- The following proposal is to establish a small loan association and consumer counselling service for low- income families in the Atlanta University Social Services Department which is located in Perry Homes Public Housing Project; it is submitted to the Field Foundation. The project is designed for one year and will be hopefully funded for the amount of $240,768.25. The program director is Mr. David Williams; there will be three professional staff members and three auxiliary staff members. The project will cover from January 1, 1970 until December 31. 1970. The aim of this project is to help low-income families who live in public housing and are in need of consumer advice. These families are especially active consumers of durable goods. The program entails counselling such families on good consumer practices and extending them small loans witch the minimum interest rate, thus reaching some of them before they become overwhelmed with debts from being exploited by fraudulent neighborhood merchants. It is quite evident that our present system's criteria for extending credit does not include poor families. In order for one to qualify for credit, he has to possess CAPACITY, CAPITAL and CHARACTER which are known as the JC's of credit. The objective of this project is to establish new criteria for credit which would not meet the traditional standard. This program will provide a credit resources for individuals who would not otherwise be eligible to receive this through traditional channels. Moreover, this would alleviate the problem of low-income families having to rely on loan companies (when they are allowed) that charge exorbitant interest rate. This project is worthy of support because it will help to prevent the exploitation of the poor by having to patronize neighborhood merchants due to their inability to meet the traditional 3 C's of credit.
