The aftermath of Irma: Pecan growers log heavy losses in the wake of historic storm

By Amy H. Carter amy.carter@agr.georgia.gov and Kendall McWilliams Kendall.mcwilliams@agr.georgia.gov
It took Duke and Bobby Lane four decades to learn what an ill wind named Irma taught Trent and Tillman Mason over the course of a single night. The Mason brothers grow pecans with their father, Thomas Mason, in Fort Valley. When the remnants of Hurricane Irma blew into South Georgia two weeks ago, wind gusts in excess of 70 miles per hour uprooted or broke in half upwards of 5,000 of the Mason family's 50,000 trees and scattered ma-

ture and immature nuts that were just weeks from being harvested.
"We're going to clean up the mess that you see and replant the trees and move forward. That's all you can do," said Tillman Mason, who is 27.
The Lane brothers, who grow peaches and pecans at Lane Orchards outside Fort Valley, know the sentiment well, although they said they've never experienced it to this scale.
"I started in farming at my great-granddaddy's old wooden packing shed at 12. I went off to school and came home and started farming. I got serious at 25. I'm 67 now," said Bobby Lane. "I've seen some tropical depressions, but nothing like this. We had some ice

storms that came through but nothing of this magnitude."
U.S. Agriculture Secretary Sonny Perdue and Georgia Agriculture Commissioner Gary Black toured the devastation left across Central and South Georgia in Irma's wake on Sept. 15. Black noted during a press conference on the Mason farm that the estimated 30 percent loss sustained by pecan growers statewide will have long-term ramifications.
"On the Mason Farm, we've seen devastation at a level that we've not seen in some time," Black said. "We've seen some generational damage today."
Simply replanting the trees that were lost is no easy proposition. The nurseries that sup-

ply young trees to pecan growers lost stock to the storm, as well.
"It will be 2019 before they can even get trees placed back here where these trees are down, and then it will be probably seven to 10 years before you get a crop from that (so) that those trees can begin to repay themselves," Perdue said. "When you think about that, these young boys out here just starting off, that's going to be kind of a third of their career, getting going."
Perdue cited the losses incurred by grower Greg Leger of Cordele, whose 120-acre pecan orchard sustained $400,000 in tree damage.
"That'll give you the magnitude of what See PECAN GROWERS, page 16

GDA plans for disasters like Irma year-round

Emergency. Disaster. Devastation. These three gut-wrenching words were broadcast across airwaves and television screens throughout the Southeastern United States as residents braced themselves for the impact of Hurricane Irma in early September. Though these words are intimidating to some, they are the description of daily responsibility for Venessa Sims, director of Emergency Management at the Georgia Department of Agriculture. A 19-year veteran of the department, Sims began her tenure at GDA as an Information Specialist, spent over 10 years as an Animal Protection Manager and finally served a small stint of time as a director in the Animal Industry division before accepting her current role in emergency management. Following the devastating impact of Hurricane Katrina in 2005, Sims developed an interest in disaster relief efforts which she says developed into a passion about teaching and educating people on preparedness and response. "I dabbled in emergency management after Katrina because they learned that people would not evacuate without their pets," said Sims. "They would risk their lives to go back in to save their pets and/or equine and livestock."

Guest Column: Ted and Gerrye Jenkins touch generations of 4-H campers

By Erin Burnett
erin.burnett@agr.georgia.gov
Each summer, big yellow school buses arrive at five different 4-H summer camps across the state of Georgia, bringing more than 8,000 children and 1,000 adult and teenage volunteers for a week of fun, learning and exploration.
At the largest of these camps, Rock Eagle 4-H Center in Eatonton, college students sporting bright green staff T-shirts and khaki shorts hand out popsicles to the new arrivals and begin leading the first of many pep rallies, teaching the campers the cheers they'll be repeating throughout the week.
During the week of camp, counselors teach the campers to canoe, lead them down ziplines and up hiking trails, and share the recipe for the perfect s'more. The campers hope to earn points for their tribe and win the tribal shield by participating in classes, cleaning their cabins, and cheering on their tribe.
This yearly ritual of summer camp holds a special place in the hearts of tens of thousands of Georgians whether they were once a camper, counselor, volunteer, or all three. All these people have Ted and Gerrye Jenkins, the winners of the 2017 Georgia 4-H Lifetime Achievement Award, to thank for their cherished camp memories.
The Jenkinses have devoted nearly two decades to the Georgia 4-H Camping Program. From 1980-1997, Ted Jenkins served as the first program coordinator devoted to four 4-H centers Rock Eagle, Fulton, Tybee Island and Wahsega. In 1983, the Jekyll Island 4-H Center opened and was added to their roster.
During their tenure, Rock Eagle 4-H Center gained a high ropes challenge course, Fourth of July fireworks show, waterslide and much more. The true impact the Jenkinses made, however, was not on the centers, but on the people who came through them.
The Jenkinses mentored more than 500 college-aged summer camp counselors during those 17 years, providing many of them with their first real job or first extended experience away from their childhood homes. They provided these students support through their transition into adulthood. Even today they continue to serve the camping program by mentoring counselors and sharing their passion for summer camp.

