said Sumner. "4-H is full of the best and the brightest of young people. It gives them a chance to excel, have a mentor and connect with something that is greater than them. I was a 4-H'er and I've always been impressed with 4-H."
Sumner along with UGA Extension Southeast District 4-H Program Development Coordinator Lee Anna Deal, Effingham County 4-H Agent Abby Smith and Bleckley County 4-H Agent Brandi McGonagill created a program called "Setting Your Sights on Medical School."
The program's goal is to expose Georgia 4-H'ers from medically underserved, rural Georgia to the idea that medical school is an option for them, Smith said. Members of 4-H must apply to the program, and accepted

Georgie's Drive Thru Alma
Hello! I'm Georgie, the Georgia Grown mascot. I travel the state of Georgia promoting Georgia's No. 1 industry, agriculture! Georgia is among the top five producers of blueberries nationwide, growing nearly $284 million worth in 2016! There are two types of blueberry bushes grown in Georgia: rabbit eye and high bush. Blueberry season usually runs from early May into July. Most of the blueberries in Georgia are produced in the area north of the Okefenokee Swamp and south of the Altamaha River in Appling, Bacon, Clinch and Ware counties. Most of those beautiful blueberries are processed and packaged in the city of Alma, the Blueberry Capital of Georgia. Last year when I went down to Alma for the Blueberry Festival, I went by the Alma-Bacon Memorial Park. Built in 2003, the park has a Veterans Memorial Wall displaying the names of every Bacon County resident who died serving our country during conflict and peacetime. Watching over the park and the blueberry crop is a Huey Cobra attack helicopter. The park also contains a tribute to Bacon County's very own Medal of Honor recipient and World War II hero, 2nd Lieutenant Daniel Warnell Lee Sr.

Cook Georgia Grown:

Tomatoes Three Ways

Tomato Gravy
Ingredients: 3 Tbsps. drippings from bacon, sausage or ham, or substitute butter cup flour 1 large can diced tomatoes 1 cups milk, half & half, or chicken stock Salt & fresh ground pepper

Preparation: Whisk flour and drippings together in a cast iron skillet. Cook, stirring for 3-4 minutes.
Whisk tomatoes into flour mixture, stirring to dissolve lumps. Add milk, half & half, or chicken stock. Season with salt & fresh ground pepper. Bring to a boil then lower to simmer for several minutes.
Serve over biscuits or rice.

Herb-Baked Tomatoes
Ingredients: 6 tomatoes, cored & cut in half cup panko breadcrumbs cup fresh grated parmesan 1 large clove garlic, minced 2 Tbsps. olive oil 1 tsp. dried oregano Salt & pepper
Preheat oven 350 degrees.
Preparation: Combine all ingredients except tomatoes in a bowl, mixing to combine well. Divide mixture evenly among tomatoes mounding on top of cut side. Bake 20-30 minutes or until tomatoes are tender.

Gardening is possible at every age

Gardens, like gardeners, age and change with time. Unfortunately, the garden-

er's ability to perform maintenance and the garden's demand for it often greatly

diverge. Many of the gardeners I meet in my job as a University of Georgia Co-

operative Extension agent face challenges keeping things up as they grow older.

Many eventually move to a different residence so that they have a smaller area to

maintain, leaving behind years of hard work and memories.

Gardening is a beneficial activity, especially for seniors. It's also an enjoyable form of exercise that helps maintain and build strength and mobility. Recent sci-

entific studies show that even low to moderate levels of gardening help to reduce

stress and anxiety levels.

Consider these adjustments to gardening to make it more manageable as the gardener ages.

Stretching before and after gardening can help keep a gardener's best tool -- the body -- in

working order. After stretching, begin the day with the more physically demanding tasks. Proper

posture while bending; lifting with the legs, not with the back; and carrying materials close to the

body will decrease the risk of injury. A physician may be able to recommend knee, wrist or elbow

braces for troublesome joints.

Adding regular breaks or breaking up more strenuous tasks with lighter ones can keep fatigue

and cramps away. I like to make lists of gardening tasks each weekend. I find this helps me stay

on task and avoid wasted effort. I get satisfaction when I check things off my list, which keeps me

from feeling overwhelmed by everything that seems to need attention.

The right tool for the job can make a noticeable difference in your body and your plants. Make

a habit of regularly sharpening pruners and shovels to keep them in top working condition. Sharp

pruners are less likely to leave uneven cuts, bruises and tears on plants, which will decrease stress

and possible infection.

Make sure to match the size of the tool to the job, but most importantly, to your body. I have a

construction-style shovel with a heavy steel handle that I am certain could withstand being run over

by a dump truck. It is a great tool for breaking through the heavy clay, but it's not what I use for

lighter, repetitive work, like turning compost or spreading wood chips. A number of tool compa-

nies sell ergonomic tools that are designed to work with our bodies and joints in mind. Many tool

companies also make tools with longer handles.

