- The study examines and analyzes the problems associated with current annexation laws as they relate to growth areas. The study uses the case study method to analyze cities with contrasting growth rates due in part to their varying ability to utilize current annexation laws. As the laws are written, there are inherent disadvantages to their application. This study is significant due to the fact that Georgia's cities and counties are facing phenomenal economic growth. Accompanying this growth is the increased need for infrastructure development and services as areas develop on the fringe of municipalities, cities are faced with annexation decisions which affect their economic stability. Proper annexation legislation can allow for rational economic growth and service delivery. The main sources of information for this study were case studies, book, periodicals, newspapers and interviews.
