First Meeting.

In response to a call made jointly by a committee of the Charter Members of the Columbus Public Library [Charter Members of the Columbus Public Library (Columbus, Ga.)] and a committee of the Columbus Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)], a large number of the citizens of Columbus [Columbus (Ga.)] assembled at Springer's Opera House [Springer Opera House (Columbus, Ga.)], on the evening of January 10th, to consider the question of establishing a Public Library in the city [Columbus (Ga.)]

On motion of Rev. H. W. Key [Key, Howard W. (Howard Walton), 1851-1911] the meeting was organized by [deleted text (overstrike): calling] electing Prof. H. W. Battle [Battle, H. W., Prof] temporary chairman.

On taking the Chair, Prof. Battle [Battle, H. W., Prof] explained that there existed in the city [Columbus (Ga.)] two societies -- the Charter Members of the Columbus Public Library [Charter Members of the Columbus Public Library (Columbus, Ga.)] and the Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)]-- both having in view the establishment of a Public Library. The purpose of the present meeting was to bring about a unity of effort between these two Societies, and to afford the citizens of Columbus [Columbus (Ga.)] generally an opportunity of participating in the organization and establishment of a [deleted text (overstrike): library] Public Library. He then announced that the meeting was open for business.

On motion of H. R. Goetchius, Esq. [Goetchius, Henry Richard, 1852-1925], Prof. J. H. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] was elected temporary secretary.

Dr. C. E. Estes [Estes, C. E., Dr.], in behalf of the Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)], gave a brief history of that society [Columbus Library and Musical Association (Columbus, Ga.)] and of the efforts it had been making towards [toward] the establishment of a Public Library. He was authorized to say that the Association [Columbus Library and Musical Association (Columbus, Ga.)] would gladly unite with any other society having a similar object in view, provided that the union could be made in such a way as to increase the chances of succeeding in the attainment of the common object.

Mr. G. Gunby Jordan [Jordan, G. Gunby (George Gunby), 1846-1930], in behalf of the Charter members of the Columbus Public Library [Charter Members of the Columbus Public Library (Columbus, Ga.)], stated the nature of the Charter, and explained why no steps had hitherto been taken to carry out its designs. He was authorized to offer the document now to the citizens of Columbus [Columbus (Ga.)], and to invite them to organize under it at once. The Charter Members [Charter Members of the Columbus Public Library (Columbus, Ga.)] appreciated very highly what had already been accomplished by the Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)] towards [toward] the establishment of a library, and they were now desirous of uniting with that body in carrying the work on to complete success. Should the citizens conclude to organize under the proffered Charter, he thought they could do nothing better than to adopt the Constitution and By-Laws of

the Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)], in so far [insofar] as they did not come in conflict with the provisions and requirements of the Charter.
Mr. J. Albert Kirven [Kirven, J. Albert (Joseph Albert), 1849-1918] presented the Constitution and By-Laws of the Columbus Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)], and moved that they be adopted entire by this assembly, excepting only those parts that were in conflict with the provisions and requirements of the Charter.

Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] suggested that the meeting should defer adopting a Constitution and By-Laws until it had resolved itself into some more definite organization, either under the Charter or otherwise.

Mr. Kirven [Kirven, J. Albert (Joseph Albert), 1849-1918] agreed to withdraw his motion [deleted text (overstrike): for the present,] until the meeting should form itself into a more definite organization.

John Peabody, Esq. [Peabody, John, 1830-1894] moved that this meeting do now organize itself into a society under the name and style of the Columbus Public library Association [Columbus Public Library Association (Columbus, Ga.)], and that it accept the Charter offered by the Charter Members [Charter Members of the Columbus Public Library (Columbus, Ga.)].

Carried unanimously.

Mr. J. Albert Kirvin [Kirven, J. Albert (Joseph Albert), 1849-1918] moved that the Columbus Public Library Association [Columbus Public Library Association (Columbus, Ga.)] adopt as its constitution and By-Laws, the Constitution and

By-Laws of the Columbus Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)], excepting only those parts that [deleted text (overstrike): were] might be in conflict with the provisions and requirements of the Charter. -- Carried.
Dr. C. E. Estes [Estes, C. E., Dr.] moved that that clause of the Constitution which reads "The management of the society [Columbus Public Library Association (Columbus, Ga.)] shall be placed in [deleted text (overstrike): the hands of] charge of a president, a 1st , 2nd, and a 3rd Vice-President, a Secretary and a treasurer. These officers shall constitute a board of council, etc [et cetera]," be so amended as to read, "The management of the Society [Columbus Public Library Association (Columbus, Ga.)] shall be placed in the hands of charge of a president, a 1st, a 2nd, a 3rd, and a 4th Vice President, a secretary, and a treasurer. These officers shall constitute a Board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], &c. [et cetera]" Carried.

John Peabody, Esq. [Peabody, John, 1830-1894] moved that [deleted text (overstrike): a com] the Association [Columbus Public Library Association (Columbus, Ga.)] now proceed to the election of permanent officers, and that a committee of three be appointed to make nominations.

Rev. A. B. Campbell [Campbell, A. B., Rev.] moved, as a substitute to Mr. Peabody's [Peabody, John, 1830-1894] motion, that the officers be chosen by acclimation [acclamation]. On further discussion the [deleted text (overstrike): motion] substitute was withdrawn.

Mr. J. E. Webster [Webster, Joseph E.] moved that the motion be amended by saying a Committee of five instead of a committee of three. The amendment was accepted, and the motion prevailed.

Mr. Cliff B. Grimes [Grimes, Cliff B., 1842-1915] moved that during the absence of the Committee [Columbus Public Library Association (Columbus, Ga.). Nominations Committee] the secretary be instructed to enroll all persons present who wished to become members of the Association [Columbus Public Library Association (Columbus, Ga.)]. -- Passed.

Mr. G. Gunby Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] stated that he was authorized to present the names of all the Charter members [Charter Members of the Columbus Public Library (Columbus, Ga.)] for enrollment.

Dr. C. E. Estes [Estes, C. E., Dr.] said that he felt authorized to transfer the entire membership of the Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)] to this Association [Columbus Public Library Association (Columbus, Ga.)], reserving for each member, however, the privelege [privilege] of withdrawing his name if he chose.

The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] completed the enrollment in accordance with the instructions.

It was moved that the Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] be instructed to cast the ballot of the Association [Columbus Public Library Association (Columbus, Ga.)] for the gentleman [gentlemen] nominated. Carried unanimously. In accordance with the instructions the Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] cast the ballot of the Association [Columbus Public Library Association (Columbus, Ga.)] for the nominees, and the Chairman [Battle, H. W., Prof.] declared them duly elected.

The Chairman [Battle, H. W., Prof.] then declared that the work of the temporary organization was now completed, and thanking the assembly for the courtesy extended to him, he retired from the chair in favor of President Estes [Estes, C. E., Dr.].

2. Permanent Organization.
President Estes [Estes, C. E., Dr.] on taking the Chair thanked the Association [Columbus Public Library Association (Columbus, Ga.)] for the honor conferred upon him, and pledged his best efforts in the interest of the Association [Columbus Public Library Association (Columbus, Ga.)] and in the discharge of his official duties. He then announced that the Chair was ready to proceed with business.

On motion the thanks of the Association [Columbus Public Library Association (Columbus, Ga.)] were extended to Prof. H. W. Battle [Battle, H. W., Prof] for the graceful and impartial manner in which

he had presided over its temporary organization.
On motion the thanks of the meeting were extended to Mr. Springer [Springer, Francis Joseph, 1834-1882] for the free use of the Opera House [Springer Opera House (Columbus, Ga.)].

Mr. Cliff B. Grimes [Grimes, Cliff B., 1842-1915] moved that a committee of five (5) be appointed to revise the Constitution and By-Laws of the Association [Columbus Public Library Association (Columbus, Ga.)], with instructions to report at the next meeting of the Association [Columbus Public Library Association (Columbus, Ga.)]. Passed. The President [Estes, C. E., Dr.] appointed the following as the Committee [Columbus Public Library Association (Columbus, Ga.). Constitution and By-Law Committee]: Cliff. B. Grimes [Grimes, Cliff B., 1842-1915], H. W. Battle [Battle, H. W., Prof], George F. Chase [Chase, George E.], L. Meyer [Meyer, L.], and Richard Kirvin [Kirven, Richard M., 1851-1912].

Rev. W. C. Hunter [Hunter, W. C., Rev.] moved that the President [Estes, C. E., Dr.] be instructed to call the next meeting of the Association [Columbus Public Library Association (Columbus, Ga.)] as soon as practicable after the Committee [Columbus Public Library Association (Columbus, Ga.). Constitution and By-Law Committee] has finished its work of revising the Constitution and By Laws. Passed.

On Motion the Association [Columbus Public Library Association (Columbus, Ga.)] then adjourned, subject to the call of the President [Estes, C. E., Dr.].

