Georgia Department of Agriculture announces Specialty Crop Block Grant Program for 2017

The Georgia Department of Agriculture is pleased to announce the competitive solicitation process to award the 2017 Specialty Crop Block Grant. The Specialty Crop Block Grant Program funds projects that "enhance the competitiveness of specialty crops." Specialty crops are defined as: fruits, vegetables, tree nuts, dried fruits, horticulture, Christmas trees, turfgrass/sod, nursery and greenhouse crops, including floriculture. The U.S. Department of Agriculture's Agricultural Marketing Service will make grant funding available, with Georgia's share being approximately $1 million this year.
"The goal of this grant program is to help fund projects that

can produce the highest degree of measurable benefits to Georgia's specialty crop producers, in relation to each dollar spent," said Agriculture Commissioner Gary W. Black. "We encourage organizations such as IRS-designated non-profits, commodity commissions, associations, state and local government entities and colleges and universities to consider applying."
USDA-AMS rules state that grant funds will not be awarded for projects that solely benefit a particular commercial product or provide a profit to a single organization, institution or individual. Single organizations, institutions and individuals are encouraged to participate as project partners with eligible entities.
"Concept proposals will be accepted for review until Feb. 24 and by March 3, those who have the strongest concept propos-

als will be invited to submit a full application. Once finalized, each application will be carefully reviewed and evaluated by a review committee sometime in June," said Jeanne Maxwell, director of grants for the Georgia Department of Agriculture. "Then, all department-approved projects will be combined and written as one grant submission to the USDA/AMS. Upon approval from USDA, we will notify applicants of their status, which we expect to be in October 2017."

Farmers find new market for wheat straw through Georgia manufacturer

U.S. Erosion Control in Pearson hosted an open house Feb. 1 for farmers who've recently signed on to provide wheat straw for use in the company's manufacturing processes. The company, which is a subsidiary of L & M Supply of Willacoochee, makes straw blankets and wattles used to prevent erosion and control sediment while seeded vegetation takes root on slopes and shorelines associated with construction sites.
Weed-free wheat straw is the industry standard among manufacturers of erosion control blankets and wattles, said Jerry Kallam, vice president of business development for L&M Supply. While some states allow rice or agricultural straw such as oats or rye, Kallam said contractors see different results among the various straw varieties and express a preference for products made with wheat straw.
Prior to 2016, U.S. Erosion Control purchased all of its raw materials from just five farmers.
"We'll use up to 30,000 to 40,000

round bales of straw annually. We used to do all of our business with just a handful of farmers, but then farming changed," Kallam said.
Competition with other crops, adverse weather conditions and low wheat subsidies forced the company to cast a wider net for suppliers. That prompted a trip to the Sunbelt Ag Expo in Moultrie last October, where the company drew the attention of some 50 farmers with a sign that said, "We buy wheat straw."
Mike Holliday of Pitts learned of the company from his brother, who saw the sign and talked with Kallam about the opportunity he was offering. Holliday delivered the last 10 bales from his 2016 wheat straw crop the day of the open house.
"It's a very good market," Holliday said. "I'm in the hay business. I do cattle and horse hay, so straw is an extra. I have all the equipment, so it has worked out good."

Jesse Arnett of Tifton is a masterful teller of tales, a spinner of yarns, a raconteur in the finest Southern tradition, and a bit of a ladies' man.
In other words, he's a salesman. In fact, he introduced himself to a prospective buyer who recently visited his farm in consideration of a set of concrete steps this way: "I'm Jesse James Arnett. I rob from the rich and give to the poor, and I'm the poor." An ad he placed in the Farmers and Consumers Market Bulletin a few years back led to the sale of a portable ice cream factory powered by a 1931 John Deere hit-and-miss engine to the mayor of Lovejoy. The mayor proved the factory worked as advertised by installing it at the local farmers market. Lately Arnett has been a regular advertiser in the Farm Machinery Category of the Market Bulletin, offering for sale a collection of antique Allis Chalmers and Ford Jubilee tractors. All those and more are pieces of an extensive collection of farm-based ephemera Arnett has collected on his travels around the world.

Arty's Garden: Go Forth and Sow!

