- This dissertation investigates the process and performance of the OAU in the management of the regional conflicts which threaten the peace and tranquility of the African continent, by taking into account the political and institutional dynamics which come into play in organizational intervention in regional conflict. One principal conclusion of this study is that the OAU has demonstrated its commitment to the management of African conflicts, but has yet to develop an effective means of intervening in regional conflicts. The study came up with several recommendations which are functional, conceptual, and relational. In the functional areas, the OAU has to revamp its Secretariat. In the conceptual area, the OAU has to change its modus operandi without necessarily amending its charter in every respect where it feels the need for strengthening. In the relational area, the OAU should be made known to the masses and should cease to be a diplomatic elitist organization. The organization should as a matter of urgency implement its decision on the Quick Response Army. One of the recommendations that needs serious attention is the economic development of the African states. Countries that are economically weak always blame their neighbors for their woes as was witnessed in the Uganda/Tanzania case. Uganda blames Tanzania every time for her economic misfortune. Mention was also made on the democratization of the continent. When governments have democracy, the national wealth is appropriately distributed. The question of African refugees was a strong recommendation because it touches on the humanitarian sector.
