Proposed new rules address handling, transport of feral swine

Department of Agriculture will accept public comment through Aug. 1

The Georgia Department of Agriculture is proposing a new set of rules to regulate the movement and handling of live feral hogs. State law defines feral hogs as an invasive species detrimental to the natural resources and agricultural production of the state. As carriers of communicable diseases, feral hogs also pose a health risk to humans, livestock, companion animals, pets and native wildlife.
The proposed new rules require anyone transporting live feral hogs to possess a feral hog transport permit issued by the department of agriculture. The proposed annual permit fee is $15. Vehicles used in the transport of feral hogs must be maintained in sanitary condition, the rules state. Premises associated with transport vehicles must also be registered with the state and carry a premises identification number.
The proposed rules stipulate that live feral hogs may only be transported to approved slaughter facilities, licensed feral hog facilities, or other premises for immediate personal consumption unless a written exemption is issued by the state veterinarian.
Facilities where live feral hogs are held will be required

to obtain a license from the department of agriculture. Upon application, the facility will be required to pass a pre-license compliance inspection. Thereafter, licensed facilities will be subject to random compliance inspections conducted by the departments of agriculture and natural resources, according to the proposed rules. The license fee is $100, payable annually upon renewal.
Every feral hog held in a feral hog facility must test negative for brucellosis and pseudorabies within 14 days of arrival at the facility. Each animal must be retested 30 days thereafter. Following the second test all live feral hogs at the facility must be tested every 180 days.
Each feral hog held must be fitted with an ear-tag bearing an individual USDA Official Identification number for the animal. The proposed rules specify safe fencing requirements for holding facilities and reiterate that no live feral hog should be released or allowed to escape from captivity.
Feral hogs held at a licensed facility should not be permitted to breed, the rules say. All boars must be castrated or held in separate confinement from female hogs until castration.

All progeny of female swine bred prior to introduction to the facility must be held and treated in accordance with the rules.
The department of agriculture will accept written comments on these proposed new rules until 4:30 p.m. Aug. 1. Comments will be considered on Aug. 2. Emmanuel College wins approval to offer

Diversified Agriculture degree

The Southern Association of Colleges and Schools Commission on Colleges approved Emmanuel College in Franklin Springs to begin offering a baccalaureate program in Diversified Agriculture in the fall. The new four-year undergraduate program will allow students to select one of three concentrations: Agriculture Business, Agriculture Science or Agriculture Missions.
"In my 24 years at Emmanuel College I cannot remember a time when there was more excitement regarding a new major," said Ron White, president of Emmanuel College. "Whether ag business, ag science or ag missions, students will be able to focus on the educational experience that suits their interests."
Students will have the opportunity to experience learning in and out of the classroom with the addition of a 45 acre teaching and learning center on campus. The center will have greenhouses, animal science teaching facilities, land laboratories and an integrated research center.
The 124 hour degree program will have a general education core curriculum that will be enhanced with 32 hours of agricultural classes and 48 hours of concentration-specific areas. The program will also include internships, research opportunities and study abroad activities.

Owen Thomason, program chair, said the hands-on experience the program offers will give students a jump-start on their careers.
"This is an exciting time for Emmanuel College and the Northeast Georgia community," Thomason said. "The Diversified Agriculture degree will offer students the opportunity to explore, gain hands-on experiences and develop into agriculture leaders and contributors to the number one industry in Georgia. With over 60,000 jobs available to college graduates each year in the agriculture industry, this is a great time to begin a new degree program."
The new program was approved on June 27. The first courses will be offered in the fall.
Emmanuel College is a private liberal arts college founded in 1919 in Franklin Springs by the International Pentecostal Holiness Church. The school's current enrollment stands at about 800 students.