When I point out trees, shrubs and other plants I started from seed, many people react like I am some sort of botanical wizard. I am not but I do like to start things from seeds. I wish other people were less intimidated about doing so.
Because I have done it for a long time, sowing seeds has become second nature to me. Those years of experience have stripped away the fear of failure and made me a bold and confident sower. That does not mean I succeed with everything. I don't plunge into depression with the failures, though. In fact, I don't consider lack of success as a personal failure, only an opportunity from which I can learn. After all, Mother Nature may sow thousands of seeds to get one to sprout and survive. For the most part I have a better success rate than that. That is something I keep in mind.
The pragmatic Arty will say that sowing seeds is one of the cheapest ways to get the plants you want. A packet of seeds that yields 50 plants will often cost less than one or two single plants at the garden center. Even counting the vermiculite and a container to sow the seeds in, this is by far the least expensive option. (I use recycled Styrofoam cups, so no cost there. And no labels are required as I etch the information with a pen into the side of the cup.)
And sowing is the only way to get radishes, leaf lettuce, beans, corn, California poppies and other plants that need to be direct-seeded into the garden.
Going the seed route is also the only way to get some of the plants or specific varieties you want. You may find 50 varieties of tomato seeds in a catalog, or even find a catalog devoted

entirely to tomatoes, but it is not feasible for a garden center to stock and maintain anywhere near that number of varieties of tomato plants, especially since some have special uses and limited appeal.
Sowing seeds also affords me the opportunity to share with others. What can I do with 10 hellebores and 32 Thai basil plants?
If ordering from a catalog is not your cup of tea, the best garden centers have seed racks to choose from. Visiting my local Pike Nursery (www.pikenursery.com) last week, I was thrilled to see a wall of exciting options from the Botanical In-

terests seed company. Included were run-of-the-mill garden varieties of flowers, herbs and vegetables, and also heirloom, unusual and novelty varieties. My local Ace Hardware also had a good selection.
Beyond the pragmatic, I think one reason I like to sow is out of a desire to nurture. A seed is a whole plant wrapped in a tiny package. Generally the seed itself is tough and durable. Once it sprouts, however, it becomes the most vulnerable the plant will ever be in its life. I get to protect that little seedling and nurture it to where it can survive without constant care. Also, we have become far removed from many things in food production and in nature. Sowing seeds reconnects me, allowing me to take part as well as to be a witness.
While I approach the process armed with knowledge and experience, these have not stripped away the mysterious, even spiritual element I still feel when sowing seeds. There is something perfectly scientific and perfectly wondrous at the same time. Perhaps that is why in religious teachings seeds have been compared to faith, the kingdom of heaven and the resurrection. That is part of their mystery, part of their power and, for me, part of their appeal. Even today I can read a seed packet that says "contains 50 seeds" and think "contains 50 little miracles." Visit a local garden center. Peruse the ads in the Market Bulletin. Order some seeds from catalogs online or catalogs that arrive in the mail. Don't be intimidated. Take a leap of faith and sow some seeds this spring.

The House and Senate agreed to an adjournment resolution that sets the calendar for the remainder of this year's session. March 30 marks the last day legislators will have to conclude their business for the year. After that, any pending items will have to wait until January 2018 to move on in the legislative process. Budget Updates
House and Senate Appropriations Committees continue to work on both the AFY17 and FY18 Budgets. No changes have been made to the department's budget in either year up to this point.
Important items under the department's budget for AFY17 include:
$550,000 in general funds to replace 15 vehicles in consumer protection and 15 vehicles in marketing and promotion.
$35,000 reduction in funds to reflect savings from the delayed hiring of GATE compliance officers.
Items included in the department's budget for FY18:
$561,141 in general funds for merit-based pay adjustments, employee recruitment and retention initiatives across the department.
$1,000,000 in bonds for repairs and maintenance to department facilities.
Bills of Note
The department has had a busy legislative session thus far. All four of the department's bills have moved through the first round of committee hearings, with one bill having already crossed over from the House to the Senate. Below is the status of department-sponsored legislation as of Feb. 7:
HB 49 Rep. Clay Pirkle, R-Ashburn, took the department's Livestock Dealer bill to the House floor on Feb. 1st where it passed by a vote of 170-3. It has now been assigned to the Senate Agriculture and Consumer Affairs Committee. It was the third bill to be passed by the House of Representatives this session.
HB 176 Chairman Tom McCall's (R-Elberton) bill designates the department as the agency responsible for cooperating with the U.S. Food and Drug Administration in the implementation of the Food Safety Modernization Act. The House Agriculture and Consumer Affairs Committee passed this measure unanimously.