Second Meeting.
January 23d, 1881.
At the call of the President [Estes, C. E., Dr.] the Columbus Library Association [Columbus Public Library Association (Columbus, Ga.)] assembled in the Columbus Guards Armory on the evening of Jan 23, 1881. The meeting was called to order by the President [Estes, C. E., Dr.]. The President [Estes, C. E., Dr.] announced that the purpose of the meeting was to receive and consider the Report of Committee [Columbus Public Library Association (Columbus, Ga.). Constitution and By-Law Committee] appointed at the last meeting to revise the Constitution and By Laws of the Association [Columbus Public Library Association (Columbus, Ga.)]. The Committee [Columbus Public Library Association (Columbus, Ga.). Constitution and By-Law Committee] was composed of Messrs. Cliff B. Grimes [Grimes, Cliff B., 1842-1915], H. W. Battle [Battle, H. W., Prof], Geo. F. Chase [Chase, George E.], L. Meyer [Meyer, L.], and Richd. Kirven [Kirven, Richard M., 1851-1912].

Mr. Cliff B. Grimes [Grimes, Cliff B., 1842-1915] in behalf of the Committee [Columbus Public Library Association (Columbus, Ga.). Constitution and By-Law Committee] presented and read the Report. On motion the Report was received.

Mr. Henry R. Goetchius [Goetchius, Henry Richard, 1852-1925] moved that the Report be taken up and considered by Sections. Passed.

In accordance with Mr. Goetchius' [Goetchius, Henry Richard, 1852-1925] motion the Association [Columbus Public Library Association (Columbus, Ga.)] then proceeded to consider and vote upon each section of the Report separately. Amendments were offered to several sections and were duly passed by the Association [Columbus Public Library Association (Columbus, Ga.)].

The Report, thus amended, was then adopted as a whole by a unanimous vote of the Association [Columbus Public Library Association (Columbus, Ga.)], and was declared to be The Constitution and By-Laws of the Columbus Public Library [Columbus Public Library (Columbus, Ga.)] .

The Report as adopted was as follows:

2. CONSTITUTION AND BY-LAWS.
1. ARTICLE I.
This association shall be known as the Columbus Public Library Association [Columbus Public Library Association (Columbus, Ga.)].

2. ARTICLE II.
The officers of this association [Columbus Public Library Association (Columbus, Ga.)] shall consist of a board of nine directors, who shall be elected by ballot at the regular annual meeting, for the term of one year. The nine members who receive the highest number of votes shall be declared elected. Immediately after the election the directors shall proceed to elect from among themselves the following officers: A president, two vice-presidents, a secretary and treasurer.

3. ARTICLE III.
The government of the association [Columbus Public Library Association (Columbus, Ga.)] shall be vested in the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors], who shall have power to fill all vacancies in their own number, five members being a quorum. The board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] shall meet at least once in each month for the transaction of business, and shall make, through the president, a report of the affairs of the association [Columbus Public Library Association (Columbus, Ga.)] at the annual meeting.

4. ARTICLE IV.
The president shall preside at all meetings of the association [Columbus Public Library Association (Columbus, Ga.)] and preserve order therein. He shall be entitled to a vote on all questions before the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], and in case of an equal division of the members at any general meeting he shall give the casting vote. In his absence one of the vice-presidents shall preside and perform his duties.

5. ARTICLE V.
The secretary shall conduct and keep a record of the correspondence of the association [Columbus Public Library Association (Columbus, Ga.)] and shall keep an accurate account of the business of the association [Columbus Public Library Association (Columbus, Ga.)], and a true record of the proceedings of the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] and of the general meetings.

6. ARTICLE VI.
The treasurer shall be the custodian of the funds of the association [Columbus Public Library Association (Columbus, Ga.)], pay all claims against it when signed by the finance committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee], keep a regular account of the financial concerns, and render to the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] at each monthly meeting a statement showing the amounts received and expended by him since the last meeting, the sums due the association [Columbus Public Library Association (Columbus, Ga.)], and by whom, and the balance in the bank to the credit of the association [Columbus Public Library Association (Columbus, Ga.)] accompanying said statement with a list of members in arrears He shall also make a semi-annual report to the finance committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee], accompanied by proper vouchers; the same to be examined by said committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee] and submitted to the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] at the next succeeding monthly meeting. He shall give a bond, the amount to be assessed and the bond approved by the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors].

7. ARTICLE VII.
The board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] shall appoint a librarian and fix the amount of his salary. He shall be required to give a bond, amount to be assessed and the bond approved by board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors]. He shall have charge of the library [Columbus Public Library (Columbus, Ga.)], keep the rooms open as instructed by the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], issue books to the members under the rules prescribed by the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] or library committee [Columbus Public Library Association (Columbus, Ga.). Library Committee], and collect the dues and fines of members and turn over the same to the treasurer, taking his receipt therefor. He shall keep in a suitable book a "roll of membership," which shall be open to the inspection of the association [Columbus Public Library Association (Columbus, Ga.)], and render to the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] at each monthly meeting a statement of dues collected, new books received, and number of books issued members during the month, together with such suggestions and recommendations as he may think proper, and perform such other duties as ma [may] be required of him by the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] of [or] library committee [Columbus Public Library Association (Columbus, Ga.). Library Committee].

8. ARTICLE VIII.
Any white person may become a member of this association [Columbus Public Library Association (Columbus, Ga.)] if approved [unclear text (damage): by the majority] of the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors]. [unclear text (damage): By] paying an initiation fee of one dollar. Any person admitted remains a member so long as he shall continue to pay his annual dues and comply with the rules and regulations of the association [Columbus Public Library Association (Columbus, Ga.)] If his membership be discontinued, it may be renewed at any time thereafter, upon the approval of the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], beginning from a new date.

9. ARTICLE IX.
Section 1. The annual dues to be paid by members shall be $3.00, payable quarterly, in advance, in four equal installments, and in no case shall a vote be taken upon an application for membership unless the initiation fee and one quarter dues shall have been previously deposited with the treasurer.

Sec. [Section] 2. Members who have paid all dues required of them shall constitute the stockholders of the association [Columbus Public Library Association (Columbus, Ga.)].

Sec. [Section] 3. If the dues of any member remain unpaid for the term of six months his or her privileges and rights of membership shall be forfeited unless the delinquency be excused by the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors].

10. ARTICLE X.
Any person eligible to membership in this association [Columbus Public Library Association (Columbus, Ga.)] may become a life member with all the privileges of the association [Columbus Public Library Association (Columbus, Ga.)] on the payment of $25 in advance.

11. ARTICLE XI.
Section 1. There shall be an annual meeting of the members of the association [Columbus Public Library Association (Columbus, Ga.)] on the second Wednesday in January in each year, for the election of officers and other business, and no member shall be allowed to vote who is in arrears for dues.

Section 2. A membership of at least six months shall be requisite to make a member eligible to any office, after the first election of officers, and twenty-five members will constitute as quorum.

12. ARTICLE XII.
At the first regular meeting of the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] after the annual meeting, the president shall appoint from among the directors the following standing committees -- viz [videlicet]: Committee on finance [Columbus Public Library Association (Columbus, Ga.). Finance Committee], committee on library [Columbus Public Library Association (Columbus, Ga.). Library Committee], committee on lectures and entertainments [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee].

13. ARTICLE XIII.
It shall be the duty of the finance committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee] to examine all bills presented against the association [Columbus Public Library Association (Columbus, Ga.)] and approve or reject the same. They shall audit the semi-annual report of the treasurer and submit the same to the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], to be entered on the minutes or disposed of as they shall direct, and at each annual meeting submit a report of the financial concerns of the association [Columbus Public Library Association (Columbus, Ga.)].

14. ARTICLE XIV.
It shall be duty of the committee on the library [Columbus Public Library Association (Columbus, Ga.). Library Committee] to make regulations for the giving out of books and for the general government and care of the library [Columbus Public Library (Columbus, Ga.)] rooms and buildings, subject to the approval of the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], to procure proper books for the library [Columbus Public Library (Columbus, Ga.)]; to examine the library [Columbus Public Library (Columbus, Ga.)] quarterly; to look particularly into the state of the books as to preservation and order; to report the librarian to the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] for any omission of his duties, and to recommend to the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] any alterations or amendments in the regulations of the library [Columbus Public Library (Columbus, Ga.)] they may deem proper or necessary.

15. ARTICLE XV.
It shall be the duty of the lecture and entertainments committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] to procure lecturers from time to time, and make all arrangements pertaining thereto, and take charge of all entertainments, exhibitions, etc. [et cetera]

16. ARTICLE XVI.
The president may, at his own instance, or shall upon request of five members of the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], or twenty-five members of the association [Columbus Public Library Association (Columbus, Ga.)], call a special meeting, the said call to be advertised in one of the daily papers of the city [Columbus (Ga.)], and posted on the bulletin board of the library [Columbus Public Library (Columbus, Ga.)] for two days previous to said meeting.

17. ARTICLE XVII.
This constitution may be amended by a two-thirds vote of the association [Columbus Public Library Association (Columbus, Ga.)] at two successive general or special meetings.

On motion of Rev. H. W. Key [Key, Howard W. (Howard Walton), 1851-1911] a committee was appointed by the President [Estes, C. E., Dr.] to nominate two additional Directors in accordance with the amendment to Article II of the Constitution.

