Othmar Ammann, a Swiss-born architect and engineer, proposed the bridge design in 1923.  The Port Authority, with Ammann as chief engineer, began construction in October of 1927. The bridge has a 3,500-foot center span suspended between two 570-foot steel towers, and the strength to carry two levels of roadway or rail.