It now sits on the consideration calendar of the House Rules Committee. SB 69 Chairman John Wilkinson, R-Toccoa, convened his second committee meeting of the session to take up two of the department's bills. SB 69, sponsored by Wilkinson, removes the statutory requirement for organic businesses to register with the department. This legislation passed through committee by a vote of 7-1. SB 78 The second bill heard by the Senate Ag. Committee was Sen. Lee Anderson's (R-Grovetown) bill authorizing the department to issue variances to certain food safety regulations. This bill also moved through committee by a vote of 7-1. SB 69 and SB 78 now wait to be placed on the Rules Calendar by Chairman Jeff Mullis and the Senate Rules Committee.
In addition to our sponsored legislation, other measures that could impact the department are being considered by legislators this session. Two bills that were passed by the House Agriculture and Consumer Affairs Committee include:
HB 40 This bill, authored by Rep. Scot Turner (RHolly Springs), provides an exemption to the confidentiality of veterinary medical information under certain circumstances.
HB 144 Rep. Earl Ehrhart's (R-Powder Springs) legislation prescribes additional regulations to the retail sale of dogs and cats.

Georgia Eggs: Producers offer greater variety than you might think

When people talk about eggs they are usually referring to chicken eggs, but there are more options out there. Duck eggs and quail eggs are unique but readily available alternatives.
Duck eggs are higher in nutrients and slightly larger in size than chicken eggs. Duck eggs also have a significantly larger yolk, making them higher in fat than chicken eggs. This makes for a creamier scrambled egg, and richer cakes and pastries. Since duck eggs are less common than chicken eggs it's no surprise that they are slightly harder to find.
With a few Google searches the name of a Georgia duck egg farmer popped up. Woodsong Farm located in south Fulton County is run by the Davenport family. They sell pasture raised, organically fed, soy free duck and chicken eggs, and milk. When asked why they chose to raise ducks for eggs, Pete and Kristin Davenport offered a list of reasons. There is a high demand for duck eggs in the baking industry, a lot of people with allergies to chicken eggs can still eat duck eggs, duck eggs have about five times the B12 of chicken eggs, and they have higher levels of vitamins A and E and iron than chicken eggs. Ducks are also easier to feed off pasture, the Davenports said. The family also raises chickens, a few jersey cows and pigs seasonally. In South America quail eggs have long been prized as a source of protein and income for small farmers in Brazil, Colombia and Peru. For similar reasons, Plantation Quail was founded in Greensboro 20 years ago. The company sells quail meat and eggs.
Plantation Quail realized the demand for quail eggs was highest in international communities (particularly Asian and South American), so they started selling their products in international food stores. Plantation Quail products can be found in a variety of foreign supermarkets around Atlanta, including

The small size of quail eggs allows consumption of the full flavor profile of the egg with just one bite. There are many health benefits associated with quail eggs. A few notable ones are regulation and improvement of heart function, regulation of gastric acidity and digestion, and regulation of blood sugar levels for people with diabetes.
There are many recipes that utilize quail eggs, but one of the tastiest ones recommended by Plantation Quail is to simply hard-boil them and serve them with a little Thousand Island dressing or Sriracha sauce. Add a little bit of vinegar to
the boiling water during cooking to make the shells easier to peel. More recipes and company information can be found at http://www.plantationquail.net/
While there are good alternatives out there, there's something to be said for the practicality of chicken eggs. Chicken eggs are significantly cheaper than duck or quail, and more readily available. Usually recipes are created with chicken eggs in mind, so some tweaking would be necessary to accommodate a different type of egg. Chicken eggs are also lowest in calories, fat and cholesterol when compared to quail and duck eggs, so this makes them a great choice for people trying to lose weight.