The Committee nominated Mr. L. G. Schenssler [Schenssler, L. G.] and Mr. Louis Wells [Wells, Louis].

On motion the Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] was instructed to cast the ballot of the association [Columbus Public Library Association (Columbus, Ga.)] for the nominees. The secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] cast the ballot in accordance with these instructions and Messrs Schenssler [Schenssler, L. G.] & Wells [Wells, Louis] were declared [deleted text (overstrike): de] elected members of the Board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors].

There being no further business the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] on motion adjourned.

The President [Estes, C. E., Dr.] called for the Reports of Regular Committees. J. H. Chappell [Chappell, J. Library Committee], read a report giving an account of expenditures involved in fitting up the library [Columbus Public Library (Columbus, Ga.)] and getting it under way. Board of Directors], for their approval and revisal, a set of rules and regulations for the government of the Library [Columbus Public Library (Columbus, Ga.)]. Board of Directors] [deleted text (overstrike): revisal] changes were made in several of the rules and regulations. With these amendments they were unanimously adopted separately and as a whole.

As finally amended and adopted the Rules and Regulations are as follows:

1st: No resident of Columbus [Columbus (Ga.)] or Suburbs who is not a member of this Association [Columbus Public Library Association (Columbus, Ga.)] shall be entitled to the use or privileges of the Library [Columbus Public Library (Columbus, Ga.)].

2nd: Strangers and visitors to the city [Columbus (Ga.)] shall be allowed the freedom of the library [Columbus Public Library (Columbus, Ga.)] rooms, but will not be permitted to take any books or other literature therefrom.

3rd: No person shall be allowed to keep a book out of the library [Columbus Public Library (Columbus, Ga.)] longer than two weeks at a time; if he wishes to retain it a longer time than two weeks, he must bring it back to the library [Columbus Public Library (Columbus, Ga.)] and request renewal of the loan. The librarian may, [deleted text (overstrike): however] always, for good cause shown, decline to renew the loan on any book.

4th: A fine of 3 cts [cents] per day shall be levied for every book kept out of the library [Columbus Public Library (Columbus, Ga.)] in violation of the foregoing rule.

5th: No person shall be allowed to have more that one book at a time out of the library [Columbus Public Library (Columbus, Ga.)], except in case of works that comprise several volumes, in which case a borrower may have two volumes at a time.

6th: Borrowers shall be required to

pay a fine for all unnecessary damage done to books while in their hands, the amount if the fine to be assessed by the librarian in each case, according to the degree of damage done.
7th: Borrowers shall be required to pay for all books that they lose, or refuse to return to the library [Columbus Public Library (Columbus, Ga.)], a sum sufficient to purchase a copy of the book lost.

8th: The librarian must make a full record of every book borrowed before allowing it to leave the library [Columbus Public Library (Columbus, Ga.)], giving its title and number, and stating when and by whom borrowed; he must also require the borrower to sign a written receipt for it, and when the book is returned he must return the receipt to the borrower and make an entry of the transaction on his books.

9th: Daily and weekly papers shall [deleted text (overstrike): in] not [deleted text (overstrike): instance] be taken from the rooms.

10th: Monthly and Quarterly Periodicals shall not be taken from the rooms until the expiration of at least 30 days after their arrival; after that time they shall become subject to all the rules of regular shelf books.

11th: Books of Reference, such as dictionaries, cyclopedias, directories, atlases, &c. [et cetera]

must not be taken from the rooms.
12th: Visitors to the rooms must not remove newspapers from the files.

13th: Smoking in the rooms is positively prohibited.

14th: Card playing and all kinds of gambling are prohibited.

15th: Loud talking, and noisy, boisterous conduct of all kinds are prohibited.

16th: Visitors while in the rooms will in all respects with decorum and propriety be required to conduct themselves

17th: Except when specially ordered otherwise by the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee], the rooms shall be kept open every day, Sunday excepted, from 8 A. M. to 1 P. M., from 2 P. M. to 6 P. M., from 7 P. M. to 10 P. M.

Board of Directors].

The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] stated that he had received a letter from a professional show manager and musician in Atlanta [Atlanta (Ga.)] proposing to come to Columbus [Columbus (Ga.)] and train [deleted text (overstrike): an amateur] company of local amateurs for operatic exhibitions, he to furnish costumes, music, &c. [et cetera], and to receive one half the gross proceeds. The letter had been turned over to the Chairman [Key, Howard W. (Howard Walton), 1851-1911] of the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee].

The President [Estes, C. E., Dr.] stated that he was informed that the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] had determined not to accept the proposition of the Atlanta [Atlanta (Ga.)] showman.

Mr. Schenssler [Schenssler, L. G.] introduced the following Resolution: -- Resolved: Than on and after this meeting all bills against this association [Columbus Public Library Association (Columbus, Ga.)] shall be approved by the proper committee, and at each regular meeting read and referred to the Committee for examination and approval,

and no bill shall be paid before being read at a regular meeting. Passed.
Mr. Schenssler [Schenssler, L. G.] moved that the President [Estes, C. E., Dr.] be instructed to employ some competent and trustworthy person to collect the dues of the library at [deleted text (overstrike): a cost] a commission not to exceed 5% of all amounts collected, and that the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] be instructed to employ some suitable persons, at as low terms as possible, to take charge of the Library [Columbus Public Library (Columbus, Ga.)] Sunday afternoons. Carried.

Mr. Bedell [Bedell, W. R. (William R.)] moved that the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] be instructed to have two signs painted for the library [Columbus Public Library (Columbus, Ga.)], one to be suspended under the windows opening on street, the other to be placed on the main door of the library [Columbus Public Library (Columbus, Ga.)] rooms. Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] moved that Rule 11, of the Rules and Regulations be amended so as to read: Books of reference, such as dictionaries, cyclopedias, directories, atlases, &c [et cetera], and such other books as the Board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] may for special reasons designate must not be taken from the rooms.

Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] moved that Mr. Schenssler's [Schenssler, L. G.] resolution, passed at the last meeting of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors], in reference to the approval and payment of bills, viz [videlicet]; "Resolved: That on and after this meeting all bills against this Association [Columbus Public Library Association (Columbus, Ga.)] shall be approved by the proper committee, and at each regular meeting read and referred to the committee for examination and approval, and no bill shall be paid before being read at a regular meeting," be temporarily suspended, and that the treasurer [Epping, Early H. (Early Hunt), 1862-1909] be instructed to pay at once all bills now in his hands against the Library [Columbus Public Library (Columbus, Ga.)], and that he furnish a list of the same to the secretary [Chappell, J. Board of Directors] were tendered to the Young Men's Catholic Union [Young Men's Catholic Union (Columbus, Ga.)] for their liberal donation to the Library [Columbus Public Library (Columbus, Ga.)] of a full set of Swedenborg's [Swedenborg, Emanuel, 1688-1772] works.

On motion it was determined that the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] proceed to elect a director to fill the vacancy occasioned by Mr. L. C. Levy's [Levy, Lionel C.] resignation at the last meeting.

Mr. Wells [Wells, Louis] nominated Mr. Cliff B. Grimes [Grimes, Cliff B., 1842-1915] for the position. By the unanimous vote of those present the Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] was instructed to cast the ballot of the Board [Columbus Public Library Association (Columbus, Ga.). E., Dr.] stated that he had received a communication from Prof. Dews [Dews, George M., 1830-1891] asking the use of the Library [Columbus Public Library (Columbus, Ga.)] Rooms for Friday Evening, June 3rd, for State School Commissioner Orr [Orr, Gustavus John, 1819-1887] to deliver an address on public education, and [deleted text (overstrike): on] after consultation with several members of the Board [Columbus Public Library Association (Columbus, Ga.). The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] reported that in accordance with the instructions of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] at the last meeting he had had the contract between the Board of Directors of the Library [Columbus Public Library Association (Columbus, Ga.). Board of Directors] and the Board of Trustees of the Public Schools [Columbus (Ga.). Public Schools. Board of Trustees], with reference to the books of the Public School Library [Columbus (Ga.). Public Schools. Library], drawn up in proper form and legally executed in duplicate. When the Articles of Agreement came to be signed the Committee of School Trustees [Columbus (Ga.). Public Schools. Board of Trustees] had requested that the name of B. F. Coleman [Coleman, B. F. (Benjamin F.), d. 1888], President of the Board of Public School Trustees [Columbus (Ga.). Public Schools. Board of Trustees], be inserted [deleted text (overstrike): along] in the last article, by which the same privileges and immunities would be conferred upon him as were given to [deleted text (overstrike): Miss] Profs. Dews [Dews, George M., 1830-1891] and Battle [Battle, H. W., Prof] and Miss Berry [Berry, Anna]. There being no opportunity of consulting the Board of Directors at the time, the officers of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] had, on their own responsibility, granted the request, and the contract was so executed.

The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] read the regular monthly report of the Librarian [Downing, Frank U.] with reference to the management and condition of the Library [Columbus Public Library (Columbus, Ga.)] &c. [et cetera], On motion the Report was received and approved.

