- Recent studies by international organizations have consistently pointed to the food problem facing most sub-Saharan African nations especially Niger. Efforts to help solve the food problem are complicated by inclement weather conditions. Inclement weather accounts for drought, desertification, failed harvests, rural-urban migration and consequently food insecurity. Agriculture and livestock account for almost ninety percent of the labor force in Niger. Thus, adverse or inclement weather has negative effects not only on food production but also on employment. While production continues to fluctuate, Niger's population continues to grow at a much faster rate, thus creating food insecurity Thus this study examines the food production, consumption and overall food security in Niger (a sub-Saharan African country) using the food security equation developed by Anderson and Roumasset (1985). The results of this study showed that Niger's food consumption exceeded its production for the period 1960 to 1990 largely due to inclement weather and increasing population growth. Despite food aid by donor nations, the research showed that food insecurity persisted for the period under investigation. To address the problem of food insecurity, this study proposes a comprehensive population control program, a far-reaching land reform policy package and an aggressive job-promotion initiative that will enable as many Nigeriens as possible to be economically self-sufficient.
