The contest was designed to promote and encourage development in Georgia's smaller cities and minimize the trend  of young people leaving smaller Georgia cities and towns. The contest required applicants to form committees and create a scrapbook for their town that showcased its attributes. The Worth County scrapbooks include photographs, snapshots, newspaper clippings, illustrations, programs, and detailed typescript reports of improvements made in many categories, such as: education, health, agriculture, civic organizations, infrastructure, tourism, homes, and businesses.