The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] stated that in answer to a letter from himself he had recently received a communication from Miss Lila Howard [Howard, Lila] stating that the money which she had raised in this city [Columbus (Ga.)] about a

year ago for a Public Library [deleted text (overstrike): had] she had, some time since, unconditionally tendered to the Park Association of this city [Columbus (Ga.)], but the Association [Columbus Public Library Association (Columbus, Ga.)] had not yet signified its acceptance of it; if said Association [Columbus Public Library Association (Columbus, Ga.)] was willing to relinquish its claims to the money in behalf of the library [Columbus Public Library (Columbus, Ga.)], she, ( Miss Howard [Howard, Lila]) was perfectly willing that it should go that way. For further information in regard to the matter she referred the Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] to Mrs. Carter [Carter, Mrs.], President of the Park Association. Upon communicating with Mrs. Carter [Carter, Mrs.] the Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] had received the reply that the matter would be presented at the next meeting of the Park Association when it would be decided either to accept the money or to turn it over to the Library [Columbus Public Library (Columbus, Ga.)].
Mr. Grimes [Grimes, Cliff B., 1842-1915], Chairman Committee on Entertainments [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee], reported that a letter had been received from Gen. Toombs [Toombs, Robert Augustus, 1810-1885] intimating a desire to be let off from his engagement to lecture here for the benefit of the Library [Columbus Public Library (Columbus, Ga.)]; in reply the committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] had written urging him to fill the engagement if possible as arrangements had been made that would greatly embarrass the library [Columbus Public Library (Columbus, Ga.)] if he [deleted text (overstrike): had] failed to come. To this communication

no answer had yet been received but one was daily expected.
Mr. Schenssler [Schenssler, L. G.] moved that the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] be [deleted text (overstrike): requested] instructed to purchase a Register and have it placed in the same convenient place in the Library [Columbus Public Library (Columbus, Ga.)] rooms with a placard near by [nearby] requesting all strangers visiting the library [Columbus Public Library (Columbus, Ga.)] to [deleted text (overstrike): enter] register their names and place of residence therin [therein]. Passed.

The Report recommended that members leaving the city [Columbus (Ga.)] for the summer be allowed to draw and return books by mail, provided that they deposit with the Librarian [Downing, Frank U.] one dollar, or other sum to be fixed by the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors], to pay mailing expenses and possible fines, the residue of the amount to be refunded to the depositor on his return to the city [Columbus (Ga.)].

On motion of Mr. Schenssler [Schenssler, L. G.] the recommendation of the Librarian [Downing, Frank U.] was referred to the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] with power to act.

Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906], Chairman of the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee], reported that in accordance with the instructions of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] at the last meeting

the Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] had purchased a lot of new books which had first been received and were now upon the library [Columbus Public Library (Columbus, Ga.)] shelves. The bill for the books had not yet been sent in, hence the precise cost was not known, it would probably amount to between sixty and seventy dollars. On account of the state of the treasury the Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] had deemed it best to defer for a while investing the balance of the hundred dollars appropriated for the purchase of books.
The president [Estes, C. E., Dr.] stated that he had been requested by Mr. Frank U. Downing [Downing, Frank U.], Librarian, to communicate to the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] that he had recently accepted the position of Secretary of the Columbus Gas Company, but it would not interfere with his duties as Librarian [Downing, Frank U.], and he petitioned the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] to permit him to move the desk, safe, and books of the Gas Company into the Library [Columbus Public Library (Columbus, Ga.)] and to to [to] use it as the office of the company.

On motion of Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] the president [Estes, C. E., Dr.] was instructed to inform

Mr. Downing [Downing, Frank U.] that in the opinion of the Directors the new work he had undertaken would necessarily conflict very seriously with his duties as Librarian [Downing, Frank U.], hence the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] respectfully requested that he hand in his resignation at the earliest convenient day.
Mr. Schenssler [Schenssler, L. G.] nominated Mr. William Matthews [Matthews, William D.] as Librarian, to take Mr. Downing's [Downing, Frank U.] place as soon as the latter's resignation should be presented and accepted. Passed unanimously.

Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] moved that Mr. Matthews [Matthews, William D.] be offerred [offered] forty dollars a month for his services, with the understanding that the arrangement is only for Mr. Downing's [Downing, Frank U.] unexpired term, which ends Oct. 1st 1881. Passed.

On motion it was adopted as a rule of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] that a fine of fifty cents be imposed upon Directors for every absence from meetings of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors], except in case of sickness or absence from the city [Columbus (Ga.)]. Passed.

In accordance with Article XI, Section 1., of the Constitution the Annual Meeting of the Columbus Library Association [Columbus Public Library Association (Columbus, Ga.)] was held on [deleted text (overstrike): the evening of] Wednesday evening January 11th 1882, for the purpose of electing officers for the ensuing year and for attending to any other business that might properly come before the Association [Columbus Public Library Association (Columbus, Ga.)].

The meeting assembled in Library Hall, Webster Building [Webster Building (Columbus, Ga.)]. There were present the full Board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], about two hundred members of the Association [Columbus Public Library Association (Columbus, Ga.)], and large audience of spectators. President Estes [Estes, C. E., Dr.] in the chair.

At 8 P. M. the President [Estes, C. E., Dr.] called the house to order, and after announcing the purpose of the meeting proceeded to deliver his annual address, as follows:

2. PRESIDENT'S ANNUAL ADDRESS.
LADIES AND GENTLEMEN -- It affords me pleasure to report in behalf of the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], and in compliance with the constitution, that your enterprise may be considered in a flourishing condition.

Twelve months ago you had neither members, books, nor anything save the earnest purpose of a few to try if Columbus [Columbus (Ga.)] people could be moved to another effort in behalf of a library and reading room. The thing has more than once before, even after liberal contributions on the part of some citizens, failed to pass over the breakers into smooth waters. That condition of things has, we believe, been attained, and I think when you contemplate the facts and figures about to be offered for your consideration, that you will be entirely convinced of the feasibility of the enterprise and hereafter do your part like men and women thoroughly in earnest, to carry out a noble purpose to its highest culmination.

On the night of the 10th of January, 1881, there was assembled at Springer's opera house [Springer Opera House (Columbus, Ga.)] comparatively a few persons, when we view the many hundreds of people in Columbus, Ga. [Columbus (Ga.)], old enough to read and reflect. Mr Springer [Springer, Francis Joseph, 1834-1882] generously gave the use of the opera house [Springer Opera House (Columbus, Ga.)] on the occasion, and on that night the Columbus Public Library [Columbus Public Library (Columbus, Ga.)] was organized, not out of the unorganized assembly, but rather it was a coalition of two elements tending in the same direction. The elder of the coalition was a few of your prominent citizens holding a charter which proposed at some time an institute to be named a public library. The younger members of the coalition was an organized society then numbering 125 members, officered and at work, having already formed their constitution. This society was the Columbus Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)]. The question has many times been asked why it was necessary, under the circumstances, to obliterate apparently a vigorous young shoot. The question is quickly answered: The Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)] started out to win the goal which others had essayed and failed to reach. This charter was an impediment to be removed; that being disposed of there remained nothing but timid and doubting Thomases to hinder the onward march. No disrespect, no disparagement, is intended. I state the facts out of which grew the Columbus Public Library [Columbus Public Library (Columbus, Ga.)], and elect this as the suitable time to elucidate the policy which actuated the management of the Library and Musical Association [Columbus Library and Musical Association (Columbus, Ga.)]. We intended to succeed. Did we do it? It is left for your noble institution to speak the word of praise or condemnation. So much for how the thing came about.

It is my honor to be elected president.

The election of these six gentlemen insured the success of the enterprise.

The constitution was adopted Jan. [January] 23d, 1881. It was deemed expedient to raise the number of directors from 7 to 9 in order to give as far as practicable, every shade of opinion a hearing in the management of the association [Columbus Public Library Association (Columbus, Ga.)]. This idea, in my humble opinion, if carried out, is dangerous to the future of your institution. No creed should recommend any man to position here. The man's capability and trustworthiness to the position which he holds in the general estimation of your community, then be the questions propounded when the eligibility of a member to be advanced to the board is under consideration. Let no creeds or dogmas be discussed here directly or indirectly. The question is will the individual fairly, honestly and intelligently carry out your purposes.

Messrs L Schuessler [Schenssler, L. G.] and L Wells [Wells, Louis] were elected to the new memberships on the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] January 26th. Mr F U Downing [Downing, Frank U.] was elected librarian and the campaign was opened. Rooms were secured, members and books solicited, and in this as in every other movement where society at large is at interest, the young unmarried men of our city were foremost. The first contribution of books made was by a young man. The most valuable contribution was made by a young man. What could we do without our young men? Let the girls answer that question. I cannot do the subject justice.