Market Bulletin Advertising Guidelines

Only subscribers with a current subscription number are allowed to advertise in the Market Bulletin. Advertisers are limited to one ad per issue per subscriber number. Out-of-state subscribers are only allowed to publish ads in the Out-of-State Wanted category.
All advertisements published in the Market Bulletin must relate to farming, agriculture or be a part of these industries. All items submitted for sale through the Market Bulletin must meet at least one of the following criteria:
1. Must be produced by advertisers on their farming operation
2. Must be made by the advertisers from materials on their farming operations
3. Must be owned and used by advertisers on their farming operations for at least 90 days prior to offering for sale.
Businesses, corporations, dealerships, real estate agents and other commercial enterprises are not allowed to advertise in the Market Bulletin. These are enterprises that produce products intended for mass market; handle larger than normal quantities of product for distribution; are supported by business advertisements; listed under business directories in phone books; hold business licenses or other regulatory licenses, permits or registrations.
Items for sale or service must conform to all laws and regulations covering their sale and movements. Note that some categories have certain requirements, such as Coggins tests or USDA Organic certification documentation, in order to be printed. Georgia Department of Agriculture can assist with safe disposal of pesticides, containers

On June 29 the department's Ag Inputs Section hosted a successful Georgia Pesticide Waste Clean Day Event in Laurens County. Georgia Clean Day is a program that provides farmers and pesticide dealers an opportunity to properly discard old, unusable or cancelled pesticides which may contaminate water supplies or harm people and wildlife if handled or stored incorrectly.
Approximately 35,000 pounds of pesticide were collected from farmers at the June 29 event, while close to 20,000 pounds were received from pesticide dealers. Participation in the program is free of charge to all farmers and applicators. Accepted materials included insecticides, growth regulators, fungicides, harvest aid chemicals, nematicides, bactericides, herbicides and

miscellaneous pesticides. The Clean Day program was launched in response
to 1994 Senate Resolution 486, which encouraged the Georgia Department of Agriculture to formulate pilot programs to collect and dispose of old and unused pesticide materials. Clean Day events around the state have resulted in approximately one million pounds of pesticides being collected. These collections are funded by the Georgia General Assembly.

Alabama Syrup-Maker's
Association hosting
September workshop
The Alabama Syrup-Maker's Association is sponsoring a sugar cane syrup-making workshop at 8 a.m. Sept. 24 at Landmark Park in Dothan, Ala. Anyone who is interested in making old-fashioned cane syrup is encouraged to attend.
Hands-on demonstrations will cover every aspect of making cane syrup, from stripping the cane to bottling the syrup. Lunch will be provided, and everyone who registers and attends will receive a bottle of syrup to take home.

Black-eyed Pea Hummus
Ingredients:
11/4 cups cooked black-eyed peas or 1 can of peas, drained, liquid reserved
Zest of 1 lemon Juice of 1/2 lemon 1 Tbsp. benne tahini 2 Tbsps. Oliver Farm Benne Oil* 1/4 tsp. cayenne pepper (optional) 2 Tbsps. minced onion 1 large clove garlic, minced Salt & Pepper
Directions:
Combine all ingredients in a food processor until smooth. If too thick use some of the black-eyed pea juice to thin out.
Note: You can use any kind of field peas, and also boiled peanuts, to make hummus. Hummus can be flavored with spices or peppers to vary flavors.

