Waring and Mary Ann Williams Waring in Augusta, Georgia. He was christened at St. Mary's Episcopal Church, Augusta, Georgia. His education consisted of Haines Normal and Industrial Institute for his grammar grades, Frederick Douglass Junior High School and Herring Heights High School in Harlem, New York, Paine College for one year, West Virginia State College where he pledged Alpha Phi Alpha and graduated in 1940, and Columbia University in New York where he earned a Master's Degree in Social Work in 1947.
Phil's association with the Urban League started in the 1950's and lasted until his retirement in 1977. He served as Director of the Urban League in Stamford, Connecticut and in Springfield, Illinois; on the staff in Jacksonville, Florida; twice on the Urban League staff in Harlem, New York; and twice on the Urban League staff in St. Louis. His articles entitled "Going Places by Phil Waring" have appeared in "The Weekly Review" established by Rev. M. J. Whitaker, "The Augusta News-Review" established by Dr. Mallory Millender, "The Augusta Focus" established by Senator Charles Walker (all of Augusta), and the "Atlanta Daily World" established by the Scott Family. This year marked 50 continuous years of his publication and remains the longest mnning column of its kind in the state. Upon his retirement, he decided to come back to Augusta to continue to serve his community. He actively served in many volunteer capacities: 1) he served on the NAACP, 2) organized the Augusta Chapter of the Frontiers Club which is a national professional business group, 3) he was instrumental in the development of the Black Summit Conference at Paine College in 1979, 4) the Augusta Black History Committee, and 5) the Augusta 250th Anniversary Commission. Phil served with the 366th Infantry in World War II, and received the Bronze Star for bravery in Italy.
Mr. Waring was the recipient of scores of awards. Included are the Jefferson Award Medal (1958), the Black Press Award upon his retirement in 1977, from three St. Louis Black newspapers. In 1988, Mr. Waring was presented the distinguished J. W. Brown Historical Award from Paine College. He was named "Augusta Focus" Man of the Year in 1989 and received the Trendsetter Award for Excellence in Journalism presented by "Augusta Focus" in 1992. He received "Man of the Year" honors from the "Augusta News-Review" for his suggestion to change the name of Gwinnett Street to Laney-Walker Boulevard. "Phil Waring has remained a tireless advocate for the proper recognition of the contributions made by African Americans to Augusta's history." He was a true legend of his time.
Survivors are: a devoted brother, Llewellyn Wesley Waring, San Francisco, California; nieces, Nancy Waring, Lou Ann (Allen) Smith, Wendi Waring, San Francisco, California; nephew, Andrew (Judy) Waring, Jr., San Antonio, Texas; niece, Anna Waring, Chicago, Illinois; several cousins and friends, Lillian Johnson, Joseph Gowdy and Chaplain Redd.
