USDA preparing to unveil collaborative food safety certification initiative for small farms

The U.S. Department of Agriculture is preparing to expand a food safety certification program designed to help small and mid-sized farmers broaden the marketability of their commodities. GroupGAP is a collaborative verification initiative that has been tested on a small scale for the last three years in coordination with the Wallace Center, a national nonprofit concerned with increasing food availability and sustainable agriculture worldwide.
GroupGAP will be made widely available in April 2016.
Edward Avalos, undersecretary for marketing and regulatory programs at the USDA, called food safety "a real challenge" for small growers who lack the economic and technical resources to obtain third-party verification of on-farm food safety processes. Although the emphasis on consuming local and regional foods is still growing in popularity, small lo-

cal and regional farms are finding it increasingly harder to sell to major retailers and restaurants that require proof of their compliance with USDA's Good Agricultural Practices (GAP) and Good Handling Practices (GHP) rules.
By allowing small-to-mid-sized producers to collaborate on procedures and share in the cost of third-party verification, USDA is working to create a more level playing field that will allow family farmers to capitalize on society's growing desire to eat fresh and shop local.
"Local and regional isn't going away," Avalos said. "At USDA, we are going to continue to support local and regional."
Ken Peterson, chief of the audits branch for specialty crops inspection at USDA, said GroupGAP will work for any sized farm, from the half-acre vegetable patch to the 20,000 acre potato or leafy greens operation. However, it's tailored specifically for the smaller farms that typically do not have the financial or technical resources to maintain food safety

staff and hire an outside auditor to verify their compliance with GAP and GHP.
"USDA is responding to local growers who want to get hooked into that national market," said Ken Keck, director of the USDA's transportation and marketing programs.
In addition to facilitating collaboration among farms, the USDA will encourage GroupGAP participation by allowing the use of specialty crop block grant funds to reimburse producers for their food safety certification expenses, Keck said.
Jeff Stoltzfus, adult agriculture educator in the Eastern Lancaster County School District in Lancaster, Pa., coordinated the pilot program to test GroupGAP on the small family farms largely Amish in that community.
"GroupGAP brings economies of scale to small family farms," Stoltzfus said.
Take, for example, the Pennsylvania sweet onions grown in his region. One farmer growing 130 acres of onions will pay between $1,000 and $2,000 for a third-party

audit to satisfy the food safety requirements of a mainstream buyer. The more likely scenario, however, is that 130 acres of onion fields are spread among the farms of 80 small growers. Those 80 farmers individually would pay about $500 each for the same audit that the big producer contracted, and they'll end up spending $40,000 to verify that their onions were cultivated, harvested and packed properly.
Matt Rogers, senior global produce buyer for the Whole Foods Market grocery chain, said the chain owes its growth to small, regional producers. As the Whole Foods brand has expanded and food safety has become a larger priority, the chain has found it easier to deal with large suppliers who can afford the audits that verify proper food safety procedures on the farm.
Rogers said GroupGAP will make it easier for the chain to return to its small regional producers to supply the fresh foods it sells.
"We will support it," he said.

GEORGIA GROWN PROFILE: Southern Beverage quenches the thirst of health-conscious consumers

Bottled beverages are quick, refreshing and easy to access in a bind; however, most products can be unhealthy and sometimes expensive. A Georgia based company seeks to lead the pack in changing the status quo of the beverage industry.
Southern Beverage is a diversified beverage company that specializes in bottled water.
Established in the 1940s as the 7UP bottling company of Augusta, the company eventually moved on to making private label soft drinks for Winn-Dixie, Kroger and Piggly Wiggly.
The Southern Beverage of today was established in 1967 when Joe Byrd bought the facility from

its original owners. His son David Byrd is now running the show as president.
In the 1980s, David suggested to his father the idea of packaging inexpensive bottled water back when it was a rare luxury. That is
when Springtime water was born. "Water and energy is where the
beverage growth is. Everybody is into health today and we're promoting that," said David Byrd. "We are developing good-for-you items and will continue to do that

in the future." The company is now based in
Appling and draws its water from several Artesian wells on the property. In addition to Springtime Artesian water, Sparkling Water and Vitamin Enhanced Water, South-
ern Beverage offers multi-flavor soft drinks under the brand name Crystalline.
The company joined Georgia Grown because of the support the program offers to small businesses. Over everything else, they are proud to represent the Georgia ag industry. "The Department of Agriculture has done a fabulous job promoting Georgia Grown," said David Byrd. "Everywhere I go I let everybody know that we are a part of Georgia Grown. They know that it is a successful program and look

for Georgia Grown items." Many beverage options are
available to the public and sales are competitive. Some consumers stick to better-known brands in the industry but Southern Beverage proves that it can run with the big dogs.
"We feel like [our product] is pretty good," said Angie Byrd, marketing director and wife of David Byrd. "The first thing we always do is look at our customer and give them the best product we can. There are a lot of competitors out there and it keeps growing. We're a small family owned business and we are still around. For me that says something."

Arty's Garden: A Festival of Fall Flowers

For many plants, fall is not the end but the beginning or the highlight of the year. Georgia autumns can be long, wonderful and full of flowers. Here are a few of my fall favorites.

