We distributed over $973 million in scholarships, grants, and loans to more than 248,000 Georgia scholars. Governor Kemp and the General Assembly partnered to increase the HOPE Scholarship award rate to a minimum of 90% of standard undergraduate tuition at public colleges and universities. Other significant milestones were reached for the HOPE Scholarship program, as the agency exceeded $14 billion in award payments to over 2.1 million students since the inception of the program in 1993. \r\n \r\nDuring the last year, we launched several new initiatives to help students pursue their higher education goals with the least out-of-pocket costs possible. In July 2022, we launched the new Georgia College Completion Grant. In the initial year of the program, GSFC awarded nearly $7.3 million of need-based aid to over 6,000 Georgia students, helping them to complete the last stretch of their postsecondary credential. We also launched the new HOPE High School Equivalency Examination Grant Program (HSE) that provides advance funding for students to take a high school equivalency exam at the Technical College System of Georgia. Governor Kemp and the General Assembly added Law Enforcement and Criminal Justice as the 18th HOPE Career Grant field, and GSFC updated program regulations accordingly. The General Assembly appropriated $10 million for the new Behavioral Health Professionals Service Cancelable Loan program, and we began program development, scheduled to launch in November 2023. Through this new program, graduate students will be eligible for up to $120,000 of loan cancelation for service as behavioral health or substance abuse professionals in Georgia. \r\n \r\nGSFC has long been a leader in charitable giving among state agencies. In November, the GSFC team raised over $7,100 through the Georgia State Charitable Contributions Program, and we were recognized with the Champion Spirit Award. In December, the team exceeded their goal of providing gifts on four children's Christmas lists through Clark's Christmas Kids Program. We raised nearly $800 in cash in addition to donated toys and games. The generosity of the GSFC team allowed us to donate additional funds to supply Christmas gifts to children in foster care. \r\n \r\nIn May, Mercer University hosted the GSFC Board of Commissioners and provided tours of Mercer Music at Capricorn and the Mercer Engineering Research Center. Commissioners met with students and discussed opportunities to increase awareness of GSFC programs in middle and high school. \r\n \r\nIn June, GSFC partnered with the Governor's office to host the 2023 Governor's Valedictorian Reception at Georgia State University. Over 1,000 Georgians attended the celebration of valedictorians from across the state. Students were recognized by Governor and First Lady Kemp, GSFC leadership, college and university presidents and mascots, and other state leaders. \r\n \r\nThe dedicated Student Finance team implemented innovations and efficiencies that expanded our impact across the state. Our agency has continued investing in new technology to create new resources for Georgia students. We launched a new \"Plan\u0026Pay4CollegeGA\" initiative to provide students in 9th through 12th grade with a yearly roadmap to set themselves up for success during the college planning process. \r\n \r\nThrough collaboration with education agencies, we continue to advance our mission to help students gain access to affordable higher \r\n \r\neducation. In FY 2023, GSFC participated in the development of a new college enrollment initiative, and we look forward to its launch in FY \r\n \r\n2024. We look forward to additional opportunities in the upcoming year to collaborate with our education partners in Georgia and nationwide to support students in pursuing academic success. Our achievements \r\n \r\nRespectfully, \r\n \r\nwould not have been possible without the support we receive from our Board of Commissioners, and \r\n \r\nwe are grateful for their leadership as we strive each day to open pathways for every Georgia student to achieve their higher education goals. \r\n \r\nLynne Riley \r\n \r\nFiscal Year 2023 Highlights \r\n \r\n$14 billion in \r\nHOPE awards have \r\nbeen provided to \r\nGeorgia students \r\nover thirty years \r\n \r\n2.1 million \r\nGeorgia students \r\nhave received \r\nHOPE awards over \r\nthirty years. \r\n \r\nPath2College 529 Plan \r\nqualified withdrawals \r\nexceeded \r\n$2 Billion over \r\ntwenty-one years \r\n \r\n9th 12th grade \r\nstudents receive a \r\nyearly roadmap on \r\ntheir journey to \r\nhigher education \r\n \r\nFiscal Year 2023 \r\n \r\nHOPE Program $841,704,885 \r\n \r\nGSFC Use of Funds for Fiscal Year 2023: \r\n$973,938,994 \r\n \r\nTuition Equalization Grants $18,516,465 \r\nStudent Access Loans $22,912,836 \r\nDual Enrollment $74,618,434 \r\nMilitary Programs* $5,904,234 \r\nCompletion Grant $7,271,806 \r\nOther Programs** $3,010,333 \r\n \r\n* Military Programs include: Georgia Military College State Service Scholarship Loan, Georgia National Guard Service Cancelable Loan, Georgia HERO Scholarship, University of North Georgia Military Service Scholarship, University of North Georgia ROTC Grant, and University of North Georgia ROTC Grant for Future Officers ** Other Programs include: Scholarship for Engineering Education, Georgia Public Safety Memorial Grant, REACH Georgia Scholarship, the Georgia Veterinary Education Loan Repayment Program, and the John R. Despite the unprecedented