Arty's Garden: The great garden cover-up

I'm a mulcher, a firm believer in covering roots to conserve soil moisture, keep down weeds and protect plants from the cold. I also keep myself covered as much as possible while working in the garden. Mosquitoes, ultraviolet rays, thorns and an array of irritants need to be stopped from reaching my sensitive epidermis. I'm something of a delicate flower, and Georgia is no Garden of Eden; it's a jungle out there!
My signature piece of garden garb is a straw hat I purchased in the early '90s. By that time, I realized the cancer-causing dangers of ultraviolet rays and needed a hat with a wide brim to keep them off my face and neck. Baseball caps may be a good way to show team spirit, but they do not protect the neck.
Although the pattern has faded, my hat has held up remarkably well. Last year I repaired some broken areas with quilting thread supplied by a friend who didn't appreciate my needlework with waxed dental floss. I admit my first repair attempt did look like the stitches on Frankenstein's monster, but hey, we all have our scars.
Besides protecting me, I like how the hat makes me look the part. When I appeared in a Department of Agriculture video many years ago, the producer said I looked like I came straight out of central casting. A young cousin who saw me at a family gathering excitedly began calling, "De Fahmer! De Fahmer!" That tickled me.
I sometimes wear a cap with a neck drape during windy conditions because it has a chin strap and my straw hat does not. I purchased it from a company specializing in sun protection clothing. It reminds me of a havelock, and I like to fancy I look like Gary Cooper in "Beau Geste." Although effective, I don't expect to get any excited cries from my little cousin of, "De Fwench Fahwin Legion! De Fwench Fahwin Legion!"
It may be time to bring back the bonnet. I still remember some of the elderly women in my hometown wearing them. Perhaps a designer can create a unisex or male version that will offer sun protection and help with bad hair days.
To protect what a hat won't cover, I wear sunscreen with the highest SPF I can find. I am fair-skinned and burn easily. I believe in using every possible armor to stop skin cancer. Protection is better than correction and cheaper, too.
For additional sun protection as well as a guard against mosquitoes and irritants I wear long-sleeved shirts when gardening. (Tomato and okra leaves tend to leave my bare skin with temporary rashes.) My garden shirts are ones I once wore to the office but that became frayed at the cuffs or collar.
Over the years I have had people ask if I get hot wearing long sleeves. I don't really get any hotter gardening in long sleeves than short ones. Perhaps I am just used to it. I always try to focus on the task at hand rather than on the temperature. And the shirts are light colored and all cotton, which is cooler and more comfortable than dark colors and polyester blends.
And of course, I wear long pants for the same reason. I keep thick Carhartts for cooler weather and working amid heavy brush.
Gloves are a touchy subject. Some people scold that "real" gardeners never use gloves. While there are some tasks, like transplanting small seedlings, that require more dexterity than most gloves can provide, I wish people would not be so judgmental. I never had to buy 10-10-10 for my garden in my old neighborhood because there was so much broken glass in the soil I was fertilizing the plants with my nutrient-rich blood. I got a pair of knit gloves to cut off the supply. I prefer string knit gloves to jersey cloth ones. They fit my hands better and are less bulky. I keep a pair of leather ones when I wade into pruning large roses and thorny shrubs.

AGRICULTURE IN THE WORLD: How one student used a common knowledge of dairy farming to bridge the cultural divide

When I was younger I realized I wanted to pursue a career in agriculture, but I never thought it would be in the dairy industry. I am a senior at the University of Georgia double majoring in Animal Science and Dairy Science. I have worked at the UGA Teaching Dairy for almost two years. Saying I like cows is an understatement; I love cows and I love the dairy industry. I also love serving the Lord.
For the past 13 years my family has been blessed with the opportunity to serve in Nakuru, Kenya. Each year we return is like a family reunion, and each year we are given the opportunity to worship and work alongside the Kenyans during numerous outreach programs. This year was different. For some reason I never really noticed the dairy farm, Technology Farms, down the road from our main site. Having cow withdrawals, I decided to visit the farm one afternoon.
I have never been much of a "school person," but learning and expanding my knowledge about the dairy industry is something I cannot pass up. When I drove to the farm there were two areas in sight: a milking parlor similar to what I am used to working with in Athens, and what appeared to be a large shed out in the middle of a field. Since the machine milking had not yet started, I ventured out to the field where a man named Jacob introduced himself. I explained my background and passion for cows and asked if I could talk with him about the farm and dairy industry in Kenya. He walked me out to the shed, which was actually an outdoor hand-milking parlor.
He invited me to sit on a stump and milk one of their cows while we talked. When the rest of the workers saw this white American girl sitting down to milk a cow, curiosity arose. As in most agricultural fields, men predominate. In fact, at Technology Farms there are no female employees. The men were

astonished and maybe even a little impressed to learn that I, too, wake up at two in the morning to milk cows; that I, too, love being out in the field with these gentle giants.
After I won their trust and appreciation, the men began tell-