Camping Coordinator, serving since 2006 in the same role that Ted Jenkins once held. Wurst said he benefitted from having Ted Jenkins as a role model. Now Wurst mentors the new generation of counselors with occasional guidance from the Jenkinses.
"Over the last ten years or twelve years,

the Jenkinses have invited the leadership counselors to come to their house for dinner," said Wurst.
"They always share their memories and show some old videos of counselors. That's when I really see the light go on for counselors a lot of the time, when they're there having dinner in the Jenkins house and they're sharing what they hope this experience means to these current counselors. It's just as powerful as when they were in that role professionally, they still can communicate that passion so well."
Callie Dailey is my former leadership counselor. She said what really struck her about the Jenkinses during her turn at their annual dinner was, "Just how welcoming they are. Open arms. I didn't know them and they didn't know me, but I always felt right at home. You could say I was inspired. It felt really cool to hear their stories and see how things had changed over time and that we're continuing the impact of the program that they've cared for over the years."
Dailey, too, spoke of the Jenkinses' penchant for mentoring.
"It was cool to have never met someone but have those expectations set for you and have them believe in you wholeheartedly," she said.
In addition to mentoring counselors, the Jenkinses have left a legacy behind for all campers as well.
Every week during camp, new children arrive feeling a little nervous or homesick, crying because they feel out of place or don't

know anyone in their cabin. As they board the homeward-bound buses
at the end of the week they often cry again because they don't want to leave. They thrust their small hands covered in newly acquired friendship bracelets out the windows, reaching for one last high-five with their favorite counselor as they ride away, already conspiring with their seatmate about next year's week of camp.
Though I never personally worked underneath the Jenkinses, I am extremely grateful to them. As a teen volunteer and former Tybee Island and Rock Eagle camp counselor, I can attest to the legacy they left behind for everyone in the program.
The Jenkinses' legacy is one of love. Love for the camping program and all the people in it. It's what makes camp special and keeps people coming back through the years. It's what makes a child look at a counselor and a counselor look at an adult volunteer and say, "I want to do that one day."

Georgia Grown has the Spirit of Appalachia
The Georgia Department of Agriculture's Georgia Grown marketing program was well represented at Georgia's Spirit of Appalachia: Food, Wine and Art Festival on the historic Hardman Farm in Sautee Nacoochee Sept. 16. Georgia-grown products were featured in numerous cooking demonstrations throughout the day, and Georgia Grown members showcased their wares to a hungry crowd. (Photos by Leslie Davis/GDA)

Clancy Cook and Tristian and Ashlynn Roberts found healthy snacks in the fresh-picked apples that formed the centerpiece on the demo tables used by a number of celebrity chefs.

Emergency Response: Collaborative effort helps Ag industry weather storms

Continued From Page 1

In 2010 Commissioner Gary Black was elected to office and with his arrival came personnel changes and shifts. At the time Sims was serving her role in Animal Industry but was also dedicating a large portion of her time to researching the field of emergency management. Soon, Sims found herself holding a new title, as the of Director of Emergency Management.
"When Commissioner Black first came on board he interviewed a bunch of different people in the department. He asked me what percentage of my time I was spending in emergency management and it was probably about 60 percent at the time," Sims said. "He decided he wanted to have a full-time emergency management person, and luckily I was chosen."
The success of Georgia agriculture is contingent upon the health and wellbeing of its crops and production animals throughout the production year. The unpredictability of natural disaster or disease outbreaks calls for emergency preparedness prior to a disastrous event. Sims' responsibilities also cover food contamination response and preparedness for the welfare of companion animals. Sims works collaboratively with five divisions within the department to facilitate business continuity planning, the development of agro-terrorism response protocols, and planning and training for all hazard response in the department. The multidisciplinary emergency management team represents different areas of expertise within the agriculture department, while Sims also serves as a liaison with federal, state and industry partners for response and recovery efforts. With this list of responsibilities one might wonder what a typical day would be like for an emergency manager.
"My response is always that there really isn't a typical day, because the responsibilities change," said Sims.
Though Hurricane Irma is still fresh on the minds of residents and responders alike, the past year has been filled with emergency response efforts. Between Hurricane Matthew, the South Georgia wildfires, avian influenza outbreaks, tornadoes and Hurricane Irma, the state of Georgia has seen numerous events wreak havoc across the state and consequently has suffered damage to one of its most important assets agriculture.
Sims frequently attends and facilitates events and exercises that help emergency managers to stay keen in their emergency response skills. Each event and exercise helps to improve the department's response and preparedness capabilities within agriculture. Public information training, flood preparedness, hazmat and many more precautionary exercises are available for emergency managers whether they serve their role through a state agency or as an industry representative. Sims says the expertise of many state agency and industry partners is influential on the agriculture industry though it may not be apparent to consumers and stakeholders.
When these anticipated disaster events become reality and an emergency situation transpires, the State Operations Center

