The Economics of an Avian Influenza Outbreak

Poultry is Georgia's most valuable agricultural commodity, contributing some $28 billion to the state's bottom line.
"More than 100,000 Georgians depend on the poultry industry either directly or indirectly for their livelihoods," said Mike Giles, president of the Georgia Poultry Federation. "We have about 3,700 small family farms engaged in producing poultry. Taking all of that into account, an outbreak of avian influenza in Georgia could affect many thousands of Georgians and have a significant impact on Georgia's economy."
Outbreaks of Highly Pathogenic Avian Influenza have been reported in 15 states since the beginning of the year. Subsequently, eggs in many places of the country have already doubled in price, and turkey supplies for the Thanksgiving season may be limited.
Since the disease was first detected in wild waterfowl and domestic backyard poultry flocks in December of 2014, 15 countries have ceased to import poultry and poultry products from the United States. Despite this, countries that control importation on a state-by-state basis upped their U.S. poultry imports due to increased available supply. However, an analysis by Watt Media still has predicted an 11 percent drop in poultry exports for 2015.
The U.S egg industry is another matter. After the depopulation of some 30 million chickens many likely layers, according to the USDA about one-third of the domestic egg supply is gone. U.S. bakers are now partially reliant on imported eggs to compensate, and will be for some time. It takes between 18-24 months for a completely depopulated egg laying operation to be back at full production capacity.
The U.S. turkey industry is even further impacted by the virus. With the blanket ban on U.S. poultry imports enacted by China and other countries, turkey exports have decreased 27 percent. While repopulation is affecting losses in commercial flocks somewhat, a report by University of Illinois economists John Newton and Todd Kuethe suggests that supplies may not be replenished enough to meet demand by Thanksgiving.
Minnesota gives a glimpse at the effect HPAI can have on a local economy. In April of this year, about 3.8 million turkeys in Minnesota were wiped out by HPAI. When compared to Minnesota's average production of 3.7 million turkeys a month, one can see the enormous local impact on an economy.
What are we to expect in the coming months, if HPAI does impact Georgia as severely as it has other regions? There's no way
to predict what may come, but Mike Giles of the Georgia Poultry Federation said the severity of outbreaks in other states is driving revisions to Georgia's response plan, which has been in place for more than a decade.
Speaking to Bloomberg News, U.S. Department of Agriculture Secretary Tom Vilsack estimated up to $500 million will be needed just in the compensation of farmers who have lost poultry and qualify for reimbursement. The sheer magnitude of this outbreak will only come into focus in hindsight. In the meantime, industry and government are planning and responding.

You may think the Chick-Fil-A cows are an ingenious choice to sell chicken sandwiches, but you can't appreciate just how clever their pitch work for the chicken chain is until you visit The Rock Ranch in Upson County. The Rock Ranch is a 15,000-acre cattle spread started in 1989 by the late S. Truett Cathy, a native of Eatonton who founded Chick-Fil-A in Atlanta in the early 1960s.
The Rock Ranch started producing Brangus and Brangus-crossed beef cattle in 1991. At the same time, The Ranch was emerging as a popular retreat for Sunday school classes, school groups, families and businesses. Today, it's a leading agritourism destination with more than 35 attractions along with working fields that produce strawberries, blueberries, corn and more.
Owned by Truett Cathy's heirs, The Rock Ranch is run by general manager Jeff Manley, who met Truett Cathy when he was 12 years old and cleaning shelves in a drug store for $5 a week. Cathy became a mentor for Man-
ley and invited him to manage his farm when Manley graduated from Berry College. Manley has been there ever since.
It was Manley's suggestion to turn The Rock Ranch into an agritourism destination.
He was the founding president of the Georgia Agritourism Association.
"There's a shortage of intentful opportunities for folks to stay in touch with agriculture," Manley said.
By inviting the public to see, stay, play and grow together on a working farm, Manley and
the Cathy family are committed to educating children and their families about America's agriculture industry.
"I love seeing lights come on in everyone's face as I'm educating them about agriculture and they learn something new," Manley said.
The Rock Ranch, its owners and manager are all Georgia grown, so it was a natural choice for the operation to join the Georgia Department of Agriculture's Georgia Grown program.
"Georgia products in the past have been an unmentioned category and Georgia Grown helps Georgia take pride in their products," said Manley.
The Rock Ranch even has a Georgia Grownthemed corn maze and in the future will have a Georgia Grown-themed education barn.
The Rock Ranch is located about an hour south of Atlanta in The Rock, Ga. The Rock Ranch offers year-round opportunities to experience a working farm, from berry picking Saturdays in the spring to breakfast or lunch with Santa in the winter.