challenges of the pandemic, every member of the Student Finance team has remained focused on the mission to promote and increase access to education for Georgians. We efficiently distributed $945 million in scholarships, grants, and loans to more than 245,000 Georgia scholars. Significant milestones were reached in 2022 for the HOPE Scholarship program, as GSFC exceeded $13 Billion in award payments to over 2 million students since the inception of the program in 1993. \r\n \r\nOur agency has continued investing in new technology to deliver improved customer service to students. We added new enhancements to the multi-lingual, 24/7 Virtual Chat Advisor feature on our GAfutures website. With this tool, students may request the virtual advisor to retrieve account-specific information, such as their academic eligibility status for HOPE and Zell Miller Scholarships and Grants, ACT and SAT scores, and their HOPE GPA. In Fiscal Year 2022, the Virtual Advisor completed 44,921 conversations with visitors to the website. \r\n \r\nAs part of our strategic plan, the Commission successfully transitioned to a more efficient customer contact system, which allows all agency personnel the flexibility to work remotely, and provided over $100,000 in cost savings to the agency. This new technology provides many customer-friendly features and enhanced communications with our borrowers on a more frequent basis. We recently launched the new GAfutures student dashboard, which allows students to query the status of their FAFSA applications, ACT and SAT scores, or the status of their loan application. The new Student Access Loan dashboard that launched in June 2022 received over 6,000 visits in its first month. We also updated Pathways2gsfa.org, to offer more seamless payment options for student loan borrowers. \r\n \r\nFor the third consecutive year, the Georgia Technology Authority has recognized GSFC for an innovative technology project, and will present a top honors award to the agency at the Georgia Digital Government Summit in September 2022 for the \"Student Access Loan Lifecycle Transition to Paperless Administration\" project. GSFC teams collaborated to design and implement a system to digitally process the many documents required in the loan origination and disbursement process for our borrowers. \r\n \r\nIn February of 2022, the Commission celebrated REACH Georgia's expansion to every public school district in the state. Our state's first need-based mentorship and scholarship program, REACH Georgia has funded over 3,600 scholarships since inception. Commission Board Members and dignitaries hosted REACH scholars at the State Capitol to celebrate the program's 10th Anniversary with a proclamation from Governor Brian Kemp and resolutions from the Georgia Senate and House of Representatives. \r\n \r\nIn its annual study of 529 plans across the country, Morningstar, Inc., a leading investment research firm, awarded Georgia's Path2College 529 Plan with a \"Silver\" rating in October 2021. This was an upgrade of two tiers from Neutral to Silver, and we are proud of the marketing efforts of the GSFC Path2College team who played an integral role in the achievement of this recognition. The Path2College 529 Plan marks its 20th year of operation in 2022, and we look forward to continued recognition of value to college savers for many years to come. \r\n \r\nI am proud to serve with the dedicated Student Finance team who have created the many new innovations and efficiencies that expand \r\n \r\nour impact across the state. Our achievements would not have been possible without the support we receive from our Board of \r\n \r\nCommissioners, and we are grateful for their leadership. Little did we know that we would end the fiscal year in a continued period of public health uncertainty. The GSFC team rose to the challenge and found ways to innovate our service delivery methods. We remained focused on our mission and achieved many of our strategic goals. \r\n \r\nTo better meet the needs of our students, we invested in new technology hardware, and a new call center platform will soon be placed in service. Our primary website, GAfutures, was upgraded as it celebrated five years of service, and it includes many enhanced features for a better customer experience. The Pathways website was also updated to provide a seamless experience for our student loan borrowers. \r\n \r\nGSFC implemented a chat function using artificial intelligence on our GAfutures website. The Virtual Advisor provides 24/7/365 assistance to students and parents with account-specific information and provides responses to general questions on Georgia's many financial aid programs. \r\n \r\nThe Georgia Technology Authority has selected GSFC's dual enrollment funding application to receive top honors at the Georgia Virtual Government Summit in September 2021. Teams from across the agency collaborated early in the pandemic to quickly create and implement a new solution. The system now provides parents with an easy online approval process, provides high school and college counselors with more efficient course registration and real-time student status, eliminates paper applications for home study students, and reduces manual data entry and paper processing for our staff. In the application's first year, more than 48,000 students successfully registered and applied for funding for over 171,000 college courses. \r\n \r\nTo strengthen our workforce development efforts, we implemented a new