Blue Cheese Deviled Eggs
Author: Executive Georgia Grown Chef Holly Chute
Ingredients: 6 chicken eggs cup mayonnaise 1 tsp. mustard 1 tsp. Worcestershire
sauce tsp. Sriracha
or hot sauce Salt & pepper cup crumbled
blue cheese * 2 Tbsps. scallions,
finely chopped 2-3 strips cooked
bacon, finely chopped
Preparation: In a small saucepan, bring eggs covered in water to a boil. Turn heat off and put a cover on pot. Let sit for 10 minutes. Run cold water over cooked eggs, cracking shells to ease peeling. Peel eggs, cut in half then remove yolks from the whites. In a small bowl, combine remainder of ingredients with yolks. Mix well until smooth. Fill whites with yolk mixture. Serves 6.
*You can substitute pimento cheese for blue cheese
Maple Custard Recipe
Author: The Prairie Homestead
Ingredients: 3 whole duck eggs or 4 whole chicken eggs 1/3 cup* real maple syrup tsp. fine sea salt 1 tsp. vanilla extract 2 cups whole milk Ground nutmeg Hot water
Preparation: *These custards are delicately sweet. If you prefer a sweeter dessert, add 2-3 tablespoons of additional maple syrup.
Preheat your oven to 325 degrees.
Fill a teapot with water, and heat it just to boiling. Set aside.
Add the milk to a small saucepan, and scald it (heat it until it's just about ready to boil, but don't let it boil all the way).
In a separate bowl, beat together the eggs, maple syrup, salt, and vanilla. Slowly whisk the egg mixture into the scalded milk. Strain the custard through a fine mesh strainer (to remove lumps), then pour custard cups or oven-safe ramekins half-full with the mixture. Sprinkle ground nutmeg on the top of each cup.
Place the ramekins in an oven safe pan (like a large baking dish), and fill the dish with the hot water to create a water bath for your custard cups. The water should go halfway up the sides of the cups. (This ensures they cook gently and evenly).
Bake for 35-55 minutes, or until the custards are set but still "loose." (Check by touching the top lightly with your finger. If it is still liquid, keep cooking until they are set. A little jiggle is OK, though.)
Remove from the oven and serve immediately if you like warm custard. Otherwise, refrigerate for up to 24 hours.

the Market Bulletin. He would read that constantly to keep up with the latest editorials on the farming part, and then also he would sometimes buy livestock that was listed down in Tifton to put on the farm here," he said.
"We had 150 acres and we had a herd of cattle. We had horses, mules, pigs, goats and probably some sheep, too. We always had chickens. We had chicken every Sunday. Well, not every Sunday, 'cause we also raised beef cattle," Arnett said.
"My mother made the best roast beef and gravy in the world, and she taught me how to make it. When I was about 16 years old she said, `You may as well learn how to cook. You're so mean you ain't never gone get married.'"
Arnett can still recite her gravy recipe from memory. He won 80 trophies between 1987 and 2006 while participating in

cooking contests around the world, including the East European International Barbecue Contest in Tallinn, Estonia, in 1990.
And just for the record, he did marry. Several times, according to his calculations.
"I was a wild, good-looking child," he said. The Tifton Gazette even remarked on his resemblance to a young Elvis Presley when recounting an early meeting between the farmer and "The King" in the 1950s. Arnett returned to Tifton in the early 2000s to live full-time on 140 acres of the farm his father established in 1924. "He moved over from Alabama," Arnett said. "He was a fantastic farmer over there, him and his daddy, and they had Arnett's Milling Company, where they ground cornmeal. Cornmeal is a staple of making moonshine. They made corn-

meal and moonshine and it was so good they had a contract to supply U.S. troops with both whiskey and cornmeal for making cornbread."
Arnett tried his hand at the "whiskey" business before an unexpected visit from his neighbor, a trooper with the Georgia State Patrol, made it too risky to continue. He still dabbles a bit in the fruit of the vine, and conducts impromptu tastings of his 12 varieties of homemade wine when the spirit moves him. Call him up on any given day to inquire about his health and he'll answer: "I'm fine as wine, and I've got the wine."
In addition to Arnett's various mechanized offerings, his wife, Dixie, sells pecans from their orchard in the Market Bulletin. The remainder of their farm is leased to a cotton grower.

UGA, Georgia Department of Agriculture offer classroom training for applying auxin herbicides in auxin-tolerant technologies
Cotton and soybean varieties with tolerance to auxin herbicides (2,4-D or dicamba) are being commercialized. Prior to making applications of dicamba to dicamba-tolerant cotton/soybean or 2,4-D to 2,4-D-tolerant cotton/soybeans in Georgia, growers will be required to attend the training "Using Pesticides Wisely." The training will focus on helping applicators/growers make wise decisions when applying not only 2,4-D and dicamba but all pesticides. Growers are strongly encouraged to bring their applicators with them. Attendance is suggested for all on-farm applicators to confirm that they have been provided the best management practices when applying all pesticides. Growers who attended 2015 or 2016 trainings, as long as they registered, are not required to attend the meeting again. However, they are welcome to attend multiple sessions. The trainings have resulted in 1,499 Georgia growers completing the required training. A survey conducted of these trainings noted 99 percent of growers felt the training was worth their time. Ninety-eight percent of them believed the training would help them increase on-target pesticide applications. If you have questions concerning your registration, please contact your local county extension office. For growers who have not attended this training, options for 2017 are provided below. Select a time/location and RSVP, at least two days in advance, to the specific location for attendance. The required trainings will cover a two- to two-and-a-half-hour time period and will provide pesticide credit. Snacks and drinks will be provided (no meal).