Market Bulletin Advertising Guidelines
Only subscribers with a current subscription number are allowed to advertise in the Market Bulletin. Advertisers are limited to one ad per issue per subscriber number. Out-ofstate subscribers are only allowed to publish ads in the Out-of-State Wanted category.
All advertisements published in the Market Bulletin must relate to farming, agriculture or be a part of these industries. All items submitted for sale through the Market Bulletin must meet at least one of the following criteria:
1. Must be produced by advertisers on their farming operation
2. Must be made by the advertisers from materials on their farming operations
3. Must be owned and used by advertisers on their farming operations for at least 90 days prior to offering for sale.
Businesses, corporations, dealerships, real estate agents and other commercial enterprises are not allowed to advertise in the Market Bulletin. These are enterprises that produce products intended for mass market; handle larger than normal quantities of product for distribution; are supported by business advertisements; listed under business directories in phone books; hold business licenses or other regulatory licenses, permits or registrations.

Farmers Market Pops Up in the Heart of Atlanta When Canning
Georgia Grown, the marketing arm of the Georgia Department of Agriculture, brought farm fresh produce and farm-made products to the Capital City July 9 with a Farmers Market featuring Georgia Grown members. The market set up in Liberty Plaza across from the Georgia Capitol Building and drew a steady stream of state employees seeking everything from fresh fruit popsicles to pounds of pecans and peaches.

Summertime means harvest time, which for many means preserving the fruits of the yield through home canning. Home food preservation is on the rise nationally, with some surveys suggesting that 1 in 5 U.S. households now can their own food. There are some key considerations to making sure you enjoy the fruits of your labor instead of getting sick or wasting time and food. Follow the latest guidelines for safety; use the recommended equipment and make sure it is in good working order; and use good quality ingredients. The produce you choose to preserve through canning should be of really high quality. Canning is not a time to use up fruits and vegetables that are beginning to spoil. Different types of foods require different canning methods. For example, canning low-acid vegetables, meats, fish and poultry requires the use of a pressure canner, the most reliable way of killing spores of Clostridium botulinum bacteria. Found naturally in soils, the bacteria is highly heat resistant. It is the leading cause of food-borne illness from home-canned food. Left alive after canning, botulinum spores will eventually germinate into actively growing bacterial cells that produce a potentially deadly toxin. The bacteria likes the conditions inside closed jars of low-acid foods (such as vegetables and meats) sitting at room temperature, so it must be killed during the canning process for safe storage. Two basic types of pressure canners are available. One has a dial gauge to indicate the pressure inside the canner; the other has a metal weighted gauge. Dial gauges must be tested for accuracy before each canning season. For information on testing a dial gauge, call your county extension agent or a local hardware store. The University of Georgia Extension Service has detailed information on how to assess the other parts of your canner. Learn more about pressure canners at http://www.uga.edu/nchfp/publications/uga/using_press_ canners.html A boiling water canner is all that is needed for canning high acid foods such as fruits, pickles, jellies and jams. The canner should be deep enough to allow at least one to two inches of water to boil over the tops of the jars. Both types of canners should have a rack in the bottom to keep jars off the bottom of the canner and prevent breakage. Using up-to-date canning instructions from a reliable source is also essential. Scientific knowledge and equipment have changed since earlier generations were canning foods at home. Study up on safe canning practices by reading So Easy to Preserve by UGA, now in its 6th edition and updated with our latest recommendations. This book and other information is available from your county Extension office. You may also learn more about safe canning online at the National Center for Home Food Preservation: http://nchfp. uga.edu/. Being prepared by checking your equipment, getting the latest in recommended canning procedures, and being willing to change from older, unsafe methods can save you time, money and frustration; it also might just save you and your family from getting sick. Make it a happy, successful canning season.
Correction to Sheep Farming Story
The Market Bulletin staff regrets an error in our July 8 issue regarding Georgia's sheep and wool growing community. The article erroneously referenced a vaccination requirement to prevent the spread of scrapie, a fatal disease that attacks the nervous systems of sheep and goats. In fact there is no vaccination against scrapie nor is there any treatment for the disease.
By law, all sheep in Georgia must be identified with ear tags from the U.S. Department of Agriculture whenever they leave their flock of birth. The USDA provides scrapie tags to flock owners free of charge. They can be ordered by calling the Georgia State Veterinarian's Office at 404.656.3671.
For those interested in owning sheep either as pets or for commercial production, the Georgia Department of Agriculture recommends:
Checking your county's zoning regulations regarding farming. Feeding your animals the right foods. Sheep are very sensitive to
copper and regular livestock feeds contain copper in high amounts. Consult with your veterinarian about a vaccination and deworming
program. Order and apply scrapie ear tags.