employee recognition program, initiated a mentor program, and launched BizLibrary, a self-paced learning system. We opened a virtual suggestion box, and many great ideas have been shared and utilized. \r\n \r\nOur many achievements in Fiscal Year 2021 would not have been possible without the support we receive from our Board of Commissioners. I am proud to report that the Georgia Student Finance Commission (GSFC), having implemented many operational efficiency initiatives in the previous year, did not break stride in the fulfillment of our mission during the course of the public health emergency. \r\n \r\nThe agency quickly adjusted to the changes, keeping the safety of our customers and personnel at the forefront while continuing to deliver services with minimal disruption. Communications platforms (website, email, social media) were frequently updated with vital information and pandemic-related policy changes. In-person events shifted to virtual meetings to comply with social distancing protocols. Most agency personnel continue to work remotely, and have maintained the same level of productivity and exceptional service delivery as we perform within our office setting. \r\n \r\nIn addition to normal day-to-day operations, we have achieved several milestones. Record-breaking levels of contributions and new accounts were realized by the Path2College 529 Savings Plan (P2C), with 19,189 new accounts opened and $414.0 million in contributions. The Apply to College Month campaign saw great success with 42,449 college applications submitted a record number for Georgia since the campaign began in 2008, and a 26% increase from 2018. GSFC also extended its impact in the community by partnering with Henderson Mill Elementary School in a service project, launching the \"Georgia Student Finance Commission Reads\" program. \r\n \r\nIn Fiscal Year 2021 and beyond, we will continue our focus on technology innovation and effective, efficient service delivery. Workforce development and succession planning programs will be implemented to bolster the strong team of professionals who deliver service with distinction each and every day. \r\n \r\nOur work would not be possible without the support we receive from our Board of Commissioners, our talented \r\n \r\nworkforce, and our partners across Georgia. We remain ever grateful for the opportunity to serve Georgians in their \r\n \r\npursuit of academic achievement in higher education. \r\n \r\nRespectfully, \r\n \r\nLynne Riley \r\nFiscal Year 2020 Highlights \r\nGSFC administered more than $940 million in scholarships, grants, and loans to Georgians to help pay for higher education expenses. \r\nMore than 58,000 students participated in Dual Enrollment, making the most of the opportunity to work toward obtaining a college credential while in high school. \r\nThe Path2College 529 Plan achieved $3.4 billion in assets under management in FY 2020, a 10.1% increase from FY 2019. \r\nMore than 70% of the 288 REACH scholars who graduated from high school also qualified for the HOPE Scholarship. \r\n \r\n$940 million \r\nin scholarships, grants and loans \r\n$3.4 billion \r\nin assets under management \r\n \r\nMore than \r\n58,000 \r\nstudents \r\nMore than 70% \r\nof REACH scholars qualified for HOPE \r\n \r\n Fiscal Year 2020 \r\n \r\nHOPE Program $780,740,025 \r\n \r\nGSFC Use of Funds for Fiscal Year 2020: \r\n$940,290,772 \r\n \r\nTuition Equalization Grants \r\n \r\n1 \r\n \r\n$22,748,676 \r\n \r\n2 \r\n \r\nStudent Access Loans \r\n \r\n3 \r\n \r\n$30,007,725 \r\n \r\n4 \r\n \r\n5 \r\n \r\nDual Enrollment \r\n \r\n6 \r\n \r\n$98,091,996 \r\n \r\nMilitary Programs* $6,492,565 \r\n \r\nOther Programs** $2,209,785 \r\n \r\n* Military Programs include: Georgia Military College State Service Scholarship, Georgia National Guard Service Cancelable Loan Scholarship, HERO Scholarship, University of North Georgia Military Scholarship, University of North Georgia ROTC Grant, and University of North Georgia ROTC Grant for Future Officers. ** Other Programs include: Scholarship for Engineering Education, Scholarship for Engineering Education for Minorities, Public Safety Memorial Grant, REACH Georgia Scholarship, Georgia Veterinary Education Loan Repayment Program, and John R. We continued our steadfast and diligent administration of the funds with which we are entrusted, and we sought new and creative ways to reach students and families. Our mission in action is to make sure that every Georgian knows an affordable postsecondary education in Georgia is possible. \r\n \r\nIn addition to our normal day-to-day operations, we celebrated the completion of several innovative projects last year. The College HOPE Eligibility Calculation Service, or CHECS, was launched in December and modernized the manner and method by which college grade point averages are calculated, reviewed, and shared for HOPE and Zell Miller Scholarship eligibility. GSFC also continued its focus on FAFSA completion and launched a digital marketing campaign pilot project, urging students to check their eligibility for federal Pell grants by completing the FAFSA with personalized assistance from GSFC. And, to ensure students and families have access to college financial aid planning assistance when they need it the most, GSFC also launched online chat technology and appointment scheduling. We are excited about the data and outcomes we have gained from these efforts and look forward to using those insights as we develop new projects. \r\n \r\nAs GSFC plans for FY 2020 and beyond, we will continue to focus on innovation and efficiency. New technologies will be utilized to provide faster, easier customer experiences that will also be self-service oriented. GSFC is proud of the programs it administers, and we constantly strive to serve the best interests of our primary constituents the students and families of Georgia. Through sound program policy, design, implementation, and operational effectiveness, we aim to provide every student seeking a postsecondary education with access to affordable options and best-in-class service. \r\n \r\nOur work would not be possible without the support we receive from our Board of Commissioners, staff, and statewide partners. As always, thank you for your ongoing commitment to GSFC and the students of Georgia. \r\nFiscal Year 2019 Highlights \r\n \r\nCaylee Noggle \r\n \r\nGSFC administered more than $888 million in scholarships, grants, and loans to over 240,000 Georgians to help pay for higher education expenses. \r\n \r\nGAfutures.org website usage increased to over 2 million visits, an increase of 500,000 users over the previous year. GSFC's mission is to promote and increase access to education for Georgians and works towards its related goals through a number of initiatives. The agency is focused on both successful program administration and sound stewardship of the funds in which it is entrusted. In addition, GSFC provides numerous outreach and education activities related to financial literacy and college planning. Central to these efforts over the last year has been a renewed focus on FAFSA Completion, raising the number of federal financial aid applications submitted by Georgia's students. Each year we work with students, parents, high school counselors, and our postsecondary partners to increase the number of Georgians with access to an affordable postsecondary education. \r\nFiscal Year 2018 Highlights \r\nGSFC provided more than $817 million in scholarships, grants and loans to over 232,000 Georgians to help pay for higher education expenses. \r\nMore than 43,000 students from over 650 public and private high schools participated in Dual Enrollment. In total, over 554,000 college credits were taken by Dual Enrollment students, providing them the opportunity to get an early start on completing a college credential. \r\nGAfutures.org continues to serve as a premiere resource for students in their college planning process. The website had more than 1.5 million visits and more than 254,000 accounts were created in FY 2018. Improved accessibility, new functions and information continue to enhance the user experience. \r\nGSFC's K-12 and postsecondary outreach representatives conducted nearly 3,000 events/visits at high schools, colleges and community organizations across the state. More than 117,000 students and their families were provided information about federal and state financial aid programs and the application process. \r\nThirty new school districts enrolled in the REACH Georgia program for the 2018-2019 school year. As a result, almost 1,800 Scholars will be actively participating in the needs-based scholarship and mentorship program. The REACH Georgia Foundation raised $466,800 in support of the program during FY 2018. \r\nMore than 18,000 Path2College 529 Plan accounts were opened in FY 2018 with contributions of $347.5 million. Georgia's official college savings plan saw assets under management grow to $2.7 billion, resulting in a significant reduction in fees. In addition, families utilized more than $145.6 million in qualified withdrawals to pay for higher education purposes. \r\nMessage from the Interim President \r\nThroughout FY 2018, GSFC remained focused on our mission of increasing access to education beyond high school for Georgians. Our steadfast attention to program integrity and administration combined with our increased efforts on outreach and education have laid a solid foundation for us to enter a new year. \r\nOur mission continues in FY 2019 with the launch of the postsecondary HOPE GPA calculation system (CHECS), a multi-year statewide project, as well as other operational enhancements. We are working to identify new and innovative ways to increase the number of students and families we reach and serve each year with FAFSA Completion, program applications, and other college preparations and are excited to share those initiatives as they develop. As always, none of our goals could be achieved without the support of our Board of Commissioners, staff and statewide partners. Thank you for your ongoing commitment to GSFC and the students of Georgia. \r\nCaylee Noggle \r\n \r\n Fiscal Year 2018 How GSFC Helps Students Pay for College \r\n \r\nHOPE Program $672,304,802 \r\n \r\nGSFC Use of Funds for Fiscal Year 2018: \r\n$817,663,451 \r\n \r\nTuition Equalization Grants $22,398,713 \r\nStudent Access Loans $28,445,762 \r\nDual Enrollment $86,331,598 \r\nMilitary Programs* $5,981,672 \r\nOther Programs** $2,200,904 \r\n \r\n* Military Programs include: Georgia Military College State Service Scholarship, Georgia National Guard Service Cancelable Loan Scholarship, HERO Scholarship, University of North Georgia Military Scholarship, University of North Georgia ROTC Grant, and University of North Georgia ROTC Grant for Future Officers. ** Other Programs include: Scholarship for Engineering Education, Scholarship for Engineering Education for Minorities and Georgia Public Safety Memorial Grant.
