Partners for Agriculture in North America find common ground

On June 20, former Gov. Sonny Perdue used his first official visit to Georgia in his new role as U.S. Secretary of Agriculture to lay the groundwork for renegotiation of the North American Free Trade Agreement with Canada and Mexico.
Perdue treated Canadian Agriculture Minister Lawrence MacAulay and Mexican Agriculture Secretary Jos Calzada Rovirosa to tours of the Port of Savannah and several farms and packing facilities in the Vidalia onion-growing region before hosting a dinner catered by Georgia Grown Executive Chef Holly Chute.
"The purpose of this is not heavy negotiations for NAFTA. That will be done by our official trade negotiators," Perdue said at a joint press conference held on the docks of the Georgia Ports Authority's Garden City container terminal. "It's important in Georgia, it's important in Canada, it's important in the United States and important in Mexico that we develop personal

relationships of trust and candor with one another in discussing the issues that we will have before us in our NAFTA renegotiations. These have been great relationships in the past and we expect them to continue as we go forward."
The trilateral trade agreement enacted nearly 25 years ago is ripe for modernization to reflect a new world, Perdue said.
"It's entirely correct to want to modernize this agreement that's virtually 25 years old, and to make it fit commonly now what consumer tastes are, what desires are, what the bio-sanitary expectations are of commerce. That's why we're beginning to lay a groundwork," he said. "We're coming together to acknowledge that, by and large, NAFTA has been a favorable agreement for ... all three countries from an agriculture perspective."
The three nations trade $85 billion worth of agricultural goods on this continent alone, according to MacCauley.

EPA, Corps of Engineers void controversial WOTUS rule

The U.S. Environmental Protection Agency's decision to revoke the 2015 Clean Water Rule and restore the original definition of "waters of the United States" to the Clean Water Act is a good one for Georgia farmers, according to Georgia Agriculture Commissioner Gary W. Black.
"The proposal to rescind EPA's `waters of the U.S.' rule represents great progress in the hard fought battle against government overreach," Black said. "As the head of a regulatory agency myself, I believe it is our responsibility to enforce the law through rules and regulations, not to create the law through

The expanded authority of WOTUS gave the federal government the ability to dictate how people could use their personal property and farmland around small, insignificant collections of water, and circumvented the will of Congress. I applaud EPA Administrator Scott Pruitt's proposal to reverse this clear and blatant overreach of the government's power."
On June 27, the EPA, Department of Army and Army Corps of Engineers announced their decision to withdraw WOTUS and reinstate the definition that existed prior to 2015. The 2015 definition proposed to extend the Corps of Engineers' jurisdiction over navigable waterways used by boats and ships to virtually any place where water accumulates.
The rule would have forced farmers to ap-

ply for costly permits from the Corps to perform such routine tasks as digging ditches, building fences or spraying fertilizer. The rule was stayed nationwide by the U.S. Court of Appeals for the Sixth District in Ohio after several states including Georgia sued to prevent enforcement.
"We are taking significant action to return power to the states and provide regulatory certainty to our nation's farmers and businesses," Pruitt said on June 27. "This is the first step in the two-step process to redefine `waters of the U.S.' and we are committed to moving through this re-evaluation to quickly provide regulatory certainty in a way that is thoughtful, transparent and collaborative with other agencies and the public."
This reversal follows a Feb. 28 Presidential Executive Order on "Restoring the Rule of

Law, Federalism, and Economic Growth by Reviewing the `Waters of the United States' Rule." The order states that it is in the national interest to ensure that the nation's navigable waters are kept free from pollution, while at the same time promoting economic growth, minimizing regulatory uncertainty, and showing due regard for the roles of Congress and the states under the Constitution.
"The Army, together with the Corps of Engineers, is committed to working closely with and supporting the EPA on these rulemakings," said Douglas Lamont, Assistant Secretary of the Army for Civil Works. "As we go through the rulemaking process, we will continue to make the implementation of the Clean Water Act Section 404 regulatory program as transparent as possible for the regulated public."

Arty's Garden: Salivating Over Salvias

People call me a perfectionist like it's a bad thing to be. I don't think I have unreasonable expectations of the world around me, but others must think I do, because a friend recently texted this answer to my angst: Expectation is the root of all heartbreak. My heart did not break when I saw our June 21 issue in final printed form, but it did skip a few beats. It's not that every issue isn't special, especially in the midst of our 100th anniversary, but I expected that one to be a keeper. I'll hang on to it because it's not every day that a journalist's subjects include our Governor, Agriculture Commissioner and Chairman of the House Agriculture and Consumer Affairs Committee all on the same piece of newsprint. But I'll probably wince every time I look at it in years to come because it's nowhere near as good as it should have been. I read once that Picasso was not permitted to roam alone in art galleries that featured his paintings after he was caught "touching up" a piece that didn't sit right with him. I know how he felt. I am a writer and, therefore, loath to admit that a picture really is worth a thousand words. I put 1,595 words on the front page of this paper June 21, and every one of them paled in comparison to the stories told by the two photos on that page. That's why there were only two photos on that page, because every person featured in them deserved special recognition. Sadly, they were rendered unrecognizable by a technical glitch on the printing press. I hope a few good copies got out there. None came to me. In fact, the worst one was mailed to my boss. Yay me. The printer tells me it won't happen again. I'm a little nervous, given that U.S. Agriculture Secretary Sonny Perdue is on our front page this issue. I'm crossing my eyes, my fingers, my arms, my legs and my toes in hopes that the printing press is kinder to me this time. I apologize to you, reader, and to everyone you couldn't identify on the front page of our previous issue. You're paying for better. You expect better. We will do better, or we'll all understand why people call me something else -- passionate about this paper like it's a bad thing to be.