Arty's Garden: What do you see in a garden?

I like to bring flowers into the office, sometimes to cheer a fellow employee or to celebrate a birthday. I often place them at the reception desk in the Agriculture Building's lobby where everyone can enjoy them. I do this because I love to share my flowers and hope to trigger an interest in gardening among my co-workers and the public.
The floral arrangements I bring are relatively small, since I have to carry them to the office in my car and don't have any special equipment to transport them. Although small, the arrangements are crammed with flowers and exploding with color. Call my florist style, "Eden meets Vegas."
Sometimes co-workers declare: "Your garden must be amazing! I want to come see it!"
I don't mind garden visitors; I enjoy playing the role of tour guide and teacher. However, I am wary of inviting everyone to my garden. It's not because I don't like them or want to show off; it's because I don't want to disappoint them. I am afraid they think every inch of my garden is bursting with flowers.
I explain that a bouquet or vase of flowers is a condensed and concentrated version of a garden. Pick a flower here, pick a flower there, and you can turn a mason jar into a container of "Wow!"
But most of my garden probably wouldn't wow anybody. You see, my garden is more of an experiment station and wildlife refuge than showplace. I experiment. I explore. I grow some relatively unattractive and weedy plants just for butterflies, birds and bees. Aesthetics and design are not always the most important factors in my planting and gardening scheme.
My garden is a place for preserving old varieties and rare, underutilized plants, some of which possess subtle charms but have limited appeal for many people. Rarity and subtlety are hard sells when people are
expecting floral fireworks. Many of my plants were shared with me by
friends and loved ones. They may not be the longest-blooming or showiest specimens, but they remind me of people long gone. I have a garden of memories visitors cannot perceive. They see only flowers; I see faces more beautiful and dear than any flower.
When you visit someone's garden, remember to look beyond the immediate and the flamboyant. Ask questions. Listen to stories. And always, always, look at a garden with your heart as well as with your eyes.

Old-Fashioned Peach Preserves
(about 7 half-pint jars)
Ingredients: 2 quarts sliced, peeled, hard, ripe peaches (about 10 large) 6 cups sugar
Preparation: Combine fruit and sugar; let stand 12 to 18 hours in cool place. Sterilize canning jars. Bring fruit and sugar mixture slowly to
boiling, stirring frequently. Boil gently until fruit becomes clear and syrup thick, about 40 minutes. As mixture thickens, stir frequently to prevent sticking. Skim, if necessary.
Pour hot preserves into hot jars, leaving -inch head space. Wipe jar rims and adjust lids. Process 5 minutes in a boiling water bath.
Peach Butter
(about 8 half-pint jars)
Ingredients: 2 quarts peach pulp (about 1 dozen medium, fully ripe peaches) 4 cups sugar
Preparation: TO PREPARE PULP Wash, scald, pit, peel and chop peaches; cook until soft, adding only enough water to prevent
sticking. Press through a sieve or food mill. Measure pulp.
TO MAKE BUTTER Add sugar; cook until thick, about 30 minutes. As mixture thickens, stir frequently to prevent sticking. Sterilize canning jars. Pour hot butter into hot jars, leaving -inch head space. Wipe jar rims and adjust lids. Process 5 minutes in a boiling water bath.
Spiced Peach Butter
Follow recipe for peach butter. Add to 1 teaspoon each ground ginger and ground nutmeg with sugar to peach pulp. Process 5 minutes in a boiling water bath.