Native aster species produce a spectacular show, are drought tolerant and attract all manner of butterflies. This is one of many forms of New England aster. (Despite the name it is also native to Georgia.)

Pineapple sage doesn't even think of blooming for me until October. It continues until frost. It is not reliably hardy for me and can be killed by cold weather.

Butterfly ginger, also known as hardy ginger, delivers a delicious fragrance and tropical flair to the fall garden. It also brings bright white flowers that stand out from the yellows, golds, purples and oranges that are predominant in the fall.

Blue mist flower is a Georgia native that is also known as hardy ageratum. It can be an aggressive spreader but is easy to pull up if it gets out of hand. It blooms in September and October and is a favorite of monarch butterflies.

Fall-blooming crocuses are not well-known, but many of them perform better in Georgia than their spring-blooming counterparts. One that thrives in my garden is the straw-colored crocus (Crocus ochroleucus). It is better known by its botanical name than its common one.

Turk's cap mallow (Malvaviscus arboreus var. drummondii) is also known as wax mallow and by other colorful names. It is a sprawling member of the hibiscus family that lights up the cool fall days with its Chinese red flowers that serve as beacons for late-season hummingbirds and cloudless sulphur butterflies. It combines wonderfully with the cool blue of anise-scented salvia.

Gardeners should expand camellia season by planting fall-blooming sasanqua camellias. This variety is "Apple Blossom," a name that calls spring to mind when it blooms in late October.

Home Cooking: Very Spicy Pumpkin Seeds

Wondering what to do with the leftover pumpkins from your fall dcor displays? Try this recipe from the Market Bulletin archives. It comes with a note from our Test Kitchen to remove seeds from a fresh, unblemished pumpkin.
Preparing the Pumpkin Seeds
Preheat oven to 250 degrees F. Remove the seeds from two medium pumpkins. Separate seeds from
flesh and thoroughly wash the seeds. Set pumpkin aside for later use. With paper towel, blot the pumpkin seeds until dry and place them
on a cookie sheet lined with parchment paper. Spread the seeds evenly. Dry the seeds at 250 degrees F for 45-60 minutes. Carefully bake the seeds; they should be toasted but not overly brown. Remove from oven and allow to cool. Yield: Up to one cup of pumpkin seeds.

Very Spicy Pumpkin Seeds
Ingredients: 2 cups dried pumpkin seeds tsp. salt tsp. ground cumin tsp. red pepper tsp. black pepper tsp. chili powder 2 Tbsps. Peanut oil
Preparation: In a microwave safe bowl, combine all ingredients, mixing well.
Cover bowl with a paper towel and microwave for 1-2 minutes on HIGH, stirring every 15 seconds.
Remove from microwave and allow to cool for at least 2 hours or overnight.
Store in an airtight container or in a resealable storage bag.

THE WORST TIME FOR HORSES: Neglect and abuse on the rise, good homes

Would it surprise you to know that buying

a homeless horse can cost less than adopting a

stray dog or cat from the pound?

The price of horses is low nowadays in

part because the population is so high. Amer-

ica's horse population tops out at 10 million,

according to Patty Livingston, president of

the Georgia Equine Rescue League, which

promotes low-cost castration programs in an

effort to control the horse population. Popula-

tion control in horses, however, is not nearly

as popular a concept as the spaying and neu-

tering of dogs and cats, and dreams of high

stud fees prompt many horse owners to shun

"There are more horses in our country than anywhere in the world," Livingston said. "People on welfare own horses in our country."

Georgia's equine protection program originated with the Humane Care for Equines Act enacted by the General Assembly in 1992. The law makes it a misdemeanor to deprive a horse of adequate food, water, shelter and veterinary services, and authorizes the Department of Agriculture to impound, rehabilitate and sell horses whose owners cannot or will not comply.
The department maintains two impound farms, one in Decatur that is currently inactive, and one in Mansfield, where regular auctions are held. The department also places abused horses at Pulaski State Prison in Hawkinsville and Lee Arrendale State Prison in Alto, where female inmates enrolled in job training programs learn to perform rehabilitative therapy on the horses and train them to accept riders.
Twelve horses rehabilitated by inmates at the Pulaski State Prison will be auctioned at the Mansfield Barn Nov. 14. The horses will be shown at auction by the women who nursed them back to health.
The Georgia Department of Agriculture will conduct a live equine auction for the following horses at 11 a.m. Saturday, Nov. 14, at its Impound Barn, 2834 Marben Farm Road, Mansfield. These horses will be available for inspection one hour before the auction:

decline in bidders willing to buy impounded horses
at state-sponsored auctions.
Livingston and a corps of dedicated GERL volunteers lend a hand at each auction and sell coffee, baked goods and horse tack and supplies to raise funds for rescue efforts. GERL has donated nearly $500,000 to the state's equine program since its inception, funding everything from feed to vaccinations for impounded horses.
In addition to donations, Livingston is hopeful that more rescue organizations and individuals will step up to provide good homes to abused and neglected horses, and that more owners will heed the call to sterilize their animals and help reduce the horse population not just in Georgia, but nationwide.
"This is the worst time in the world for horses," Livingston said. "This can't just be about rescue anymore."
