HB 813

Municipalities; incorporation; additional preconditions and procedures; provide
Bill Summary: House Bill 813 establishes criteria for cityhood bills including the following requirements: The bill must be introduced during the first year of a biennium and approved during the second year or introduced during the second year of a biennium and reintroduced the first year of the next biennium for approval during that biennium; the bill cannot create any unincorporated islands; the bill cannot create a limited-service municipality; and the bill can only be introduced by a member of the General Assembly who lives within the area of the proposed municipality.

House Bill 813 establishes requirements and guidelines for a cityhood initiative committee. Among other things, the bill requires the cityhood initiative committee to provide a fiscal impact and service delivery study on the proposed municipality, subject to certain specifications. The bill requires all adopted cityhood bills to be approved by at least 55 percent of the qualified voters of the proposed municipality.

HB 501

Minors; employment certificate requirements; repeal certain provisions
Bill Summary: HB 501 removes the age cap that applies to age discrimination claims in the state by making it apply to those age 40 years or older. The bill also allows a minor 14 years or older to be employed during hours outside of school for purposes of working in the care and maintenance of lawns, gardens, and shrubbery owned and leased by the employer of the minor, including the operation of equipment.

The minor must be covered by an insurance plan for accident or sickness, or a workers' compensation plan. The bill preempts localities from requiring issuance of an employment certificate or a youth work permit as a condition of payment or requiring an employer to obtain an employment certificate from a minor. The commissioner of the Department of Labor is permitted to investigate the age of any minor employed, hear evidence, and require the production of relevant books and records.

HB 738

Task Force on Workforce and Safety Net Integration; create
Bill Summary: HB 738 creates the Task Force on Workforce and Safety Net Integration, which is composed of nine members, within the Department of Labor. The task force must determine how state agencies and departments can improve workforce development programs or improve employment situations for workers, while also reviewing whether certain agencies should be merged to better accomplish those tasks. The task force is required to create an implementation strategy for an integrated delivery system and to consult with the commissioner of labor; the state school superintendent; and the commissioners of human services, community affairs, early care and learning, and public health. Members of the task force shall serve without compensation, and the task force will stand abolished on December 31, 2025.
