- This dissertation centers on the politics of revenue allocation in the Nigerian Federal system, and the implications of these politics on the oil producing areas with particular reference to the Rivers State. It examines critically the gross imbalances that exist in the distribution of benefits, and how the Nigerian revenue sharing scheme has failed to take cognizance of the special needs of the oil producing ethnic minority areas. Both primary and secondary sources were used in this study. Our research hypotheses were tested by administering survey questionnaires in the oil producing communities of the Rivers State of Nigeria, to find out in the minds of the local folks, if they are better or worse because of oil development. Our findings revealed that, over 34 years of oil exploration and production have not lifted the producing communities to a new level of economic activity and development. The material or objective economic conditions of the local population hardly resembles those whose resources have been contributing to a significant socioeconomic transformation of Nigeria. They are still abjectly poor, uneducated and living in dilapidated houses without any form of modern amenities. More than that, these communities alone are bearing the brunt of the by-products of oil exploration and production in terms of the unprecedented levels of oil spillage and gas flares. A number of recommendation were made in light of our findings which called for a devotion of substantial resources to develop these areas in social infrastructure, education, and jobs. It is with hope that this pioneering work will awaken the Nigerian policy makers to address the developmental concerns of the oil producing areas.