is activated to control emergency response efforts across the state. GDA has been tasked with being the lead agency for agriculture related response efforts during a time of emergency. Sims' supervisor, Inspector General Gary Kelley, says the department's team in the SOC ensures that the state adequately responds to the needs and issues of the agriculture industry. Sims serves as the department's primary coordinator for the State Operations Center, and is assisted by staff from various divisions within the department who work in the SOC and remotely to manage the department's response.
"Venessa is a very valuable resource for the Department of Agriculture," said Kelley. "The experience that she has, the passion that she has and her ability to work with different groups and bring them together to get a mission done is just a real big benefit and asset to the Department of Agriculture."
Although GDA primarily serves as a regulatory agency for producers, packaging facilities, and other agriculturally related businesses across the state of Georgia, the agency also serves as an advocate for public health and disaster preparedness within the agriculture industry. The mission of the GDA extends far beyond regulatory enforcement, as the agency also works to ensure that protective measures are being taken to

protect our state's largest industry. "We're going to protect the citizens of the state of Georgia
through the regulatory enforcement that we do and we're going to promote agriculture and help grow the agriculture industry in the state of Georgia. Those are our primary missions for this agency," Kelley said. "Well, emergency management does that. Emergency management is protecting the citizens of the state of Georgia, and also protecting those farmers and those people in the industry to help them better prepare prior to when the storm comes."
Calm. Cool. Collected. With the chaos of Hurricane Irma bearing down on Georgia and the state's No. 1 industry in the bull's eye, Sims and the entire emergency response team worked tirelessly to ensure that all who look to the GDA for leadership and guidance were prepared to weather the storm. "I don't want people to lose their lives or become injured when we could have done some messaging to help them and their animals be prepared," said Sims. "I've just loved it. I have a quote up in my office that says, `Choose a job you love and you'll never have to work a day in your life.' I sincerely feel that way about my job and what I do."

Pecan Growers: USDA is assessing damage to other Georgia crops

the damage is," he said.

Jed Barrow Jr, president of the Georgia Pecan

Growers Association, spoke up during the question-

and-answer session for media to request a better tree

insurance program for growers. The USDA's Risk

Management Agency offers a program now that is

"unaffordable to everyone," Barrow said.

"Having a tree insurance program that works

from the growers' perspective is vitally important,"

he said. "I can't think of anything you can do that

would stabilize this industry more than that."

U.S. Rep. Austin Scott, R-Tifton, said that will

be a priority as discussion of the 2018 Farm Bill

continues in Washington, D.C.

"Our goal as we go back and write the Farm Bill

is to work with the associations, with the growers,

and try to find a way to provide an affordable insur-

ance product that will help minimize the loss any-

time we have a storm like this," Scott said. "We've

got a good crop insurance product for traditional

row crops but we've got to find a way to provide an Irma made a mess of cotton fields in Southwest Georgia. (Julie McPeake/GDA)

anxieties about the rough and tumble impact that the storm

The USDA is calculating damages to other crops, including might bring to their operations.

Mark McWilliams, a Northwest Georgia farmer, continued to monitor the weather in the days leading up to the storm in fear that tropical storm conditions would damage his healthy soybean crop. A combination of heavy rains and strong winds could have devastated this year's harvest. Fortunately, McWilliams Bros. Farms did not suffer any ruinous damage.
"I haven't seen any real damage around here. We were fortunate not to get the brunt of it," said McWilliams. "No power outages. No trees were blown down on our land. Nothing really major or catastrophic happened. There was a small patch of soybeans that suffered wind damage, but other than that the storm had little impact."
The storm hit hard in Northeast Georgia. Bringing heavy rains and wind gusts up to approximately 50 miles per hour to the region, Irma caused widespread and prolonged power outages, uprooted trees and created a significant amount of storm debris. These impacts imposed an inconvenience on some farms as they delayed other duties to clean up the mess that came as a result of the brutal storm. "We didn't have power for four days. That had an impact on the farm because we run high tensile fence and rely on electricity to keep our cattle in, so as you can imagine we had several escapees during that time period," said Johnathan Barrett from Habersham County. "The storm also created a lot of debris that fell into our pastures and onto our fences, which took some time to clean up." -Venessa Sims, emergency management director for the
Georgia Department of Agriculture, contributed to this story.
