- This study was designed to determine the effectiveness of the Full Potential Program in maximizing the potential of gifted students who are culturally different and/or economically disadvantaged. Student achievement was compared between pilot schools and non�pilot schools to determine if there were significant differences in reading and mathematics performance of identified African American gifted students. The study also examined program effectiveness based on the attainment of selected program goals as perceived by identified school personnel. The study concluded that while students in the pilot group consistently scored higher, the score was significant at the .05 level for only one of the three years included in the study. Based on all data obtained, it was concluded that the Full Potential Program is effective as determined by the attainment of selected program goals.