Hail the Humble Radish!

Pretty and versatile, this veggie deserves respect

Over-easy eggs with French Breakfast radishes and sauted purple daikon radish, asparagus and radish greens.
Black radishes have a rough, black skin with crisp, pungent, white flesh. Grate them or slice them thin and mix them with olive oil and ground black pepper. Try them in a salad with cucumbers, carrots and scallions or slice them and eat them on toasted wheat bread with mayonnaise.
The variety known as Easter Egg or Easter Egg Blend is a mix of round purple, white, pink and red radishes. These were grown by Cedar Grove Farms of Stephens.

Too many people think of radishes, if they think of them at all, as something on a lettuce salad. And even those seem to be an afterthought, not integral to the salad itself. Some people dismiss radishes entirely. I wonder if radishes are the Rodney Dangerfield of root vegetables unable to get any respect at all.
I wish more people had the experience of eating a tender, moist and crisp radish fresh from the garden or from a farmers market. I like to eat these in the country fashion, by dipping them in a little pile of salt beside my plate. But I have also eaten them served with a side of whipped butter as an appetizer with dinner at a fancy restaurant.
A few raw, mild radishes are refreshing in the morning with stove-grilled salmon or with smoked salmon on a bagel. Slice and saut radishes and serve them with an over-easy egg. Please don't think this is a new trend; there is a radish known as "French Breakfast" that dates back to the late 1800s, if not earlier.
Create lettuce-free salads with a mandoline to allow you to cut vegetables into thin slices. Daikon radishes (especially the colorful watermelon radish) are good candidates for this method. Combine them with carrots, cucumbers and other veggies shaved equally thin or thinner. Instead of chunks, you have slices that coat readily with salad dressing.
Also use the mandoline or your knife skills to slice radishes for sandwiches. An old-fashioned option is a sandwich of crusty bread with radishes, softened butter, salt and pepper. Instead of butter you can use cream cheese or other soft cheeses. Pumpernickel and wheat bread are other options. Daikon radishes are good for regular sandwiches while smaller radishes may be better for open-faced and tea sandwiches.
And radishes are completely edible. You can eat their leaves, flowers and seedpods as well as their roots. In fact, there are some varieties grown expressly for their leaves and seedpods. Even the seeds may be collected and sprouted to use like alfalfa sprouts. Can you think of another vegetable so giving?
Radishes are perhaps the easiest vegetable for home gardeners to grow. If you are not a gardener or do not have enough space to fulfill your radish needs, please visit a farmers market. You may be surprised at the kinds you will discover.
I hope that more people will come to give the humble radish a little respect and possibly a little love. I think they will if I can just get them to give a fresh Georgia Grown radish a try.

Radish flowers and buds add color and flavor to salads. They are also pretty in the garden.
Radish seedpods may be eaten raw as a snack with pretzels, cheese and crackers. The tails make a convenient handle. The pods are also pickled or used in stir-fry dishes. There is even a type known as rat-tail or rat's tail radish that is grown expressly for the seedpods. However, all radish seedpods are edible while they are young and tender.

This bunch of Pink Beauty radishes comes from Elm Street Gardens, a farm in Sparta, and has a healthy crop of greens attached. Saut the leaves with a little oil or cook them with mustard or turnip greens.

Watermelon radish gets its name from its interior of pink and rose and exterior of green and white. It is also known as beauty heart, roseheart or red meat radish. There are different forms with varying redness. They are excellent to slice thin with a mandolin and use on salads. Also serve them on a platter with cheese or dips or use them to make quick pickles.

Georgians familiar only with spring radishes may think large daikon radishes are hot and pithy. They are not! Use them in salads, sandwiches, or pickles. These purple and green daikons were grown by Hickory Hill Farm of Carlton.

Radishes are perhaps the easiest vegetable to grow and one of the best for containers. This crop is ready for thinning. The removed leaves may be used as microgreens in salads or on sandwiches.

U.S. Erosion Control employs about 25 people in its Pearson plant. The company manufactures erosion control blankets that consist of wheat straw sewn in between sheets of plastic netting. The company is the nation's largest producer of wattles, which are rolled tubes of wheat straw, Southern yellow pine shavings or coconut fiber. Wattles are placed on the faces of slopes to interrupt storm water runoff, reduce its flow velocity, release it as sheet flow and remove sediment. Wattles are designed to stop sediment and other debris from entering retention ponds, lakes and other bodies of water.