Mr F U Downing [Downing, Frank U.] having, on July 15th, resigned to accept a position with the Columbus Gas Works, Mr W D Matthews [Matthews, William D.], the president efficient officer, was elected to fill out the term. One of the first duties, therefore, of the new board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] will be to elect a librarian for the ensuing year. The 11th of April, Mr L C Levy [Levy, Lionel C.] resigning, Mr C B Grimes [Grimes, Cliff B., 1842-1915] became a member of the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors], and was subsequently made treasurer. August 22nd the Rev Howard W Key [Key, Howard W. (Howard Walton), 1851-1911] resigned, having previously removed to Cuthbert, Ga [Cuthbert (Ga.)], to assume the presidency of Andrew Female college [Andrew Female College], Mr R M Kirven [Kirven, Richard M., 1851-1912] was elected to his place. September 2nd Mr E H Epping [Epping, Early H. (Early Hunt), 1862-1909] resigning Mr H R Goetchius [Goetchius, Henry Richard, 1852-1925] was elected to the vacancy. This, ladies and gentlemen, is the brief history of your board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] as it was elected and the changes since made.

I trust there is not one in this house, even though not a member of the association [Columbus Public Library Association (Columbus, Ga.)], but will give your attention to find out what has been accomplished, and done so quietly that I have known, recently, men of prominence in our city examine with astonishment our Library [Columbus Public Library (Columbus, Ga.)], not believing that a work purely for the public good could be carried on without the usual accompaniment of throtling [throttling] the moneyed citizen until he should disgorge. I assert positively and unequivocally that no person so far as I know has been pressed for a contribution. This Library [Columbus Public Library (Columbus, Ga.)] has not been a beggarly institution. I trust you will never allow it to become so. It has been sustained by its membership for the honor and benefit of the community. I do not say contributions would not be gratefully received. Such moneys go for the public good, and we cannot imagine a man in more graceful light than when refining his gold in the intellectual fires kindled by his free will offerings.

You have on your shelves 4,454 volumes. Some of these books the most famous works the pen of master minds have ever inscribed. In the purchase of books the board [Columbus Public Library Association (Columbus, Ga.)], while not intending to encourage promiscuous novel reading, have felt that it was not their province to prescribe a course of reading for the members, but have from time to time, in response to the demand, purchased a reasonable proportion of books of this class, whilst [while] attempting to supply those with suitable works whose reading leads them into other than the field of fiction.

You have on file in your reading room seventeen daily papers, nineteen weekly newspapers. Of periodical literature eleven of the choicest reviews and magazines published in the country will be found on the reading table. Since January 26th, 1881, you have, by faithfulness to the cause, assembled in your Library [Columbus Public Library (Columbus, Ga.)] rooms, $7,000.00 worth of books and other property. You owe nothing, and have a small balance in your treasury. You have 351 paid up members. Does this read like failure? These figures must be a potent factor in persuading you to a belief in the splendid future of our Library [Columbus Public Library (Columbus, Ga.)]. You must have faith in it if you would have it succeed. You have a sufficient pride and culture of soul to feel the generous current bound in your arteries at mention among strangers of noble institutions flourishing in the place you call home. If you be true man or woman this must be so. Then let's have ground for the claim by slowly, patiently but surely rearing the edifice.

See to it that your neighbor and friend become members. We want a magnificent building, we want choice books, glorious paintings and all that can administer to culture and taste. But you must needs undergo the sore trial of patience to possess yourselves of these things. Let us make a place where our men of learning will, by means of lecture, instruct the searchers of philosophy and truth, where our own orators shall arouse smouldering [smoldering] genius by the quickening shafts of eloquence. This society will not make great men of all who participate, but will, nevertheless, be productive of much good in awakening the sleepy and brightening rusty intellects.

Permit me, in conclusion, to urge upon the society the avoidance of debt in any shape. Though your members should be at any time reduced to a bare twenty-five, without debt you could go on. In the future nothing but reckless management can deprive you of what has been accomplished. I have reference particularly to debts contracted in the vain hope that something will turn up to relieve the pressure. Institutions of this kind are only relieved from financial distress by the auctioneer's hammer. Let it be noised that you are in debt, and your members leave you like rats deserting the sinking ship.

In conclusion, the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] would make public acknowledgement of the immense assistance given them by our city papers. They have contributed hundreds of dollars worth of printers' material, their only recompense the desire of doing a public benefaction. If all our citizens were actuated by the same motive and an equal spirit of liberality, we might have the Athens of America.

We will now quit the dull suggestions which have fallen to my part this evening, and turn to a more pleasing feature. The name of Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] throughout the breadth of your state is associated with the magic spell of oratory. It is not becoming to introducs [introduce] one of your fellow-citizens bearing the name. In behalf of the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] I present our first anniversary orator, Prof. J. Harris Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906].

Prof. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] then proceeded to deliver the annual literary address, his subject being "The Ephemeral and the Perennial in Literature."

At the close of Prof. Chappell's [Chappell, J. Harris (Joseph Harris), 1849-1906] address, the President [Estes, C. E., Dr.] announced that the meeting was now open for business. It was within the province of this meeting to make [deleted text (overstrike): any] amendments to the Constitution and to take any action for the Library [Columbus Public Library (Columbus, Ga.)] not expressly assigned to the Board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors].

Mr. Henry R. Goetchius [Goetchius, Henry Richard, 1852-1925] requested that before the association [Columbus Public Library Association (Columbus, Ga.)] proceeded to regular business a few moments should be allowed him to perform a very pleasant duty in which all present would feel an interest. In a graceful and appropriate speech he then proceeded to present to President Chas. E. Estes [Estes, C. E., Dr.] in behalf of the members of the association [Columbus Public Library Association (Columbus, Ga.)] a handsome goldheaded walking cane as a testimonial of the association's [Columbus Public Library Association (Columbus, Ga.)] high appreciation of the president's [Estes, C. E., Dr.] untiring zeal and invaluable services in the cause of the Library [Columbus Public Library (Columbus, Ga.)]. The president [Estes, C. E., Dr.] responded in an appropriate speech of thanks.

Dr. Pool [Pool, Dr.] moved that the thanks of

the association [Columbus Public Library Association (Columbus, Ga.)] be tendered to the entire Board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] for their faithful and efficient management of the affairs of the Library [Columbus Public Library (Columbus, Ga.)] during the past year. Passed.
Mr. H. R. Goetchius [Goetchius, Henry Richard, 1852-1925] moved that the thanks of the association [Columbus Public Library Association (Columbus, Ga.)] be tendered to Mrs. E. S. Swift [Swift, E. Mr. R. M. Kirven [Kirven, Richard M., 1851-1912] moved that the thanks of the association [Columbus Public Library Association (Columbus, Ga.)] be tendered to the city press for numerous notices published during the year free of charge. Passed.

Mr. G. Gunby Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] moved that a committee of five be appointed to nominate nine directors for the ensuing year.

Mr. E. C. Levy [Levy, Lionel C.] requested Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] withdraw his motion as he ( Levy [Levy, Lionel C.]) had one which he thought would better meet the approbation of the entire association [Columbus Public Library Association (Columbus, Ga.)]. The President [Estes, C. E., Dr.] appointed Messrs. Grimes [Grimes, Cliff B., 1842-1915], Goetchius [Goetchius, Henry Richard, 1852-1925], and Wells [Wells, Louis] a special committee to get up and manage a social entertainment for the benefit of the Library [Columbus Public Library (Columbus, Ga.)]; the entertainment to be given at such time and place as the committee might deem best.

On motion of Mr. Kirven [Kirven, Richard M., 1851-1912] the President [Estes, C. E., Dr.] was instructed to appoint a special committee of three to solicit citizens to become life members of the Association [Columbus Public Library Association (Columbus, Ga.)]. On motion of Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] the following rules in regard to the duties of the librarian were added to the By-laws of the Association [Columbus Public Library Association (Columbus, Ga.)].

1. The Librarian must furnish to the treasurer a new roll of members on the 1st day of each quarter; and must also report to the treasurer all delinquents in ample time for Treasurer to make his Report to the Board on the 2nd succeeding regular meeting.

Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] in behalf of the Committee on life memberships [Columbus Public Library Association (Columbus, Ga.). Committee on Life Memberships], reported that thirteen life members had been virtually secured, and the money could be collected as soon as the certificates were issued. In one or two cases the committee [Columbus Public Library Association (Columbus, Ga.). Committee on Life Memberships] had agreed that the money should be paid in instalments [installments]. Mr. Jordan [Jordan, G. Board of Directors] have the hall for lecture purposes at the very moderate charge of five dollars an evening.

Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906], Chairman Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee], sent in written report which was received and approved.

On motion of Mr. Wells [Wells, Louis] a by law was passed prohibiting all games in the rooms on Sunday.

Sundry Bills against the Library [Columbus Public Library (Columbus, Ga.)] were presented, and being duly confirmed by the finance committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee] were ordered paid.

Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] moved that the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] be instructed to subscribe for the Seaside Library for the current year, and that they purchase

other interesting works of fiction as they are issued from the press, the sum of $36 dollars being appropriated for that purpose. Adopted.
The Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] submitted sundry By-Laws for consideration and adoption. After discussion the following rules were declared as by-laws:

1. Once every three months the librarian shall remove from the shelves and dust every shelf and every book in the Library [Columbus Public Library (Columbus, Ga.)].
2. The books and shelves shall be dusted every afternoon preparatory to opening the library [Columbus Public Library (Columbus, Ga.)] after supper; at the same time the books and papers must all be carefully arranged, and the same order preserved throughout the day as far as is practicable.
3. The lamps must be trimmed and filled every morning, Sunday excepted. There must be no deviation from this rule.
4. Dust must not be allowed to accumulate on the windows, tables or other furniture of the room.
5. No old paper, nor scraps of paper,

nor rubbish of any kind must be allowed [deleted text (overstrike): to accumul] in any of the rooms. A place outside must be found for everything not in actual use.
6. A plentiful supply of fresh water must always be furnished when the rooms are opened. Care must be taken that no dirty basins or towels shall be in sight. Ice must be provided from the 1st of April to the 1st of November, unless otherwise ordered.
7. The Librarian is expected to exercise great care in these matters, as they conduce particularly to the comfort of lady visitors.
8. All weekly periodicals must be bound in strong paper in monthly parts and the name of the periodical must be written on the outside; and this must be done promptly on receipt of the last number for the month.
9. The failure of the porter or of any one else associated with the Library [Columbus Public Library (Columbus, Ga.)] to do his duty shall not excuse the librarian [deleted text (overstrike): from] for failure in carrying out these requirements.
10. If the Librarian consider that any interest of the Library [Columbus Public Library (Columbus, Ga.)] is being damaged, he shall promptly report to some member

of the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] for advice [deleted text (overstrike): and] or remedy.
11. Every rule as to opening and closing the library [Columbus Public Library (Columbus, Ga.)], letting out books, conduct of visitors, or any new rule that the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] or the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] may give to the Librarian, shall be rigidly adhered to. The librarian is the only paid man connected with the library [Columbus Public Library (Columbus, Ga.)], and he will be required to discharge his duty without reference to negligence on the part of others.
12. The librarian shall with care keep Wittich & Kinsel's [Kinsel, C. M. (Charles M.), 1830-1910] time.
The President [Estes, C. E., Dr.] called attention to the fact that the probationary term of the present librarian [Battle, N. W.] had expired and under the rules the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] would now have either to confirm the election of the present incumbent [Battle, N. W.] for the rest of the year or proceed to elect a new librarian.

On motion of Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] was instructed to plan and put into execution a series of "Nite [Night] Meetings" to be given periodically at private houses for the purpose of raising funds for the library [Columbus Public Library (Columbus, Ga.)].

Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] moved that the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] now proceed to elect an anniversary orator to deliver the Literary Address at the Second Annual Meeting of the Library Association [Columbus Public Library Association (Columbus, Ga.)] which would take place on the second Wednesday of next January. Passed.

Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] then nominated Mr. L. C. Levy [Levy, Lionel C.] of this city [Columbus (Ga.)] for the place of anniversary orator, and he was unanimously elected by the Board [Columbus Public Library Association (Columbus, Ga.). Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] in behalf of the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] reported that three hundred copies of the Library Catalogue had been received from the publisher, Mr. Gilbert [Gilbert, Thomas], and had been placed in the library [Columbus Public Library (Columbus, Ga.)] for distribution to members. The rest of the edition, comprising 700 copies, would be received next week, when the committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] would proceed to distribute them among the citizens generally as heretofore directed by the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors].

The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] read a communication from Mr. Elbert Wells [Wells, Elbert] presenting to the Library [Columbus Public Library (Columbus, Ga.)] in behalf of the old Choral Union musical society [Choral Union Music Society (Columbus, Ga.)] all the effects and funds belonging to that society at the time of its dissolution. The donation was made with the special request that the money -- thirty six dollars in cash -- be invested

at once in new books for the Library [Columbus Public Library (Columbus, Ga.)].
On motion the Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] was instructed to return the thanks of Board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] to the former members of the Choral Union [Choral Union Music Society (Columbus, Ga.)] for this liberal donation. The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] was further instructed to invest the money in new books, as requested by the donors.

On motion of Mr. Goetchius [Goetchius, Henry Richard, 1852-1925] the thanks of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] were returned to C. E. Estes [Estes, C. E., Dr.] and J. Harris Chappell [Chappell, J. Library Committee], reported orally that the full edition of the Library Catalogue, viz [videlicet] : 1000 copies, had been received from the publisher Mr. Gilbert [Gilbert, Thomas]; nearly 900 copies had been distributed to members and citizens generally free of charge, as directed by the Board [Columbus Public Library Association (Columbus, Ga.). Library Committee] had endeavored to secure the regular subscription of the Seaside Library. They had written to Roffe's Subscription Agency [Roffe's Subscription Agency] and also to the Publishers, Munroe & Co. [George Munro (Firm)], but for some unexplained reason neither house had [deleted text (overstrike): complied] answered [deleted text (overstrike): with] the order.
Mr. Wells [Wells, Louis] made some inquiries in regard to the duties of the finance committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee] in the matter of auditing accounts &c. [et cetera], and suggested that perhaps the Committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee] had forgotten some of the provisions of Article XIII of the Constitution prescribing [deleted text (overstrike): their] its duties.

G.], Kirven [Kirven, Richard M., 1851-1912], and Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906]. Absent: Directors Grimes [Grimes, Cliff B., 1842-1915] and Wells [Wells, Louis]. The minutes of the last meeting were read and confirmed.

The report of the standing committees was called for. Mr. Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906], Chairman of the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee], reported that [deleted text (overstrike): every effort had been made by the] the committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] having failed to secure a subscription to the Seaside Library had made temporary arrangements with a local bookseller to furnish the Library [Columbus Public Library (Columbus, Ga.)] with Seasides at a discount of 15%, -- Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] said that he would use personal efforts to secure a subscription of the Seasides from the publishers Munroe & Co [George Munro (Firm)] of New York [New York (N.Y.)].

The Librarian's [Battle, N. W.] Report was read and received. It showed 375 members on the roll; 550 books issued during the month of July; two new members added and six members withdrew during the

month of July.
The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] read a communication from the Librarian, Mr. W. N. Battle [Battle, N. W.], offering the resignation of his office to the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors]. On motion of Mr. Schenssler [Schenssler, L. G.] the resignation was accepted.

The President [Estes, C. E., Dr.] announced that the next thing in order was to [deleted text (overstrike): fill the] elect [deleted text (overstrike): the] a Librarian to fill the vacancy occasioned by Mr. Battle's [Battle, N. W.] resignation.

Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] nominated Mr. Charles Redd [Redd, Charles] for the position.

The President [Estes, C. E., Dr.] stated he had received a communication from Mrs. Louise Clark Pyrnelle [Pyrnelle, Louise Clark] asking that her name be presented as an applicant for the place, but he had written to Mrs. Pyrnelle [Pyrnelle, Louise Clark] that women were not eligible to the position.

Mr. Goetchius [Goetchius, Henry Richard, 1852-1925] nominated Mr. Robt. B. Thomas [Thomas, Robert B.].

President Estes [Estes, C. E., Dr.] nominated Mr. Jas. G. Moon [Moon, James G.].

The Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] announced that he had received communications from the following gentlemen requesting him to present their names as applicants for the position, viz [videlicet]: Dr. H. M. Jeter [Jeter, H. M.], Mr. W. D. Matthews [Matthews, William D.], [deleted text (overstrike): and] Mr. Lawson W. Kimbrough [Kimbrough, Lawson W.], and Mr. Ed. Cargill [Cargill, Edward K.].

On examination the Secretary [Chappell, J. Harris (Joseph Harris), 1849-1906] found that three of the applicants, viz [videlicet]; Messrs. Kimbrough [Kimbrough, Lawson W.], Jeter [Jeter, H. M.], and Cargill [Cargill, Edward K.] were not members of the Association [Columbus Public Library Association (Columbus, Ga.)], and hence could not be candidates for the position of Librarian.

The President [Estes, C. E., Dr.] then announced the following as candidates to balloted for, and appointed Mr. Goetchius [Goetchuis, Henry Richard, 1852-1925] to manage the election.


The election resulted as follows:
1st Ballot: Thomas [Thomas, Robert B.], 2; Matthews [Matthews, William D.] 1; Moon [Moon, James G.] 4; Redd [Redd, Charles] 1.

Resolved: That from and after August 1st, 1882, the pay of the librarian shall be as follows -- A stated salary of fifty dollars ($50) per month, and in addition thereto a rate of three per cent [percent] on all collected dues & fines, and a further rate of fifteen per cent [percent] upon all collected initiation fees.

A motion was offered and passed that the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] be instructed

Mr. Goetchius [Goetchius, Henry Richard, 1852-1925] reported in behalf of the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] that [deleted text (overstrike): the] in accordance with a motion passed at the last meeting of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors], the committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] had thoroughly canvassed the question of a series of nite [night] meetings for the benefit of the Library [Columbus Public Library (Columbus, Ga.)] and had concluded that it would not be advisable to organize such meetings for the present as owing to social circumstances they would probably not be successful at this time. The committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] would start the meetings as soon as there was a prospect of success.