Farm History on Parade
The North Georgia town of Cumming returns to its agrarian roots every 4th of July with a parade of antique steam engine-driven and motorized tractors. The event routinely draws crowds in excess of 20,000. Local history holds that the tradition began in 1958 when A.G. "Glen" Thomas decided to kick-off the festivities on the 4th by driving his 1912 45HP Case steam engine around the courthouse square. Four or five kids on bicycles followed behind, making it a bonafide parade. A couple of years later Dr. Jim Mashburn joined in driving a Peerless steam engine and made it an honest-to-goodness event, with politicians and townspeople in tow. Now the two-hour parade attracts about 20 steam engines and assorted antique tractors, floats and cars, rolling through downtown Cumming every July 4th with local veterans in the lead.

A Day in the Life of ...
Ricky James, Osage Farms, Dillard
Ricky James has a lot to think about in a day.
Like the 600 acres he's got under cultivation, most of it in small fields scattered hither and yon among the southernmost peaks of the Blue Ridge Mountains. Much of that acreage is planted in cabbage, tomatoes, peppers, sweet corn, strawberries, eggplant, beans, squash, okra and pumpkins; the balance is grazed by about 140 head of beef cattle.
"Me and my son could take care of the whole farm if we had row crops but not with vegetables," he said. "It takes a lot of folks."
Last year's harvest payroll consisted of more than 200
people. This year, delays processing his paperwork through the H2-A program put his tomatoes and his cabbage in the field later than usual. Although he started the paperwork in November so that he could have help in April, his workers still arrived five weeks late.
"That really put us in a bad situation. We started to just not plant some stuff. We just didn't have the labor to do it," James said.
There's a lot of frustration and worry that goes into getting food from the field to the table, and much of it like labor
and water permits never makes the news. "That's part of it," James said of the details. "It's not just
plant it, pick it and go to the bank." Once a quarter, Georgia Agriculture Commissioner Gary
Black will spend a day with a Georgia farmer talking over those details and adding to our understanding of what farm life is truly like for the men and women who sustain Georgia's $72.5 billion agriculture industry.
This is a Day in the life of Ricky James.
When Ricky James began farming, mule-drawn plows were more common than tractors.
One of the biggest challenges facing man and mule was plowing a straight row on the rugged terrain of the Blue Ridge Mountains. Nowadays, James plants his crops on rulerstraight rows plowed by tractors guided by global positioning satellites. Those rows are covered in plastic that helps keep his crops cleaner and accelerates their growth to maturity by as much as two weeks.
Technology has taken the guess-work out of farming. A computer can analyze the different soil types in his fields and
help James target his amendments accordingly. "Up here in the mountains we've got so many soil types,"
James said. "Some fields may have three different types. This end may need potash while that end may be high in potash."
Workers hired to harvest the crops carry computerized time cards with them from field-to-field. Each time they arrive and leave, they scan the card, providing the farm with a record of who was working where and when. That information can be used to not only pay workers but to trace back
quality issues down to the very box of produce in question. That's all real nice and good but has it made farming
easier or, more importantly, more profitable Commissioner Gary Black wondered? James paused a bit before answering that question.
"I wonder sometimes. It's a lot more stressful," he said. Does he wish he could go back to the mule-and-plow days? "Not really," he answered without hesitation.
"We used to only grow cabbage," Ricky James said. "We diversified because we got a disease in the cabbage called club root here, and we diversified and started growing other things. And really it was a blessing."
Osage experimented with tomatoes to satisfy a tomato coop just over the state line in North Carolina. People started calling about North Georgia tomatoes, so Osage started growing and marketing them outside of the co-op.
That led to even greater diversification. James grows for commercial brokers as well as his own roadside market,
where sweet corn in particular is a big hit. "We've had people call from the Florida line wanting to
know if we had sweet corn," James said. Of course the wild life loves his crops, too. "Coyotes are worse on corn than raccoons," James said.
"We have bear problems sometimes. The summer before
last, DNR trapped two bears. One of my guys the next day saw five. They were eating up the corn. They just didn't have anything in the woods to eat."
With such rave reviews from both man and beast, Ricky James should never have need to question the importance of his place in the world, even on his toughest days farming.