ing me about the farm and the two milking stations. At the field parlor they milk 86 cows at 3 a.m. and 4 p.m. The milkers can call the cow by her identification number or even by name and she will come barreling up to the parlor for her milking. I can whistle to the cows to get them moving at the farm where I work, but I have never seen cows so excited to be milked as those at Technology Farms.
Technology Farms has machine milkers. Their parlor can hold 22 cows at once, 11 on each side. Their milking machine is single-sided with 11 milking claws, so while one side of the parlor is being milked the other side is being prepped and sanitized. I was pleased to find sanitation procedures in place. Just as we do in the U.S., the farm uses an iodine mixture to sanitize the teats. They regularly check for mastitis, an infection of the udder.
The American in me thought, "If you have a functioning machine to do the work for you, why still milk almost 100 cows by hand every day?" Jacob informed me it was because of power shortages. Like many cities in Kenya, Nakuru experiences many power outages per week, sometimes even multiple outages in a day. Because of this they cannot afford to function without their hand-milking station.
Learning about Kenya's dairy industry while also ministering to the men on the farm is something I never imagined I would do. I respected the men's work and in return I earned their respect. I was even invited back to the farm for their 3 a.m. milking the next day!

Be mindful of mosquitoes while working, playing outdoors this summer

Summer brings with it warm days, sunshine and outdoor fun. Unfortunately, warmer weather also brings mosquitoes. With people spending more time outdoors, it is imperative to take precautions against mosquito-borne illnesses. There are many simple ways that Georgians can protect themselves, their families and their pets from infestation and illness.
First, make every effort to eliminate standing water around the house and neighborhood. Water should not be allowed to accumulate in containers outside; anything that is likely to hold water should be emptied to prevent mosquito breeding. Mosquitoes need only a small volume of water to develop, so homeowners must be diligent to eliminate areas of standing water such as flowerpots, birdbaths, baby pools and grill covers.
Used tires should be disposed of in a proper manner, and rain barrels should be tightly screened or treated with an approved larvicide. It is also recommended to screen all windows and doors and to patch up even small tears so that mosquitoes are less likely to come inside the home.
Second, take steps to protect skin from mosquito bites by applying an insect repellant approved by the EPA containing either DEET, picaridin, oil of lemon-eucalyptus or IR3535. Also consider protecting skin by wearing light colored, longsleeved shirts, long pants and closed-toe shoes whenever possible.
Third, if traveling, keep in mind that some mosquito-borne diseases that are rare in the U.S. are common in many foreign countries. Anyone traveling outside of the country should be

aware of travel advisories. This information can be found on the Centers for Disease Control and Prevention website. If a person falls ill upon returning home, they should seek prompt medical attention.
Finally, anyone concerned about mosquito activity should contact a licensed company. If hiring a professional to provide mosquito control, consumers are urged to seek advice from or use companies that have a mosquito control license. It is
illegal for a contractor not licensed by the Georgia Department of Agriculture to practice mosquito control as a business; currently, there are 450 companies licensed to perform mosquito control services in the state.
Dr. Elmer Gray, an entomologist with the University of Georgia, recommends that a "thorough treatment for mosquitoes will be conducted in an integrated manner where larval sites are eliminated, the pest species presence documented, and adulticide applications (are) only conducted as necessary." Consumers can search for licensed mosquito control professionals on the department's website at www.agr.georgia. gov, or by calling the department at 404.656.4958. Taking these simple precautions can help protect against mosquito-borne illnesses and protect the environment from unnecessary pesticide applications. Mosquito-borne diseases
Mosquito-borne diseases are those spread by the bite of an infected mosquito. Diseases that are spread to people by mosquitoes include Zika virus, West Nile virus, chikungunya virus, dengue and malaria.
Malaria is caused by a parasite that commonly infects a certain type of mosquito that feeds on humans. Mosquitoes become infected with Zika, dengue or chikungunya virus when they bite a person who is infected with one of those viruses. Infected mosquitoes can then spread the virus to other people.
Malaria is treatable. There are no vaccines or medicines for Zika, West Nile, chikungunya or dengue.