President Estes [Estes, C. E., Dr.] unfolded to the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] a plan for a series of Art Loan Exhibitions to be given under the auspices of the

Library [Columbus Public Library (Columbus, Ga.)] as a substitute for the proposed nite [night] meetings. -- After full discussion of the subject to the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] it was agreed that the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] be authorized to adopt the suggestion of President Estes [Estes, C. E., Dr.].
The Librarian [Moon, James G.] presented a special report stating that in accordance with the instructions given him by the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] he had turned over to Mr. Edwin C. Estes [Estes, C. E., Dr.] the books which he had loaned to the Library [Columbus Public Library (Columbus, Ga.)]. Eight volumes of the lot were missing, but the librarian [Moon, James G.] hoped to find them as soon as he had an opportunity of searching the library [Columbus Public Library (Columbus, Ga.)] thoroughly for them. Several volumes were so badly damaged that Mr. Estes [Estes, C. E., Dr.] claimed that they should be replaced by new ones.

Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] moved that the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] be instructed to purchase at once for the Library [Columbus Public Library (Columbus, Ga.)] copies of the works withdrawn by Mr. Estes [Estes, C. E., Dr.] or at least such of them as the committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] might deem most important for the library [Columbus Public Library (Columbus, Ga.)] to have. Mr. Jordan [Jordan, G. Gunby (George Gunby), 1846-1930] further proposed to lend [deleted text (overstrike): to the library for] to the library [Columbus Public Library (Columbus, Ga.)] [deleted text (overstrike): for this purpose],

if necessary, a sum sufficient for this purpose, for a term of six months or one year, at 8% interest. -- The motion was unanimously carried, and [deleted text (overstrike): the] Mr. Jordan's [Jordan, G. Gunby (George Gunby), 1846-1930] offer in regard to the loan of the money gratefully accepted.

In accordance with the provisions of the Constitution thereof the Columbus Public Library Association [Columbus Public Library Association (Columbus, Ga.)] held its Third Annual Meeting in Webster's Library Hall on the Evening of January 15th 1883, the meeting having for its object the Election of a new board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] for the ensuing year & the transaction of any other business that might be for the good of the association [Columbus Public Library Association (Columbus, Ga.)] -- Present were the board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] (except Directors Grimes [Grimes, Cliff B., 1842-1915], Jordan [Jordan, G. Gunby (George Gunby), 1846-1930], Schenssler [Schenssler, L. G.] & Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906]) and about three hundred members -- The meeting was called to order at 8 o'clock, by President Chas E Estes [Estes, C. E., Dr. ] then submitted his annual report which was as follows: --

Ladies and Gentlemen: We have reason for congratulating ourselves on having reached our second anniversary in a promising condition as to the future.

Nevertheless, I would not have you understand that your future prosperity is so well assured as to warrant indifference on your part. The contrary is the fact. If you who have enjoyed the privileges of the library [Columbus Public Library (Columbus, Ga.)] fail to discharge your duty in talking library any and everywhere, thereby supporting your board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors], there will nothing be added to your shelves during the next twelve months and you may lose some of the fascination belonging to success.

Your membership is not large enough, at the present rates charged, to carry out the great public work which you have designed. An extra amount of labor has therefore devolved upon the members of your board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] to meet this money deficiency. The entertainment committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] have submitted for approval, and carried out various plans whereby several hundred dollars have been raised and appropriated for new books.

It is my opinion that a book fund should be created by increasing the dues 25 cents per month, this fund to be known as the book fund, and so collected by the librarian [Moon, James G.], and turned over to the treasurer [Grimes, Cliff B., 1842-1915] to be used exclusively in the purchase of new books. This would insure month by month the growth of your library [Columbus Public Library (Columbus, Ga.)]. If this measure should meet with the support of two-thirds of the membership, it would place the institution on a foundation as solid as the granite of your river. This would make your fees and dues yet less than any other institution of kindred nature in the state.

Although the membership has only increased fifty-four during the past twelve months, the habit of reading has grown one hundred per cent [percent].

Librarian Matthews [Matthews, William D.] reported to the board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] January 6, 1882, 351 paid up members; books issued for the month ending January 6, 1882, 453.

Librarian Moon [Moon, James G.] reports for the corresponding time of January, 1883, 405 members and number of books issued 875. During the past few months the number of books issued has never fallen under 800 per month.

I cannot too earnestly commend your efforts to make this the resort of the homeless stranger in your midst. With this object in view your board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] have placed cards in all our hotels inviting strangers to visit the rooms.

Four hundred members ought to create a wave which would bring every thinking man or woman to the support of the library [Columbus Public Library (Columbus, Ga.)]. Its purposes are laudable. The pride of a nation, of this city [Columbus (Ga.)], should be her schools, colleges and public library. These three constitute the vanguard of civilization and human liberty. Without either a country will lapse into vice and the service of masters.

I thank the city papers for the many courtesies shown the officers of this association [Columbus Public Library Association (Columbus, Ga.)]. Their assistance has been invaluable to the association [Columbus Public Library Association (Columbus, Ga.)] at every step of its progress. It is also a great pleasure to particularly mention the zealous aid rendered by the ENQUIRER-SUN during the past two years. The privilege of aiding a public enterprise is all that paper has asked -- all the reward received for the immense amount of editing and printing for your association [Columbus Public Library Association (Columbus, Ga.)].

For the kind consideration always evinced for the board of directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] and your presiding officer, accept my sincere thanks. You, the members of this association [Columbus Public Library Association (Columbus, Ga.)], have achieved an important work for the educational interests of your city [Columbus (Ga.)]. Continue to place stone upon stone until the edifice is so high, so imposing, that the light of ages gathered within its walls shall quicken the minds and noble qualities of all our people.

3. REPORT OF ENTERTAINMENT COMMITTEE [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee].
H. R. Goetchius, Esq. [Goetchius, Henry Richard, 1852-1925], in behalf of the entertainment committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee], reported that several entertainments had been given during the year, all of which were very successful. Thanks to the ladies -- there is now on foot a grand "International Art Exposition" to begin on the 30th of January, by which they hoped to realize at least $1,000.

The annual address being in order the Honorable Lionel C Levy [Levy, Lionel C.], the orator of the evening was presented. An extract from one of the city papers upon the subject of this address is here inserted in lieu of other minute --

1. THE ANNUAL ADDRESS.
In a very appropriate manner, Henry R. Goetchius, Esq. [Goetchius, Henry Richard, 1852-1925], introduced Lionel C. Levy, Esq. [Levy, Lionel C.], who had been invited to deliver the annual address. And what shall we say in criticising [criticizing] that which is itself, a criticism. Criticism is like champaign [champagne], nothing more execrable if bad, nothing more excellent if good. If rich, generous and sparkling, it communicates a genial glow to the spirits, improves the taste, expands the heart and is worthy of being introduced at the symposium of the gods. Mr. Levy [Levy, Lionel C.] evidently has the highest regard for Shakspeare [Shakespeare, William, 1564-1616], and the work of this great and distinguished poet was his theme on this occasion. His was a sound and legitimate criticism and the disinterested convictions of a man of sensibility who enters into the letter of his author, and who can follow him to the height of his compass, and while he sympathized with every brilliant power and genuine passion of the poet he was not so far carried out of himself as to indulge his admiration at the expense of his judgment.

The speaker made no pretence to originality more than a compilation from the work; yet it was entirely original and a richer literary treat is not often offered to the people of Columbus [Columbus (Ga.)]. He is a man of versatile talent and the address last evening voices the [unclear text (damage): ] and [unclear text (damage): sentiments] of the poetic temperament of one who is evidently a lover and read of fine poetry. In the delivery, we can pay no higher compliment than to say it was characteristic of Mr. Levy [Levy, Lionel C.]. On a stand near the speaker was a marble cast of Shakespeare [Shakespeare, William, 1564-1616] and after "salutation and greeting to you all," he invited the audience to "approach and behold the marble."

It were impossible for one to appreciate, that did not hear this literary treat, nor do we propose to mar by an attempt at a synopsis Suffice it to say that

"All the world's a stage
And all the men and women merely players;
They have their exits and their entrances;
And one man in his time plays many parts,"
and this was the idea conveyed. We have seldom seen a more interested audience. The speaker received the heartiest congratulations and the directors are due the thanks of the people for such an excellent selection in their orator.

The chairman then announced that the next business in order was the election of nine directors. The election was entered into and resulted in the choice of the following gentlemen: J A Walker [Walker, Joel A.], Dr. Geo. W McElhenny [McIlhenny, George W.], C B Grimes [Grimes, Cliff B., 1842-1915], H R Goetchius [Goetchius, Henry Richard, 1852-1925], T M Foley [Foley, Theodore M.], Professor Mooty [Mooty, A. P. E., Dr.] also declined to serve longer as president, stating that he thought for the best interest of the library [Columbus Public Library (Columbus, Ga.)] to make an occasional change. Dr Estes [Estes, C. E., Dr.] has made a faithful and zealous officer, and it was with regret that the association [Columbus Public Library Association (Columbus, Ga.)] received the announcement of his decision to serve no longer. The same can well be said of those directors who declined a re election [re-election], yet we are glad to say that their places have been filled by gentlemen on whom the association [Columbus Public Library Association (Columbus, Ga.)] can confidently rely to successfully carry it on to that high place in public favor and usefulness which it is destined to reach.