Compared to other flowers, salvias do not get a lot of press. Or praise. Yet they play a valuable role in gardens. They accent other flowers, offer long periods of bloom and may occasionally take center stage.
In my garden, salvia season starts in April with, odd as it sounds, autumn sage (Salvia greggii). Autumn sage (sage is another name for salvia) blooms in spring, slows down or stops during the heat of summer, and cranks up again in the fall when it makes its biggest show. The flowers are typically cherry red, but there are new varieties on the market including salmon and white.
Anise-scented salvia (Salvia guaranitica) starts in May and continues until November or the first killing frost. That is an extremely long period of blooming for a perennial. The dark blue flowers look good next to anything in the garden or in a vase as a cut flower. Anise-scented salvia is one of the best flowers overall for attracting hummingbirds.
I have pineapple sage (Salvia rutilans) by the steps where it gets a little more winter protection (it is not a reliable perennial in Atlanta) and where I can easily rub the leaves for their fragrance. Its red flowers appear in the fall and are a favorite of cloudless sulphur butterflies.
Mexican bush sage (Salvia leucantha) is another fall bloomer that may be a perennial in Atlanta if heavily mulched and planted in well-drained soil. Actual flowers of the typical form are white, but the overall effect is spires of rosy purple due to the velvety calyces.
Texas sage (Salvia coccinea) is also known as tropical sage. This may be my favorite of the salvias with its many scarlet buds and flowers, each one shining like an individual Christmas light.
Texas sage will bloom until frost if you keep the seed heads popped off. Even on its deathbed, Texas sage can put on a show. Look at the base of the plants the morning after the first hard freeze. The stem will freeze and split open while water keeps coming upward from the roots. This water will spill out of the stem and freeze into delicate curls of white ice.
More salvias are on the market than ever before, due to breeding, plant selections, plant expeditions in Mexico and other places, and because gardeners are becoming more sophisticated and knowledgeable. Some are available only from

specialty nurseries or seed catalogs. My mouth is watering to give some of these a try or to try them again. White Jewel is a variety of Texas sage with what looks like sparkling white flowers. Gentian sage (Salvia patens) has cobalt blue flowers. I grew it from seed in the '80s, but lost it. It is more readily available now. Forsythia sage (Salvia madrensis) has yellow flowers. One salvia I've seen around the neighborhood is a whimsical variety of little-leaf salvia (Salvia microphylla) with white flowers tipped with red. It is appropriately named Hot Lips.

Cook Georgia Grown:
Peanut Butter and Jelly Muffins

Ingredients: 2 cups unbleached flour 2 tsps. Kosher Salt 1 Tbsp. baking powder 1 cup milk 2 eggs 2/3 cup sugar 1 cup peanut butter 1/3 cup vegetable oil (2) 4 oz. jars Unicoi Preserves Strawberry Vanilla Spread 1/2 cup chopped salted peanuts
Preparation: Preheat oven to 375 degrees. Grease your muffin tin or, to ensure success, line the muffin tin with paper muffin cups.
In a large bowl, mix together the flour, salt and baking powder. Stir the sugar, peanut butter and oil into the dry mixture until it looks like a sandy dough. Add the milk and eggs and mix until moistened using an electric mixer. Be careful not to overbeat; adding too much air will give your muffins tunnels and peaks.
Using an ice cream scoop, fill the muffin liners half full with the batter. Spoon 2 teaspoons of Unicoi Preserves Strawberry Vanilla Spread into the middle of each muffin. Finish each muffin by dividing the batter over each one, making sure to cover the Strawberry Vanilla Spread.
Chop peanuts and sprinkle evenly over top of each muffin.
Bake for 18-20 minutes and cool in pan for 5 minutes. Remove to wire rack to finish cooling.

To alleviate the financial pressure from student loan debt, Cobb recommended graduates look into Georgia's Veterinary Education Loan Repayment Program, as well as the USDA's Veterinary Medicine Loan Repayment Program. It will pay up to $25,000 each year towards qualified educational loans of eligible veterinarians who agree to serve in a designated veterinarian shortage situation for three years. There are 27 designated areas in Georgia.
Dr. Andy Parks said the College of Agricultural and Environmental Sciences at UGA selects up to five undergraduates annually to participate in a program for preveterinary medicine students interested in practicing food animal medicine. The purpose is to recruit and train future food animal veterinarians for under-served communities. Successful completion results in admission into the UGA College of Veterinary Medicine.
"There is no guarantee that the graduates will go into food animal practice," Parks said, "but it is a great start of the first 12 to graduate, 10 entered or are planning to enter large animal, mixed animal or poultry practice."

While producers in Mexico have expressed concerns about the future of NAFTA in recent months, Calzada Rovirosa said the meetings in Georgia will allow the three nations to negotiate openly for a new agreement that meets everyone's needs.
"NAFTA, to my way of seeing it, it's an

umbrella of trust. It's a legal umbrella that protects the producers in each of the three countries," he said. "Of course there will always be issues, but we have not had a really big issue in the last year. We have details that we have to attend to each day but that big umbrella gives certainty to consumers and producers in each of the three countries."
Perdue said the inequities of NAFTA will be on the table for discussion when negotiations begin. He did not give a timeline for when that will occur.
"Not every sector has benefitted equally from NAFTA in the U.S. nor in their countries," Perdue said, "but those are the things that we will discuss. To have free and fair trade you have to be very careful that you don't have unintended consequences of regulation or requirements or rules or regulations that affect people unequally."