Adaptations to existing tools can reduce the amount of strain on your body. Wrists are strongest

and under the least amount of strain when they're in the neutral position, or in line with the forearm

with the thumb up. To maintain this position while gardening, add after-market, pistol-grip handles

to your hand tools. D-shaped handles can be added to the midpoint of tool handles, like shovels

and forks, to make them easier to use. Rubber grips or pipe insulation can be added to handles to

make them easier to grip.

The design of a garden or landscape can be improved to increase access and reduce maintenance

demands for older gardeners. Wide paths with firm foundations will improve access and reduce

potential tripping hazards.

Plant annual flowers and vegetables in containers near the home or use raised garden beds,

which are great for all ages, especially aging gardeners who still crave homegrown veggies. Rec-

ommended heights for raised beds range from 24 to 30 inches, depending on the gardener's physi-

cal ability.

Proper plant selection can also make the aging process easier for gardeners. Perennials, while

much easier to care for than annuals, require a fair amount of seasonal upkeep. Consider replac-

ing them with a flowering shrub, evergreens or ornamental grasses for ease of maintenance. When

a replacement option is not obvious, it may be better to simply remove some plants. I have seen

many gardens that spill over with plant material. Negative space will make maintenance easier and

highlight the remaining plants.

Tomato Basil Pasta
Ingredients: 1 lb. spaghetti, cooked al dente 4 cups fresh diced tomatoes 4 cloves garlic, minced 4 oz. crumbled goat cheese 1 package fresh basil, chopped cup olive oil Salt & pepper

Preparation: Combine tomatoes, garlic, olive oil, salt, pepper and basil in a bowl. Toss tomato mixture with hot pasta, sprinkle with goat cheese. Serves 4-6.

According to Davis, there are examples in which excessive fees in Georgia have inhibited business development. There is a fee of $1200 per year per attachment on county-owned poles/facilities in Cobb County, and a $900 per year fee for attachments on city-owned facilities in Marietta. Additionally, annual fees of $250 per small cell accrued from poles owned by third parties in Marietta, in addition to $200 per small cell for annual right-of-way mitigation fees.

Getting to know Georgia Grown

Georgia Grown hosted the second in a recurring series of networking events on May 22 at Horse Creek Winery in Sparks. A fitting location for the event, Horse Creek Winery is a current Georgia Grown member and is part of Georgia Grown Trail 41, a 12-county corridor traversed by U.S. Hwy. 41/341 that highlights agritourism locations between Lake Park and Macon.
According to Matthew Kulinski, deputy director of marketing at the Georgia Department of Agriculture, the marketing team intends to hold these events monthly in hopes of fostering camaraderie among Georgia Grown members. The events will be held in multiple locations throughout the state to ensure that members can easily attend. The next Georgia Grown networking event will be held June 28 in Atlanta. Future Doctors: Students throughout Georgia are invited to apply

students travel to Macon for an inside look at medical school through sessions led by MUSM students and faculty. There are about 30 4-H'ers in each session of the program.
Georgia 4-H'ers rotate through stations to learn about basic physiology, patient interaction, rural medicine, telemedicine, medical research and more.
"Hands-on learning experiences like this are just the type of programming 4-H'ers get excited about being a part of," Deal said. "We hope to impact these young people in a positive way to help them reach their future goals. Our mission in Georgia 4-H is to offer opportunities like this for young people to acquire knowledge and develop life skills to help them become self-directing, productive and contributing citizens."
The 4-H'ers also receive information about admission requirements and schol-

arships, like MUSM's Nathan Deal Scholarship. This scholarship pays 95 percent of a student's tuition for up to four years if the student agrees to work for four years in a medically underserved, rural Georgia county.
A private university, MUSM is funded by the state for one purpose: to prepare students for medical practice in rural Georgia, Sumner said. Medical school students graduate with about $200,000 in debt, she said.
Associate Dean for Extension Laura Perry Johnson, who grew up in Moultrie, wholeheartedly supports the program.
"Health and wellness, particularly in rural areas, is a major program focus for UGA Extension. Many social ills stem from poor health, and health care costs and availability are major issues for society," Johnson said. "We are delighted to be a partner in such an

innovative and impactful program that can work to affect change at the local level."
To date, 84 high school-aged 4-H'ers have participated in three events in Macon in fall 2016, spring 2017 and fall 2017. The session was recently held on Mercer University's campus in Savannah.
"At first, we focused on students in Southeast and Southwest Georgia because Mercer is looking for rural students," said Smith, who sees the program impacting 4-H youth. "Now, the program is becoming more popular, so we are moving it statewide and including students from all parts of Georgia."
Bleckley County 4-H'er McKinley Cranford said the Setting Your Sights on Medical School program confirmed her desire to attend medical school and made her aware of how much dedication and commitment is required to apply for and attend medical

school. In addition to introducing 4-H'ers to med-
ical school, the program allows the students to benefit from the university's resources. Cranford was allowed to borrow a medical model of a human leg. She plans to become a pediatrician in her hometown of Cochran. She used the resource to create a 4-H project that earned her a first-place ribbon.
"Those models cost thousands of dollars, but we check them out to the county agents who we trust completely. We want these students to have access to the best of what we have," Sumner said. "We also want to be their mentors and help sustain their efforts to be a physician."