The chair called a meeting of the two boards for Jany [January] 16th P.M.

The regular monthly meeting of the Board of Directors [Columbus Public Library Association (Columbus, Ga.). Board of Directors] was held in Library rooms [Columbus Public Library (Columbus, Ga.)]. The meeting was called to order by the President [Goetchius, Henry Richard, 1852-1925] -- In the absence of Secretary Foley [Foley, Theodore M.], who had the record book. The chair appointed T J Chappell [Chappell, T. J. (Thomas Jefferson)] as secretary pro-tem [tempore] & announced that the reading of the minutes of the meetings previously held would have to be dispensed with -- Upon the roll call a full Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] was present except Mr. T. M. Foley [Foley, Theodore M.] -- The monthly report of the Librarian [Moon, James G.] was read & received -- Upon report of special committees. Mr Walker [Walker, Joel A.] Chairman of the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] reported that the Art Exhibition and Festival recently held had proven a grand success

financially & in every other sense -- He reported several articles left as donations made the entertainment & stated that some disposition would have to be made of them -- Upon motion the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] was authorized to have charge of & dispose of the articles as reported -- The Treasurer [Grimes, Cliff B., 1842-1915] submitted his report showing a balance in the Treasury of $115761 -- & that he had received from Mrs R. A. Carson [Carson, R. A., Mrs.] Treasurer of the Art Exhibition & Festival as the net proceeds of that entertainment the sum of $100118 -- The following a/cs [accounts] -- having been approved by the Finance Committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee] were ordered paid: -- C. E. Phillips [Phillips, C. E.] -- coal a/c [account] 800 -- The following a/cs [accounts] were submitted & referred back to finance committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee] with instructions to that committee [Columbus Public Library Association (Columbus, Ga.). Finance Committee] to look into correctness of same & to pay if found correct -- to wit -- a/c [account] favor of J W Pease [Pease, J. W.] for and a/c [account] favor of Smith & Whitesides for --
The Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] reported that the Treasurer [Grimes, Cliff B., 1842-1915] & Librarian [Moon, James G.] had each given bond with approved security -- in the sum of $500 -- They reported also that upon sundry suggestions submitted as to purchase of particular books & subscriptions to certain magazines they had not yet acted. They reported times of Subscription expired for Scientific American Feby [February] 14/83 -- $320 -- Spirit of the Times Feby [February] 10/83 -- 500. Music & Drama Dec [December] 30/82 -- Popular Science Monthly Jany [January]/83 -- 500 The North American Review and The Century Magazine -- They recommended renewal of all of the above -- Report was received & adopted and an order was granted for appropriations for the renewals --

On motion of Mr Walker [Walker, Joel A.] the application of Mrs Mark A Bradford [Bradford, Mark A., Mrs.] for a Life membership was granted & it was ordered that a certificate be issued to her upon payment of the regular fee -- Under the head of new business Mr Grimes [Grimes, Cliff B., 1842-1915] moved that the president [Goetchius, Henry Richard, 1852-1925] be authorized to employ a competent person to repair the oil paintings in the Library rooms [Columbus Public Library (Columbus, Ga.)] loaned by Mr. Rivlin [Kivlin?] and to draw his warrant for the amount necessary in said repair -- Adopted -- Mr Walker [Walker, Joel A.] of the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] submitted a proposition from Miss Mollie Thomas [Thompson, Mollie] in which she offered to get up an opera for the benefit of the Library [Columbus Public Library (Columbus, Ga.)] -- the proceeds to be devoted to the purchase of a piano for the Library [Columbus Public Library (Columbus, Ga.)] -- The matter was referred to the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] with instructions to report at next meeting -- A general discussion arose upon the subject of the establishment of a "Ladies Room" for the Library [Columbus Public Library (Columbus, Ga.)] -- The matter was referred to the Entertainment Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] -- Mr Grimes [Grimes, Cliff B., 1842-1915] moved that the Secretary [Foley, Theodore M.] address a letter to Mrs Webster [Webster, Mrs.] the owner of the Library Building and inform her that unless the Skating Rink which was in the hall above the Library Rooms [Columbus Public Library (Columbus, Ga.)] was discontinued the Library [Columbus Public Library (Columbus, Ga.)] would have to close doors -- The motion was carried & the Secretary [Foley, Theodore M.] ordered to write at once -- The Skating rink was then declared a nuisance & a great draw back to the Library [Columbus Public Library (Columbus, Ga.)]. Invitations from Mr Grimes [Grimes, Cliff B., 1842-1915] to the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] tendering his office for its

meeting in order to avoid the Rink noise was accepted -- Prof Battle [Battle, H. W., Prof.] moved that the Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] invest four hundred dollars in new books at once & that one hundred dollars be expended monthly thereafter until as much as five hundred dollars had been so expended -- The notion was unanimously carried -- The president [Goetchius, Henry Richard, 1825-1925] submitted a letter from Mr E H Briggs [Briggs, E. H.] of #13 Boylston Place, Boston [Boston (Mass.)], offering assistance in purchase of new books -- the President [Goetchius, Henry Richard, 1852-1925] also suggested that the Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] correspond with Prof Harris Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906], now in New York [New York (N.Y.)] & a former director of the Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] -- The committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] were instructed to make up a list of new books & send on at once -- Upon Motion Dr McElhenny [McIlhenny, George W.] was appointed as a special committee of one to compile the rules & by laws of the Library Association [Columbus Public Library Association (Columbus, Ga.)] & report at the next meeting -- The Board [Columbus Public Library Association (Columbus, Ga.). Board of Directors] then adjourned --

The reports of Committees were called for and The Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] through its Chairman Mr Chappell [Chappell, T. J. (Thomas Jefferson)] reported verbally that the Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] in pursuance of a resolution passed at last meeting, had carefully prepared a list of new books, and were in correspondence with Dealers for their purchase -- he also stated that they had communicated with Ex Director J Harris Chappell [Chappell, J. Harris (Joseph Harris), 1849-1906] in New York City [New York (N.Y.)], regarding the matter and he had kindly offered to assist in making the purchases -- The committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] reported that they had renewed subscriptions to the various magazines whose terms had expired Mr Walker [Walker, Joel A.] Chairman of Committee on Entertainment [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] reported that the Committee [Columbus Public Library Association (Columbus, Ga.). Lectures and Entertainments Committee] had stored at Foley's Auction House [Foley's Auction House (Columbus, Ga.)] the Lumber used in the late festival -- and that they had sent for sale at auction a lot of calico, sheeting &c. [et cetera] for a/c [account] of the Library [Columbus Public Library (Columbus, Ga.)] -- He made a full statement concerning the entertainment tendered the Library [Columbus Public Library (Columbus, Ga.)] by Miss Mollie Thomas [Thomas, Mollie], that he had accepted her proposition on the terms that she should furnish everything, and be responsible for all bills and out of the net proceeds shared, if enough, purchase a Piano for the Library [Columbus Public Library (Columbus, Ga.)] -- He further reported that he held a Plaque which had been raffled at the late festival and won by a northern Commercial Tourist named Davis -- whose address he was unable to ascertain -- The report was received and upon motion Mr Walker [Walker, Joel A.] directed to take charge of the Plaque for its owner --

The president [Goetchius, Henry Richard, 1852-1925] reported that he had seen Mrs McCoy [McCoy, Mrs.] about retouching the oil paintings in Library Rooms [Columbus Public Library (Columbus, Ga.)]; That

Mrs McCoy [McCoy, Mrs.] had advised him against retouching them stating her opinion to be that it would injure rather than uniform them -- Report received and upon motion it was determined to abandon the project
The general report and suggestions of Librarian Moon [Moon, James G.] were then taken up and discussed; its several sections referred as follows --

Section third referring to certain citizens not members abusing the privileges of the Library [Columbus Public Library (Columbus, Ga.)] -- Referred to Librarian [Moon, James G.] with instructions to have the By-Law regulating membership published on a slip of paper -- and given such persons --

Sections 5. 6. 7 & 8, concerning, 5 -- the binding of books -- 6 & 7 -- claims of Mesrs W D Matthews [Matthews, William D.] & E. C. Estes [Estes, Edwin C.] for certain Books and 8 -- as to Rack for Dictionary -- referred to Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee] with power to act --

The subject of increasing Mr Librarian Moon's [Moon, James G.] salary was discussed at some length -- from statements made as to the income of the Library [Columbus Public Library (Columbus, Ga.)] it was determined, that as that income would not at present warrant any increase, to indefinitely postpone the matter

The subject as to the advisability of discontinuing the subscription to the "Seaside Library --" was referred to Library Committee [Columbus Public Library Association (Columbus, Ga.). Library Committee]

D McElhenny [McIlhenny, George W.] to whom was referred the duty of compiling the laws and rules governing the Library [Columbus Public Library (Columbus, Ga.)] reported, Report received as read except that upon motion all of Rule 18 after and including the words "2 P M was stricken out --

Upon motion of D McElhenny [McIlhenny, George W.] the President [Goetchius, Henry Richard, 1852-1925] was instructed to have the Constitution, By-Laws, & Rules of Library printed in Pamphlet form, the numbers to be left to his
