- This dissertation examined the nature of the global debt crisis and the implications of the International Monetary Fund's Structural Adjustment Programs on the political, economic, and development aspirations of Brazil and Sierra Leone. In fulfilling this task, the researcher employed dependency as the theoretical framework. The study was done through the use of both primary and secondary sources. The findings established that Brazil and Sierra Leone depended heavily on external capital and that the global debt and the IMF Structural Adjustment Policies deterred their political, economic, and development aspirations.
